Marbella Villas Security Access Control Spec
1.1 REFERENCE
1.2.1 The Contractor shall allow for the supply, installation, testing and commissioning of an Access Control &
Audio/Video Entry System as herein specified and as indicated on the drawings.
The complete system shall be supplied by a specialist Subcontractor having at least five years’ experience in
the installation and maintenance of similar systems.
The Access Control System shall be supported from a UPS, to be provided as part of the security system.
Exact size to be provided by the supplier.
The proposed equipment shall be as detailed in this document & the drawings.
The systems shall be similar to NEDAP transit UHF or approved equal from the vendor list.
The system shall be designed for ultimate reliability and maximum operating efficiency using only the highest
quality, fully field proven products.
The system components shall be of modular design to allow ease of installation, service, future expansion,
upgrades and addition to the system.
The system components shall have operating environments to allow complete functionality at a temperature
of 0 to 60 degree centigrade and a relative humidity of 90% (non-condensing).

k) All related accessories and equipment including network cabling and terminations.

At the time of installation and commissioning the contractor shall provide all additional components required
to eliminate any noise and signal attenuation problems found at site.
System shall be interfaced with the fire alarm system of the building in order to operate the door locks
automatically in case of fire as per Client approved cause and effect logic and fire philosophy.
System shall be interfaced with the CCTV system for real time viewing of CCTV camera outputs to be used
for ID verification.
The contact less smart cards of the system shall have an art work imprinted on it based on the design provided
by the end user and approved by the CONSULTANT. System shall support full backward compatibility such
that future expansion and upgradation is possible without replacing any of the existing components and
making major changes to the existing system
Access Control & Intercom system shall integrate with existing Mina Al Arab network (OFC Connectivity with
necessary convertors & Accessories).
1.3.1 The Quality Control/Quality Control/Assurance duties shall be performed by the Contractor. The system of
quality control verification shall be in accordance with ISO 9000 Standards of Quality Control/Assurance.
a) Design, manufacture, testing and method of installation of all apparatus and materials furnished
under requirement of these specification shall conform to latest publications or standard rules of the
following:
i. FEWA regulations for electrical installation works
ii. Department of Civil Defence requirements
iii. Etisalat standards and requirements
b) British Standards
The following Codes and Standards to the extent specified herein, form a part of this specification. When an edition
date is not indicated for a code or Standard the latest edition enforce at the time of proposal submitted shall apply.

1.5.1 Contractor shall submit all items in accordance with the requirements of Division 1, Submittals and shall
include but not be limited to the following:
a) Model numbers of all components furnished on the job.
b) Manufacturers’ original catalog and technical data sheets for all components.
c) Input power requirements for all system components.
d) Complete engineered drawings indicating:
i. Manufacturer model numbers and specifications.
ii. Dimensions, layouts, installation details.
iii. Point-to-point wiring diagrams for all system devices.
iv. Termination details for all system devices.
v. Single-line system architecture drawings representing the entire system.
vi. Interfaces with all sub-systems.
e) There shall be Consultant acceptance form with a check box associated with each card reader and
input point to indicate that each point was checked off as properly installed and reporting back to the
control panel and the host computer prior to Consultant acceptance of the system.
f) Three (3) sets of the Manufacturer’s User’s Manuals and Installation Manuals.
g) Course outlines for each of the end user training programs. The course outlines shall include the
course duration, location, pre-requisites, and a brief description of the subject matter.
PART 2 – PRODUCTS
2.1.1 The Security Management System shall be capable of integrating multiple building functions including access
control, alarm management, intrusion detection, video imaging and badging, and database partitioning.
2.1.2 The system shall be at the time of bid, listed by Underwriters Laboratories listed for UL 294 Access Control
Systems, and UL 1076 Proprietary Burglar Alarm Systems or approved equal.
2.1.3 The system shall be modular in nature, and shall permit expansion of both capacity and functionality through
the addition of control panels, card readers, and sensors.
2.1.4 The system shall incorporate the necessary hardware, software, and firmware to collect, transmit, and process
alarm, tamper and trouble conditions, access requests, and advisories in accordance with the security
procedures of the facility. The system shall control the flow of authorized personnel traffic through the secured
areas of the facility.
2.1.5 The user interface at the host computer (server) and at the operator workstation terminal computers shall be
a mouse driven graphical user interface (GUI) allowing the user to open and work on multiple windows
simultaneously.
2.1.6 The System shall be capable of connecting Multiple Buildings using the TCP/IP network and manage the
entire facility through a Central Control room.

