UN Women is the United Nations entity dedicated to gender equality and the
empowerment of women. A global champion for women and girls, UN Women was established
to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States
as they set global standards for achieving gender equality, and works with governments and civil
society to design laws, policies, programs and services needed to ensure that the standards are
effectively implemented and truly benefit women and girls worldwide. It works globally to make
the vision of the Sustainable Development Goals a reality for women and girls and stands behind
women’s equal participation in all aspects of life.
UN Women, grounded in the vision of equality enshrined in the Charter of the United
Nations, works for the elimination of discrimination against women and girls; the empowerment
of women; and the achievement of equality between women and men as partners and beneficiaries
of development, human rights, humanitarian action and peace and security. Under the overall
guidance and direction of the Deputy Regional Director, the Cambodia Country Programmed
Coordinator will provide analytical, technical and programmed management support
for coordinating the implementation of UN Women projects in Cambodia. Using the result-based
management (RBM) approach, he/she will exercise overall responsibility for timely planning,
programmed/project development, monitoring, and reporting of all UN Women’s projects in
Cambodia. The Cambodia Country Programmed Coordinator works with the Programmed Support
Unit of the UN Women Regional Office for Asia and the Pacific (ROAP) to oversee and coordinate
activities of different projects as well as enhance strategic collaboration with international and
national partners, including government, civil society, multi and bi-lateral donors, UN agencies
and other development organizations ensuring coherence and successful implementation of the
UN Women programmed in Cambodia.
In order to enable women to understand and assert their rights, UN Women places a
strong focus on enhancing women's involvement in politics, decision-making processes, and
economic and livelihood prospects. Work has included, expanding democratic governance
through increased participation of women in both formal and informal decision-making
processes. In order to encourage women to vote, NGOs are supported by UN Women. In
preparation for the 2007 commune elections, a collaboration with women's NGOs offered
female candidates training in governance and election campaigning, as well as training to
increase voter awareness of the value of having women in politics. According to post-election
figures, the percentage of female candidates surged to 21 percent in 2007 from 15 percent in
2002, while the percentage of women elected jumped to 15 percent from 8.5 percent.
Engendering national planning and policy-making. In order to establish, execute, and monitor
national development policies, budgets, and other sectoral plans, UN Women offers technical
assistance to governmental organizations like MOWA and other ministries. Additionally,
funding is being provided for the monitoring of commitments to the MDGs, Neary Rattanak
III, CEDAW, and UNSC Resolution 1325. Promoting the economic empowerment of the
most excluded women who are ethnic minority women, HIV-positive women, and women
with disabilities. UN Women encourages the use of gender-responsive budgeting by the
public sector and civil society to track the distribution of resources to enhance the economic
status of women. UN Women addresses the rights abuses experienced by female migrant
workers and increases their understanding of "safe migration" concerns. UN Women is
creating a uniform pre-departure training program and collaborating with the government to
ensure that sub-decrees protecting the rights of migrant workers are implemented with gender
equality in mind. Promoting the leadership and participation of HIV-positive women’s
organizations and women affected by HIV/AIDS. UN Women participates with the
government to help develop the policies, programs, and resource allocations to address the
HIV/AIDS pandemic under Cambodia's third National Strategic Plan for a Comprehensive
and Multi-sectoral National Response to HIV and AIDS (NSP III). Mapping the situation of
women with disabilities in Cambodia using the framework of CEDAW. UN Women supports
the National Policy for Gender Equality - Neary Rattanak III, the Cambodian Millennium
Development Goals and the National Action Plan for People with Disabilities. Addressing
violence against women. UN Women assists government partners in gathering and analyzing
data, creating legislation, and institutionalizing the services needed to stop and address
gender-base.
In conclusion, Cambodia is a country emerging from conflict. In the past decade some
progress has been achieved through interventions by government civil society and international
agencies, but it remains one of the poorest countries in Asia Pacific region. Given this context,
the challenges to gender equality in Cambodia remain those related to poverty, including
maternal mortality, illiteracy, violence, trafficking and unsafe migration. Discriminatory attitudes
and norms present further obstacles in achieving gender equality. Without women voice, women
related issues would not be identified. Without women participation, their priorities before,
during and after a disaster will not be addressed.
