CHAPTER I

1.1 Background of the Study

In our life, medical services and healthcare are quite important. They give us the assistance and a
ttention we need to maintain our health and wellness. For the diagnosis and treatment of diseases
, injuries, and other medical issues, healthcare and medical services are indispensable. Additional
ly, they offer screenings and immunizations as preventive care to keep us healthy. Medical servic
es can also give us access to tools that can help us manage our health and emotional and mental s
upport. Access to drugs, therapies, and other treatments that can help us manage our medical issu
es is another reason why healthcare and medical services are crucial. All things considered, recei
ving medical care and services is essential to maintaining our mental, emotional, and physical he
alth. Health services serves patients, families, communities, and populations. they cover
emergency, preventative, long-term, hospital, diagnostic, primary, palliative, and home care.
these services are centered around making health care accessible, high quality, and patient –
centered. health care is improvement of health via the prevention, diagnosis, treatment,
amelioration or cure of disease, illness, injury and other physical and mental impairments in
people.

The enhancement of health through the prevention, diagnosis, treatment, amelioration, or cure of
disease, illness, injury, and other physical and mental limitations in humans is known as healthca
re or health care delivery. Health professionals and other related health areas provide healthcare.
Health care includes the following professions: medicine, dentistry, pharmacy, midwifery, nursin
g, optometry, audiology, psychology, physical therapy, occupational therapy, athletic training, an
d other related fields. The phrase encompasses work in public health as well as primary, secondar
y, and tertiary care [Link] created to address the health requirements of certain p
opulations are known as health systems. As per the World Health Organization (WHO), a functio
nal healthcare system necessitates a funding source, a workforce that is both well-trained and app
ropriately compensated, dependable data to support policy and decision-making, and well-
maintained healthcare facilities to provide high-quality medications and [Link] effectiv
e healthcare system can play a major role in the economic growth and industrialization of a natio
n. The WHO declared smallpox to be the first disease in human history to be eradicated internati
onally by intentional healthcare interventions in 1980. This serves as an example of how health c
are plays a significant role in promoting the general physical and mental health and well-being of
people worldwide Medical care has several important functions other than restoring or
maintaining health. These other functions are assessment and certification of health status,
prognostication, segregation of the ill to limit communication of illness, and helping to cope with
the problems of illness--the caring function. Medical care serving these "Para curative" functions
may legitimately be given independently, without associated curing or preventive intent of the
provider of care. Although such services do not result in benefits to health, such as extension of
life or reduction of disability, they do have other valued outcomes, outcomes not measurable as a
gain in personal health status. For example, caring activities may result in satisfaction, comfort,
or desirable affective states, even while the patient's health status deteriorates during an incurable
illness. The physician's approach to patients, the economist's analysis of the benefits of health
services, the planner's decisions about health programs, the evaluator's judgments about the
quality of care, or the patient's expectations about treatment are strongly influenced by his
assumptions about the purpose of medical care or the proper outcome of the process. When the
health worker assumes that the only useful outcome is health, he may consider the Para curative
services to be ineffective, inefficient, or undesirable. In contrast, when he recognizes and
understands the Para curative functions of medical care, he may better perform his function in
the medical care system.

Barangay Dimaluna is one of the barangay here in MSU, Marawi city who struggle in medical
needs and services With funding limitations, barangay health stations struggle with lack of
medicines supplies, long wait times, declines in quality of facility infrastructure, and lack of
proper training and staffing. The rural poor are the most susceptible to poor sanitation,
malnutrition, and lack of hygiene efforts….

1.6 Operational Definitions of Terms

The following are defined to have a better understanding of the terminologies used in this

study.

Medical Services - Means Medically Necessary services, including, as the context requires,
Confinement, treatments, procedures, tests, examinations or other related services for the
investigation or treatment of a Disability.

HealthCare – it is efforts made to maintain, restore, or promote someone's

physical, mental, or emotional well-being especially when performed
by trained and licensed professionals.

Equipment or tools - An article, instrument, apparatus or machine that is used in the prevention,
diagnosis or treatment of illness or disease, or for detecting, measuring, restoring, correcting or
modifying the structure or function of the body for some health purpose. Typically, the purpose
of a medical device is not achieved by pharmacological, immunological or metabolic means .