2.2.1 General: The system shall be a true Client Server architecture. All system software and firmware required to
provide the following system functions shall be existing and fully tested system application software.
2.2.2 Database management: The system shall create and maintain a master database of all cardholder records
and all system activity for all connected points.
2.2.3 Audit trail: The system shall maintain an audit trail file of operator activity, and provide the ability to generate
a report by operator, time and date, and type of activity (audit code). The system shall allow the operator to
direct the audit trail report to screen, printer, or file. The audit trail feature shall record the following system
events at a minimum:
a) Site parameters modified.
b) System login or logout.
c) System restart.
d) Cardholder added, deleted, or changed.
e) Event added, deleted, changed, or executed.
f) Alarm message added, deleted, or changed.
g) Communications initiated or terminated.
h) Field device/points added, deleted, or changed.
i) Access privileges added, deleted, or changed.
2.2.4 Input point monitoring: Collect and process status information from all monitored points.
2.2.5 Alarm annunciation: Audibly and visually annunciate all alarm, tamper and trouble conditions, and advisories.
2.2.6 Input point supervision: The system shall electrically supervise all 2-state and 4-state input point circuits as
specified or shown on the drawings.
2.2.7 Reports: the system shall have built-in report writer module that shall have access to the system database
fields to allow users to create custom reports and shall have the following features as a minimum:
a) Mouse driven graphical user interface with the ability to select database fields from a list of system
database fields.
b) User definable reports that can be saved and re-run as required without redefining the report fields
and format each time the report is run.
c) The system shall also ship with predefined reports.
2.2.8 On-line help system: The system shall provide online help, which shall be available at any time and from any
screen
2.2.9 Operator Menu Access: The operator password shall control which menu items that the individual operator
may access. It shall also be possible to restrict operators such that certain specified menu commands do not
appear on the screen, or are grayed out (disabled) for a given operator. All user passwords are fully encrypted,
even while being stored and transmitted across the network.
2.2.10 Alarm Input Point Reporting Delay: The system shall allow the operator to apply an input point reporting delay
period from 0-60 seconds for each input point terminal. The default setting for each input point reporting delay
shall be 0 seconds.
2.2.11 Alarm Input Point Suppression: The system shall provide an alarm input point suppression facility such that
the operator may define a time zone suppression period for each individual input point. Alarm conditions for
suppressed input points shall not be recorded or archived by the system, however, trouble conditions will be
recorded.

