Cash Training Module

A large number of people, particularly the migrant population, do not have access to formal banking channels
for want of proof of identity/address. Consequently, they face difficulties in using the authorized channels for
transferring funds. Reserve Bank has opened up the formal banking channel to facilitate fund transfers of small
value, subject to monthly ceilings and monitoring, to give impetus to the process of financial inclusion through
domestic money remittance channel to provide money transfer facilities in a safe, secure and efficient manner
across the length and breadth of the country.

This enables walk in customers not having bank account (for instance migrant workers) to transfer funds to bank
accounts (of say family members or others) subject to a transaction limit of Rs. 5,000 and a monthly cap of Rs.
25,000 per remitter, Such a walk-in customer needs to provide minimum details like his name and complete
address to the remitting bank; however limits may be higher for KYC’d remitters.

Cash Training is necessary because of the nature of business entails BC agents to handle cash on a regular
basis.

Due to the cash transacting nature of domestic money remittance business; it’s essential for Agent outlets to
know and learn the cash handling in line with regulatory and Bank’s guidelines. The cash handling requires
adherence of following guidelines at the agent outlet level.

Duties of BC agent:
 Agent shall keep strict vigil on the cash received and ensure that the cash received by him does not lie
unattended
 Agent shall ensure that he/she keeps the Cash in the Teller Box or the wooden drawers only
 Agent shall lock the Teller Box/Wooden drawers before he/she leaves his/her workstation
 Agent shall keep the cash keys in his personal custody at all times
 Agent shall attend only one customer at a time. Other customers shall be requested to stand in queue
and not to clutter around and lean over the teller counter, in order to prevent cash lifting
 Cash shall be counted/ checked in customer’s presence before receiving it from the customer
 All cash shall preferably be accepted and handled under camera surveillance
 Only authorized persons shall be allowed to handle cash
 Agent shall assess its daily cash needs and not store excess cash; further, cash should be reconciled and
checked at day end

Clean note policy shall be adhered by BC Agents to comply with RBI’s directives on Clean Note Policy; a
clean note is which are not:
• Dirty / stained
• Having multiple pin holes
• Having any portion missing
• Having graffiti marks
• Adhesive material / gummed labels
• Any other defect, which affects their acceptability

Accordingly agent shall encourage customers for clean note policy adherence:
• Please DO NOT write or scribble on the currency notes
• DO NOT use banknotes for making garlands/toys, decorating pandals and places of worship or for
showering on personalities in social events, etc.
• Please count and check the currency notes before issuance/ acceptance
• Soiled and Mutilated currency notes may be freely exchanged at Bank’s Teller Counters
• Coins and small denomination notes are freely accepted/issued at our cash counters
Agent should be able to distinguish between a genuine and a counterfeit note as:
• Counterfeiting of banknotes is harmful for the nation and all of us.
• Counterfeit notes are used for financing terrorism and destabilizing the monetary/ economic stability
of the country
• Counterfeit notes lead to losses to the unsuspecting common people and loss of credibility of the
national currency.

How to detect a counterfeit note


• Have a close and careful look at the features of the genuine banknotes of different denominations
obtained from a bank or an ATM. Note the minute details of the features explained earlier.
• Counterfeit notes can be of any type. It may also have a few features of the genuine banknotes.
• It is essential that you have suspicion after you receive a banknote. Only then you will examine the
various features of the notes explained earlier.
• Presence of all features are essential for a genuine note.

Following points can be taken note of:


• Paper Quality: Paper of counterfeit notes may be thicker or thinner than the genuine notes.
• Print Quality: Print quality of counterfeit notes are generally poor. Clarity is lacking. Minute details
printed on the notes are not as clear as on the genuine notes. Colour shades may be different.
• Number Panel: Number panels in counterfeit notes are generally smaller. Sometimes, it may be bigger
also.
• Security Thread: In counterfeit notes, either there is no security thread; or if a thread is visible, look for
the details explained earlier (window appearance/clear text/fluorescence/OVI). If all these details are
not present, the note may be treated as suspect/counterfeit
• Intaglio Print: Move your fingers on the features of the notes printed in intaglio, as explained earlier. If
you cannot feel the raised prints, the note may be a suspect one.
• Watermark: Look for Mahatma Gandhi’s portrait in the watermark area and note its presence /
absence or the difference in the design from a genuine note.
• Latent Image: In counterfeit notes, latent image may not at all be present or if present, it may be visible
from any angle.
• Micro Letters: Look carefully at the micro letters. Many counterfeit notes contain only such design
which creates an impression that micro letters are present. Whereas, the letters are not clearly readable.
• Fluorescence: If you have an ultraviolet lamp or an ultraviolet torch, look for the three features that
have fluorescence property. These are (a) Number Panel (b) Security Thread and (c) Optical fibres.
• OVI: It Security Thread in Rs.100, 500 and 2000 notes and Denomination Numerals (in the centre) in
Rs.500 and 1000 notes do not change their colour from green to blue when seen at different angles, the
note may be a suspect one.
• Identification Mark: Look for the right identification mark on the notes as explained earlier. If it is
different or if intaglio effect is absent, the note may be suspect.
• See-though Register: Look for presence of denomination numerals on the front and back sides of the
note. When held flat, the entire numerals should not be visible. It should be visible only when held
against light. If any difference is noticed, the note may be suspect.

Handling of counterfeit note:


• Upon identification of counterfeit note, same needs be deposited at a bank branch or at RBI: You will
get an acknowledgement for the same from the Bank/ RBI. Co-operate with the police in their
investigation, when they approach you.

Given below are the security features and guidelines to identify legal tender currency authorized by Reserve
Bank of India and their features for proper identification and preventing acceptance/ issuance of counterfeit
currency.
