Agenda: The Baloch Insurgency

The Security Council,

Guided by the Purposes and Principles of the Charter of the United Nations (hereinafter UN

Charter),

Recognising sovereignty of the Islamic Republic of Pakistan (hereinafter Pakistan) over the

province of Balochistan and affirming the right of self determination shall be exercised solely

within constitutional framework of Pakistan,

Noting the proposal made by the Russian Federation on the Convention on Regional Security,

Counter-Terrorism, and Cooperative Stability in South-Central Asia,

Emphasizing that cooperation in counter-terrorism, economic development, and civilian

protection must proceed on the basis of consent, mutual respect, and in accordance with the
UN
Charter and the Vienna Convention on the Law of Treaties, 1969 (hereinafter VCLT),

1) Reaffirms the sovereignty and territorial integrity of Pakistan, and declares that

Balochistan constitutes an integral part thereof, in accordance with Article 2(4) of the UN

Charter;

2) Calls upon all Member States to refrain from interference in the internal affairs of

Pakistan, by halting:

a) financial support,

b) logistical support,

c) political support to insurgent groups in Balochistan;

3) Welcomes the Convention on Regional Security, Counter-Terrorism, and Cooperative

Stability in South-Central Asia (Annexure 1) as an instrument to achieve peace and

cooperation in the region;

4) Supports the establishment and effective functioning of the Regional Security

Cooperation Forum (hereinafter RSCF) under the Convention on Regional Security,

Counter-Terrorism, and Cooperative Stability in South-Central Asia (Annexure 1);

5) Encourages the Government of Pakistan to expand socio-economic developments in

Balochistan;

6) Decides to remain actively seized of the matter.
