Global and Local Perspectives on Automated Record Portals
For the past few years, keeping records manually has been done at an international
level. Kizito and Nwabueze (2016) studying Imo State University, Nigeria, found that
manual systems have one or more of the following challenges: time-consuming
calculations, delayed result publication and processes, gaps and flaws in the student
clearing systems. As a solution, Kizito and Nwabueze (2016) constructed a web-based
application using Object-Oriented Analysis and Design Methodology (OOADM). They
concluded that online systems for registration, transcript processing, and certificate
verification in web-based applications eliminate error prone human processes and save
a significant quantity of paper. This research is parallel to the international research
findings of Wagan et al. (2025) and Duruin and Siddayao (2024). Similar to the Nigerian
research, the Nigerian research, such as using HTML, PHP, and MySQL, focuses on
the technical architecture designed to address retrieval challenges, while the Philippine
studies are based on the latter, addressing the challenges created by the selection of
strategic pathways and the quality of the systems, which is ISO 25010 compliant. In
total, these articles show that the centralized digital portal can be seen as the primary
answer to the preservation of information accuracy and access convenience among
students, members of the faculty, and management, in general.

The Paradigm Shift in the Record-Keeping of institutions.
Record management is going digital, and it is marking a new era of
unprecedented efficiency and effortless access. Wagan et al. (2025) assert
that this shift of the Philippine Higher Education Institutions (HEI) revolves
around three essential dimensions; there is the gain of efficiency, enhancing
the accuracy, and embracing the best practices. This changes the situation
world over, Kizito and Nwabueze (2016) suggest that with the global
evolution of tertiary institutions, the manual systems should be phased out
to ensure that institutions no longer carry out tedious calculating and time
wastage in reconciling the results of any calculating procedure. According to
literature centralized web-based portal is the most main solution to preserve
the integrity of data among all the stakeholders like students, faculty, as well
as management.

Contemporary literature reveals that the impact of electronic records exceeds data storage to
directly relate with the functionality of human resource management. Kanyabwira, through the
study of public institutions in Rwanda, reveals a “significant positive relationship which exists
between good record practices and HRM performances.” This study reveals the importance of an
electronic record management system with regard to open hiring, employee motivation, and
effective conflict resolution. Due to the knowledge gap between filing and strategic workforce
utilization, Kanyabwira asserts that proper and updated information forms the key to effective
decision-making and cost reduction within the public institution.

Benefits and Best Practices in Record Management
Though the management of records through digital platforms in
contemporary days allows retrieval and security for better records compared
to previous ways, Sachan (2024) contends, Streamlining support processes
means, in essence, implementing practices for assuring the integrity and
usability of information. If educational institutions are to function effectively,
they are in sore need of adopting the systematic way for record-keeping,
which would highlight both the importance of access to information, as well
as the achievements for the long-term future.

Records as Organizational Infrastructure
The literature states records as being the “lifeblood” of any organization.
According to Touray (2021), decisions in any business organization are
founded on records and information. This viewpoint matches the perspective
of Sachan (2024), who argues that correct records and their update on
progress being vital, but further states this depends on the proper
management of records, with the right information at the correct time when
needed.