2.2.12 Alarm graphics: The alarm-graphics portion of the system shall provide dynamic color alarm graphic maps
with the following functions:
a) User definable graphic maps to depict input point conditions in the system.
b) The system shall support the importing of most bitmap file format graphics produced with any graphic
drawing program such as .TIF, .BMP or .JPG file format. Vector file formats are not acceptable.
c) The system software shall be capable of storing a number of graphic maps. The quantity shall be
limited by available hard disk storage space only.
d) The system shall provide a palette that includes categories of pre-defined alarm map icons for Input,
Output, Map Layer, Reader Terminals, Panels, I/O Terminals.
2.2.13 Alarm handling: The alarm handling portion of the system shall provide the following functions:
a) User definable alarm message/instructions name.
b) User definable alarm message/instructions description. The system shall provide the ability to assign
an alarm message/instructions to each state of an input point (‘Open’, ‘Short’, ‘Alarm/Active’, and
‘Secure.’)
c) Alarm message “pick list”: all alarm message names and associated descriptions shall appear in the
form of a pick list from which the operator may select an appropriate alarm name and message from
all alarm messages defined in the database by the operator.
d) Alarm input points: the system shall support up to 2,000 alarm-input points.
e) Alarm input point maintenance: the system shall provide the option for the operator to ‘Add’, ‘Edit’,
or ‘Delete’ an alarm input point. The ‘Delete’ option shall require the user to confirm deletion of input
point(s). All maintenance functions shall be logged to the audit trail and archived to hard disk of the
host PC.
f) The system shall support both 2-state and 4-state alarm input point monitoring as called for in this
specification or as shown on the drawings.
g) Alarm priority: the system shall provide an alarm priority queue from 0-9.
h) Alarm popup: alarm inputs that are designated, as “pop-up” by the operator shall take priority over
any active “non-alarm” window. If the operator is viewing a non-alarm window when a popup alarm
occurs, the alarm queue window shall be automatically placed on top all other windows to allow the
operator to respond to the alarm condition.
i) Alarm instruction display: the system shall provide a window with up to ten lines of user defined
instructions, which shall tell the operator how to respond to a selected alarm.
j) Alarm condition history display: the system shall provide a window displaying the previous states of
the alarm point with a time and date stamp of each condition.
k) Alarm response entry: the system shall provide a window in which the operator may enter free form
text describing how he/she responded to a given alarm or select from a user defined list of pre-
defined response descriptions.
l) The alarm instruction display, alarm condition history display, and the alarm response entry box shall
all be a part of one summary window. Separate windows or applications to support any of these three
functions is unacceptable.

a) Host event triggers: the system shall provide the operator with a scrolling list of the event sequence
triggers as a minimum that may be combined with the event sequence logical operators to program
a custom sequence of events.
b) Host event actions: the system shall be provide a scrolling list of the event sequence actions as a
minimum, and allow the user to attach one or more actions to one or more of the event sequence
triggers to program a custom sequence of events.
c) Logical operators for trigger conditions: the system shall provide a scrolling list of the following logical
operators for event trigger conditions
i. = (Equal to)
ii. != (not equal to)
iii. > (Greater than)
iv. < (Less than)
v. >= (Greater than or equal to)
vi. <= (Less than or equal to)
d) d) Logical operators for triggers (Macro Logic): The system shall provide all or some of the following
event trigger logical operators to allow the user to attach one or more of the logical operators with
one or more of the event triggers and card actions listed above to program a custom sequence of
events:
i. NAND
ii. NOR
iii. AND
iv. OR
2.2.15 Time zones: The system shall provide the capability for the user to define time zones.
2.2.16 Communications:
a) Communications between the server (Host) and the sub-controllers panels can optionally support
redundant paths. Thus the loss of communications on one path automatically causes
communications to be established via the other path without operator intervention.
b) Should the sub-controller(s) lose communications with the Host, the sub controllers shall continue to
control access and monitor inputs for all connected points without any degradation in system
performance. Local history of all transactions shall be buffered at the sub-controller and automatically
uploaded to the Host for alarm reporting and long-term historical storage once communications is re-
established.
c) The contractor shall be responsible for the design of a system that will compensate for all signal level
losses in the trunk wiring. This shall include any power supplies for the field devices and any signal
level converters or repeaters for the proper amplification of electrical signals.
2.2.17 User defined cardholder database fields: The system shall support up to 128 user defined data fields, which
may be used to store information for each cardholder. Each field may be of a type: alphanumeric text, numeric,
date, toggle (Yes/No). The system shall provide standard menu items, which shall allow the operator to define
these cardholder database fields at any time. The system shall remain on-line while user defined cardholder
database fields are added or edited. It shall be possible, using standard system menu commands to search
and report on all user defined cardholder fields.
2.2.18 Video Imaging Integration: The system shall include an integrated video imaging system. It shall be possible
to view a captured and stored cardholder image as part of a cardholder’s data record on an OPERATOR

