THE PROBLEM: Several urban areas that are part of Dipolog City are heavily affected by the
flooding during heavy rainfalls brought by typhoons. During heavy rainfalls, infrastructures like
bridges are rendered unusable, leading to inconvenience for people living near the area and for
those who use the bridge as a route to school or the workplace.
PROPOSED PROJECTS/STUDIES:
Proposed Project/Study 1: Flood-Resilient Infrastructure Design
As the world grapples with the challenges of climate change, the vulnerability of
transportation infrastructure to flood-related disasters has become increasingly apparent. With
over 4,400 reported occurrences of flood disasters worldwide between 1900 and 2016, resulting
in devastating losses of life and property, it is imperative that we develop innovative solutions to
mitigate the impacts of flooding on critical infrastructure. In response, this project proposes the
design of a flood-resilient bridge structure, leveraging insights from a recent extreme flood
simulation conducted by the Center for Advanced Infrastructure Technology. The proposed
bridge design incorporates a novel structural system that can withstand lateral floodwater forces,
reducing the risk of failure and disruption to critical transportation corridors. Using finite
element analysis and geospatial modeling, this project aims to develop a innovative and resilient
bridge design that can mitigate the impacts of flooding and enhance the sustainability of
transportation infrastructure.
Proposed Project/Study 2: Construction Management Strategies for Flood Mitigation
Projects
Flooding in urban areas is a threat to the environment as well as human health and safety,
especially in infrastructure and service delivery areas, which are critical to the long-term
existence of cities. Successful or sustainable flood protection project management can help
reduce long-term flood losses and community suffering. The best or most sustainable project
management strategies (PMS) to deal with the ongoing issue of floods are still being pursued by
many countries and governments, especially those that are plagued by floods.
Proposed Project/Study 3: Cost-Benefit Analysis of Flood Protection Measures
Due to its location, urban areas of Dipolog City are always threatened by floods. This
study will conduct a cost-benefit analysis on various flood protection measures that are present in
Dipolog City such as leeves, floodwalls, and green infrastructure. Historical developments in
flood protection in Dipolog City will also be taken into account; it will serve as a useful
instrument in decision-making.
JUSTIFICATION
Justification 1:
This study aims to provide improved understanding of flood-resilient materials and
construction techniques, flood-resilient infrastructure design guidelines, and enhanced
knowledge of infrastructure design software.
Justification 2:
This study aims to identify various plans to help with the prevention of losses and
unnecessary damage to infrastructures. It also aims to identify solutions and come up with
innovative contributions to mitigate flood. According to some of the world’s top experts on
project management, understanding an effective PMS and putting it into practice is vitally
important to the success of any project.
Justification 3:
This study aims to probe the application of cost-benefit analysis methods in the decision
making on a desired protection study in Dipolog City. This also aims to improve the
understanding of economic evaluation techniques and improve the flood protection measures and
evaluate their effectiveness.
