 INTRODUCTION

Dr.Y.S.R. Horticultural University ([Link]) was established by the Government of

Andhra Pradesh through [Link].134 dated 26-06-2007 at Venkataramannagudem, near
Tadepalligudem in West Godavari District, Andhra Pradesh. It is the second Horticultural
University in the country. Dr.Y.S.R Horticultural University started functioning independently
from 10-05-2008 at its headquarters at Venkataramannagudem.

Dr.Y.S.R. Horticultural University is committed to develop the need based manpower and
technologies to resolve the problems confronting Horticulture and enable the horticultural farmers
in Andhra Pradesh to make horticulture as the most remunerative enterprise. Consequently, the state
of Andhra Pradesh shall be the leader in Horticulture by fulfilling the ambition of the Government
of Andhra Pradesh in establishing this University. Dr.Y.S.R. Horticultural University is presently
having 4 Constituent Horticultural Polytechnics offering Diploma in Horticulture and Government
has accorded permission for the establishment of new Horticultural Food Processing Polytechnic at
Dhone, Nandyal District from the academic year 2024-25 onwards and also has given affiliation to
7 Horticultural Polytechnic Colleges situated in different districts of A.P.

1. Diploma courses and duration of the courses:

Dr. Y.S.R. Horticultural University ([Link]) offers the following two Diploma
Programmes (The detailed list of Polytechnics along with number of seats are given in
Annexure – I)

2. Eligibility: The candidates should fulfill the following criteria

2.1 Academic Qualification:
I. Candidate should have passed SSC Examination conducted by Board of Secondary
Education or any other examination recognized as equivalent thereto by the Board of
Secondary Education such as Central Board of Secondary Education (CBSE), Indian
Council for Secondary Education (ICSE), National Institute of Open School (NIOS), Open
School Society (OSS).
II. Candidate should belong to the state of Andhra Pradesh as defined in G.O. (P). No. 646,
Education (W) Dept, dated. 10.07.1979 and its subsequent amendments.
III. Candidates who appeared SSC or equivalent examination held in March/April-2024, and
whose results are yet to be declared can also apply.
IV. Candidates who have passed SSC in compartmental and who have either discontinued
or failed in intermediate are also eligible for diploma admission.
V. Candidate who had passed intermediate or pursuing higher studies are not eligible for
admission into diploma courses offered by [Link].

2.2. Age Limit:

Candidates who wish to seek admission into these courses shall have to complete 15 years of
age as on 31-08-2024 with an upper age limit of 22 years (Born in between 31.08.2002 and
31.08.2009).

2.3. Selection Process:

 Per cent of marks/ Total marks obtained in SSC or its equivalent examination will be
considered in the order of merit for seat allotment.
 In case of tie, the marks/grade point obtained first in Science and later in Mathematics and
Social, respectively will be taken into consideration for tie breaking.
 In case if tie still continues, the age of the candidates will be taken into consideration and the
older candidates will be given preference.

Note: ICSE students need to enter average of three subjects (Physics, Chemistry and
Biology) for science and two subjects (History & Civics; Geography) for social while
entering the subject wise marks.

3. Reservation of Seats:
3.1. Reservation of seats for the candidates coming from Rural Area:
 75 per cent of the seats in various diploma courses are reserved for the candidates who
have studied for a minimum of 4 years in schools locatedin Non-Municipal (Rural) areas
and 25 per cent of seats are reserved for the candidates who have studied in Municipal area.

 FORM-I: Proforma to be certified by the Headmaster of the School with his office seal that
the candidate has studied for a minimum period of four years in schools located in Non-
Municipal (Rural) areas during their period of study from 1st class to 10th class (Non-
Municipal Area Certificate).

 If FORM-I is not filled in or duly not signed by the concerned Head of Institution or officer
along with office seal, the claim of the candidates will be rejected and will not be considered
under Non - Municipal (Rural) area.

