INTENT OF SPECIFICATION
This specification covers the minimum technical requirements for the design, engineering,
system integration, manufacture, fabrication, assembly, inspection, testing, FAT, iFAT,
painting, packing & loading for transportation at manufacturer’s works, complete supervision
of erection & Commissioning of Steam Water Analysis System with all required software,
hardware and associated accessories together with all spares for the duties and services as
specified herein and as required for efficient, safe and trouble-free operation of Project VOLTA
(300 MW) at TA’ZIZ Derivatives Park (TDP) UAE
This specification also covers site services for erection supervision, site testing including Site
Acceptance Test (SAT), iSAT, pre-commissioning, commissioning, performance
demonstration and handing over of SWAS with accessories & relevant documents, manuals,
software etc. supplied against this specification, in a fully operational condition, acceptable to
the Purchaser & Owner of the plant, to achieve efficient and guaranteed coordinated operation
of the same.
It is not the intent to completely specify all details of design and construction herein. However
any additional material, services which are not specifically mentioned here, but are required
to make the plant/system complete in every aspect in accordance with the technical
specification and for safe operation and guaranteed performance shall be covered under the
scope of this specification. Nevertheless, the equipment and installation shall conform to high
standards of engineering design and workmanship in all respects and shall be capable of
performing continuous operation in a manner acceptable to the Purchaser.
PROJECT INFORMATION
PROJECT BRIEF
Abu Dhabi National Energy Company PJSC (TAQA) and Abu Dhabi National Oil Company
(ADNOC) intend to develop the new TA’ZIZ Derivatives Park (TDP) in the UAE. One part of
this development is PROJECT VOLTA which is planned as a centralized utilities plant that
will produce and supply utilities to TDP, as well as collecting and processing effluents and off
gasses from the TA’ZIZ Tenants.
The Volta site is located at the shoreline of the Arabian Gulf approximately 235 km
West of Abu Dhabi, within the future TDP Complex.
The power and steam generation shall be by a highly efficient Cogeneration Plant
consisting of four (4) GT/HRSG trains depending on the proposed GT models, one (1)
auxiliary steam generator for rapid response and pressure control and one (1) common
steam turbine.
The Cogeneration Plant shall be primarily governed by the steam demand. The power
generation shall not exceed a limit of maximum 300 MWe net at Reference Site Conditions
(RSC).
One (1) Heat Recovery Steam Generator (HRSG) will be provided for each gas turbine (GT)
to utilize exhaust heat of Gas Turbine exhaust gases and generate steam for the design
output conditions.

SYSTEM DESCRIPTION
SWAS shall be provided for local and remote supervision of SWAS parameters.
Steam and Water Analysis System shall consist of continuous on-line analysis of steam and
water media to establish their purity and suitability for durability of pressure parts
The sampling and monitoring system shall enable the operation according to VGB-S-010 or
equivalent with indicating quality action levels and automatic stop and start of the systems
according to the operation of the Cogeneration Plant.
The design of the sampling system shall be in accordance with VGB S-006 or equivalent.
Sampling equipment shall be installed in all optimal locations where required for local and
remote supervision of the operation, for early recognition of plant disturbances and for the
clarification regarding any causes of damages.
The sampling and monitoring system shall be installed in racks at adequate locations for
easy process control.
The measurement shall be carried out at different cycle points of the plant to establish
conductivity, pH, dissolved oxygen, sodium, hydrazine and silica content.
SWAS system shall obtain samples from steam and water system directly from sample tap off
with process conditions as per sampling point list, which shall be adequately conditioned in
SWAS system to give a sample at temperature & pressure suitable to analyzers. After
conditioning of each sample, sample lines shall split into separate streams for automatic
analysis & continuous monitoring and grab sample (for laboratory analysis).
SWAS shall include all requisite microprocessor based analyzers. Dual channel analyser
transmitters shall be provided for pH, SC, CC & DO sensors and Multi- stream analysers shall
be provided for silica, hydrazine and sodium.
Analyzer outputs shall be used for providing:
Continuous monitoring of each parameter using local indicator.
Isolated 4-20 mA DC analog outputs shall be provided for each parameter for monitoring in
plant DCS.
