5. In respect of the candidates allocated to any of the Central Civil Services, attention is invited to this Department’s
OM No. 11012/7/91-Estt.(A) dated 19.05.1993 as amended from time to time and which already stipulated the action
that can follow furnishing of false information or submission of false/ fabricated certificates. The operative part of the
said OM is reproduced as below:

“Wherever it is found that a candidate who was not qualified or eligible in terms of the recruitment
rules etc., for initial recruitment in service or had furnished false information or produced a false certificate in
order to secure appointment, he should not be retained in service. If, he is probationer or a temporary
Government servant, he should be discharged, or his services should be terminated. If he has become a
permanent Government servant, an enquiry as prescribed in Rule 14 of CCS(CCA) Rules, 1965 may be held and
if the charges are proved, the Government servant should be removed or dismissed from service. In no

The aforementioned OM dated 19.05.1993 clearly brings out that disciplinary enquiry involving the matter of securing

have got appointment on the basis of fake/false certificates should not be retained in service and should be
dismissed/removed from service.

subject to the ‘Income and Asset Certificate’ being verified through the proper channels and if the verification
reveals that the claim to belong to EWS is fake/false the service will be terminated forthwith without assigning

If a candidate's certificate is determined to be false at any stage, their appointment is subject to cancellation. Additionally, punitive action may be taken according to relevant laws. The service offer is terminated without further notice if verification reveals any falsification .

The document specifies that if it is discovered that an individual secured a government position through false certificates, their service will be terminated. For probationers or temporary government servants, they should be discharged or terminated immediately. For permanent employees, a disciplinary enquiry according to Rule 14 of CCS(CCA) Rules, 1965 will be held, and if charges are proven, they should be removed or dismissed from service. No other penalty should be imposed .

The allocation for candidates claiming reservation is provisional, pending verification of their eligibility under OBC, SC, ST, PwBD, or EWS categories. If the verification reveals the claims are false, their service is terminated immediately without further notice. The respective Cadre Controlling Authorities are responsible for verifying the authenticity of these claims .

The Foundation Course is a crucial component of probationary training for IAS, IPS, and Group ‘A’ Services recruits from the Civil Services Examination. Additionally, appointment is conditional on verification of certificates and compliance with rules regarding having more than one spouse .
