AN EXECUTIVE ORDER INSTITUTING THE GENDER AND DEVELOPMENT
(GAD) FOCAL POINT SYSTEM IN THE MUNICIPALITY OF TUNGA, LEYTE
WHEREAS, Republic Act No. 9710, otherwise known as the Magna Carta of
Women, mandates the integration of gender-responsive programs in all
government agencies and local government units;
WHEREAS, the Philippine Commission on Women (PCW) requires the
establishment of a Gender and Development (GAD) Focal Point System (GFPS)
in all local government units to ensure effective planning, implementation,
monitoring, and reporting of GAD programs, activities, and projects (PAPs);
WHEREAS, the Municipality of Tunga, Leyte recognizes the importance of
promoting gender equality and the empowerment of women as a strategy
toward sustainable and inclusive local development;
WHEREAS, it is the policy of this Municipality to institutionalize gender
mainstreaming in all municipal offices, departments, and attached agencies,
ensuring that both women and men equally benefit from local governance
programs;
NOW, THEREFORE, I, REINBERT C. COSTELO, Municipal Mayor of Tunga,
Leyte, by virtue of the powers vested in me by law, do hereby order the
following:
SECTION 1. CREATION OF THE GAD FOCAL POINT SYSTEM (GFPS)
The Municipality of Tunga, Leyte shall establish a GAD Focal Point System
(GFPS) to serve as the coordinating body for all GAD-related initiatives in the
Municipality. The GFPS shall consist of an Executive Committee, a Technical
Working Group (TWG), and a Secretariat.
SECTION 2. EXECUTIVE COMMITTEE
Composition:
1. Chairperson: Municipal Mayor (Local Chief Executive – LCE)
2. Alternate Chair / Vice-Chair: Optional, may be designated by the
Chairperson
3. Members:
o Sangguniang Bayan Committee Chair on Women, Children,
and Family
o Sangguniang Bayan Committee Chair on Appropriations
o PNP Women’s Desk Officer
o Persons with Disabilities (PWD) Representative
o Representative of Women’s Organization
o Private Sector Representative
o Academe Representative
o Association of Barangay Captains (ABC) President
o Sangguniang Kabataan Federation President
Functions:
1. Provide overall policy direction and guidance to the GFPS.
2. Approve annual GAD plans, programs, activities, and projects.
3. Endorse GAD budget allocations and oversee utilization.
4. Ensure coordination among all GFPS members and TWG.
SECTION 3. TECHNICAL WORKING GROUP (TWG)
Composition:
1. Chairperson: Elected among TWG members
2. Members:
o Municipal Planning and Development Coordinator (MPDC)
o Municipal Social Welfare and Development Officer (MSWDO)
o Human Resource Management Officer (HRMO)
o Municipal Budget Officer (MBO)
o Municipal Account (MACCO)
o Municipal Treasurer (MTO)
o Municipal Health Officer (MHO)
o Municipal Agricultural Officer (MAO)
o Office of the Mayor Representative
o Private Sector Representative
o Academe Representative
o Civil Society/People’s Organization (CSO/PO) Representative
o Persons with Disabilities (PWD) Representative
Functions:
1. Conduct planning, coordination, and implementation of GAD
programs, activities, and projects (PAPs).
2. Provide technical support, monitoring, and evaluation of GAD
initiatives.
3. Prepare and submit GAD annual accomplishment reports to the
Executive Committee and PCW.
4. Promote gender awareness and capacity-building programs for
municipal employees and stakeholders.
SECTION 4. SECRETARIAT
Composition:
1. Head: Staff designated by the TWG Chair
2. Members: Two (2) members selected from any municipal
department
Functions:
1. Provide administrative and technical support to the Executive
Committee and TWG.
2. Maintain records of all meetings, plans, and GAD reports.
3. Assist in coordination, documentation, and submission of GAD
reports to the PCW.
SECTION 5. MEETINGS
1. The Executive Committee shall meet at least semi-annually or as
necessary to review GAD policies and plans.
2. The TWG shall meet at least quarterly or as needed to coordinate the
implementation, monitoring, and reporting of GAD initiatives.
3. The Secretariat shall provide logistical and administrative support for all
meetings and documentation.
SECTION 6. FUNDING
All GAD-related programs and activities shall be funded in accordance with the
approved Annual Investment Program (AIP) and General Appropriations Act
(GAA), ensuring that at least 5% of the total agency budget is allocated for
GAD initiatives, as mandated by law.
SECTION 7. EFFECTIVITY
This Executive Order shall take effect immediately and shall remain in force
unless amended or revoked by subsequent issuance. All municipal offices,
departments, and agencies are enjoined to comply with the provisions herein.