WORKSTATION. The captured image will also be displayed in the image recall window with a statement
indicating whether access was granted or denied.
2.2.19 Event and Transaction History: The system shall maintain a record of all alarm, card transaction, and system
exceptions which take place, and provide a means for a user to access this information. It shall be possible
to print information in the log in real-time or by a report.
2.2.20 Anti-Pass back Control: The system shall provide the capability to prevent more than one person from gaining
access to a controlled area by recognizing when a cardholder who is granted access is passing back the card
to another person to use the same card to gain access. If so programmed, an alarm may be generated if the
anti-pass back rules are violated by the cardholder. It shall be possible to define on a reader by reader basis,
which readers are subject to anti-pass back rules.
2.2.21 Anti-Tailgate Control: The system shall provide the capability to prevent more than one person accessing a
controlled area as a result of a single card transaction.
2.2.22 Entry/Exit Control: The system shall support the capability to control a card’s entry into or exit from an area
based on the previous transaction status of the card. An alarm may be generated if the In-X-It conditions are
violated by the cardholder.
2.2.23 Duress Processing: The system shall permit cardholders to indicate that they are requesting access to an
area under some forced or duress situation. An alarm may be generated if a duress condition occurs, and the
cardholder will be granted access.
2.2.24 Cardholder Definition: The system shall provide the capability for the user to define Cardholders with the
following identification and operating parameters.
2.2.25 Digitized Photo Image Recall. When integrated video imaging is called for, a real time Image Recall window
shall be provided on the system. The system shall recall and display cardholder pictures and following
information.
a) Picture
b) First name
c) Middle name
d) Last name
e) Card reader name
f) Card number
g) Card issue level
h) Transaction type
2.2.26 Real-time system activity window. A real time system activity monitor window shall be available for display on
any OPERATOR WORKSTATION screen whenever the system host is on-line.
The real time window shall have the following capability:

2.2.27 System Status Display. The system shall provide a dynamic system status summary display that graphically
indicates the following status information, filtered by panel or terminal. All status display information shall be
summarized in a single window.
a) Terminal up/down
b) Panel up/down
c) State of input points (alarm, secure, short, open)
d) Indication of whether each sub-controller, terminal, reader is disabled or not reporting.
2.2.28 Control points. The system shall provide the ability to define input points as control points to be used in
input/output linking and event processing sequences of operation. Control points shall not enter the alarm
queue and shall not require that an operator acknowledge them when they change state. The control point
activity will however, be automatically logged to the history file.
2.2.29 Workstation Control. Workstations shall have the ability to be assigned a Name and have an IP address for
network TCP/IP connections. The Workstation will have the following capabilities:
2.2.30 Real Time Printer. The system shall be capable of printing to a network accessible printer as well as printing
from an LPT port. The system shall be capable of printing with the following parameters:
a) Be able to specify printing of the following items, independent from each other:
i. Input Point Alarms
ii. System Exception and Event Messages
iii. Access Trace
iv. Access Deny
v. Access Grant
vi. Entry/Exit Central
vii. .Audit Trail
b) Have a toggle button to enable or disable Real Time Printing.

2.3.1 The software shall be a minimum true 32 bit alarm and access control software and shall have an installed
capacity to accommodate the following at a minimum:
a) A central database on the host server able to support up to 200,000 Badges maximum.
b) Unlimited number of access groups.
c) Unlimited number of password groups each with an unlimited number of operator passwords.
d) Up to 17,000 2-state alarm input points, or up to 8,000 4-state alarm input points (or any combination
in-between).
e) Central on-line data storage of historical transactions of capacity defined by hard disc capacity
expandable as system resources allow, with a local panel storage capability of up to 17,000
cardholders and events defined by storage capacity.
f) Minimum Ten (10) levels of alarm priority.
g) Up to One Hundred Twenty Eight (128) user-defined cardholder fields. The system shall be capable
of reporting on any or all of the user-defined fields. Each user-defined field may be defined by the
user as alphanumeric, numeric, date, or logical (yes/no).
a) The Host server operating system shall be Microsoft Windows® NT Server version 4.0. It shall have
multi-tasking and multi-user capability and support workstations with Windows NT Workstation,
Windows 98 or Windows 95 operating systems.
b) The system database shall be SQL Server, Version 7.0 or equivalent.
c) The SYSTEM software features shall be fully documented in the form of a complete user’s manual
including operation and installation sections, and a detailed description of the major system
functions.
2.3.3 The system shall be capable of partitioning (segmenting) the database which must include at least, but not
limited to the following items:
a) Cardholders
b) Badges
c) Time zones
d) Access Groups
e) Panels
f) Readers/Terminals
g) Workstations
The minimum System Server requirements shall be a standard name brand personal computer with proper
capacity for the intended purpose. The Host computer shall ship factory configured with all software pre-
loaded and tested. All computer hardware replacement components shall be available from multiple third party