3.2. Reservations based on category:

The rules of reservation shall be followed as per the guidelines issued by the
Government of Andhra Pradesh from time to time.

The rule of reservation will be followed as detailed below.

(i) General Reservations:

BC-A : 7%
BC-B : 10 %
BC-C : 1%
BC-D : 7%
BC-E : 4%
SC : 15 %
ST : 6%

(ii) Special Categories:

 Physically Handicapped (PH):

Reservation to the extent of 5% for Physically Handicapped as per [Link].27,

WCDA & SC ([Link]), Department, dated: 14-05-2023. However candidates with defects
like Muscular dystrophy, Deaf and Dum, Blindness and mentally retardation are not eligible
for admission [Refer Annexure II].

 Children of Armed Personnel (CAP):

Reservation to the extent of 2% of the seats shall be available for the children of ex-
servicemen and defense personnel including Border Security Force and Central Reserve
Police [Refer Annexure III].

Subject to the condition that

 Candidates whose parents are domicile of Andhra Pradesh will alone be considered
as per the judgment of the Hon’ble High Court of Andhra Pradesh in [Link].17095,
17950,17952,19150 and others of 2006.

 The candidate shall also submit a certificate from the Director, Sainik Welfare
Board/ Zilla Sainik Welfare Board as to their eligibility to be considered under this
quota specifying the category to which the applicant belongs with attested copies of
the documentary evidence for claim as given in Annexure -VIII.

 The decision of A.P. Sainik Board or its nominee is final and binding on the
Candidates in this regard.

The order of priority and merit under this category is governed by [Link].192,
Edn.(EC-2) Dept., dated 26-8-94 and as amended by [Link].370, Edn.(EC-2) Dept.,
dated 18-10-1994 (See Annexure-III).

 NCC (National Cadet Corps):

Reservation to the extent of 1% shall be available for candidates of this category. The
priority for consideration will be as per [Link].21 HE (TE-1) Dept., Dt.13- 05- 2002
[Refer Annexure IV] and other guidelines revised by Govt. of AP from time to time.

 Sports:

Reservation to the extent of 0.5% shall be available for candidates of this category.
Certificates issued by various organizations constituted by Central / State Government to
conduct the event will alone be considered under this category. The participation in games
and Sports before the qualifying Examinations will only be considered. The priority under
this Category will be fixed as per the rules in vogue at the time of admissions [Refer
Annexure V].

If there is more than one eligible candidate in a particular priority in any of the above four
special reservation categories, the selection shall be based on the merit.

Inter conversion of seats among the special reservation categories is not applicable. If
sufficient numbers of candidates are not available to fill the seats reserved for special reservation
category, they shall be filled with candidates of general pool of that reservation category.

 The certificates of the candidates of above special categories shall be verified by the
concerned officers and the seats will be allotted as per the priorities indicated by them
during counseling.

 33.33% of seats are reserved for girl students in all the above categories.
 10% supernumerary seats shall be made available under EWS category

4. Allocation of seats:
Among the total seats, 85% of the seats are reserved for local candidates and 15% of seats
are Un-Reserved and will be filled on merit basis. Among the local 85 per cent, the seats
shall be allotted on 42:22 ratio among Andhra University (AU) region (Former Districts
of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari,
Krishna, Guntur and Prakasam) and Sri Venkateswara University (SVU) region
(Former Districts of Chittoor, Ananthapur, Kurnool, Kadapa and Nellore).

Residential Certificate:

Applicants who have gap/break in the years of study for reasons other than failure or those
who passed the qualifying examination by private study have to submit Residential
Certificate issued by the Tahsildar/MRO. In case, the applicant has resided in more than
one place, a separate certificate from the respective Tahsildars/MRO’s should be furnished
for such places of residence.

