Chanditala 132/33/11 KV Substation Overview
1.1. Introduction
Chanditala 132/33/11 KV sub-station under Chandannagar Area Office, WBSETCL has been
installed under JBIC funding project in the year 2004 having 3 voltage levels viz 132KV, 33KV
and 11KV. The sub-station is provided with 3 X 50 MVA 132/33 KV Transformer and 3 X 10
MVA 33/11KV Transformers. There are 2 sources of this substation i.e. 132 KV Rishra–Chanditala
double circuit & 132 KV BTPS –Chanditala double circuit. Power is then supplied to various 33KV &
11KV Bulk Consumer via step down transformers as mentioned above.

3.2. Operation of isolators and Circuit breakers in a bay (2 main bus with Bus-
Coupler)

1) Line isolators must not be attempted to operate with CB closed.
2) Bus isolators must not be attempted to operate with CB closed if two main buses are
isolated i.e., any of the bus isolators or CB in respect of bus-coupler bay is open.
3) When two main buses are connected by bus-coupler i.e., two bus isolators and CB in respect
of bus-coupler bay are closed, one main bus isolator of a bay may be operated with its CB
closed, if only the other main bus isolator of the bay is already in closed position for short
duration and previously closed isolator must be opened at the earliest.
3.3. Change over of a bay from one main bus to another (2 main bus with Bus-
Coupler)
1) Two main buses must be connected. Main bus-1 isolator, main bus-2 isolator and circuit
breaker in respect of bus-coupler must be closed.
2) If the bay is in main bus-1 and two main bus are connected, for shifting the bay to main bus-
2, main bus-2 isolator of the bay shall be closed first. Then main bus-1 isolator is to be
opened. While operating the isolators, operations of PT selection relay and CT switching
relays (if present) are to be watched carefully.
Note: Inform the in-charge of the Sub-Station prior proceeding to the shut down.

1) All substations, availing shutdown, will confirm completion of shut-down noting the specific
clearance regarding the removal of MEN,MATERIALS & EARTH LINK ROD from the related
work zone to the nodal S/S.
2) Nodal substation will Confirm whether other shut downs, if any, from own/other end have
been withdrawn.
3) Open the earth switch and ask other end through message for opening of earth switch and
then closing of the isolator.
4) Close the line side and main bus side isolators.
5) For breaker and a half scheme, close line isolator, then close isolators at both sides of tie CB
and Main CB.
6) Contact SLDC and the other end mentioning the readiness for charging the line for charging
and loading of the feeder. The direction of charging should properly be clarified by
SLDC/ERLDC.

and after normalising the feeder.

6) Close the fuse cut-outs from the cable end box, if the station service transformer is included
within the shutdown.
7) Switch on the transformer from HV side and then from IV side.

2. Close the switch/ fuse at the LV side of ET.
3. Inform SLDC regarding the readiness for normalization.
4. Close 33kV isolator for ET.

2) Inform SLDC on readiness for normalisation.
3) Close the main bus side isolator and line side isolator of the respective bay.
4) Switch on the circuit breaker of the respective feeder keeping trip transfer switch in INTER

5) Confirming that the trip circuit is healthy for the respective bay, switch off the circuit
breaker of the bus transfer.
6) Keep the NORMAL/INTER/TRANSFER switch at NORMAL position for the respective bay.
7) Open the transfer bus side isolator of bus transfer bay.

3.15. Issuance of shut down of one bus ( say Main Bus-1) of two main bus system
1. Check whether clearance is obtained from SLDC.
2. Inform SLDC before proceeding for shut down
3. Note all system parameters of all lines/ transformers/ reactors etc
4. Ensure that CB and Main bus-1 isolator and Main Bus-2 isolator in respect of Bus coupler bay
are closed.
5. Shift all feeders (lines and transformer) from Main Bus-1 to Main Bus-2. While shifting
operation of VT selection relays and CT switching relays are to be checked carefully.
6. Open the Bus coupler CB and Main bus isolators of Bus coupler bays.

