ABSTRACT
The rapid growth of urban stray and abandoned animal populations has created an urgent need for more
organized, technology-assisted animal welfare practices. Existing efforts by NGOs, charitable trusts
such as initiatives similar to Bezubaan – Helping Hands, and informal volunteer networks are often
fragmented, relying primarily on phone calls and social media posts that lack structure, traceability, and
timely coordination. This project addresses that problem by designing and developing a web-based
Animal Sheltering Welfare Website that centralizes the processes of reporting animals in distress,
managing shelter intake and medical records, listing animals for adoption, and facilitating donor
engagement. The proposed system employs a three-tier architecture with a browser-based interface, an
application layer implementing role-based access for public users, volunteers, and administrators, and
a relational database for secure, persistent storage of user, animal, and case data. Core procedures
include online case reporting, shelter record maintenance, adoption request handling, and basic
administrative dashboards. Implementation and testing of the prototype demonstrate that the system can
successfully register users, capture animal case information, track status updates, and support structured
adoption workflows, thereby improving visibility and operational efficiency for animal welfare
organizations. The conclusions drawn from this work indicate that a focused, web-enabled platform can
significantly streamline animal rescue and shelter management activities and can be further extended
with modules such as online payment integration, geo-tagging, and mobile applications to increase
impact and scalability