5. Application for Online counseling:

5.1. Application and Counseling Fee:

 Online application and counseling fee for candidates belong to SC/ST and differently
abled (PH) category is Rs.400/- and for all other candidates Rs.800/-.
 The applicant has to select Rupay Debit Card/UPI/Debit Card /Credit Card (Visa / Master
Card)/Internet Banking option to pay the fee and follow the online instructions to complete
payment of fee.
 Processing charges of payment gateway as applicable are chargeable from the candidate
only.
 Once payment made, it cannot be refunded under any circumstances, hence applicant
should go through the information bulletin carefully regarding eligibility criteria before
proceeding to the payment.

5.2 Application Procedure:
 Candidates should fill out the online application carefully and check details such as local
area/ municipal/ non municipal area, reservation/ special categories etc. and submit the
application online.

 It is the sole responsibility of the candidate to ensure that he/she fulfills the specified
eligibility before applying/ filling application form.

 No corrections will be permitted once the application form is submitted.

 Please note that University/ Colleges will NOT be held responsible for denial of admission
to non-eligible candidates.

 Multiple application forms submitted by a candidate will not be accepted and will lead
to the cancellation of his/her seat.

 Government decided to link the scholarship applications with the Aadhar number for
affecting the cash transaction scheme. For this every student must furnish the Aadhar
number vide Government memo No. 16035/Sw. Edn.2/2012-4 dt. 29.12.2012.

 The admissions into polytechnics for the academic year 2024- 25 shall be made based on
Web / Manual Counseling. Where in candidates can opt for any course at any polytechnic in
the order of priority and the allotment shall be made for his/her best preferred choice based
on his/her merit and other admission rules in vogue.

 Candidates have to prepare set of preferable colleges (Web options) they wish to join in
consultation with their parents, teachers and friends and after thorough enquiry about the
polytechnics in different districts.

 The order of options is to be entered by the candidate carefully. A print out of the options
entered shall be kept as record for reference.

 Candidates should download the allotment order and report at the allotted college within the
prescribed time.

 Candidate who fails to turn up at the allotted college within the stipulated time and not
paying the prescribed fee will have no claim on admission into diploma programmes
offered by [Link].

 The selection of candidates belonging to SC/ ST/BC/CAP/PH/ NCC/ Sports is subject to

clearance to be given by the respective departments during the counseling.

 Registrar, [Link] is not responsible for the delay in clearance in respect of

doubtful Caste/ CAP/PH/ NCC/ Sports cases.

 Any disputes concerned to admissions if any, shall be within the jurisdiction of the Hon’ble
A.P. High Court.

5.3. Seat cancellation:

 If the admitted candidate cancels his/her seat before the closure of admissions for the
Academic Year 2024-25 an amount of Rs.1,650/- (Rupees one thousand six hundred and
fifty only) shall be collected as processing fee. The remaining fees already paid during
admission shall be refunded.

 If the admitted candidate cancels his/her seat after closure of admissions process for the
Academic Year 2024-25, the candidate should pay Rs.1,650/- (Rupees one thousand six
hundred and fifty only) for general category and Rs.825/- (Rupees eight hundred and twenty
five only) for SC/ST/PH category towards seat cancellation fee and the candidate has to
forgo the fee already paid.

 After completion/closing of admission process, request for change of diploma

polytechnic /course is not permissible under any circumstances.

7. Hostel facility:
Accommodation for students shall be provided on payment basis in both constituent and
affiliated polytechnics subject to the availability.

8. Certificates to be uploaded:

 SSC Memorandum of Marks or Equivalent Examination Certificate.
 Bonafide / Study Certificate from 4th to 10th Class.
 Transfer certificate of SSC
 Non-Municipal Area Study Certificate (FORM-I enclosed in this information bulletin) for
the students studied in rural areas.
 Certified copy of the Social Status (Caste) Certificate issued by the competent authority
in case of applicants belonging to Backward Classes, Scheduled Castes and Scheduled
Tribes.
 Latest Income certificate/ EWS certificate issued by the concerned authority for the
candidates who applied under EWS category only.
 Physically Challenged Certificate, if applicable.
 Discharge Certificate and ID card for Children of Armed Personnel Certificate / Defense
Personnel Certificate, if applicable (all as one PDF).
 National Cadet Corps (NCC) certificate, if applicable.
 Sports and Games Certificates (Form-I/Form-II/Form-III/Form-IV as applicable).