sources. It shall be the latest state of art technology available at the time of installation, however the minimum
configuration for the host PC shall be:

The system shall be capable of supporting up to 40 simultaneous Operator Workstation connections using a
TCP/IP Local Area Network (LAN) subject to hardware capacity on the server computer. The Network
connection must allow a limitless number of casual users access to the 40 connections on a first-come-first-
served basis. Refer to the tender riser drawing for the actual number of clients and licenses to be provided.

Colour A3 laser printers shall be available for printing either reports or online alarms. Report printers shall be
any Windows compatible printer such as a laser printer. Alarm printers shall be 132 column printers to allow
alarms to be printed as they occur. Refer riser diagram from quantity and locations.

2.4.5 Alarm monitoring and Output Control terminal boards. Intelligent alarm monitoring and output control terminal
boards shall support the following functionality:
a) Sixteen two-state/four –state supervised alarm input points.
All smart card readers shall be configured with the reader electronics mounted separately, on the “secure”
side of the door such that only the reader head and pilot lights are mounted in the reader housing on the
“entry” side of the door.
The Card Reader technology shall be contactless smart card reader designed with the practical site installation
requirements in mind, and shall be subjected to CONSULTANT final approval.
The concealed fixings shall allow the reader to be mounted directly on to a flush or surface single gang back
box. The reader shall also be capable of mounting directly to metal surfaces such as turnstiles etc. with no
effect on the reader operation.
Shall support reader output to suit the specific application required, i.e. Wideband 26 to 40 bit.
The reader shall also operate in the standalone and RS485 formats as an encoder, writing data to the Mifare
card either from its own programmed memory or from a PC or other such device.
The reader shall have single piece design for easy installation.
A single LED that changes color from red to green is also acceptable.
The reader shall be available in card only and card plus PIN pad versions. Furnish and install in the style and
quantities as shown on the Low Current System drawings, and architectural drawings.
For High Security Areas which shall be designed by Consultant /end user, Biometrics Smart Card Readers
shall be provided.
Read range shall be upto 15cm. smartcard readers shall be provided for access control as indicated on the
drawing.
A minimum of 750 cards shall be supplied along with the system which shall be compatible to operate with
both the access control and time and attendance system.

2.6 LOCKS
The contractor shall co-ordinate between the door supplier and the access control system supplier to ensure
that electric latch release, solenoid locks supplied by the access control system supplier is installed by the
door supplier to manufacturers’ requirements.
Fail safe locks / releases shall be installed for doors. The double panel double swing doors shall be provided
with solenoid bolt lock recessed on the doorframe. Single panel doors shall be provided with electric latches.
Push buttons shall be installed in the secured side of all doors for to allow egress as shown in the drawings.
The Badge maker system shall be a fully integrated software and hardware solution for the capture and storing
of high resolution digitized photo images. It shall be fully integrated as part of the security access control
system application software database. Images may be called up on an alarm monitor (manually or
automatically) for visual verification at any networked workstation equipped with a video-imaging module. By
virtue of the integrated database, all data entered into the employee database shall be immediately available
at any workstation.
1. Fully functional card design tool with intuitive drag-and-drop format for badge design layout, full
badge WYSIWYG viewing, including design of Smart cards and magnetic stripe card formats.
2. Ability to work with ID color card printers to produce single- or double-sided cards in a variety of file
formats, including BMP, JPG, JPEG, PNG and ICO supported for background or photographic
images.
3. Allowance for batch printing, as key holder database information can be directly accessed from card
designer.
4. Allowance for selecting card properties, including angle, aspect lock, thickness of border, color of
border, shapes, including circles, squares, triangles, stars, pentagons, hexagon or burst,
transparency and shadows.
5. Ability to link card to database data and include links for date of birth, titles, initials, first or last name,
expiration of card, signature and photograph.
Contractor shall allow for the supply, installation, testing and commissioning of the complete badge maker
system as specified hereafter including all cabling and terminations.

