This Method statement is based on the current site conditions and aims to provide work guidance where
complying with relevant Authorities, Acts, and Regulations. It outlines the practices for planning and
implementing works to minimize risks, including potential harm to the public, site personnel, and the surrounding
environment.
Efforts shall be made to ensure that the dismantling equipment and other ancillary works is in compliance with
Authority requirements, quality standards, and safety and health regulations.
This method statement may undergo modifications and amendments if there are any compromises to the safety
of personnel, plant and machinery, or third-party property. Site conditions shall prevail, and adjustments may be
made, as necessary.
The drawings and diagrams included in this document are purely for general guideline purposes, and the layout
and sequence of work may vary based on the specific site conditions.

The objective of this document is to describe the dismantling of equipment, pipes, and electrical equipment for
PASIR GUDANG ENERGY STATION, PASIR GUDANG, JOHOR (TNB)

Procedure:
Procedure:
Additionally, the cordon acts as a protective buffer in the event of debris crushing effect. To enhance the
safety precaution, adequate traffic signages, warning lights, barricades, cones, and other necessary
provisions shall be installed to manage existing traffic and facilitate the movement of vehicles entering
and exiting the site.
When required, flagmen shall be stationed at the site to regulate traffic and ensure the smooth and
secure operation of the project.
Procedure:
Upon the mobilization, certain areas on the site shall be designated for Contractor site facilities, which
include:
a. Mobilize project team and manpower, including managers, safety personnel and workers.
b. Transport dismantling tools, machinery, and safety equipment to the site.
c. Store tools and spare parts;
Some of the project facility contractors would want to seek temporary use of the existing client building.
The facilities contractor would want to seek the following usages:
a. Rest area;
b. Smoking area;
c. Treatment room;
d. Prayer room;
e. Toilet;
f. Carparks (Contactor & Visitors).
To safely and efficiently terminate or divert services and utilities to enable construction or
decommissioning activities, ensuring minimal disruption, compliance with regulations, and
protection of personnel and property. This includes isolating and rerouting utilities while
maintaining service continuity where necessary.
Procedure:
Prior to the commencement of demolition work, a joint inspection between CONTRACTOR and
Client/Consultant shall be carried out to ensure that all services and utilities supplies are properly
terminated or disconnected from the main supply. Utilities companies shall be consulted prior to
the demolition. The common utilities encountered generally include the following:
a. Electrical
i. CONTRACTOR shall inform TNB to initiate termination procedures. TNB's shall handle
LOTO, shutdown, transformer, and auxiliary equipment. Cable removal will be up to point
which is accessible by contactor only.
ii. CONTRACTOR shall double check on the termination and isolation works carried by TNB’s
as common safety procedure before proceed on working with the electrical part.
i. Identify and locate all of the Energy Storage Components that may store electrical
energy (cables, capacitors, inductors, batteries, etc.)
ii. Use a suitable specific discharge tool to safely discharge stored energy
components.
iii. Verify the discharge status by use a multimeter or other appropriate testing
equipment to verify that the stored energy has been fully discharged.
iv. Use the appropriate tools to loosen/cut and disconnect cable connections from
terminals.
v. Secure the disconnected cables to prevent it from causing obstructions or safety
hazards.
b. Schedule Waste
i. The CONTRACTOR shall notify the DOE to obtain approval for the collection of scheduled
waste from the waste generator. This will be accomplished through the submission of
the Waste Acceptance Criteria (WAC)/TWG form.
ii. For pipelines containing distillate oil, the following steps will be taken to extract the oil:
- Ensure the flow in the pipeline has been shut down by closing upstream and
downstream valves.
- Prepare a proper container that meets the capacity and compatibility for the
distillate oil (IBC tank).
- Locate the low point valve to be used as the extraction point.
- Prepare the pump and attach hoses or pipes to the valves to direct the distillate oil
into the storage containers.
- Ensure the section of the pipeline is fully drained by checking for any remaining oil.
- For sections of the pipe without a valve, a cold cut will be performed to create a
hole large enough to insert the pump hose for the extraction process.
- Ensure that all containers holding the drained oil are properly sealed and labelled
for transportation or disposal.
- For this project, the distillated oil will be declared as SW305-Used oil
iii. The schedule waste extraction process shall be monitored by certified person that
holding Certified Environmental Professional in Scheduled Waste Management
(CePSWaM).
iv. For other types of scheduled waste, the waste will be properly packaged and labeled for
transport and disposal. The waste codes identified for this project include:
v. Lastly, the schedule waste shall be transport out to the schedule waste disposal facility
and shall be notified in DOE eSWIS system.
Objective:
Decommissioning of the oil pipeline, including cleaning, purging, and removal. Management and disposal
of residual oil and waste materials. Restoration of the site post-decommissioning
Procedure:
a) Pre-Decommissioning
Conduct a detailed site survey to identify pipeline sections and assess potential hazards.
Plan for the safe removal and disposal of any residual oil.
Conduct a comprehensive risk assessment to identify potential hazards and implement control
measures.
b) Decommissioning
Isolate the pipeline from the operational system to ensure no oil flow.
Remove residual oil from the pipeline using appropriate cleaning techniques.
Dismantle and remove the pipeline systematically, ensuring safe handling and transportation of
sections.
The objective is to strip internal elements of the building safely and systematically, including fixtures,
fittings, and non-structural components, to prepare for demolition. This involves careful removal,
segregation of materials for disposal or recycling, and ensuring compliance with safety and environmental
regulation
Procedure:
Upon the confirmation of full termination of services and utilities, internal stripping work shall be
carried out. All loose item to include but not limited to the following shall be dismantled and
disposed:
a) Rubbish;
b) Built in furniture;
c) Loose furniture;
d) Partition;
e) Glass panel;
f) M&E fittings and cables;
g) Utilities piping.
The debris / items derived from the stripping shall be brought down and segregated accordingly
based on categories of recyclable or non-recyclable.
Objective:
The objective is to demolish a building safely and efficiently, ensuring structural integrity during the
process. This involves systematic dismantling, dust and debris control, and adherence to safety and
environmental regulations. The goal is to clear the site for future use while minimizing risks to workers
and the surrounding area
Procedure:
For a concrete based building demolition, the details sequence of the demolition described as
below:
a) A Excavator (EX300) shall be stationed to demolish the structures.
b) Debris shall be removed from the site to an authorized disposal facility after all back filling of
voids in the building or surroundings.
c) The demolition shall start by demolishing the exterior top roof structure. To avoid any
potential hazard of bricks falling out of the building, the exterior brick wall/facade shall be
removed by pushing inward and ensure it shall never be left as free-standing structure. The
accumulated debris of the must be cleared and swept down before start demolishing the
Reinforce Concrete structure elements.
d) Upon completion, the demolition works shall continue to the roof columns, beams and
proceed to the floor slabs and floor beams. For the slabs, the excavator shall start begin
hacking and crushing the slabs at mid span towards the supporting beams.
e) These steps shall be repeated until to the ground level.