7. For Breaker and half scheme, switch off the Main CBs in respect of bus-1. Open the isolators
at both sides of the said CBs.
8. Check that Volt meter reading in respect of Main Bus-1 is zero.
9. Ensure locking of operating handles of Main bus-1 isolators of all bays.
10. Issue permit to work to authorized personnel after clearly explaining him the status of the
equipments.
3.16. Withdrawal of shut down of one bus ( say Main Bus-1) of two main bus
system
1. Authorized personnel will return permit to work card noting the specific clearance regarding
the removal of MEN, MATERIALS & EARTH LINK ROD from the related work zone.
2. Inform SLDC
3. Close Main Bus isolators of Bus coupler bay and the Bus coupler CB.
4. Check that Volt meter for Main bus-1 voltage reads normal.
5. Shift the feeders from Main Bus two to Main Bus-1 as per SLDC’s instruction
3.17. Issuance of shut down of one bus section (half main bus) of single main bus
system
1. Check if clearance is obtained from SLDC and other appropriate authorities.
2. This type of shut down needs case- specific operation. Before proceeding for shutdown,
carefully go through the check list which must be prepared before- hand for each case.
Consult site- in charge for any confusion.
3. Ensure that the section of Bus which will be in service has PT supply for metering and
protection.
4. If TBC bay remains in service and intended to be utilized for diverting any line from the
section going under shut down, complete this diversion before other operation.
5. Switch Off the CBs and the open the bus isolators corresponding to all bays under the
section of bus going for shut down.
6. If any transformer is coming under this shutdown, CB and isolators of other sides of the
transformer must be open
7. Open the appropriate bus-section isolator and lock the operating handle.
8. Issue permit to work to authorized personnel after clearly explaining him the status of the
equipments.
3.18. Withdrawal of shut down of one bus section (half main bus) of single main
bus system
1. Authorized personnel will return permit to work card noting the specific clearance regarding
the removal of MEN,MATERIALS & EARTH LINK ROD from the related work zone.
2. Inform SLDC and normalize the system as per their instruction.

3.19. Operation of On-Load Tap Changers and 33 KV Capacitor Bank:
The operating personnel should inform SLDC on ± 5% of the rated voltage for the 220 kV and
132 kV levels. Operation of OLTC for 400/220 kV & 220/132 kV transformers are to done as
per instruction of SLDC.
For Operation of On-Load Tap Changers of 132/33 kV transformers and 33 KV Capacitor Bank
the guideline of WBSETCL, as will be communicated from time to time, is to be followed.
When capacitor bank trips on fault or switched ‘OFF’ manually its isolator should be cut
‘OFF’ after five minutes of tripping and nobody should be allowed to touch the capacitor
bank until it has been completely discharged / short circuited / grounded (as per SOP of
WBSETCL 108.6.1, vi).
Time delay of 10 minutes is to be provided for closing after tripping of CB of capacitor bank.
1. Before operating a metal enclosed VCB, the concerned operating manual for that
particular model of switchgear should be consulted for safe operation and trouble
shooting.
2. The CB trolley should never be attempted to rack in or rack out in ON position.
3. Before racking out the mechanism should be unlocked.
4. During racking in locking should be done only after the carriage reaches service position
5. Where switchgear cover is provided, CB close and open operation should be done with
cover closed.
6. In case of any abnormality of 11 KV lines, switchgear may be energized after interaction
with Maintenance team of WBSEDCL and getting clearance from them.
7. Always check the healthiness of trip circuit before closing the Switchgear
8. Always use the Arc Flash protective Suit during operation of the switchgear.
9. In case of fault in switchgear or any other abnormality of 11 KV system, inform Sub-Station
in charge and normalize the 11 KV system as per instruction of the in-charge.
10. If all the 11 KV incomers (33/11 KV Transformers) trip, before normalization of 11 KV bus,
first switch off the out-going feeders and bus coupler switchgear and then switch ON the
incomers. After that switch ON the bus coupler switchgears for parallel operation of 33/11
KV transformers.
11. If any Bus fault occurs inform Sub-Station in charge, Switch off and track down the bus
coupler switchgear. Separately charge the healthy part after isolation faulty part. After
rectification of fault and having clearance from Substation in charge, normalize the 11 KV
system.
12. Number of fault tripping by individual CB should be recorded. This will be required for
periodic checking of healthiness of the vacuum interrupting bottles.

