Preambulatory Clauses:
Recognizing the persistent and growing threat of terrorism across the Sahel region, which
continues to destabilize fragile governments and displace millions of civilians,
Acknowledging the failure of externally dependent military solutions in achieving long-term
peace and stability in the region,
Alarmed by the increasing recruitment of youth into extremist groups due to the lack of
education, employment, and rehabilitation programs,
Deeply concerned about the illegal flow of arms and unchecked movement of terrorists across
weak borders in the Sahel region,
Emphasizing the importance of African-led peacekeeping strategies, community-rooted
deradicalization, and economic revival as sustainable solutions,
Reaffirming the importance of regional cooperation, the leadership of the African Union, and
sovereign participation in decision-making for counterterrorism efforts,
Operative Clauses:
1. Proposes the launch of a Sahel Intelligence Coordination Platform under the African
Union, with basic real-time communication systems between Sahel nations for faster
intelligence exchange and border alerts;
2. Encourages joint counterterrorism training programs between South Africa and
interested Sahel countries, focusing on arms tracking, border surveillance, and smuggling
control, using simple tech-based monitoring;
3. Recommends the establishment of the “Voices of the Sahel” Youth Initiative, which
shall:
o Create community-led deradicalization centers in conflict-affected areas,
o Introduce mobile classrooms to reach displaced children,
o Train religious and civil society leaders to run peace-building campaigns;
4. Calls for the deployment of small-scale, African Union-led Peace Stabilization Units,
with logistical support from countries like South Africa, to secure territories without
heavy dependence on NATO or foreign military coalitions;
5. Urges the formation of a Regional Arms Trafficking Taskforce, supported by existing
AU structures, to trace illegal weapons flows, especially from Libya and other
destabilized regions, using affordable and locally adaptable tech;
6. Advocates for the creation of Special Economic Rehabilitation Zones (SERZ) in post-
conflict areas, where local governments and NGOs will work together to restore essential
services like markets, water access, education, and farming;
7. Requests international donors and UN agencies to provide funding directly to local
authorities and African institutions, minimizing reliance on foreign contractors and
promoting transparency;
8. Invites all willing nations to support this African-led resolution and stand behind an
inclusive, sustainable, and sovereign approach to ending terrorism in the Sahel;
9. Reaffirms the importance of local leadership and regional autonomy in designing
counterterrorism solutions suitable to cultural, economic, and geographic contexts;
Decides to remain seized of the matter.
