Bala Sundari Stone Crusher at Village Abdulapur, Tehsil Vikasnagar, District Dehradun,
Uttarakhand. Total land area of the proposed project is 1.1720 Ha. Plant is proposed to be
operated for 10 hours only. Drilling for one proposed bore well be done after obtaining requisite
permission from competent authority. The proposed project is Not Covered under EIA
Notification’ 2006 but Categorized as “Orange” under Doon Valley notification 2020 and requires

proposed project is Not Covered under EIA Notification’ 2006 but Categorized as “Orange”

establishment. This application is made for obtaining Environment clearance as per category “B2”
and put up to SEIAA/SEAC, Uttarakhand.
2.2 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY OR
REGION:
The construction industry has witnessed an unexpected boom for the past few years. This has been
accentuated by the construction of new roads and bridges. Furthermore, the evolution of the
country towards services based economy is also placing additional stress on construction industry.
There has thus been a growing need for the construction and maintenance of new roads in order to
provide the necessary infrastructure.
Roads and means of transport make a crucial contribution to economic development and growth
and bring important social benefits. Poorly maintained roads constrain mobility; significantly raise
vehicle operating costs, increase accident rates and their associated human and property costs, and
aggravate isolation, poverty and poor health especially in remote communities. Although the
roads maintenance is widely recognized, it is still not getting adequately done in several instances.
Many countries spent just 20-50 percent of what they should be spending on maintenance of their
roads networks.
The promotor of this project intends to provide high quality asphalts materials for the paving of
roads throughout the country. The challenge include distinguishing maintenance from other types
of road work; providing competitive bitumen paving works; and to ensure efficient planning of the
maintenance activity in order not to have adverse impact on traffic flow.
Roads are among the most important public assets in most countries. Roads improvements bring
immediate and sometimes dramatic benefits to road users through improved access to hospitals,
schools, and markets; improved comfort, speed and safety; and lower vehicle operating costs for
these benefits to be sustained, roads improvements must be followed by a well maintained
program of maintenance which will leads to a sustainable development of the country and
increase economic growth & productivity.

Rapid infrastructural development in our country and vision of present government for smart
cities and Pradhan Mantri Gram Sadak Yojna suggest that demand stone crushed materials will
grow at or above historical rates in the future. This demand will be driven primarily by population
growth and the associated requirements for infrastructural construction like roads & bridges, and
the need to upgrade and/or replace aging infrastructure of all types. As demand increases and
supply decreases in high-growth areas, new approaches to supplying bitumen Stone Crushed
materials will be required and Stone Crushed materials will travel greater distances from point of
production to point of use. This will likely result in cost increases for Stone Crushed materials and
related construction materials.
India’s National Highway network comprises 100,000 km of State highways, while village and
district roads occupy 2.8 million km. The National Highways cover 2% of the total network and
carry the maximum share of freight and passenger traffic making them India’s lifeline. The
government has kept the development of roads at a high priority, allocating more than 10% of
total spending from 2012-17 to the road sector. In such a scenario, bitumen will play a vital role
towards planning and execution of road construction projects in India. During 2014-2015, total
bitumen sales in India were 4.8 million tonnes. Based on the ambitious road development plan of
the government, there will be an increase in demand of bitumen in India. Presently, 90% of India’s
road requirement of bitumen is met by the local oil refiners while the rest is imported.
Demand for construction aggregates in India amounted to 2.5 billion metric tons (Approx.) and
making the country the third biggest aggregates market in the Asia/Pacific region and fourth
largest market in the world (after China, the US and Japan). Sales in India have raised an average
of 7.7 percent annually over the past ten years, exceeding both regional and global averages. A
rapidly advancing economy and rising standards of living have helped increase overseas
investment in India, stimulating large amounts of industrialization and infrastructure-related
construction activity. However, Indian product demand (relative to construction spending and on
a per capita basis) is substantially below regional and world averages. Much of the nation's
aggregates supply is provided by small, locally based quarry and pit operators, although a few
foreign multinationals, such as CEMEX and Tarmac, operate aggregate mining and processing
facilities in India, as well.
The proposed construction aggregates in measured quantities are broadly required for construction
of nearby government projects like roads and bridges etc.
Total 08 Manpower will be engaged during operation of plant for material handling, loading and
plantation activity.
The project is proposed for Environmental Clearance for establishment of proposed Stone Crusher
Plant with capacity 100 MTPH along with green insulated DG Set capacity 500 KVA M/s Maa
Bala Sundari Stone Crusher at Village Abdulapur, Tehsil Vikasnagar, District Dehradun,