3.21. Shut-down of 11 kV System :
1. Shutdown of 11 KV feeder to WBSEDCL: First Switch OFF & then track down of 11 kV
Switchgear trolley fully. Issue the permit to work to the authorized person of WBSEDCL
after showing shutdown switchgear.
2. Shutdown of 11 KV feeder to WBSETCL: First Switch OFF & then track down of 11 kV
Switchgear trolley fully. Jumper of shutdown feeder / corresponding isolator in 11 kV side
to be opened by the maintenance personnel of WBSEDCL for confirming that there will be
no back feeding. Issue the permit to work to the authorized person after showing shutdown
switchgear.
3. Shut down of incomer switchgear: Switch off the incomer CB. Rack out the CB. Switch off
the HV CB and HV bus and line side isolator of the corresponding incomer transformer.
4. Shut down of Bus-section switchgear: For maintenance of CB only, switch off the CB and
rack it out of the switch gear enclosure. For any work at the rear side of the bus-section
switch gear, one section of the bus which is connected to the rear side of the bus-section
needs shut down. For this operation, topology of the enclosed bus system should be very
clear to the operating personnel.
3.24. Operation of circuits involving other power agencies like CESC, DVC,
Powergrid, WBPDCL and other generating companies/ licensees :
Operation and shut-down procedure for these circuits will be similar to the 400/220/132/33 kV
lines, except, interaction with concerned agency is needed in addition to SLDC.
1. Confirm SWITCH POSITION of MCCB at Adapter Panel remains in OFF position. Crosscheck
the R, Y & B-ph indication lights and digital meter remains in OFF condition.

2. Confirm the DG BKR OFF Push Switch is in glowing condition and DG BKR ON Push Switch not
glowing.
3. PRESS the ALT ON Push Switch once and check for ALTERNATOR ON Push Switch and at
ANNUNCIATOR “ALTERNATOR ON” facia will glow as well as Buzzer sound will appear.
Accept the buzzer by pressing the ACCEPT Push Button.
4. Allow engine to idle for 3 minutes and then Press DG BKR ON Push Switch. Crosscheck DG
BKR ON Push Switch will glow and DG BKR OFF Push Switch not glowing. Also check that R, Y
& B-ph indication lights and digital meter reading will appear.
5. Check the following parameters at Digital meter by pressing the scroll buttons-
a. The rated Line Voltage : 415 V
b. The rated Phase Voltage : 240 V
c. The rated frequency : 50 Hz
6. Inspect the followings before change over-
a. Check for exhaust smoke. In normal condition white smoke or no visible smoke will be
there. In low fuel or choked fuel condition heavy black smoke will appear.
b. Check for any abnormal sounds
7. If every check parameters found in order then Aux power changeover can be done by
following steps-
A. Switch OFF the station auxiliary MCB.
B. Switch ON the MCCB at Adapter panel.
8. Check the alternator parameters like current, Voltage, P.F., Frequency & KW on all phases.
9. Check engine parameters like Oil pressure, coolant temperature and battery changing rate at
regular intervals, while the genset is in operation at AMF panel Controller unit.
1. Switch OFF the DG BKR by pressing the DG BKR OFF Push Switch. The same push switch will
glow.
2. Switch OFF the Adapter Panel MCCB.
3. Switch ON the Station Auxiliary MCB.
4. Switch OFF the Alternator by Pressing ALT OFF Push Button once. The counter will start from
60 Seconds. Allow this time and wait for ALT ON push button switch to GLOW OFF. Also reset
the “ALTERNATOR ON” facia at Annunciator.

