The Indian Premier League, the IPL, is a professional men’s T20 tournament organised and
founded by the Board of Control for Cricket in India (BCCI). The league is played by 10 teams,
with both national and international players. The IPL is one of the world’s most coveted leagues
and has an exclusive window in the International Cricket Council (ICC) Future Tours
Programme.

The teams are made through an auction that usually occurs in February, a month before the
league starts. Players are divided into sets based on their strengths, weaknesses and skills. The
sets contain both international and Indian players, both capped and uncapped. Teams bid for the
players over two days to form their teams.

The committee simulates the auctions and provides a platform for all stakeholders to discuss key
issues related to the league. If the auctions are exhausted before the stipulated committee time,
the committee will move into ‘normal debate’ in accordance with the HeartsMUN Rules of
Procedure.

INTRODUCTION
Mega Auction:
Mega Auction is an auction carried out for the IPL. It involves bidding on each player and
restricting the teams by instructing them to follow the Retention Policy. Generally, for IPL
auctions, each team retains most of its players from the previous year, but as for the mega
auction, the limit is set to 4 players who can be retained in every team. This means more players
will be under the bidding hammer, and all teams will have fresh new faces. This could be a
difficult task since most players are used to being in the same team every year, but now, the
franchises must decide which players to keep and which to let go of. A Mega Auction is
necessary to change things in the IPL scenario. It has become mundane with similar faces every
year; thus, a fresh start with different combinations and sequences of teams and players is
required. It also means updating the budget policies and the bid limit per team, with both set in
motion to increase since the auction is on a vast scale. The mega auctions are also a platform for
the teams to allow young, new players to showcase their talents while placing them on the same
pedestal as renowned international players.
TEAMS:
1) Chennai Super Kings (CSK)

Still among the most successful teams in the Indian Premier League (IPL), the Chennai Super
Kings (CSK) try to maintain their legacy. Led by MS Dhoni and coached by Stephen Fleming,
the Chennai Super Kings (CSK) had a difficult 2025 season and missed the playoffs. The 2025
team combines fresh ideas with seasoned campaigners. Important players include Shivam Dube,
Devon Conway, and Ravindra Jadeja. Matheesha Pathirana, Mukesh Choudhary, and the
emerging phenomenon Noor Ahmad help the bowling department to flourish. Strategic signings
by CSK, notably those of Sam Curran and Deepak Hooda, have given the team more complexity.
Though players like Shivam Dube, Devon Conway, and Ravindra Jadeja delivered outstanding
performances, the squad battled to find regular form.

2) Delhi Capitals (DC)

The Delhi Capitals (DC) have evolved noticeably in the 2025 season. Under head coach Hemang
Badani and captain Axar Patel, the Delhi Capitals (DC) concentrated on developing new players
in the 2025 season. Prominent players like Harry Brook and Jake Fraser-Mcgurk made up the
batting line. Notwithstanding difficulties during the season, the team showed tenacity and sought
a great recovery in the next editions. Taking the front stage, Axar Patel showcased his leadership
abilities. From all-around players like Mitchell Starc and Axar Patel, the squad strikes a balance.
Kuldeep Yadav and T Natarajan are helping the bowling team to be strong. Despite challenges
over the season, DC was tenacious, hoping for a better comeback in the upcoming editions.

3) Punjab Kings (PBKS)

Choosing Ricky Ponting as head coach and Shreyas Iyer as captain, the Punjab Kings (PBKS)
have made calculated moves in the 2025 season. The squad has made investments in both
seasoned athletes and fresh ideas. Glenn Maxwell, Marcus Stoinis, and Nehal Wadhera are
important in strengthening the batting division. Arshdeep Singh, Yuzvendra Chahal, and the pace
pair of Lockie Ferguson and Marco Jansen diversify the team's bowling attack. Variability in the
team comes from all-rounders like Aaron Hardie and Azmatullah Omarzai. Though PBKS aimed
for more consistency in the subsequent campaigns, its performance in the 2025 season was
characterised by flashes of genius.

