DSE Processing - Required Action

DSE within Part/DSE Across Part

1. For all the electors identified in cluster, ERO will have to generate format A and BLO will be
assigned automatically to that cluster.
2. These format A requests are visible to BLO BLO app DSE Request for Format A collection.
3. On receiving BLO comment/uploaded copy of format A either via BLO app or operator login,
ERO takes final action. Format A response is not mandatory for ERO to take final action.
4. As per commission guidelines, ERO should wait for 15 days to receive a response of format
ERO can act to either Retain or Delete elector. In case of Retain, elector will be retained in
EROLL.
5. In case of Delete, ERO will be prompted to submit form 7 for deletion of elector. ERO will have
to select the reason of deletion from drop-down and on submission, form 7 will be submitted.
Form 7 ref no. will be shown to ERO on screen on generation of form 7.
6. During form processing these forms will be labelled as DSE forms ('form ref. no.-E'). Such
forms will follow normal form processing.

DSE Across AC

1. It will have clusters involving more than one AC. ERO will have to generate format A for electors of
his AC, he won't be able to generate format A notice for electors of other AC. BLO will be
automatically assigned to electors of his AC.

2. BLO can submit format A and checklist either via BLO app or operator login. BLO remark is
mandatory for submission of checklist

3. BLO task list:

a. Collect format A and its remark - document upload of format A is not mandatory

b. For BLO's own elector, BLO can mark 'Original' and 'ASD'. On marking ASD, BLO will be
prompted to select 'Death' or 'Absent/Shifted' In case due to technical issue if form 7 is not
submitted from BLO app, the checklist will be submitted

C. For BLO's other AC elector, BLO can mark either Duplicate or No Information

4. Once all the ACs BLOs have submitted field verification report, EROs of all ACs will be enabled to
take final action on own electors only after 15 days of format A generation. ERO can either mark
elector as 'No action required' or 'Generate form 7'

5. In case of selecting 'Generate form 7', ERO will be prompted to select reason of deletion and submit
auto-form 7. Form 7 ref. no will be shown on screen to ERO on submission. Such forms will follow
normal form processing
Once DSE is disabled, DSE flag will be updated in EROLL data for all active electors.