4. If kept in ‘Manual’ mode,
(a) Change-over from ‘Float’ to float position of ‘Float cum Boost’ manually, if “Float’
charger is not working/tripped. Under this situation the ‘Float’ charger will be in ‘OFF’
condition. Manually adjust the current in consultation with substation in charge.
(b) For boost charging of the battery, keep ‘Float’ part of the charger in ‘ON’ condition and
‘Float cum Boost’/’Boost’ part of the charger in ‘Boost On’ position. Manually adjust the
boost charging current in consultation with substation in charge. At this situation, the
‘Float’ charger will solely feed the DC load and ‘Boost’ / ‘Boost’ part of ‘Float cum Boost’
charger will charge the batteries.
( These provisions may vary from make to make/model to model of the charger. Modify
the activities as per the provisions of the existing model of the charger at the substation)
4.1.1 132kV
1) Accept and note the annunciation. Note the LED in relays. Also note the fault data from
relays. Reset relays and annunciators.
2) Contact other end and collect relay indication and fault data.
3) Inform SLDC mentioning all relays and facia indication and act as per their instruction.
4) The line will be charged after 2-5 minutes as per instruction of SLDC.
5) If the line trips again instantly after closing (within 2-5 minutes after first tripping),step (1) to
(4) as above may be followed in consultation with SLDC after further ten minutes(except for
phase to phase fault)
6) If the line trips again instantly after closing, it will be declared breakdown by the terminal
Substation charging the line in consultation with SLDC. Inform site in charge and other
substation associated with maintenance of the line and also inform higher authorities by
message.
In case of tripping of any feeder with SOTF instantaneously during first time charging after a
tripping, the said line may be declared breakdown by the terminal Substation showing SOTF in
consultation with SLDC.
4.1.2 33kV
1) Accept and note the annunciation. Note the LED in relays. Also note the fault data from
relays. Reset relays and annunciators.
2) Contact other end substation and get clearance of charging by message.

3) For phase to phase fault with high set over current tripping, consult site in charge before
charging again.

1) Accept and note the annunciation. Note the LED in other relays. Also note the fault data
from other relays if available. Carefully note if any other relay like differential protection,
REFrelay, buchholtz alarm also operated. Reset [Link] if the buchholtz trip
relay can be reset. Normally, it cannot be reset.
2) Inform SLDC all relays and facia.
3) Isolate the transformer from both side.
4) Inform site-in-charge, who will intimate the testing wing.
5) Inspect Transformer bay for any abnormality/ damage. Note down reading of OTI and WTI.
6) Transformer must not be charged without clearance from Testing wing.
7) If the tripping of transformer occurred simultaneously with tripping of any element of any
voltage level, that should be noted.
Note:
a. Buchholtz trip may some time occur simultaneously with close zone line faults without any
accumulation of gas and may be reset instantly. This type of occurrence should be noted and
brought to the notice of site-in-charge.
b. Buchholtz trip may sometime occur due to ingress of water in buchholtz relay itself or in
transformer marshalling kiosk. This type of occurrence should be brought to notice of site-in-
charge and maintenance wing for immediate and permanent solution.
Note: Temperature trip is not normal as a high temperature alarm is provided well below trip
temperature for taking action towards reducing load etc.

5) Inform site-in charge.
4.2.7. Trip of 132/33kV Transformer through back-up earth fault relay (50N)
1) Accept and note annunciation
2) Check if the trip occurred simultaneously with any 33kV line
3) Also check if relay operated in any 33kV line but CB did not trip
4) Isolate those lines which is found to trip simultaneously with transformer or which failed to
trip in spite of relay operation.
5) Inspect switchyard for visible fault and enquire about any abnormal sound or flashing
noticed in 33kV switchyard.
6) Inform site-in charge and SLDC mentioning all relays and facia.
7) If no abnormality found, as per direction of SLDC charge the transformers and 33kV bus with
all out going lines in OFF condition.
8) Switch on the line feeders one by one except those suspected lines ([Link]. 4), which need to
be attended before charging.
In case over load alarm appears in respect of any transformer or line (if provided) inform
SLDC immediately with running load condition.

2) Inform SLDC, Substation in-charge and higher authorities.
3) In case of tripping of single bus of two bus system / one section of single bus system, switch
off some of the loaded feeders, if required, as per instruction of SLDC for avoiding further
tripping of lines and transformers due to over load.
4) Normalise the system as per instruction of SLDC except the bay in which LBB operated.
Inform substation in charge for attending the CB of the faulted feeder by maintenance wing.

