1. GENERAL ASPECTS

1.1. Background

The Contingency Hospital that will replace the current Support Hospital of Puquio
during the construction period, it is defined in Volume VIII of the PIP, said

In the first case, the change arose from a visit by a delegation from
MINSA and INDECI in February 2019, in the face of the emergency situation
due to heavy rains in the southern area of the Ayacucho region, in which
inspected the contingency area.
As a result, observations were made about that property due to its location and
nature, indicating that it was not considered suitable to locate an establishment
for health, even if it were temporary.

The consultant informed the Entity about the situation arising from this visit through
Letter No. ET-PU-013-2019 ASH/GRA with charge March 18, 2019. After the
presentation of alternatives to the land approved in the PIP, accommodating the
recommendation from the MINSA commission that evaluated these alternatives,
by means of Report No. 331-2019-UFI-DlEM-DGOS/MINSA, a set was designated
of ceded lands and this decision was communicated to the consultant by LETTER
137-2019-GRA/GG-OREI, dated July 2, 2019. The procedure was carried out to

topographic survey and the preparation of the EMS for that land
immediate.
The Entity provided the notarial documents of the land transfer.
February 2020. It was then verified that the land was composed of two
disconnected properties, since there was an area belonging to both
third that had not signed the corresponding assignment document. Finally,
the land had topographic and geometric characteristics that made it difficult to
design of the contingency hospital due to:

Reduced dimensions to accommodate the PMA.

Steep gradient that required construction of up to 3 levels and retaining walls
perimeter.
Emerging groundwater on the property of the third party, which forced to
to create a drainage for its conditioning.

In addition, through LETTER No. ET-PU-007-2020 ASH/GRA, charged

corresponding to February 12, 2020, the consultant suggested to the Office
Regional Studies and Research, consider adding support environments
necessary and omitted in the PMA of the Contingency Hospital of the PIP, with the aim
to avoid divergences already seen in the Main Hospital, which could have repercussions
directly to the budget cost. For these reasons, the entity resolved
find a new location and reformulate the PMF/PMA of the hospital of
contingency.

Through Letter No. 156-2020-GRA/GG-GRI, dated September 8, 2020,

the entity informs the consultant of the new PMA with a favorable opinion from the
DIRESA through its Office No. 875-2020-GRA/GG-GRDS-DIRESA-DGDESP-
DSS and Technical Report No 03-2020-GRA/GGGRDS-DIRESA-DESP-DSS.

By means of Letter No. 158-2020-GRA/GG-GRI, dated September 21, 2020

MPLP/CM, where the southern part of the municipal stadium is approved for use concession.

Block 13 – UPSS Hospitalization: It includes the construction of a reinforced slab of

f’c=175 kg/cm2 with a thickness of 15 cm and a metal structure of tubular profiles with
TRC-4 coverage and concrete pedestals.

tubulars with TRC-4 coating and concrete pedestals.

External Works: It includes the construction of bleachers, ramps, and retaining walls.

Perimeter Fence: It includes the construction of retaining walls with a topping of

masonry walls and vehicle entrance gates.

Rigid Pavement: Construction of a slab with concrete quality of f'c=175 kg/cm2 and
thickness of 15 cm.

Cistern: Construction of structural walls 25 cm thick, bottom slab and

superior with a thickness of 20cm with concrete quality of f'c=280 kg/cm2.

The existing infrastructures consist of 14 modules, of which

Block 01 was allocated for the Administrative Area and blocks 02 to 14 for the
classes. Blocks 01 to 11 consist of a concrete slab platform
simple, metal tube columns and beams, drywall walls and covering roof
metallic. Blocks 12 to 14 are made up of reinforced concrete molds,
metal ramps, metal floor, metal columns supported on a metal base
pedestal, metal floor, metal tube beams, metal sheet walls,
metal covering roof (prefabricated modules).
