STATEMENT OF THE PROBLEM

Worldwide, most waste is deposited in places

of waste that cannot be utilized and therefore must
be arranged properly to avoid health problems or
environmental. The composition of waste is closely related
to both technological and social human development, likewise the
different types of waste vary according to the conditions of time and
of place. The invention and development of the industry are directly related
with the different types of waste generated.

societies, due to overpopulation, modern human activities and

waste, which mainly depends on governments, industries and
the people.

The need for expansion and the location of treatment plants and
waste disposal issues are increasing worldwide, in the
Currently, there is a growing market in cross-border movement of
waste. The economic costs of waste management are high,
and are often paid by municipal governments. Such costs to

The valorization of waste (that is, recycling, reuse, among others)

it avoids the extraction of raw materials and often reduces costs of
transport. The location of waste treatment and the facilities for
removal usually has an impact on the ownership of values
due to noise, dust, pollution, appearance, and others belonging to the
negative stigma. The informal waste collection sector consists of its
most of the waste collectors who clean metals, glass,
plastic, textiles and other materials, to make a profit with their

that has increased, due to [Link] this way, the supposed

recycling has become a theory that, although it does not work
currently, it is presented as a future possibility.

In Venezuela, the presence of solid waste has been continuous.

increase, being among the countries generating the most waste per
per capita, 62% from domestic sources and 38% from industrial sources (BIOMA, 1991).

Additionally, it is worth noting the lack of knowledge of Venezuelans about

of the environment, since only 7% of a national sample (BIOMA, 1991),
he considered environmental protection a priority issue. According to the report, the

6
Venezuelan does not analyze his behavior in relation to the state of
environment and only highlights as important the problems that affect its
immediate environment (smoke and garbage) and those that are more tangible due to their
visual effect and for being associated with a public service (urban cleaning).

Another facet of the problem is that in Venezuela the growth

urban population growth has not been accompanied by infrastructure and measures
necessary to give an appropriate destination to the waste generated by the
population, resulting in its difficult management being a public health problem
in the urban area. In the country, it is estimated that, on average, each person
produces 850g of waste per day. If the waste from businesses is added,
hospitals and services, the amount increases by 25-50%, and reaches up to 1.2kg
per person/day (ADAN, 1999).

Considering that the 338 municipalities that exist in Venezuela have

regional, physical, economic and population differences, 89 have less
of 20,000 inhabitants, for a total of 1,212,401 inhabitants, while the 6
larger municipalities group 6,921,969 inhabitants. This gives an idea of what

that generate less waste, such as that produced by those who exceed the
a million inhabitants, but who do not present, in many cases,
adequate urban infrastructures due to being sub-integrated areas.

It is because of them that almost all the waste produced in Caracas and
the other large cities in the country are finally arranged in landfills
controlled. 80% of the waste in Venezuela remains open air, and
only a small percentage is informally separated for recycling by
some companies. Small cities generally plan and
they develop their urban cleaning systems with local solutions. On the other hand,
large, densely populated and urbanized cities present

problems that surpass municipal limits, such as the scarcity of areas
for the final disposal of waste, conflicts in land use with the
population established around the treatment facilities and

they contaminate the scarce water resources, etc.
For this reason, it is common to observe tons of waste everywhere.

it would be an extraordinary business opportunity.

In this way, the composition of the garbage is similar to that of others

countries, except for the abundant plastic waste. Likewise, the
the composition of household waste is similar in different cities
from the country; highlighting high levels of plastic in Caracas and Maracaibo, and of

solution to the garbage problem requires an integrated technical approach that

JUSTIFICATION

Solid waste and garbage have always existed in the world.

since our origins, but it was from the 18th century with the Revolution
Industrial, where the rise of machinery use took place and the
creation of large companies that results in an increase
uncontrolled greenhouse gas emissions harmful to the environment. The
the best solution still consists of preventing waste production and in
reintroduce them into the production cycle by recycling their
components when sustainable solutions exist from the viewpoints
ecological and economical.

On the other hand, climate change is caused by the increase of

a series of gases called 'greenhouse gases' which are
responsible for the increase in the planet's temperature. One of those gases
it is methane, whose main source of generation is the decomposition of the
organic matter. Venezuela is not among the main countries.
greenhouse gas producers, when assessing the problem
of waste and its incidence on the environment, it is necessary to incorporate the impact

social, economic and environmental effects.