All the original copies of the above certificates should be produced at the time of
Admission at the concerned polytechnic.

9. Future Prospects:
15% of the total intake (of that corresponding academic year) of [Link]. (Hons) Horticulture is
reserved for the passed-out Diploma holders for admission into first year [Link]. (Hons) Horticulture
through HORTICET entrance examination conducted by [Link].

Eligibility for other Degree Programmes:

As per GO Rt. No.17 Dt.10-02-2021, Govt. of A. P, permission has been accorded to Universities,
Colleges and Institutes etc., to admit 2 year diploma holders awarded by ANGRAU, [Link] &
SVVU into [Link]. Biology stream programmes/combinations, [Link]. Programmes in Agriculture
and Horticulture programmes and other relevant disciplines as well as [Link] and B.A without
Mathematics and Statistics.

10. Important Points:

 [Link] is intended to impart education to students, undertake research and extension
activities. Hence, University does not guarantee any employment to the students who
complete the diploma courses.
 [Link] reserves the right to modify or cancel the notification without any prior notice.
 Candidates are required to read the information bulletin thoroughly before applying.
 The guidelines issued by the Government of Andhra Pradesh from time to time shall be
followed scrupulously including the reservations for EWS.
 The University shall send SMS to the applicant’s registered mobile or mail ID’s for the
purposes related to counseling. Hence, the candidates are informed to mention their
personal mobile numbers and mail ID’s but not the mobile numbers or mail IDs of
relatives, friends, net/online/mee seva/Xerox centers etc. Once submitted, the mobile
number or mail ID cannot be changed.
 Once payment is made, it cannot be refunded under any circumstances, hence, the
candidates should ensure that he/she fulfils the specified eligibility criteria before
payment for submitting the online application for counseling.
 Applicants should exercise web options through online at specified dates for choosing their
preferences. SMS alert shall be sent to registered mobile number for this purpose.
 Candidates are informed that mere submission of an online application and attending
counseling does not guarantee seat allotment.
 Candidates called for Manual/Special/mop up counseling will have to attend at their own
cost only. Either Parent/ Guardian of the candidate shall be allowed for Manual/ Special/
Mop up counseling.
 The candidate who secures a seat should submit all the certificates in Original along with
the prescribed fees at the time of admission either through online counseling or at the
time of Manual/ Special/ Mop up counseling.

 The certificates of the candidates under special categories (PH, CAP, NCC &
SPORTS) shall be verified by the authorities concerned. The University will not
interfere in the process of preparation of priority/merit lists. The University allots
seats to the candidates based on the priorities indicated by the competent authorities.
 The Counseling/Verification under special categories (PH, CAP, NCC & SPORTS) will be
held in the presence of authorities concerned and seats will be allotted as per the priorities
indicated by the officers concerned.
 In case, the information furnished or the certificates uploaded by the candidates are found
to be false, the University will take appropriate action against the individuals concerned and
his/her application will be summarily rejected and even after admission also if found to be
false/wrong at any point of time seat will be cancelled.
 Information related to counseling procedure shall be displayed on the University
website ([Link] No separate paper notifications shall be issued
further and hence applicants are advised to visit the website regularly for updated and
latest information about counseling.

Physically Challenged (Handicapped) Category:

The Priorities under this category shall be as per [Link].130 HIGHER EDUCATION (TE-1)
Department dated: 6.9.2000 and [Link].56 Women Development, Child Welfare & Disabled
Welfare (DW) Department dated 02-12-2002.

Persons with Disabilities Act 1995 states that a person with disability means a person suffering
from not less than 40% of any disability as certified bymedical authority.

