Module B.2.: Major risks.

Focus on... the flood risk in the Belfort urban area.

Montbéliard-Héricourt-Delle

The urban area of Belfort-Montbéliard is a territory

densely populated with more than 300,000 inhabitants.
It is the most significant flood risk area of the
Franche-Comté region. Its overall vulnerability is
important due to the artificialization of watersheds.
The Belfort-Montbéliard urban area has been
designated as Important Risk Territory. In terms of
concerning issues, it is characterized by 89,673 people
potentially threatened, with risks having
impacts on 68,408 jobs.
The flood of February 1990 is a reference flood on the
watershed of the Savoureuse due to the combination of heavy rains and the sudden melting of a thick
snowy cloak on the Vosges.
The flood peak was reached in Belfort at noon on 15/02/1990 (209 m)3and at 4:00 PM near the
confluence with the Allan in the agglomeration of the Montbéliard region. The reaction times of the courses

the consequences of this flood were significant.
The Peugeot-Sochaux site was severely affected directly by the damage to its
installations, and indirectly by a loss of activity related to the blockage of communication routes. At

are raised to more than 180 million euros for the industrial sector.
The elected officials in the sector are very active: protection works, dynamic slowdown,
improvements in risk culture and prevention in a broad sense have been planned.
This has made it possible to build a real policy for combating floods, particularly in the sector.

Activity 2: identify a major risk

Objective: To characterize and identify the major risk.

The major risk is the possibility of an event of natural or human origin, the effects of which
can involve a large number of people, cause significant damage and
exceed the reaction capacities of society.
The existence of a major risk is related to:
§ On one hand, the presence of an event or hazard, which is the manifestation of a phenomenon.
natural or human (technological);
§ Elsewhere in the existence of stakes, which represent all the people and goods
(having monetary or non-monetary value) that can be affected by a phenomenon. The

Two criteria characterize major risk:
• A low frequencydisasters are rare,
• A huge gravitymany victims, significant damage to property and the environment.

Major risks are classified into two families of risks.

Technological risks Natural risks
Related to human activity (called Linked to our natural environment and climate:
anthropic) of industrial origin, nuclear, floods, earthquakes, volcanic eruptions,