Proven Track Record (PTR):
The control system proposed shall have Supply of Five (5) of similar size and type with at
least 2 years of satisfactory operation within the last ten (10) years.
Bidder shall be responsible for the replacement of all defective parts/equipment during
warranty period.
Bidder shall submit the PTR for the offered model number of all the hardware. Bidder shall
also submit the contact details of the end users and end user certificate.
SCOPE OF SUPPLY
Scope of supply shall include but not limited to following:
1. Items though not specifically mentioned here, but required to make the system complete,
or
2. specified in other parts of this document, shall be treated as included in the scope of the
Bidder unless specifically excluded.
3. The total system design and engineering shall be the sole responsibility of the Bidder.
4. Bidder’s scope shall include supply of One (1) number of Steam and Water Analysis
System and accessories complete with sample conditioning devices and Instruments (for
temperature, pressure, flow etc.), sample probes, analyzers, transmitters, wet and dry
panels, chiller system, local junction box, cables, piping & tubing with necessary and
suitable fittings, container with air conditioning to house wet & dry panels, JB’s, Chiller
and all required accessories to provide a complete and integrated sample conditioning
and analysis system. Samples shall be adequately cooled and pressure reducing
devices shall be provided wherever required. Primary coolers shall be part of the Sample
conditioning system and shall be located in the SWAS container.
5. The sampling coolers shall be fitted with stainless steel coils and stainless-steel piping
connections up to the take-off point. The position of each sampling point shall ensure
representative samples and shall lead to one common sampling station or shall be
combined in a minimum number of groups. Long pipe lengths will not be accepted as it
may cause false or inaccurate readings/analysis.
6. All sample coolers shall be provided with stainless steel trays. The drain of these trays
shall be led to the condensate collecting [Link] sample coolers shall be so designed
that no detrimental consequences will occur in case of interruption of cooling water
supply.
7. The throttle valves shall be located downstream of the sample coolers in order to avoid
steaming of the sample. Safety shutoff valves shall be provided downstream the sample
coolers to protect the measuring devices from high temperature and pressure.
8. Cation ion exchanger with colour marker to indicate the depletion of the ion exchanger
shall be installed in order to measure the cationic conductivity.
9. The flow through all sampling analyzers should be controlled. When the flow is not
correct an alarm signal should be given. Owing to the elevated temperature of the
cooling water, all measurements for which a temperature correction is not possible (e.g.
O2 measurement) shall be cooled by a cooling aggregate or separate electric sample
cooler shall be provided for each measuring point.
10. Dual channel analyser transmitters shall be provided for pH, SC, CC & DO application.
11. Multi- stream analysers shall be provided for silica, hydrazine and sodium. Isolated
hardwired signal outputs shall be provided corresponding to each measurement from the
dual channel analyser. Multi-stream Analyzer shall not exceed 6 channel per analyser
and shall be provided with timer controlled stream-sequencing facility.
12. All necessary cabling (excluding cables between SWAS and DCS), piping, tubing,
fittings, erection hardware and valves etc. including all interconnecting sample
piping/tubing, cooling water piping, chilled water piping, cabling from terminal points and
between bidders supplied panels/equipment shall be provided by Bidder.
13. Bidder shall supply sample probes, analysers, all sample conditioning devices &
accessories as per standard & sampling point list , mentioned in the annexure-1 along
with redundant Cation columns, resins, reagents, calibration chemicals, etc. on as
required basis.
14. Bidder shall supply one (1 x 100%) standalone Chiller System with all necessary
instruments, Chilled Water storage Tank, Compressor, Chilled Water Circulation Pumps
with auto changeover facility, Chilled water pumps to SWAS panel with auto changeover
facility, Control Panel with necessary lamps, pushbuttons, selector switches etc.,
interconnecting piping and fittings, etc. to reduce temperature of all samples to 25°C or
suitable to analysers whichever is less. The chiller system drains shall be connected to
common drain header.
15. On-line specific conductivity and pH analyzer transmitter shall be provided in Circulating
Water (CW) Forebay area and for CCW water with external chamber, retractable probe,
ball valve and rack/enclosure for mounting the analyzer transmitters.