The system consists of a photo badging enrolment station and one no. photo badging assessment stations.
The enrolment workstation is to capture the tenants’ photos and produce the badges and shall consist of but
not limited to the following:
a) High quality full colour dual sided direct to PVC card Video printer
b) High resolution Digital Video camera
c) Video Capture/Display Board
d) High resolution color scanner
e) Badge maker software
f) Personal Computer( PC)
g) Light, Tripod, cables
h) Ribbon and cleaning kits for the printer
i) And all related accessories including network interface cards
All system components shall be of the latest state of art technology available at the time of installation. PC
shall have the following minimum configurations: (Refer Section 2.4)
The high-resolution video images shall be captured, digitized and stored on the local hard disk at the
enrollment workstation. Once an image has been captured, it shall be treated as part of the user database
and may be called up for visual ID confirmation at any other workstation equipped with a video imaging
module, or used for badge production and printing.
By this software, it shall be possible for direct acquisition of images through video camera or from passport
size photographs through colour scanners. Brightness and contrast shall be adjustable on stored
photographs.
The system shall allow company logos, tenets photographs & signatures, and text in English and Arabic to be
printed in different formats and different overlays.
System shall use image compression techniques to minimize space usage and shall produce images at 24
bit and at 16.7 million colours.
The system shall support the temporary storage of up to four sample shots which shall be displayed on the
enrolment station simultaneously. From these four sample shots, the most acceptable will be printed and then
stored in the database. The system shall support storage of up to two of these views and a signature image.
The badge maker software shall provide full badge design capabilities at the enrollment station. The badge
shall be designed in a fully interactive mode, with a real-time display of its current form during the process. It

shall also be drawn using the high-resolution mode of the video display module, for maximum accuracy and
faithful reproduction of finished badges. Each new badge template will be stored for rapid retrieval and
application, during user badge production. The completed badges shall be available for high-resolution
viewing at any time. The system shall support multiple templates and provide for linking each specific template
to a cardholder type.
The design of the badge shall be fully flexible. A comprehensive set of design tools shall be provided which
are feature rich and easy to use. They shall also include:
Because all the information required, including the video image, is stored in the user database, it shall be
possible to provide replacement badges without needing new photo-images or additional data entry.
The system shall be capable of importing graphics (e.g., objects, pictures, etc. in bmp format) for use in the
photo-badge design.
The system shall support the import of .JPG images (digital photographs) of cardholders.
All badges shall be printed on a high quality video printer system, direct-to-PVC technology for safe, high-
resolution image reproduction. Single or batch mode printing of badges shall be provided, limited only by the
capacity of the video printer utilized. The cards shall be printed at a minimum resolution of 300 DPI.
2.7.3 Printer
Printer shall be of the latest state of the art technology and shall be ideal for applications requiring production
of full color dual sided plastic identification cards and shall be able to print sharp, readable bar codes, ID
photos, graphics and text etc. edge to edge in seconds.
It shall be based on color dye sublimation method, UL listed and shall have the following minimum features:

a) All the gate barriers shall be equipped with Video intercom and long range UHF-RFID card
reader. The gate barrier shall remotely operate by the security/Control room through intercom

c) The gate shall be equipped with an internal microprocessor controller.
d) The gate shall feedback status and diagnostic information to the Master controller for the Access
Control System.
e) The gate shall provide an over-ride from the Management PC of the Access control system.

PART 3 - EXECUTION
3.1 INSTALLATION
3.1.1 All consoles, terminals, and controllers shall be factory wired before shipment to the job site.