The plant is proposed about 17.0 Km from Dehradun City at vacant land near Non-perennial
Swarna river in Village Abdulapur, Tehsil Vikasnagar, District Dehradun, Uttarakhand with land
area of 1.1720 Ha. No alternate site was considered –

The proposed plant is designed for 100 MTPH of stone crushed material. The proposed plant is
confined to the proposed plot boundary.
The company has appointed the Technical Staff; those are qualified as per the provision of the
Rules, separately for manufacturing and quality assessment. The Technical Staff assisted by the
Supporting Staff.
The raw material (Black stone) from the mines consists of stone of various sizes from fines to large
boulders. It is unloaded into hopper. The material is fed to the primary crusher via a Grizzle
feeder. The oversize from the grizzle feeder is considered as rejects and is sent for further breaking
by manual. After primary crushing the material is conveyed to the secondary cone crusher. From
the secondary cone crusher the material is sent to primary vibratory screen. The ‘through’ from the

primary screen are screened to separate the “+ 40 mm” which goes to the tertiary crusher for
further crushing. The crushed stone from this tertiary crusher then goes to the secondary screen.
The less than 20 mm size from the primary screen then goes to the secondary screen for further
screening and the separation of different products like Grit I (10 mm), Grit II (6 mm) & Dust. The
dust is stored in hopper and directly unloaded into the truck to be disposed off. The products are
taken out of the screen via conveyor belts to the stockpiles. From here the product is loaded into
the trucks with the help of loaders to be delivered at the point of use.
The vibrating feeder allows a constant supply of material to be fed into the crusher, which ensures
consistent results and stability in the crusher recovery process.

Grinding:
The primary impact crusher grinds the material before it undergoes vibrating screen. Efficient
grinding means that there will be minimal recirculation material from a cyclone cluster, which
decreases the kW/hr per ton ground.
Screening:
The next part is the screening process. Here is a single deck vibrating screen which removes the
oversized aggregates thus preventing them from entering into the drum. Vibrating screen removes
over size aggregates received from cold bin feeder thereby helps damaging slinger conveyer belt
and drum internal flights also.

Conveyor:
Charging conveyor plays an important role in the asphalt plant process because it not only
transfers the cold aggregates from below the screen to the drum but also does the weighing of the
aggregates. High speed slinger conveyor throws the cold wet aggregate in to drum. A load cell
type belt weigher is mounted under slinger belt to measure aggregates flow rate which is displayed
digitally in Tons/hour on control panel. This conveyor is equipped with a load cell which
continuously weighs the aggregates and sends signal to the control panel.
This conveyor collects the ready material from below the drum and takes it to the waiting truck or
into the storage silo. Optional storage silo stores the material till the truck arrives.

DG SET:
An exclusive variety of high grade Diesel Engine Generating Set of 500 KVA capacity is proposed
that is highly reliable in nature. Fabricated from quality components, these sets are known for
their longer functional life. Robust in design, these sets have combustion engines that comply with
the latest Central Pollution Control Board emission norms. Owing to their sophisticated designs,
these sets are widely used in small and big industries, commercial buildings, IT parks, hospitals,
hotels and cold storages.
A diesel generator is the combination of a diesel engine with an electric generator (often an
alternator) to generate electrical energy. This is a specific case of engine-generator. Diesel
generating sets are used in places without connection to the power grid, as emergency power-