16. 4-20mA, corresponding to each measurement shall be directly interfaced with the
Distributed Control System (DCS). All cables between the probe and analyzer
transmitters (approximate Analyzers like pH, conductivity & dissolved oxygen shall be
specifically designed for use in low conductivity, high purity water and shall be with
automatic temperature compensation.
17. Hardwired signals shall be interfaced from SWAS system to DCS. Analog 4-20 mA
signals corresponding to each measurement for monitoring of SWAS parameters, and
digital signals (potential free) such as SWAS system power supply fail alarm, cooling
water flow low alarm, Sample hi-temperature alarm, chiller run status, chiller common
fault alarm, chilled water flow low alarm etc. shall be wired to DCS for status monitoring
of SWAS and chiller.
18. Separate Junction Box shall be provided for Analog & Digital signals.
19. All necessary instruments viz. pressure gauge, temperature gauge, pressure switch, flow
switch, rotameter etc. shall be provided as per finally approved scheme.
20. All cooling water drain header, blowdown header up to terminal point shall be in Bidder’s
scope of supply and shall be of SS316. Blowdown header shall be of SS316 material,
Sch 40S, 2” size. However, the size and thickness shall be suitable for the design
pressure and temperature conditions and shall be finalized during detail engineering
without any price implication.
21. Cooling and chilled water inlet and outlet header up-to the terminal point shall be in
Bidder’s scope of supply. The size and thickness shall be suitable for the design
pressure and temperature conditions and shall be finalized during detail engineering.
22. Flanges and Counter flanges, gaskets, nuts and bolts required for external piping
connections shall be in bidder’s scope.
23. Sample sink (SS material) located at the place of Grab sample analysis shall be provided
by the bidder. The sample sink shall drain to a header through a drain point provided in
the sample sink.
24. Power supply shall be provided as indicated at single location in the container. Power
Auto change over, conversion to any other voltage level & further distribution shall be
done by Bidder.
25. Bidder to provide Illumination system inside SWAS Container.
26. All interconnecting cable and piping between bidder supplied equipment shall be in
bidder’s scope of supply.
27. All prefab cables, signal cables, power cables between bidder supplied equipment along
with cable accessories shall be in the Bidder’s scope of supply. All cable accessories like
double compression fitting cable glands, terminal blocks, cable ties, lugs, etc and ferrules
for proper identification marks of cable termination for all branch and multi-pair cables
shall be provided by bidder. Bidder to follow Purchaser’s KKS tagging philosophy for all
components.
28. Any special cable required shall be in bidder scope of supply.
29. Bidder shall also consider Earthing of SWAS control system, as required.
30. Start-up and commissioning spares as required shall be supplied by the bidder. Bidder
shall also furnish list of 2 years operation and maintenance spares with itemized price.
31. Start-up and commissioning consumables as well as consumables for 24 months of
operation after handover shall be supplied by the bidder, on as required basis. Bidder
shall also furnish list of consumables for 2 years of operation and maintenance with
itemized price.
32. Any item that is not specifically mentioned in specification but required (in the opinion of
Bidder) for completeness, safe and efficient operation of SWAS, shall be included by the
Bidder and supplied without any price implication.
33. Bidder shall provide necessary insulation on sample lines wherever temperature > 60°C.

Bidder’s shall provide Eight (8) number of Steam and Water Analysis System shelter
with complete accessories, sample conditioning devices and Instruments (for
temperature, pressure, flow etc.), sample probes, analysers, transmitters, wet and
dry panels, chiller system, local junction box, cables, piping & tubing with necessary
and suitable fittings as per tender.
SUBMITTALS:
Submit documents for review in accordance with the submittal requirements
MDL shall be finalised with the successful Bidder after award of contract.
Project Schedule
Other drawings as may be required will be determined at a later date.
Bidder shall submit all the drawings/data as per the schedule as per attached MDL
Equipment materials of construction shall be fully identified by referencing the
appropriate
ASTM specification number, type and grade.
Drawings showing the electrical, instrumentation and controls and mechanical
physical
interface points for Purchaser’s (L&T) connections (instruments/ analysers and
panels).
