rescue assigned by the company.
4. DEFINITIONS:
FIRST RESPONDER: First person to arrive or be at the site of the
event, with sufficient capacity to take basic actions for care
of emergencies.
VERTICAL RESCUE: They are the technical procedures aimed at achieving the
recovery of a person who has been trapped, injured
accident prone in high places, implementing appropriate systems that meet
all the necessary safety conditions to ensure success of the
operation.
RESCUE TEAM: Rescue groups require a series of
elements to carry out their operations. For vertical rescues,
requires a series of equipment, which are conventionally classified
PERSONAL PROTECTIVE EQUIPMENT: composed of work clothing, footwear
suitable, gloves, helmet and goggles.
HARD GEAR: Composed of carabiners, descenders, ascenders,
poleas. Son materiales metálicos, los cuales por su aspecto macizo y fuerte,
give the wrong perception of being eternal and indestructible, but they can
wear out or suffer some damage during its use. A situation to be taken into account
the fact is that when this type of material collides with another rigid material,
it can suffer cracks that are difficult to perceive with the naked eye.
CARABINERS: constructed from durable materials (Steel, duraluminium,
used to hook elements together. They come in different
forms, according to the need for use. The most commonly used in
rescue operations are security operations that are equipped with a
ring that rolls over the safety, which prevents the carabiner from opening
accidentally.
ROPE: In hard-to-reach places, the rescue of victims with rope.
it can also be done with the help of pulleys, which are useful for overcoming
relatively important horizontal sections by means of zip lines,
also to reduce the weight of loads through pulleys. The pulleys
they play an important role in these procedures when accompanied
of the carabiners. They complement an adequate system for a
recovery operation of a victim. The most commonly used pulleys in
rescue are those of oscillating walls, which allow for quick installation
pulley anywhere on the rope
DESCENDERS: as the name indicates, they are elements used to
descend by the ropes. The most common are the type descenders
eight, that when the rope rolls over them, friction is produced, allowing
control the descent speed. Those used in rescue have ears to
the sides, which allow the rescuer to brake and secure themselves during the
descent
ASCENDERS: accessories that allow us to ascend by the ropes,
they have a self-locking system that does not allow it to be raised
Return. The most common in the market are the Jumars or grips and the gibbs.
SOFT EQUIPMENT: composed of ropes, cords, tubular tapes and
simple, harnesses. The soft equipment is currently being made
with synthetic materials and very similar fabrics. They are subjected to
the necessary tests for proper certification, which implies that the
the care and maintenance of these equipment are essentially the same
RESCUE HARNESS: a set of straps that form a seat for us
provides the required comfort and safety conditions at the moment
working with ropes. The carabiner is hooked onto its front ring and
then the descender with the rope, at the moment of descending.
ANCLAJES: These are systems used to fix or secure the ropes to a point.
determined in such a way that allows us to carry out the necessary maneuvers
safely. Anchor: A secure point to which equipment can be connected
fall protection personnel with a minimum resistance of 5000 pounds
(2.272 Kg.) per connected person.
NATURAL ANCHORS: are those made in rocky structures, or in
trees.
ARTIFICIAL ANCHORS: they are mainly carried out using
anchors, pins, expansion nails, ice screws, stakes,
dead man, etc. Whatever type of anchorage is used, it must be
follow certain parameters that guarantee stability, reliability and
security of the established technique.
PULLEYS: It is a differential pulley system that is used as
mechanism to reduce and distribute the acting loads in an operation with
strings
SIMPLE PULLEYS: A: where the rope is only passed through the pulleys.
The injured person secures themselves with a carabiner to the pulley installed in the
lower part
AUTHORIZED PERSON TO WORK AT HEIGHTS: Person who after
to receive training, pass it, and meet all the requirements that
Establishes resolution 1409, can develop work at heights.
COMPETENT RESCUER: Person designated by the company who has the
competencies (Skill and knowledge) proven or certified
professional and broad experience and knowledge in the subject, capable of
to design, analyze, evaluate, and carry out technical procedures for the
emergency operation attention for Vertical Rescue.