5. OPERATION DURING COMMON TROUBLES IN EQUIPMENT
5.1.3. One trip circuit unhealthy (no gas pressure lock out):
1. Inform site-in-charge for rectification.
5.1.4. Both trip circuit unhealthy (no gas pressure lock out):
1. Inform SLDC immediately and seek permission for diverting the bay to bus transfer.
2. Inform Maintenance wing and substation-in-charge.
5.2.1. Protection dc supply fail along with failure of numerical relays, Trip relays:
1. Check and replace protection fuse.
2. If not rectified, inform SLDC and seek permission to divert the bay to TBC.
3. Inform Maintenance wing and substation-in-charge.
5.2.2 Main Protection(Distance)relay unhealthy:
1. Inform SLDC immediately and seek permission for diverting the bay to bus transfer.
2. TBC Protection selection switch to be kept in ‘Feeder’ position and appropriate protection
group to be selected.
3. Inform substation –in-charge and Testing wing.

5.2.3. Back-up (over current) relay or any one of Two Main Protection (Distance) relay
unhealthy:

In case any abnormality is found in supervision checks, same must be noted and brought to
notice of the Substation-in charge.
1) The presence of alarm messages will be indicated by flashing of alarm (yellow) LED and a
display “Alarm/ fault present”.
2) To view the persisting alarm message (which has not been reset), press read (image of
book) button.
3) Continue this process and note down the alarms until “Press clear to reset alarm” message
appears.
4) Now press ‘C’ button to reset alarms and LEDs
5) In the above process, relay may ask for password. “AAAA” is the default password.
6) The screen will show * * * *.
7) Press UP ( ) key once, the display will change to A* * *.
8) Press RIGHT( ) key. Display will change to A***.
9) Continue until display is AAAA and press enter.
1) With display in default position, press DOWN( ) key to enter main menu. Display will show
“System data”.

8 SWITCHING COORDINATION
8.1. Introduction
Coordination of switching operations in the grid is important for ensuring safety of personnel
and equipment as well as for ensuring adequacy and security of the grid. Before any operation of
important elements of the Grid is carried out on a User/STU system, the Users/ STU/ Licensee
shall inform SLDC, in case the grid may, or will experience an operational effect.
The users/STU shall obtain ‘operation code’ from ERLDC via SLDC before carrying out any
switching operation on any of the important elements of the Eastern Regional grid of 400 kV and
above or inter-state tie line.

In respect of double main and transfer switching scheme at 400 kV substations, ERLDC shall be
informed whenever the 400 kV transfer bus at any substation is utilized for switching any
line/ICT. In a 400 kV substation/power station switchyard having breaker and a half switching
scheme, outage within the substation (say main or tie circuit breaker) not affecting power flow
on any line/ICT can be availed by the constituents under intimation to ERLDC, however switching
code must be taken from ERLDC control room for every such switching operation. Further, while
availing such shutdowns or carrying out switching operations it must be ensured that at least
two Dias are complete even after such outage from the view point of network reliability. Any
outage not fulfilling the above conditions needs the approval of ERLDC.
Whenever any protection system such as Bus Bar protection, LBB protection, Auto reclose etc. at
generating station or grid substation is required to be taken out of service for any maintenance
work, an operational code would be taken from SLDC/ERLDC.
1. In case of a two-bus system at any substation, it must be ensured that the segregation of
feeders on the different buses is uniform. This would help in minimizing the number of
elements lost in case of a bus fault. This is assuming the availability of bus-bar protection at
such substation(s).
2. In 400 kV substations having a breaker and a half scheme, it must be ensured that the two
buses at such substation remain connected at least by two parallel paths so that any line /
bus fault does not result in inadvertent multiple outages. In case any element, say a line or
an ICT or a bus reactor, is expected to remain out for a period say beyond two hours at such
substation, the main & tie breakers of such elements should be closed after opening the line
side isolator. This should be done after taking all suitable precautions to avert inadvertent
tripping. This of course assumes that no maintenance is planned on such breakers /
isolators.
3. When the circuit breaker controlling the line is under lockout, it is not advisable to interrupt
the charging current through an isolator. The following practice is to be adopted in such
cases:
a) De-energise the bus connecting the line with lockout CB and then open the isolator
b) If due to some reason it is not possible to open the isolator in above mentioned way, it is
to be opened in such a way that no charging current is interrupted through the isolator
and the charging current is diverted to other parallel path. Such switching sequence could
be possible in case of breaker and half scheme or Double breaker Scheme, which is as
follows:
i. Open the line from remote end first with direct trip (DT) disabled. With this, now
line remains charged from the end where CB has problem.
ii. In case of one breaker and half scheme, open the isolator so that charging
current is diverted to the parallel path and after that open the CB of parallel path.
iii. In case of double breaker scheme, open the isolator of the lockout breaker
diverting the charging current to other CB and then open the CB.

