Introduction:
Gram panchayat [ transl. ‘village council’] is a basic village
–governing institute in indian villages .it is a democratic structure
at the grass –roots level in india . it is a political institute , acting
as cabinet of the village .the gram sabha work as the general body
of the gram panchayat . the member of the gram panchayat are
elected by the gram sabha .
Gram panchayat consist of the village or a group of the village
divided into smaller units called “ wards”. Each ward selects or
elects a representative who is known as the punch or ward member.
The member of the gram sabha elect the ward members through a
direct election.

In the Gram panchayat, various issues are discussed like

For example , if a village is having water problem what will be the
alternative ways to develop . different Panch will come with
different ideas like using the hand Pamp , checking dams and rain
water harvesting methods, making tube –wells or wells in the
village . now the gram sabha will select the best idea and try to
work on it .
Thus the gram sabha is a key factor in making the gram
panchayat to paly its role and be responsible. it is the place where
all plans for the work of the gram panchayat are placed before
people. Gram sabha prevents the panchayat from doing wrong
things like misuse of the money for favouring certain people. it also
keeps and eye on the elected representatives and in making them
responsible to the persons who elected them .
For example, many people who are below poverty line and really
in the need of BPL facilities, many times are not able to avail the
facilities just because of the corrupt people . at that time by keeping
a track on the misuse of many and the undue favour done to certain

The Karnataka panchayati Raj Act came into force on 1993:

In order to further strengthen the functioning of rural
panchayati Raj institutions in the state by decentralization at the
appropriate level and to improve the quality of functioning , to
provide social justice by means of extending additional
reseravation facilities to SC/ST based their population women and

1. Every Gram panchayat shall constitute the following

committees by election:
 Production committee
 Social Justice Committee
 Amenities Committee
Every gram panchayat shall have the following standing
committees constituted from among members by election
namely.
 General standing committee to performs functions
relating to agriculture production ,animal husbandary
and rural industries and poverty alleviation
programmes , education , public work and other
functions of the gram panchayat, supervision of public
works for investigation and reporting on complaints
raised by the gram sabha about poor quality , pillerage
and misappropriation of funds in the execution of works,
 Finance audit and planning standing committee to
perform the functions realting to the finance of the gram
panchayats , framing of budgets ,scrutinxing proposals
for increase of revenue examinations of receipts and
expenditure statement, consideration of all proposals
affecting the finance of the gram panchayat and general
supervision of the revenue and expenditure of the gram
panchayat and any other function relating to the
development plan of the gram panchayat, information
and statistics. Every gram panchayat shall collate and
stttore the vision and annual plans , data related to the
census, surveys conducted, PRAs and data concerning
rural decelolpment, details of central and state
government schemes in progress data relating to
africultural practices and other information of

importance to farmers, data concerning physical

infrastructure index and assets and resources relating the
panchayat raj system in general and gram panchayats in
particular that shall assist the fram panchayat ro fine tune
their plans and budget outlays .
Social Justice standing committee for-
a) Promotion of educational , economic social ,cultural ,
and other interest of the scheduled castes and scheduled
tribes and backward classes, protection of such castes
and classes from social injustice and any form of
exploitation.
b) Welfarre of women and children the social justice
committee shall address women’s concerns and issues
such as the empowerment of women by achieving their
social , cultural and economic development and to
protect them against crimes of domestic violence, sexual
harassment. Etc, within the gram panchayat function of
the social justice committee shall include tendering of
advice to the social justice committee shall include
tendering of advice to the panchayat on promoting
gender friendly programs by ensuring adequate
facilitations for women at schools, officers, factories
hospital and other public places and go about officers,

c) Provided that the social justice committee shall consist

other interest of the scheduled castes and scheduled tribes and
Backward Classes;
2. Protection of such castes and classes from social in justice and
any form of exploitation ;
3. Welfare of women and children;

Amenities Committee:
This committee shall perform functions in respect of education ,
public health, public works and other functions of the grama
panchayat.

person but is appointed by the government. The secretary is

The secretary of the gram panchayat is known as Gram

Sevak The government has changed the designation
of gram sevak in gram panchayat. Now it is known as village
development officer 30-dec-2022.

The government may, by order, specify the staffing pattern, the

scales of pay and mode of recruitment of staff of gram
panchayats .
The gram panchayat shall, subjects to the sub section [1]
Determine and submit for approval of the chief executive officer
a schedule of employees specifying the designation and grades and
the salaries and allowances payables to its officers other than the
secreatory required for carrying out the duties imposed upon the
gram panchayat by or under this Act.

Functions of the Gram panchayat :

The gram panchayat shall perform the functions specified in
schedule 1:
1. Provided that where the state government or central
government provide fund for the performance of any function
specified in schedule I , the gram panchayat shall perform
such function in accordance with the guideline’s or norm laid
down for performing such function.
2. Notwithstanding anything contained in sub-section [1] and
schedule I, it shall be obligatory on the part of a gram
panchayat in so far as the gram panchayat fund at its disposal
will allow, to make reasonable provisions within the
panchayat are in regard are in to the following matters ,
namely:
o providing adequate number of street lights and paying
electricity charges regularly;
o filling-up insanitary depressions and reclaiming unhealthy
localities;

o destruction of rabid an ownerless dogs;

o maintance of all community assets vested in it;
o maintenance of records relating to population census. Crop

out within the panchayat area any other work of measure
which is likely to promote the health, safety, education,
comfort, convenience or social or economic well being of the
inhabitants of the panchayat area.
4. The gram panchayat may ,by a resolution , passed at its
meeting and supported by two- thirds of its total number of
members and with the prior approval of the taluk panchayat.
 Make provisions for or make contribution towards, any
exhibition, conference or seminar within or outside the
panchayat area but within the district ; or
 Make contribution to any medical, educational or charitable
institutions or any other institutions of public ytility, ethin
the panchayat are which are registered under the Karnataka
societies registration Act, 1961, Karnataka Co-Operatives
societies Act , 1959or under any other law for the time
being in force.

Revitalization of rural public libraries is a flagship programme

of the department of rural development and panchayat Raj
[RDPR] . the Karnataka public libararies Act, 1965 came into
force into in 1966 abd subsequently the department of public
livraties established a public livraries network at he state,
district, city, and gram panchayat levels. In 2019 5623 of these
rural libraries were transferred to the RDPR department for their
overall management. This transfer enabled local oversight of the

genuinely deprived and that the selection is objective and

verifiable, it selects beneficiaries using housing deprivation

parameters in the socio Economic and caste Census

[SECC]2011 data. The SECC data captures specific deprivation
