In the field of Ethanolamines and Alkyl Alkanolamines APL is serving approximately 75-80% of
the total demand of the Indian Market and is regularly exporting its products to over 50 countries
globally including USA, Canada, Germany, New Zealand, South Korea, South East Asia, Japan,
Australia and the Middle East countries etc. APL pioneered the manufacturing of Methyl
Diethanolamine (MDEA) in India, an Ethylene Oxide derivative for which APL was rewarded the
highest Award by the Government of India.
APL has a dedicated team of Engineers / Chemists providing a range of Gas Treating Technologies
/ Services to Refineries, Natural Gas Plants and Ammonia Plants etc. in India and overseas.

In the field of Plasticizers, APL manufactures a wide range of products which include Phthalates,
Sebacates, Trimellitates, Acetates, Maleates etc.
APL can also custom manufacture a range of Esters / Plasticizers to cater to specific customer‟s
needs.
APL has also pioneered the manufacturing of Morpholines & Alkyl Morpholines in India. It is the
world‟s third largest producer of N-Methyl Morpholine Oxide, which is the preferred solvent used
for the manufacture of Viscose Staple Fibre by the Solvent Spun Process. APL‟s range of Alkyl
Morpholines includes Acetyl, Formyl, Methyl, Ethyl, Hydroxy Ethyl Morpholines etc.
Over the years, the APL Group has forayed into a wide range of industries, which include,
Information Technology, Engineering & Fabrication Services, Oil Field Chemicals, Textile
Auxiliary Chemicals, Pharmaceutical Intermediates, Industrial Gases, Realty etc.
APL has also set-up Plasticizer Plants in India and is currently working on a project for a Viscose
Rayon manufacturer for the recovery, regeneration and purification of solvent in the new “Solvent

2.2. Brief description of nature of project
The project is for enhanced production capacity of synthetic organic chemicals from existing 1730
MT/M to 2730 MT/M. The expansion will be done by changing existing production quantity.
2.3 Need for the project & its importance to the country or region.
The company is manufacturing Synthetic Organic Chemicals & also would continue to
manufacture same in future. Due to technology development & market demand of chemicals, the
company is doing expansion to capture this market demand of its products, so that it can supply as
per market needs.

Except raw material Morpholine no other raw materials are not imported.
The company is already exporting its range of products. The company aims to further generate
significant export revenues from its activities thereby earning valuable foreign exchange for the
country.
2.7 Domestic/export Markets
The products of APL will be sold in local market & international market.
The proposed production capacity is enhancement project with existing products and is located
in the TTC industrial area, Turbe, Navi Mumbai.
The project activity will not involve creation of new infrastructure for the proposed expansion.
Since the proposed expansion will be achieved within the existing manufacturing plant located
at Plot D-21/21 A, no new land is required.

The ETP of 240 CMD capacity with primary treatment, secondary, tertiary treatment schemes.
The unit is located in TTC industrial area, Turbe, Navi Mumbai which provides a good
infrastructure for the supply of water, power and transportation facility.
2.8 Employment generation (Direct & Indirect) due to the project
Present man power employed by the industry is 193 people .There will additional 34 no. of man
power required in proposed expansion. So after expansion total 227 Nos. of employees will be
employed.

Proposed activity is a production capacity expansion of the existing unit located at Plot D-21/21 A,
TTC Industrial Area, Turbhe, Navi Mumbai. Total plot area is 73315 sq. m. with built up area of
12701.8 sq. m. Proposed expansion will include additional infrastructural development; and built
up area will be 14983.62 sq. m. Now since there is no requirement of any new/additional land
hence, no alternative sites were considered for the proposed expansion project.
The project is for the expansion of production capacity from 1730 MT/M to 2730 MT/M. The
detailed existing & proposed product list along with quantities is attached as Annexure – I.

STEP I:
Reaction Scheme:
The resulting product of reaction contains a mixture of the Ethyl Ethanolamine‟s, water and excess
Mono Ethyl Amine. This is sent through a series of towers where the excess Mono Ethyl Amine
and the water contents are removed progressively and finally a dehydrated mixture of the amines
together with some polyamines is obtained. The dehydrated product is then sent into another series
of towers where Ethyl Monoethanolamine is isolated from the mixture by means of controlled
fractional distillation. The isolated product stored in intermediate tank is checked for quality and
then sent to the product storage tank.

4. Site Analysis
4.1. Connectivity: The project is located in TTC Industrial area. Site is easily accessible by MIDC
internal road network further connected to Badlapur Road. Nearest Railway Station: Turbe at ≅ 2.5
km from the project site (Aerial distance).
Location and Access: The industrial area is centrally located and easily accessible through all
possible modes of transport. Road: The entire industrial area is well connected by MIDC internal
roads. Available Road Network: Internal MIDC road plies adjoining to the project plot.

4.3. Physiography
Physiographically, Navi Mumbai region can be divided into three divisions, viz, (i) The Upland, (ii)
The level land plains and (iii) the coastal zone (The low lying areas).
Climatic data is collected using automatic whether station during baseline environmental
monitoring studies; However to validate this data secondary data source – Indian Meteorological
Department (IMD) is considered.

5. Planning Brief
5.1. Planning concept (type of industries, facilities, transportation etc) Town & Country
planning/ Development Authority Classification.
M/s Amines & Plasticizers Ltd is located in TTC Industrial area, Turbhe. The total plot area is
73315 sq. m. Since this is an expansion project, existing plot & infrastructures with modifications
& realignment will be used. Additional power supply & water requirement will be availed from
MSEDCL & MIDC respectively.
6. Proposed Infrastructure
1.1. Industrial Area (Processing Area): Production building, storage area, Effluent treatment
units etc.
6.2 . Residential Area (Non Processing Area): Not applicable.

Streetlights: MIDC has been already provided street lighting facility in the area, which are
adequate.
Telecommunication Facility / Connectivity: Fax, telex, email and Internet facilities are
adequately available in the vicinity of project area.
6.5 Connectivity
Road: MIDC has provided asphalt roads with varying widths; these are mainly two lane roads and
raised footpaths on either side of the roads. Hence no additional roads are proposed.
7. Rehabilitation & Resettlement (R & R) Plan: Not Applicable. The project is located in
notified industrial area.

Project cost: Existing establishment has project cost of 37.23 Cr. Total cost of the project after
expansion will be 60.73 Cr.
For proposed expansion the new infrastructure to be constructed: The necessary required
infrastructure will be erected within the premises on the existing plot.
The project will provide employment opportunities to local people and it will increase the living
standard. As the industry has the export market it will add to the net foreign exchange earning of
the country. The industry takes pride in maintaining healthy relationship with the environment by
further improvised technology of effluent treatment plant. The industry is committed to
manufacture and supply of finished products to achieve enhance customer satisfaction by
establishing and maintaining quality management system.
Industry trust on employee‟s strength so management of the industry always promotes and
maintains the safety conditions in and around the workers. The regular medical checkups, safety
training programs, mock drill are being conducted in the industry.
In view of the above points it is concluded that the project proposal will not have any negative
impact on the environment and people on the other hand will have positive impact by improving
the socio economic aspects with employment generation.