supply if the grid fails, as well as for more complex applications such as peak-lopping, grid support
and export to the power grid. Sizing of diesel generators is critical to avoid low-load or a shortage
of power and is complicated by modern electronics, specifically non-linear loads. Diesel engine is
the prime mover, which drives an alternator to produce electrical energy. In the diesel engine, air
is drawn into the cylinder and is compressed to a high ratio (14:1 to 25:1). During this
compression, the air is heated to a temperature of 700–900°C. A metered quantity of diesel fuel is
then injected into the cylinder, which ignites spontaneously because of the high temperature.
Hence, the diesel engine is also known as compression ignition (CI) engine. DG set can be
classified according to cycle type as: two strokes and four strokes. However, the bulk of IC engines
use the four stroke cycle.
Acoustic Enclosure:
The silent series is a Super Silent DG set with a sound proof acoustic enclosure. It offers a cost
effective and perfect solution to the problem of noise pollution. The advanced acoustic engineering
employed in attenuating noise also saves on the expenses for building up a separate room for the
DG set.
DG Set as a System:
Successful operation of a diesel generating set depends on the well-matched performance of the
components, namely:
a) The diesel engine and its accessories.
b) The AC Generator.
c) The control systems and switchgear.
d) The foundation and power house civil works.
e) The connected load with its own components like heating, motor drives, lighting etc.
Ensure steady load conditions on the DG set, and provide cold, dust free air at intake (use
of air washers for large sets, in case of dry, hot weather, can be considered).
Improve air filtration.
Ensure fuel oil storage, handling and preparation as per manufacturers' guidelines/oil
company data.
Consider fuel oil additives in case they benefit fuel oil properties for DG set usage.
Calibrate fuel injection pumps frequently.
Ensure compliance with maintenance checklist.
Ensure steady load conditions, avoiding fluctuations, imbalance in phases, harmonic loads.
In case of a base load operation, consider waste heat recovery system adoption for steam
generation or refrigeration chiller unit incorporation. Even the Jacket Cooling
Water is amenable for heat recovery, vapour absorption system adoption.
In terms of fuel cost economy, consider partial use of biomass gas for generation.
Ensure tar removal from the gas for improving availability of the engine in the long run.
Consider parallel operation among the DG sets for improved loading and fuel economy.
Carryout regular field trials to monitor DG set performance, and maintenance planning as
per requirements
It has been assumed that major raw materials will be transported to the plant facility through road
facility in Trucks and Dumper. Total 5-7 trucks per hour will move due to proposed project and
traffic will not increase considerably.

Water is required for Stone Crushing process for spraying, Domestic Purpose and Dust
Suppression. The daily net requirements of water are estimated at 5.74 KLD. The water will be
sourced from proposed bore well.

3.8.2 Fuel:
The plant will require around 100.0 Lit/hr. approx. of HSD in operation of DG set procured from
nearest authorized vendor.
Electricity requirement will be 400 KVA. Power source will be obtained through Uttarakhand
Power Corporation Limited (UPCL) for the proposed plant. One Green insulated DG Set of 500
KVA will be proposed for emergency.
The plant is designed with zero discharge concept with no solid or liquid waste discharge. The
dusts generated from the proposed process will be controlled through water sprinkling on regular
basis.

There is no Capable Fault within the study area. The seismic zone map of Uttarakhand is shown
in the Fig. – 11.
The proposed land is vacant land devoid of any tree or vegetation which will be utilized for
establishment of the proposed project.
This is a proposed plant facility so there is no in house infrastructure available at site but the
housing facility, Drinking water facility, First-aid facility, Toilet facility will be provided after
statutory clearances.
Also, Internal roads will be developed inside the plant premises once all the statutory clearances
are obtained.
Land:
Proponent has taken land of about 1.1720 Ha on lease for the period of 10 Years at Khasra No.
216 Ka, 238, 239 & 240, Village Abdulapur, Tehsil Vikasnagar, District Dehradun, Uttarakhand.
This is a vaccant land devoid of any vegetation and the proposed stone crushing plant will be
established on the same after getting statutory approvals.

Power:
Electricity requirement will be 400KVA. Power source will be obtained through Uttarakhand
Power Corporation Limited (UPCL) for the proposed plant. One Green insulated DG Set of
500KVA will be proposed for emergency. HSD will be used in the proposed Green Insulated DG
Set.
Water:
Net water requirement for proposed plant shall be 5.74 KLD, which shall be sourced from one
proposed bore well. Necessary provision for storage of water and water supply has been made in
project cost. Water conservation measures shall be followed to possible extent.
Storage:
Company will develop Separate raw material yard for aggregates which will be separately stored
under cover. Dust will be stacked under tarpaulin cover. The raw material yard will be located
within the project site. Storage of the raw material as well as Finished goods will be as per
prescribed limit.
Transportation:
Promoters have adequate resources for transportation of Raw Material and Finished Goods. The
raw material and finished good will be transported though Trucks/Dumper via road.
Connectivity:
The Project site is well connected with road as well as Rail route.
Snow fall
The Climate of the district is generally temperate. It varies greatly from tropical to severe cold
depending upon the altitude of the area. The district being hilly, temperature variations due to
difference in elevation are considerable. In the hilly regions, the summer is pleasant, but in the
Doon, the heat is often intense, although not to such degree as in the plains of the adjoining
district. The temperature drops below freezing point not only at high altitude but even at places
like Dehradun during the winters, when the higher peaks are also under snow. The area receives
an average annual rainfall of 2073.3 mm. Most of the annual rainfall in the district is received
during the months from June to September, July and August being rainiest. Climate Data of Doon
Valley for all the months is as under on the basis of mean of last 25 years.
The proposed project site falls near the Vikasnagar in Dehradun District. Project area has
education, drinking water facilities, transport facilities, School etc. adequately available.