4) Kolkata Knight Riders (KKR)

With Ajinkya Rahane appointed as the skipper, the Kolkata Knight Riders (KKR) have entered a
new age in the 2025 season. The organisation has concentrated on assembling a balanced group
by keeping top players like Andre Russell, Sunil Narine, and Varun Chakravarthy. Rinku Singh,
Quinton de Kock, and Rahmanullah Gurbaz help to fortify the batting order. Depth for the team
comes from all-rounders like Venkatesh Iyer and Moeen Ali. Anrich Nortje and the young
Vaibhav Arora make up the bowling team. Aiming to recover their championship glory in the
distant future, KKR's campaign in 2025 was competitive.

5) Mumbai Indians ( MI)

Under Hardik Pandya’s leadership, the Mumbai Indians (MI) remain a strong player in the Indian
Premier League. The 2025 team combines newly discovered skills with seasoned athletes.
Among key batsmen are the explosive Hardik Pandya, Tilak Varma, and Suryakumar Yadav.
Jasprit Bumrah drives the bowling attack, assisted by Trent Boult and Mujeeb Ur Rahman.
Players with all-round ability, such as Mitchell Santner and Will Jacks, bring variety to the team.
Consistent performance by MI in the 2025 season helped to confirm their ranking as among the
most successful teams in IPL history.

6) Rajasthan Royals (RR)

Sanju Samson was the official captain, but he missed several IPL 2025 games because of a
hamstring injury; Riyan Parag filled in as temporary skipper in his absence. Under Sanju
Samson, the Rajasthan Royals (RR) have concentrated on developing fresh potential while
keeping seasoned players. Yashasvi Jaiswal, Shimron Hetmyer, and the potential Dhruv Jurel
complete the batting order. The team finds balance from all-rounders like Riyan Parag and
Yudhvir Singh Charak. Jofra Archer and Nandre Burger help the bowling department be strong.
Under head coach Rahul Dravid, RR's 2025 campaign was distinguished by competitive
performances; the squad hopes to develop on this basis in the next seasons.

7) Royal Challengers Bangalore (RCB)

Rajat Patidar has been appointed captain of the Royal Challengers Bengaluru (RCB), setting off
a fresh adventure in the 2025 season. Stalwarts like Virat Kohli and rising stars like Phil Salt and
Devdutt Padikkal contributed to a well-balanced team in the 2025 season. Batting lines get
complexity from all-rounders like Tim David and Liam Livingstone. Josh
Hazlewood leads the bowling attack with help from Yash Dayal. Resilience defined RCB's
performance in the 2025 season as the franchise sought to secure its first IPL title.

8) Sunrisers Hyderabad (SRH)

Under the direction of Daniel Vettori and under the captaincy of Pat Cummins, Sunrisers
Hyderabad (SRH) has concentrated on assembling a formidable team for the 25th season. Travis
Head, Heinrich Klaasen, and Ishan Kishan are among the batting department's players. The team
finds balance from all-rounders like Wiaan Mulder and Abhishek Sharma. The bowling team
gains strength from Mohammed Shami and Harshal Patel. Future achievements were built up by
SRH's 2025 campaign, which combined seasoned performances with the rise of youthful talent.

9) Gujarat Titans (GT)

Led by Shubman Gill, the Gujarat Titans (GT) have kept on building on their outstanding IPL

head coach Ashish Nehra, GT's success in the 2025 season was characterised by strategic plays
and consistent performances, therefore supporting their reputation as a strong team in the league.

10) Lucknow Super Giants (LSG)

Under Rishabh Pant, the Lucknow Super Giants (LSG) have concentrated on building a strong
team for the 2025 campaign. Among the batting order are David Miller, Aiden Markram, and
Nicholas Pooran. Mitchell Marsh and Abdul Samad are among the all-rounders who give the
team depth. Avesh Khan, Shamar Joseph, and Ravi Bishnoi staff the bowling department. Under
Justin Langer's direction, LSG's 2025 campaign was marked by smart planning and aggressive
gaming, therefore establishing them as major competitors in the competition.