3.1.2 Controller cabinet doors shall open a minimum of 170 degrees to avoid blocking personnel movement. Each
door shall be equipped with a cylinder lock, a tamper switch and a piano-type hinge with welded tamperproof
pins.
3.1.3 Provisions shall be made for field wiring to enter the cabinet via standard knock-outs at the top, bottom and
sides of controller cabinets.
3.1.4 Each wire shall be identified at both ends with the wire designation corresponding to the wire numbers shown
on the wiring diagrams.
3.1.5 All exposed wiring within the cabinets, consoles, and terminals shall be formed neatly with wires grouped in
bundles using non-metallic, flame-resistant wiring cleats or wire ties.
3.1.6 All ferrous metal work shall be painted, in accordance with the manufacturer’s standards.
3.1.7 Input and output wire and cable requirements shall be application specific and shall use the proper shielded
cable as required by the specific application / code and as per manufacturer requirement
3.1.8 Inside the changing room Store room contractor has to set up the PC, printer etc.
3.1.9 Contractor has to make provision such as sleeves, armored external single mode 4 core fiber optic cable to
shift this control room set up to future guard room(after the bridge).
3.2.1 The Contractor shall be responsible for testing and commissioning of the installation in accordance with all
applicable documents in the Contract set.
a) Testing shall be comprehensive and sufficient to demonstrate compliance with each requirement and
as per system manufacturer recommendations.
b) A proposed test plan shall be submitted to the Consultant or Owner’s representative for approval
before commencement of final test.
c) Final tests shall be conducted in the presence of the Consultant or Owner’s representative.
3.3.1 Operator training shall consist of a two days course conducted on-site by a factory trained professional
instructor. Training conducted by installers, technicians, or project managers is unacceptable.

3.4 WARRANTY
3.4.1 All equipment furnished under this contract shall be warranted for a period of twelve (12) months from the date

The barrier gate integrates with the access control system by being equipped with a video intercom and UHF-RFID card reader, operable remotely by a control room. It opens on command, provides status feedback, and includes features like a loop detector, quick opening time, and a self-locking motor. It is also fitted with alarms for arm detachment and is compliant with U.L standards for safety .
Control points in the access control system serve as input points used for input/output linking and event sequencing. These points do not enter the alarm queue and require no acknowledgment when their state changes. However, their activity is automatically recorded in the history file .
The contractor must test and commission the system according to specified documentation, ensuring compliance with all requirements. A test plan must be approved by the Consultant or Owner's representative, and final tests are conducted in their presence. Testing ensures the system meets all operational standards and is sufficiently comprehensive .
The real-time system activity window displays system statuses and activities on any Operator Workstation when the system host is online. Capabilities include selectively displaying input point alarms, system exception messages, access grants or denials, access traces, entry/exit central modes, and audit trails. The display can be toggled on and off .
The system supports up to 128 user-defined data fields for each cardholder, which can be alphanumeric, numeric, date, or toggle (Yes/No) types. Users can define, add, or edit these fields via menu items while the system remains online, and also search and report on these fields .
Logical operators include NAND, NOR, AND, and OR. These operators can be combined with event triggers and card actions to program custom sequences of events in the security system .
The system supports redundant communication paths between the server (Host) and sub-controllers so that the loss of communication on one path automatically switches to another without operator intervention. If communication is lost, sub-controllers continue to control access and monitor inputs, store local history, and upload data to the Host once communication is re-established .
The anti-pass back control system prevents unauthorized access by ensuring a card used for entry is not passed back to another person for repeated access. If a violation occurs, an alarm can be triggered. This feature can be configured for each reader individually .
The barrier gate system operates at 230 V AC (+/- 10%) and consumes a maximum of 600 W. It can function in temperatures ranging from -30°C to +50°C and withstands up to 99% non-condensing humidity, ensuring robust operation in varied environmental conditions .
Operators must undergo a two-day course led by a factory-trained instructor, which includes a formal agenda, a tenets guide, hands-on practice, and written exams. Training by anyone other than qualified personnel is unacceptable, and video imaging training sessions are available if needed, at additional cost .