5.1 Planning Concept (Type of Industries, Facilities and Transportation etc.) Town and
Country Planning/ Development Authority Classification:
The project is proposed for Environmental Clearance for establishment of proposed Stone Crusher
Plant with capacity 100 MTPH along with green insulated DG Set capacity 500 KVA M/s Maa
Bala Sundari Stone Crusher at Village Abdulapur, Tehsil Vikasnagar, District Dehradun,
Uttarakhand. The area is situated in the survey of India Topo Sheet No. 53 F/15 and Coordinates
lies at Latitude 30°23'48.1"N and Longitude 77°52'53.7"E. The nearest National Highway is
Chakrata Road which is 5.20 Km away from the site. The nearest Railway station Dehradun is
about 17.20 Km away from the site. The Nearest airport is Jolly Grant Airport which is 37.27 Km
in NW direction to the site.
Total manpower engaged during operation of operation will be 08. Apart from this, 50-70 persons
are indirectly benefited by this project during the operation phase for logistic.

Proponent has taken land of about 1.1720 Ha on lease for the period of 10 Years at Khasra No.
216 Ka, 238, 239 & 240, Village Abdulapur, Tehsil Vikasnagar, District Dehradun, Uttarakhand.
This is a vaccant land devoid of any vegetation and the proposed stone crushing plant will be
established on the same after getting statutory approvals.
Local native species suitable for this region will be planted in compliance of conditions of
environmental clearance. The green belt is proposed to develop on the vacant plot in 33% of the
total acquired land area of project. Tree plantation will be undertaken in a large scale on land

vacated after cessation of construction activities. Open spaces, where tree plantation is not possible
will be planted with flowering herbs and grass which act as soil binders and also helpful in
preventing erosion of topsoil.
Total 500 Nos. of trees will be planted in coordination with the gram panchayat on land suggested
by them. Letter of Gram Pradhan for the development of greenbelt is enclosed as Annexure – VII.
The social infrastructure likes school and Primary Health Centre is developed in this area.
However, the following facilities are installed within the plant site;

The productivity of the Unit and associated auxiliary objectives are achieved by adopting the
following principles;
Use of equipment and systems of design, performance and high availability which has been fully
established by a considerable record of successful operation for similar service conditions in all
plant facilities will be done. Use of only proven design concepts and conservative designs will be
done. Strict implementation of quality assurance norms during design, manufacture as well as
installation and commissioning stage will be done. Strict compliance with the project company
approved pre-commissioning and commissioning procedures as well as standard checklists
forming a part of commissioning documents for the project.
Adequate margins will be provided while sizing all important auxiliaries and sub-systems to
ensure operation of the Unit at ultimate capacity under the worst conditions and taking into
consideration normal wear & tear.

Centralized maintenance system is followed. All repairs of capital nature, heavy maintenance
jobs, refractory maintenance and plant civil maintenance are done by engaging specialized
external agencies.
Implementation of production planning and control, maintenance and spares planning, etc. will be
considered to increase work efficiency and to reduce manpower requirement.
The operation of the plant will be optimized by implementation of OPMS. This system will clearly
define the responsibilities of all key O & M personnel including the Plant-in-charge. This will also
cover the system of daily reporting to the firm’s Corporate Office.
Most of the key positions in operation and maintenance of the proposed plant at different
categories are manned by the qualified persons having experience in the similar field. However,
depending on the type of equipment/facilities along with the degree of automation contemplated,
the operation and maintenance personnel of the plant so recruited will require specific need based
training which is carried out on site by the respective equipment supplier during equipment
erection, start up and commissioning of different plant units.

Office space will be provided as per good practice and the above facilities shall also be adequately
furnished and equipped.
Total 08 Nos. Manpower will be engaged during operation of Plant. The project will enhanced the
prospects of employment. Recruitment for the unskilled workers for the plant will be done from
the nearby villages. The basic amenities viz. roads, transportation, electricity, drinking water,
proper sanitation, educational institutions, medical facilities, entertainment, etc. will be developed
as far as possible.
Plant activities will result a crucial contribution to economic development and growth and bring
important social benefits. Well maintained roads for smooth mobility; significantly reduce vehicle
operating costs, decrease accident rates and their associated human and property costs and good
health especially in remote communities. Apart from that various facilities like Education, Water
Supply, including Drinking Water, HealthCare, Environment, Social Empowerment and Sports
and Culture will also be provided.
The establishment of plant will be done on 1.1720 Ha of land including its facilities.

