Members have the liberty to speak in either

Points
Point of Personal Privilege: This is the only point that can interrupt a
speaker and is used when a delegate cannot hear the speaker or is experiencing

mental or physical discomfort and wishes to be excused from the committee.

Point of Information: This helps seek information from delegates’ speeches


2 or gives information in a delegate's speech.

Point of Order: This points out the procedural inconsistency or deviation


3 from the existing Rules of Procedure, or for correcting any factual inaccuracy
made by members.

Point of Parliamentary Inquiry: This is exercised when a delegate wants to know anything
4 about the Rules of Procedure from the EB panel. Point of information and point
of order can be verbally or via chit as per EB’s discretion. But the rest of the

points have no marks and should be raised verbally only.
Public Session
The period of public sessions varies between 15 to 45 minutes.
The individual speakers' time will remain at 60 seconds.
Everyone is expected to prepare two opening speeches- One for each
agenda.
Include- the problem on a nationwide basis, your party’s stance,
measures initiated by your party, and proposed solutions for the future.
After the roll call, the agenda for the day will be voted on.

Moderated Session
Proposing the motion- “Motion for a Moderated Private Session of 20
minutes, with a speaking time of 1 minute per delegate, to discuss the
possibility of forming a consensus on the National Education Bill.”
Moderated by the Executive Board, and has a fixed session time as
well as an individual speaker time.

Unmoderated Session
Movement into informal debate.
Not moderated by the Executive Board.
Fixed duration, usually not more than 20 minutes, with no fixed
individual speaker time.
Can be used to draft resolutions, and form alliances.

Draft Resolution- A Resolution is a formal, written document outlining
agreed-upon points or actions after negotiation among parties. It