iii. In case of double main and transfer scheme, open the isolator of lockout breaker
so that divert the charging current through transfer bus coupler and then open
the line through TBC circuit breaker.
c) It is also recommended that while vacating a bus in such cases, the operators need to
check the switching arrangement for individual feeders so as to avoid unintended loss of
any feeder.
d) The substation operators must ensure the above condition even when any lightly loaded
line is opened to control overvoltage. Such opening of lines is generally superimposed
over other line outages on account of faults created by adverse weather conditions
resulting in reduced security of the system.
4. Single pole auto-reclose facility on 400 kV / 220 kV lines should always be in service. SLDC/
ERLDC’s approval would be required for taking this facility out of service. Likewise, in case
any transfer breaker at any 400 kV substations having two main and transfer bus scheme is
engaged, the same would be informed to ERLDC via SLDC.
5. All precautions should be taken to avoid switching on to fault particularly in case of
Interconnecting Transformers. In order to avoid fault current through costly equipment
generally the line shall be charged from the far end, wherever possible. All effort should be
made to ensure that the fault has been cleared before the charging attempt in such cases.
6. A transmission line shall preferably be charged from the grid substation. Dead line charging
by a generator shall normally be avoided except during system restoration, black start, or in
case where both ends of the transmission line are terminating at a generating station.
7. During test charging of transmission line for the first time, all safety precautions shall be
taken and the transmission utility owning/operating the line shall satisfy the substation
utility at either ends with regards to statutory/safety clearances. During test charging if the
line does not hold even after two attempts, thorough checking of protection settings and
line patrolling shall be carried out.
8. Operation code issued by ERLDC for switching shall become invalid if the switching is not
completed within half an hour of issue of code. In case the switching operation is not
completed within half an hour of the issue of operation code from ERLDC, and if there is a
probability of further delay, same code could be revalidated by ERLDC within that half an
hour. The utility obtaining at one end shall intimate the other end utility .
8.5. Charging of partly constructed EHV O/H line from one end as an anti-theft
measure
Incidents of theft of conductor / tower members of the partly constructed new lines are
observed to be on the rise. In view of this, STU / Licensees are compelled to keep the partly
constructed line energised from one end, as an anti-theft measure. Requests for using existing
132kV / 220kV lines for the purpose of anti-theft charging are frequently received at SLDC.
In this regard, the following guidelines may be followed by all licensees / STU:
1. Efforts to be made to charge the line as far as possible from the nearest distribution line
(11kV / 33kV), after obtaining due approval from the concerned DISCOM
2. For this purpose, the Licensee/ User to approach the concerned DISCOM with a copy to SLDC
at least 15 days in advance of the tentative date of anti-theft charging, with a detailed plan
indicating length proposed to be charged, duration of such charging, height, spacing etc. of

the individual phases / conductors, size of the conductor that would remain charged,
connection arrangement with existing distribution line etc. accompanied by a clear diagram.
3. DISCOM after examining the proposal may accord approval, if feasible, with necessary
modifications of protection scheme of their distribution system.
4. In the event it is not possible to identify suitable distribution line for the anti-theft charging,
the owner of the line under construction shall approach SLDC apprising the difficulties in
charging from distribution line, with a detailed proposal for anti-theft charging from the
nearest 132kV line or 220kV line. In general, charging from a line of voltage higher than
132kV should be avoided to the extent possible.
8.6.1 All the Transmission Licensees intending to commission any transmission element, which is a
part of inter‐state transmission system, shall intimate the concerned RLDC the details as given
below, generally (10) days prior to the anticipated date of first test charging.
Annexure A1: Intimation regarding anticipated charging of the line along with the list of the
desired documents being submitted as per Format I.