Objective:
The objective is to demolish the structure of a building safely and efficiently, including slabs until ground
lvel required. This involves careful excavation, removal of materials, and adherence to safety and
environmental regulations.
Procedure:
The demolition of concrete structures like ground beams, sumps and stumps shall involve using a
hydraulic excavator equipped with a hydraulic breaker or crusher for hacking and crushing.
Objective:
The objective is to achieve a stable and even ground surface through backfilling and leveling. This involves
filling excavated areas with suitable materials, compacting them to the required density, and ensuring
proper grading. The goal is to prepare the site for construction or landscaping while ensuring stability and
drainage compliance
Procedure:
All concrete debris generated from the demolition activities shall be used to back fill and excessive
debris will be removed from site to the approved disposal facilities/ dumping ground. All voids,
excavated areas, and steep slopes shall be filled or constructed by using concrete debris
The objective is to efficiently manage scrap and waste generated during operations. This includes
segregation, recycling, and disposal of materials in compliance with environmental regulations. The goal
is to minimize waste, reduce environmental impact, and ensure a clean and safe worksite while
maximizing resource recovery and sustainability.
Procedure:
While the demolition is on-going, all the material arising from demolition work like concrete debris,
metal deck, metal work, timber work, concrete, rebar, etc shall be progressively remove from site
and disposed to approved disposal facilities/ dumping ground.
Part of the material that arise shall be collected for recycling purposes. Those material include:
Metal deck;
Structural steel (I beam, H beam, hollow section, angle iron bar, etc);
Reinforcement bar;
Metal product (pipes, metal door, door frame, stairs, etc)
xii. HOUSEKEEPING
Objective:
The objective is to maintain a clean, organized, and safe worksite through effective housekeeping
practices. This includes regular removal of debris, proper storage of materials, and routine inspections.
The goal is to prevent accidents, enhance productivity, and ensure compliance with safety and
environmental standards
Procedure:
Daily housekeeping shall be performed and maintained on-site to create a better working
environment.
All tools shall be stored in the toolbox on site.
Before leaving the site, ensure all machinery is secured and shut off. Periodic cleaning is
required to make room for normal HSE and maintenance examinations and repairs
The objective is to conduct a thorough inspection to ensure all project work meets the required standards
and specifications before handover. This includes identifying and rectifying any issues, completing all
documentation, and ensuring client satisfaction. The goal is to deliver a quality, compliant project ready
for client use.
Procedure:
Upon completion of the work, a joint inspection shall be conducted to perform a final inspection of
the completed tasks. This inspection is vital to ensure that all aspects of the project scope have
been fulfilled before handing over the site to the clients. Item which required to inspect to include
but not limited to the following:
Cleanliness of site;
Proper backfilling of void and no water ponding;
Ground condition well levelled;
Repair and make good.

Upon client satisfaction the client shall issue a Certificate of Completion to CONTRACTOR.
All the work carried out on site shall full comply with the guideline set out in the company safety & health plan.
The safety and health manual shall be used as guidelines by all levels of management staff, subcontractors, and
employees to achieve our safety goals. It should be utilized and read in conjunction with following:
CONTRACTOR is committed to promote the highest standards of safety, health and environment at the
workplace. We regard safety and health as a matter of top priority and to be equal in importance to quality and
productivity.
The following are part of the mandatory requirement set up in the organization:
All workers and staff MUST attend the Safety Induction before the commencement of work.
Daily toolbox briefing MUST be carried out before the start of daily activity/Shift.
All site personnel shall wear approved Personal Protective Equipment (PPE).
All tools and equipment shall be inspected prior to use.
Ensure sufficient lighting to be provided for night shift activities.
The Company Environmental Policy outline management’s commitment to preventing pollution and
damage to the environment. Compliance with this policy is achieved by developing and implementing a
management system for this Project.