In Venezuela, although various problems are recognized

of them, since it has a direct or indirect impact on the population of
rural or urban communities, of any socioeconomic status. For
Hello, it is the one that most "crosses" with the day-to-day of the majority of the

Venezuelans. Furthermore, it is, along with the availability and quality of water, that

has greater effects on human well-being and health. This problem is

daily activities that we carry out.

It is estimated that each inhabitant of the country generates between 800 grams and 1 kilo.

of wastes that must be collected and transported to sites of
final disposal or incorporated into recycling or reuse processes. The
household waste accounts for between 50 and 75% of all the
waste produced in the country. However, if we review the data from
National Institute of Statistics, we Venezuelans doubled the generation
of solid waste in just seven years, going from almost half a kilo per
habitants per day in the year 2000 to almost a kilogram in 2007. Therefore the first

In the garbage problem, municipalities play a very important role.
since they are responsible for implementing a management plan that involves the
collection, regular and in an appropriate manner, and the management of waste.

But the environmental problem of waste in Venezuela is not limited to what

what affects the citizen as a consequence of failures in routes, schedules
and regularity of collection, but it extends to disposal areas
end of waste. As noted in a report from the Network of Organizations
Environmentalists of Venezuela (Red Ara) from 2011, "the majority of the garbage
what is produced in the country is taken to open-air landfills where it is not
a proper treatment of them, generating pollution of
soils and waters...

According to the National Institute of Statistics for 2007 in Venezuela

11
there were 311 final disposal sites for garbage. Of these, only 95 were
considered sanitary landfills, which make a technical management of the
waste avoiding the contamination of soils and waters. The others
correspond to 136 landfills and 80 open dump sites. Additionally,
in landfills and dumps, fires often occur, both spontaneous and
induced, which causes air pollution, which has effects
significant particularly in the health of children and the elderly who see
affected the respiratory pathways. No less important are the problems
social issues that occur in many of those spaces where workers
informal workers are engaged in extracting from the garbage without preventive measures

those objects that can be sold for recycling processes.

Consequently, specifically in the Bolivarian Municipality

Libertador, garbage is one of the main problems that persists in the
area due to poor urban planning, overpopulation, and the harm
management of waste and solid waste. The dilemma is that the amount of
garbage grows and space does not, landfills cause environmental problems
that affect the soil, water, and air: the original vegetation cover of the area
it disappears, there is soil erosion, it contaminates the atmosphere with
inert materials and microorganisms.

Over time, some part of them will start to decompose and will give
place new chemical components that will cause pollution
environmental out of control, which will cause the soil to lose much of
its original properties, such as its friability, texture, porosity,
permeability, cation exchange, macro concentration and
micronutrients. It is important to mention that the by-products of the
wastes are mainly biogas and leachates; thus creating the
the need to inform and demonstrate to the communities the importance of
to know the measures or restrictions in the use and handling of these
materials, promoting environmental preservation and improvement of the

12
quality of life.

The Community Service promotes risk mitigation in

communities through conversations (Informal Education) and reuse
of solid waste (Ecological Furniture), thus allowing for the increase of the
resilience in the face of a possible health emergency in communities, therefore;
the tools and techniques conveyed to the communities must be a factor
of change and conductor of preventive measures regarding the
consequences of inadequate management of waste and solid waste.

CONCLUSIONS

32
In conclusion, waste management boils down to a cycle that
starts with its generation and temporary accumulation, continuing with its
collection, transportation and transfer and ends with the final accumulation of the
same. It is from this accumulation that the true

adequate management of waste and solid waste allows for the
communities the preparation, prevention and mitigation of negative effects

they are an example for society, which is why the company Supra-Caracas uses
as a transmitter of its rules to the community servers that can give
a new and ecological vision of the nation, through the use of
visual materials and environmental awareness messages in favor of management
suitable management of waste and solid residues. It is important to highlight that in
currently, the creation and design of eco-friendly furniture is used with
solid waste materials that promote as an educational chain the
reuse of these materials and that from homes we can take care of the
planet and fulfill international treaties and agreements
subscribed and ratified by Venezuela in the field of environment and reduction of
pollution.

INTRODUCTION

Currently, the environment is deteriorating due to waste and

solid waste managed in a negative manner, which leads to
poor living conditions, attraction of unwanted agents (rodents,
cockroaches, flies, worms, etc.) and formation of pathogenic agents that is
a danger to the health of human, animal, or plant. That is why, that
poor knowledge of its treatment leads us to a worrying situation due to
what is a problem to find a large accumulation of waste that is
generated by human activity, in addition to being a mix of