7.1. RESCUE SCENARIOS: Considering that the work of tasks
height at COTECMAR is considered basic for the development of the
operations in the different projects, the following may occur
situations where workers are suspended, hanging,
fainted and need to be rescued.
• Work on roofs and coverings: During the activities of
maintenance and works, the following situations may arise:
Fall from heights due to breakage of the roof sheets.
Falls from heights due to damage or deterioration of beams and metal structures in
heights
Fainting or medical emergencies on roofs and coverings which
requires patient descent.
• Work in Telecommunications Tower: during the activities of
maintenance of the company's antenna located on the tower installed for
Hello, there may be a fall from height of the worker and he may remain
hanging over her.
Work in the compartments of the ships: people performing tasks
inside the ship's holds that require medical attention and
transfer abroad from these facilities for transportation to care centers.
• Work in Suspended Scaffolding: During maintenance activities
and sandblasting and painting work on the ships can be presented.
following situations:
or Failure of the ascent or descent mechanism, in already installed areas what
generates that workers cannot go up or down to a level that suits them
permita salir, pero se encuentran estables sobre la plataforma.
Failure of the ascent or descent mechanism, scaffolding collapse due to breakage
from Guayas, failures of the hoisting system which causes the scaffolding to hang down and
the workers remain suspended.
• Trabajos en Suspensión: Cuando se realizan trabajos en suspensión se

suspended for being unable to reach the fall arrestor that is located by
above the reach of their hands.
The breaking of the straps that make up the suspension seat, which means that the
the worker would be suspended from his harness and lifeline.
• Works on tubular scaffolding, canopies or structures: The worker
can fall from a structure which causes it to be suspended
directly onto a vacuum.
• Pole Work: The worker can be left hanging from the pole over the
he is anchored.
• Work on Ladders: The worker may end up hanging supported on
the staircase inside it or remain outside of it but remain
secured by the lifeline connected to the ladder.
• Work on Lifting Platforms: In the case of using scaffolding or
electric platforms lifts or freight elevators can be
present electrical failures or outages, which causes the workers
stay trapped while the problem can be solved or activated

that the hydraulic system of the equipment fails and the platform becomes blocked in
the upper part causing it to be unable to descend leaving the
person located at a height without being able to come down.
7.2. RESCUE PROCEDURES
The following details the rescue procedures for the different
scenarios set in the activities developed by COTECMAR
taking into account the following premises:
At the beginning of any work activity where protection against

with all employees in case of a fall. The supervisor will develop the
rescue plan.
Every worker must have a clear understanding of the risks as they
requires the application of specific techniques and knowledge for each
presented scenario.
The rescue must be quick. The time in suspension should be limited to less
of 15 minutes. Suspensions for longer periods must
to have work stools or foot supports. The rescue of victims
with trauma due to suspension must be done immediately after the start of the
immobility.
A team should be dedicated solely to rescue.
The victim should be placed in a gradually inclined position to avoid the
death post-rescue.
In the event of a fall, all workers will be rescued by
competent rescuers assigned by the company on site using
systems for the ascent or descent of a man or the use of ladders

characteristics of the event, there are different types of maneuver.
Stabilization and transfer of the injured person: after being in a place
Sure, the rescuer must stabilize the injured person and transfer them to a place where
medical assistance is provided.
Assessment of the rescue maneuver or process: space where
evidence the possible errors or failures of rescuers or equipment, this step is
fundamental for the feedback of the rescuers. It is important the
evaluation of the performance of rescuers for the process of
improvement.
Verification of the condition of the rescuers: if necessary, in this step
medical check-up of the rescuers must be conducted, ensuring that the
healthy condition of them.

If the person working at heights makes appropriate decisions, they will use
their own team to carry out self-rescue, All workers who
those who perform activities at height must carry out a self-rescue that
should include:
The worker will be able to return to the level from which he fell (to a few
centimeters to 0.60 or 0.90 meters.
The worker may return to the ground and take all the
necessary components of your fall detection system and put it
out of service.
The worker will store and label the components with their name,
date and the activity at the time of the fall and will deliver it to the person
responsible.

O CORD.
If self-rescue is not possible, then assisted mechanical rescue will be
necessary. The following guidelines should be used during a
mechanically assisted rescue.
The lifeline will be brought to the worker, if the worker is
conscious this will take it with one hand and place it on his equipment of
fall protection, and the lifting mechanism will be operated until the

responsible.
Rescue systems using cable or rope systems can be
preassembled or assembled using pulleys by personnel
trained in the subject.

The worker is left hanging, conscious or unconscious, and remains in a
position that does not allow the elevation of the lifeline and there is no other one
way to carry out the rescue. A man who lifts the victim is the method
preferred of mechanically assisted rescue, using the following
guidelines
The worker will go up with the elevator or freight lift and will ensure.
that there is a sling for the rescued worker.
The elevator will be maneuvered to its position (located below the worker)
to carry out the rescue.
The sling will be connected to the lifting platform and then to the
worker who is going to be rescued.
The worker was passed on the lifting platform.
The affected detection equipment must be disconnected due to the fall.
Bring the worker down to the ground.
Provide first aid to the worker if necessary.
