V. GEAR UP YOUR MIND
A number of women have made historic contribution to mankind. Polish scientist Marie Curie
discovered radium and Polonium in 1898 and eventually found a treatment for cancer. Russian
cosmonaut Valentina Tereshkova was the first woman to travel into space in June 1963. British
nurse Florence Nightingale improved the nursing system in 1860. Sirimavo Bandaranaike became
the world’s first female prime minister when she was elected head of Sri Lankan government in
1960, while Vigdis Finnbogadottir of Iceland was elected first woman president in the world twenty
years after.
In the Philippines, there were great women who made remarkable contributions in the society.
Geronima T. Pecson was the first female to join the Philippine Senate in 1947. She was the woman
behind the Free and Compulsory Education Act of 1953. Josefa Llanes Escoda, the lone woman in
the one-thousan peso bill, was a social worker, an advocate of women’s suffrage and the founder
of the Girl Scouts of the Philippines. Before Escoda, there was Melchora Aquino, better known as
“Tandang Sora” who assisted sick and wounded revolutionaries during the Philippine Revolution. In
entertainment, Honorata de la Rama-Hernandez, aka Atang de la Rama, popularized the zarzuelas
in the country and was hailed as the first Filipina film actress. She became the first showbizz
personality to be recognized as National Artist of he Philippines for Theater and Music in 1987.
equally unforgettable was Gloria Maria Aspillera Diaz. Or better known as Gloria Diaz, for making
headlines worldwide after winning the Miss Universe in 1969.
In spite of the achievements of women bannered all over the globe, there remain issues on the
situation of women as well as women’s rights even to these days. Let us take a look on these
recent reports.
1. A new United Nations report (2020) reveals that only 47% of women working are joined the labor
market, a figure that seemingly did not change at all over the last quarter of the century.
2. In terms of power and decision-making, 28% of managerial positions globally were occupied by
women in 2019, almost the same proportion as in 1995. moreover, only 18% of enterprises
surveyed had a female CEO in 2020. Among Fortune’s 500 corporations, only 37 or 7.4% are
women.
3. Women’s representation in parliament has more than doubled globally, but it has not exceeded
the 25% of parliament seats in 2020. women’s representation among Cabinet members has
quadrupled over the last 25 years, but remains below 22%.
4. Around one-third of women worldwide experienced physical and/or sexual violence by an
intimate partner and 18% have experienced violence in the past 12 months. Globally, as estimated
137 women are killed by their intimate partner or a family member every day.
5. At least 200 million girls and women alive today have been subjected to female genital mutilation
across Africa and the Middle East where the practice is more prevalent.
6. Laws on domestic violence are not yet universally available, with only 153 countries having such
law.
7. One in every four Filipino women aged 15 to 49 years old experienced any form of physical,
sexual and emotional violence from their current or most recent husband or partner.
8. Gender-based online sexual harassments continue to rise, especially targeting women and girls.
Widespread are jokes, rape threats, and other sexist remarks hthat negatively impact women and
girls.
Legal Bases for the Study of Gender and Society
1. CHED Memorandum Order No.01, Series of 2015
Establishing the Policies and Guidelines on Gender and Development in the Commission on
Higher Education (CHED) and Higher Education Institutions (HEIs)
2. Convention on the Elimination of All Forms of Discrimination against Women (CEDAW)
The Convention was the culmination of more than 30 years of work by the United Nations
Commission ion the Status of Women, a body established in 1946 to monitor the situation of
women and to promote women’s rights. The Commission’s work has been instrumental in bringing
to light all the areas in which women are denied equality with men. These efforts for the
advancement of women have resulted in several declarations and conventions, of which the
Convention on the Elimination of All Forms of Discrimination against Women is the central and
most comprehensive document.
3. 1987 Constitution, Article II, Section 14
The State recognizes the role of women in nation-building, and shall ensure the fundamental
equality before the law of men and men.
4. Magna Carta of Women (Republic Act No. 9710)
This refers to the Philippines’ comprehensive women’s human rights law that seeks to eliminate
discrimination against women by recognizing, protecting, fulfilling and promoting the rights of
women, especially those in marginalized sector. The law, which is a consolidation of Senate Bill
No. 2396 and House Bill No. 4273, was passed by the Senate and the House of Representatives
on May 19, 2009 and May 20, 2009, respectively. It was signed into law by President Gloria
Macapagal Arroyo on August 14, 2009.
5. Beijing Platform for Action (BFPA)
This refers to the resulting document of the fourth World Conference on Women in Beijing, China in
1995 adopted in consensus by the United Nations. It represents the international community’s
commitment towards the promotion of women’s welfare and aims at accelerating the
implementation of the Nairobi Forward-Looking Strategies for the Advancement of Women.