Cost for proposed project activity is Rs.1.53 Crore. Additional Cost of EMP would be Rs. 25.0
lacs with its recurring cost of 10.0 Lacs (Proposed Scenario). The project will spend 2.0 Lacs (2.0
%) of project under Corporate Environment Responsibility (CER).
Project will create direct & indirect employment opportunities within the surrounding region. The
firm will use good faith efforts to employ local people from the nearby villages depending upon the
availability of skilled & un-skilled man-power surrounding the project site.
In operation phase, the proposed project would require significant workforce of non-technical and
technical persons. Migration of highly education and skilled experience will result in increase of
literacy in the surrounding villages. In addition, the proposed project shall enhance the prospects
of employment.
Additional government revenue expected from royalty, taxes, duties and other fees. An added
benefit to the proposed project will result in considerable growth of stimulating the industrial and
commercial activities in the state of uttarakhand.
The proposed land is a vacant plot with total area of 1.1720 ha. The open land surrounding the
building/Machinery will be paved with concrete, except for green belt & garden. Being non
availability of adequate building structure, the rain water will flow out onto the front road.

The proposed land will have two toilet rooms in front office building for office staff and one toilet
room for workers in the rear side of the land. The drainage leads to a septic tank followed by soak
pit. There is no disposal of sewage into drain.
As the plant premises will not have sufficient covered area for RWH, therefore rainwater recharge
facility will be developed on a suitable nearby place like school, pond etc. after identification of
feasibility.
No waste water will generate from the process. Water used in domestic will generate about 0.20
KLD of waste water, which will be disposed through Septic Tank/Soak Pit.

The main source of air pollution in plant is from raw material (typically stone aggregates) that is
used for the production materials and this can be generated from the followings:
Crushing Area
Loading and unloading of aggregates to the stockpiles.
During transportation of aggregates.
Loading of aggregates in feeder bins.
Emission from the DG set.
The most common air pollutants from plant are particulate matter with a diameter of <10 microns
(PM10) which is generated by aggregates.
Mitigation Measures:
The main initiative to control the dust problems will be to prevent its creation in the first place and
the mitigation measures are as follows:
Aggregates of various sizes will be stored in such a manner that the fine aggregates are
stored in between the coarse aggregates to control dust emanation.

All the aggregates stored within the premises will not be stacked beyond the height of 3m
from ground level.
Compound wall will be provided on all four sides of the unit to the height of 4m from
ground level above which wind fence will be provided for further height of 2m.
Water sprinkling system will be provided in all dust emanating area for suppression.
All roads/vehicular movement area at site of stone crusher plant will be well paved and
cleaned regularly to mitigate dust.
The firm will plant three rows of spreading crown & fast growing varieties of native species
saplings all along the boundary. Green belts developed around the dust generation points.
Trees would be planted on both sides of roads used for transportation to arrest dust also
along the boundaries.
The pre-separator is integrated with bag filter will be installed at stone crusher plant which
is adequately designed for capturing 90% of the dust particles larger than 200 microns.
The aggregates loading into hopper bin area will be closed on three sides to arrest the
emission generated during loading.
Conveyor belt will be covered adequately.
The Vehicle with PUC certificate will only be authorized to enter in premises.
Green insulated DG Set will be installed and an acoustic enclosure will be provided on the
DG Set.
Periodically monitoring of stack emission and ambient air will be conducted.
A GI sheet wall of 15 feet height will be made around the periphery of project to control
the dust emission.

Noise occurrence is expected at different places in the process from conveyor belts, dryer and
internal and external traffic.
Mitigation measures:
The workers will be provided Personal Protective Equipment (PPEs) such as ear plugs in
order not to impair on their health as a result of over exposure to noise.
The plant will be established with a very good acoustic design to arrest noise pollution.
The firm will plant three rows of spreading crown & fast growing varieties of evergreen
thick foliage tall trees all along the boundary to arrest noise pollution.

No solid waste generation is envisaged during stone crushing process. Approx. 1.60 Kg/Day of
municipal waste generated from domestic purpose will be segregated & disposed as per CPCB
Norms.
There will be no hazardous waste generated during the proposed manufacturing of materials
except waste / Used Oil from Proposed DG Set & Empty Barrels, which will be sold to the
authorized recyclers only.
Company will provided full proof fire hydrant system & all kinds of fire extinguishers to ensure
the safe working environment. The workers shall be provided with goggles, helmet and safety
shoes face-mask, hand gloves, moreover the production halls shall be fitted with exhaust fans etc.
The Firm will establish, implement & maintain documented Occupational health &safety
objectives, at relevant functions & levels within the organization and training /awareness program
will be conducted on regular basis.
