Learning Objectives
1. Explain what projects are and
how projects are organized.
2. Evaluate projects using earned
value management.
3. Analyze projects using
network-planning models.
2
What is Project Management?
⚫ The management aspects of project management are as
important as the technical aspects.
⚫ For projects, the key resource is often our employees’ time.
⚫ Human resources are often the most expensive, and those
people involved in projects that are critical to the success of
the firm are often the most valuable managers, consultants,
and engineers.
⚫ There are different types of projects, ranging from the
development of totally new products, revisions to old
products, new marketing plans, and a vast array of projects
for better serving customers and reducing costs.

Definition of Project
What is a project?
⚫A project is defined as a series of
related jobs, usually directed toward
some major output and requiring a
significant period of time to perform.
Project Management
What is project management?
⚫ Project management is defined as
planning, directing, and controlling
resources (people, equipment, material,
etc.) to meet the technical, cost, and time
constraints of the project..

Organizing the Project Team
• Before the project starts, senior
managers must decide which of three
organizational structures will be used to
tie the project to the parent company:
1. Pure Project
2. Functional Project
3. Matrix Project
23
1. Pure Project
• When innovation and speed are the
priorities, a small project-focused team
is used.
• In this case, team members are
assigned solely to the team for the
duration of the project.
• The pure project structure is a
structure for organizing project where
a self-contained team works full time
on the project.

3. Matrix Project
• The matrix project is a structure that
blends the functional and pure project
structures.
• Each project uses people from different
functional areas.
• A dedicated project manager decides
what tasks need to be performed and
when, but the functional managers
control which people to use.

Organizing Project Tasks
• A project starts as a statement of work
(SOW)
◆A written description of the objectives to
be achieved.
◆Brief statement of work to be done.
◆Proposed schedule (start and completion
date).
• Task – a further subdivision of a project –
usually not longer than several months and
performed by a single group or organization

Organizing Project Tasks (2)
• Project Milestone
• Specific events in the life of the project.
• Work Breakdown Structure (WBS)
• Defines the hierarchy of project tasks,
subtasks, and work packages
• Activities
• Pieces of work within a project that
consume time. The completion of all the
activities of a project marks the end of the
project.
Work Breakdown Structure -
Example Exhibit 5.2
Overview
Details
Work Breakdown Structure
• The work breakdown structure (WBS) defines the
hierarchy of project tasks, subtasks.
• Completion of one of more subtasks results in the
completion of a subtask.
• The WBS is important in organizing a project because it
breaks the project down into manageable pieces.
• The number of levels depend on the project:
➢The level at which a single individual or organization can be
assigned responsibility and accountability for accomplishing
the tasks.
➢The level at which budget and cost data will be collected
during the project.

Earned Value Management (EVM)
⚫ Earned value management (EVM) is a
technique for measuring project progress in
an objective manner.
⚫ Has the ability to combine measurements of
scope, schedule, and cost in a project
⚫ Provides a method for evaluating the relative
success of a project at a point in time

Earned Value Management – Example 5.1
Red color: actual performance
Blue color: budget
At time “X”, Activity A is 100% complete
(budgeted cost was $18K).
At time “X”, Activity B is 80% complete
(budgeted cost was $10K).
At time “X”, Activity C is 70% complete
(budgeted cost was $20K). 80% of this
activity should be complete by now.
At time “X”, Activity D is 0% complete
(budgeted cost was $40K). 15% of this
activity should be complete by now.
Earned Value Management Example
• From the diagram, the budgeted cost of all the project
work is the following: Activity A - $18K, B - $10K, C -
$20K, D - $40K.
• This is the cost of each activity when it is 100 percent
completed.
The project is currently at day X According to the diagram.
1. 100 percent of activity A should be completed, and it is
2. 100 percent of activity B should be completed, but only
80 percent is
3. 80 percent of activity C should be completed, but only
70 percent is
4. 15 percent of activity D should be finished, but it has
not started.
Earned Value Management Example
Step 1: Calculate the Budgeted Cost of Work
Scheduled (BCWS)
Step 2: Calculate the Budgeted Cost of Work
Performed (BCWP)
Step 3: Obtain the Actual Cost (AC) of the
work performed
Step 4: Calculate key performance measures
for the project
75
Earned Value Management Example
Step 1: Calculate the Budgeted Cost of Work Scheduled (BCWS)
given the current state of the project. This is the value or cost of the
project that is expected, given the project is at time X:
⚫ Activity A – 100% of $18K = $18K
⚫ Activity B – 100% of $10K = $10K
⚫ Activity C – 80% of $20K = $16K
⚫ Activity D – 15% of $40K = $6K
⚫ BCWS = $18K + $10K + $16K + $6K = $50K
Earned Value Management Example
Step 2: Calculate the Budgeted Cost of Work Performed (BCWP)
given the current state of the project. This is the actual value or
cost of the project to date, given the project is at time X:
⚫ Activity A – 100% of $18K = $18K
⚫ Activity B – 80% of $10K = $8K
⚫ Activity C – 70% of $20K = $14K
⚫ Activity D – 0% of $40K = $0K
⚫ BCWP = $18K + $8K + $14K + $0K = $40K
Earned Value Management Example
Step 3:
⚫ Obtain the Actual Cost (AC) of the
work performed.
⚫ This would need to be obtained from
accounting records for the project.
⚫ Assume that the actual cost for this
project to date is $45K.
AC = $45K
Earned Value Management Example
Step 4: Calculate key performance measures
for the project:
• Schedule Variance: This is the difference
between the Budgeted Cost of Work
Performed (BCWP) and the Budgeted Cost of
Work Schedule (BCWS) (step 1 and 2)
➢ Schedule Variance = BCWP – BCWS
➢ Schedule Variance = $40K - $50 K = – $10K
Earned Value Management Example
Performance Measures
Schedule Variance: 𝑺𝑽 = 𝑩𝑪𝑾𝑷 − 𝑩𝑪𝑾𝑺 = $40𝐾 − $50𝐾 = −$10𝐾
𝑩𝑪𝑾𝑷 $40𝐾
Schedule Performance Index: 𝑺𝑷𝑰 = = = 0.8
𝑩𝑪𝑾𝑺 $50𝐾
Cost Variance: 𝑪𝑽 = 𝑩𝑪𝑾𝑷 − 𝑨𝑪 = $40𝐾 − $45𝐾 = −$5𝐾
Actual cost of
𝑩𝑪𝑾𝑷 $40𝐾
Cost Performance Index: 𝑪𝑷𝑰 = = = 0.89 $45K obtained
𝑨𝑪 $45𝐾 from accounting
For performance indices:
records
CPI < 1 means actual costs are higher than planned
CPI = 1 means actual costs are exactly as planned
CPI > 1 means actual costs are lower than planned
Review Question 1

A. a technique for measuring profitability of
company.
B. a technique for measuring project
progress at a point in time.
C. a technique for measuring cost per unit in
the production