GENERAL RULES AND REGULATIONS

1. The Chairperson is the auctioneer.
2. Maximum overseas players in a squad: 8
3. Maximum squad size: 25
4. Minimum Players: 18
5. The total Purse value before the auctions and retentions is 150 crores.
6. The minimum spend must be 100 crores per team.
7. The Accelerated process of bidding will come into place after the second session.
8. Each team must submit their retentions before the commencement of the auctions.
9. Submitted retentions cannot be edited once submitted
10. The teams can trade players with each other during the trade window.

DRAFT PICKS:
The delegates are expected to submit their draft picks before the committee proceedings begin.
The draft picks should be in adherence to the rules laid down in the study guide and should also
have funds allocated to each player that the delegate/s/s would like to spend on that particular
player. Delegates are encouraged to prepare the draft picks, although this is not mandatory.
Player Retention Policy:
The Player Retention Policy states that each team participating in the league can retain a
maximum of 3 players from the line-up of the previous year (2025 squad). A team is set to be
allowed to keep up to three Indian and two foreign players, with the total number of retentions
not exceeding three. Usually, team captains are retained and do not go under the auction set. The
policy is extensively altered for the mega auction, which doesn't allow any franchise to retain
players/or retain a bare minimum. This allows IPL to become more versatile and mature. Players
have more freedom and are allowed to have new and varied experiences. However, the salary cap
of the players shall still be maintained. This reshuffling of players allows IPL to become less
biased and more ideal. A team must retain at least one player.

(Note: Teams are expected to submit their retentions to the Executive Board before the
commencement of the first committee session, followed by the teams being expected to note the
amount of money left in their purses for the future course of the auction.)

RIGHT TO MATCH:
Each team will be given opportunities to match the final bid for a player and buy them at the said
bid, even if the final bid is placed by another team. Right to Match can only be practised if the
player being auctioned was part of the team’s squad in the game’s latest season. Delegates must
note that at any given point, the total number of players retained through retention and suitable to
match cannot exceed 5. Therefore, if a team has retained 3 players during retention, they can use
the right to match only twice. Each team can have a maximum of three right-to-match cards
(even if one player is retained).

BIDDING PROCEDURE:
Each team will be given an equal opportunity to place a bid, but it is up to the person’s discretion
to select the bid in case two bids of equal value are raised together. Bids have a fixed amount that
cannot be increased or decreased. Delegates must note that bids, once registered, cannot be
withdrawn.

ACCELERATED BIDDING:
After the first session, the franchises are expected to send a list of players (not more than five
players) they are interested in from the remaining and unsold pool. Those players will first go
under the hammer in the upcoming committee sessions. In this way, bidding happens faster, with
the auctioneer racing through the names and teams quickly picking the players, usually for their
base price. This process could be repeated once all the proposed lists are called on; in case the
process ends in between the session, the auctioneer will continue to call for bids for unsold
players as per the sheet provided and collect the list of players for accelerated bidding to be used
in the next session at the end of the current committee session.

SILENT BIDDING:
In case of a deadlock in the committee between 2 or more where the teams cannot spend more
than the current bid value on a player, they can call for a silent bidding procedure where the
interested teams will write down their final bids on a chit which has to be more than the base
price but may or may not be higher than the current bid. Once the silent bids are submitted, the
chairperson will announce the results of the silent bidding process. A team can only request a
silent bidding process twice during the course of the committee.

TRADE WINDOW
● The IPL franchises can mutually agree and trade players during the simulation.
● Each trade-in must be reported to the Presiding officers at the beginning of the committee
sessions only.
● The franchises involved in the trade-in with mutual consent trade the players with a capped
price hike of not exceeding 25 lakhs.
● The franchise interested in acquiring a player during trade-in would be expected to pull on
negotiations, but no player can be bought at a loss (if a player is sold for 25 lakhs, it cannot be
traded for 24.9 lakhs).
● A player can be traded only once, and each franchise will be allowed a maximum of 5 such

bidding for the player has ended. In such cases, the teams would be charged an additional fee of
10 lakhs above the base prices.

PLAYERS LIST:
A list of all the players in the simulation has been provided to ease the auction process. The order
of the listings should be followed, and the delegates can refer to the sheet to manage the team's
funds to form their dream team. The list of these players is given by the Executive Board.