Orthopedically handicapped:

 Evaluation shall be done based on locomotors disability, mobility component and stability
component as described in the [Link].56 stated above.
 Permanent physical impairment due to amputation
 Dwarfness
 Persons suffering from Mental retardation, Blindness, Deaf and dumb, Chronic lung,
heart, kidney and liver diseases, muscular dystrophy are not eligible for admission into
diploma programmes.
 No concessions will be allowed during study and will be granted on the ground of disability.

ANNEXURE-III

Children of Armed Personnel (CAP) Category:

The Priorities under this category are as follows:
Priority No.1: Children of Armed personnel, BSF personnel and CRPF personnel killed inaction
and Andhra Pradesh Police Personnel killed in extremist violence.

Priority No.2: Children of Armed Forces personnel, BSF personnel and CRPF personnel disabled
in action and invalidated out from service on medical grounds.

Priority No.3: Children of Armed Forces personnel, BSF personnel and CRPF personnel who have
received the Gallantry Awards.

The following Gallantry awarded will be considered in the order of merit.

ANNEXURE – IV

National Cadet Corps (NCC) Category :

(The Priorities are as per [Link]. 21 H.E.(TE-1) DEPT. DT: 13-05-2002.).

Priority-I: NCC Cadets participating at International Level for Youth Exchange

programme. (‘A’ certificate holders)

Priority - II: NCC Cadets participating at national Level (‘A’ certificate holders) in the following
order of priority:
a) Republic Day camp at New Delhi
b) Al India Thal Sainik Camp/ Nav Sainik Camp/ Vayu Sainik camp for Republic Day banner
competition.
c) National Integration camp at Andaman & Nicobar Islands.
d) Participants of Para Jumps / Skydiving / Mountaineering at National level/medal winners at
National level shooting completion with national Rifle. Association/Award winners in N.C.C.
Games at National Level.

Priority - III: The Priority in descending order will be as follows:

a) Participants at Republic Parade at State Level.
b) Participants at Independence Day at State level.
c) ‘A’ certificate holder.

Note:

1) Only The candidates who attained ‘A’ certificate prior to appearing in the qualifying
Examinations are eligible under NCC quota.
2) The N.C.C. Directorate, Andhra Pradesh shall be responsible to draw a merit list/ priority
list in respect of N.C.C. Cadets seeking admission under N.C.C. Quota for all categories.
3) In case of tie, SSC marks will be the deciding factor for position in the merit list under
N.C.C. Category.
4) Only N.C.C. Certificates issued by N.C.C. authorities shall be valid.

The following clauses shall be taken into consideration in the course of Sports & Games
Admissions as per [Link]. No. 20, Dt.24.08.2009 of Youth Advancement Tourism & Culture
(Sports) Department.

a) Preference shall be given to the performance and participation in individual

disciplines over team disciplines within a priority.
b) Date of Birth shall be tallied proportionately to the category of age group vis-à-
vis the concerned sport. The date of birth certificate issued by the Board of
secondary Education/similar boards of Central/ State governments only shall
beentertained as proof of age.
c) Admission shall be given to the candidates on their current sports performance,
which will be to a maximum of 3 years.
d) The sports qualification, acquired between the period from the 10th
/inter/diploma/degree examination, as the case may be, and the respective
common entrance test/counselling shall be taken into consideration for extending
sports quota to meritorious sports persons, subject to the maximum period
mentioned at provision (c) above.
e) Representation of in the approved games and sports after notification/common
entrance test/ online counselling shall not be considered.
f) In case of a tie between two or more candidates, for the sports quota
reservation for the same seat, SSC marks will prevail.
g) No preference shall be given to the candidates having represented more than one
game or sport. The priority will be decided based on the highest entitlement from
among the priorities admissible to a particular candidate based on his/ her
representation in different games/ sports.
h) The decision of sports authority of Andhra Pradesh is final and for scrutiny of
claims by sports authority of Andhra Pradesh, the candidates shall submit
information as called for in the format prescribed by sports authority.