Annexure A5 : Location of Energy meters as per relevant CEA regulations. Detailed sketch to
be drawn.
Annexure A6 : Connection Agreement, wherever applicable along with all annexures.
8.6.2. In addition to these documents, charging instructions, details of approval of the transmission
scheme from the Standing Committee / CTU/ STU, availability of line reactors as per approved
scheme, approval for changes in the approved scheme, technical parameters of the
transmission element required for network modeling shall be made available by Owner/STU, as
the case may be, to SLDC/ERLDC.
8.6.3. The request for charging of new transmission element and towards start of the trial operation
as per Format III shall be submitted by the Transmission Licensee to the concerned
SLDC/ERLDC, generally three (3) days prior to the date of first time charging. There could be a
separate schedule for test charging and the final schedule for trial operation, which may be
mentioned in the Format‐I itself. The Transmission Licensee shall also submit the following
documents in this regard:
Annexure B1: Request for charging of the new transmission element along with the
summary of the undertakings being submitted as per Format III
Annexure B2: Undertaking in respect of Protective systems as per Format III A
Annexure B3: Undertaking in respect of Telemetry and Communication as per Format III B

8.6.4. On satisfying itself with the submitted information as stated above, the SLDC/ERLDC would
issue a provisional approval for charging to the Transmission Licensee as per Format IV . On the
designated day, the transmission licensee shall charge the transmission line and do trial
operation as per the timeline mentioned in Format III, after obtaining the real time
clearance/code from SLDC/RLDC. All attempts would be made by the real time operating
personnel at SLDC/RLDC to facilitate charging and commissioning of the new element at the
earliest, subject to availability of real time data and favourable system conditions.
8.7.1. Indenting Authority: Officer-in-charge who gives a requisition for shutdown of any power
system element is called Indenting Authority.
8.7.2. In case of shutdown of any 400kV element or inter-state line, the indenting authority shall
submit SLDC the proposal for shutdown to be taken in next calendar month latest by 2 nd day of
current month for approval in OCC meeting of ERPC being held in current month.
8.7.3. Request for shutdown, which were approved by OCC in previous month, has to be sent to SLDC
four(4) workdays in advance of actual date of shutdown for clearance of ERLDC.
8.7.4. On day of shutdown, indenting authority shall seek the code for availing outage from
SLDC/ERLDC (wherever applicable). The agencies involved shall endeavor to avail the outage
within 15mintues of availing the code but not later than 30 minutes. In case, due to any
contingency, the outage could not be availed within 30 minutes, a fresh code needs to be
obtained by all concerned agencies stating the reason there of.
8.7.5. As any deviation in the outage from the schedule can affect other planned shutdowns as well as
affect reliability and electricity markets, indenting agency must strictly adhere to the shutdown
timings.
8.8. Guidelines for charging of a transmission line (both end sub-stn.) after
tripping on fault or rectification of breakdown:
8.8.1. If two ends are of same voltage level, the end receiving power will charge first.
8.8.2. For line emanated from sub-stns. of same voltage levels, if one end sub-stn. is connected to a
power plant and other end sub-stn. is connected to another grid S/S of higher voltage level,
then the line will be charged first from sub-stn. further away from power plant.
8.8.3. If two ends are of different voltage levels, the line will be charged first from lower voltage level.
8.9. Guidelines for charging of a transmission line (one end sub-stn. and other
end power plant) after tripping on fault or rectification of breakdown
The line will be charged from sub-stn. end and if remains O.K., synchronization will be done by
power plant end.

8.10. Guidelines for the charging of Transmission line connecting two
generating plants after tripping on fault or outage
There is a prevailing issue on the charging of transmission line connecting two generating
complex after its outage/tripping. It has been observed sometimes that either of the utility is
not ready for charging of the line from their end after its tripping on fault/outage. This results in
the delay in the restoration of line and thus affecting the reliability of both the generating
station. In view of this, there is a need of guideline on charging of such transmission lines.
9 SAFETY
Safety should be given topmost priority during execution of any operation. Safety measures as
laid down by WBSETCL must be strictly followed by each employee while carrying out
operational activities.