Medicines – it is the science and practice of caring for patients, managing

the diagnosis, prognosis, prevention, treatment, palliation of their injury or disease,
and promoting their health. Medicine encompasses a variety of health care practices evolved to
maintain and restore health by the prevention and treatment of illness. Contemporary medicine
applies biomedical sciences, biomedical research, genetics, and medical technology to diagnose,
treat, and prevent injury and disease, typically through pharmaceuticals or surgery, but also
through therapies as diverse as psychotherapy, external splints and traction, medical
devices, biologics, and ionizing radiation, amongst others.

Community - A community is a social unit (a group of living things) with a shared socially
significant characteristic, such as place, set of norms, culture, religion, values, customs,
or identity. Communities may share a sense of place situated in a given geographical area (e.g. a
country, village, town, or neighborhood) or in virtual space through communication platforms.
Durable good relations that extend beyond immediate genealogical ties also define a sense of
community, important to their identity, practice, and roles in social institutions such as family,
home, work, government, TV network, society, or humanity at large. [1] Although communities
are usually small relative to personal social ties, "community" may also refer to large group
affiliations such as national communities, international communities, and virtual communities.

People - A people is any plurality of persons considered as a whole. Used in politics and law, the
term "a people" refers to the collective or community of an ethnic group or nation.[1] The term
"the people" refers to the public or common mass of people of a polity.[1] As such it is a concept
of human rights law, international law as well as constitutional law, particularly used for claims
of popular sovereignty.

Respondents - A respondent is a person who is called upon to issue a response to a

communication made by another. The term is used in legal contexts, in survey methodology, and
in psychological conditioning.

Unsustainable - incapable of being maintained at a steady level without exhausting natural

resources or causing severe ecological damage.

Inadequate - not enough or good enough : insufficient. inadequate equipment. also :

not capable.

Risk - is the possibility of something bad happening. Risk involves uncertainty about the
effects/implications of an activity with respect to something that humans value (such as health,
well-being, wealth, property or the environment), often focusing on negative, undesirable
consequences.
Methodology – Research methodology is the specific procedures or techniques used to identify,
select, process, and analyze information about a topic. In a research paper, the methodology
section allows the reader to critically evaluate a study’s overall validity and reliability.

Insufficient access to preventive healthcare in marginalized communities leads to increased prevalence of chronic diseases and preventable health conditions, thereby exacerbating health disparities. These communities often face systemic barriers like inadequate healthcare infrastructure and limited health education, which compound the challenges and widen the gap in health outcomes compared to more privileged populations .

Barangay health stations in rural areas face challenges such as lack of medicine supplies, long wait times, inadequate facility infrastructure, and insufficient training and staffing. These issues are compounded by funding limitations, which make it difficult to address the healthcare needs of the rural poor who are often most vulnerable to poor sanitation, malnutrition, and lack of hygiene efforts .

The socio-demographic profile, such as age, gender, educational background, civil status, and income level, can significantly influence healthcare needs and readiness by dictating the prevalence of certain health risks, determining access to healthcare resources, and shaping the community's overall health literacy and engagement with preventive measures. In the context of Barangay Dimaluna, these variables help assess the readiness and adequacy of medical tools and services for addressing health risks .

Improving healthcare services can significantly influence economic growth and industrialization by enhancing the productivity of the workforce, reducing healthcare costs related to preventable diseases, and increasing life expectancy. A healthier population can contribute more effectively to economic activities, while a strong healthcare infrastructure attracts investments and supports industrial development .

Access to preventive care is essential for maintaining overall public health because it helps detect and mitigate health issues before they develop into severe conditions. It reduces the prevalence of diseases, eases the burden on healthcare systems, and promotes longer and healthier lives, ultimately contributing to the economic growth and stability of societies .

Socio-demographic variables, such as age, education, and income, play a critical role in assessing healthcare readiness in Barangay Dimaluna by highlighting specific population segments' vulnerabilities and healthcare needs. Understanding these variables helps tailor healthcare interventions and resource allocations to ensure they meet the unique demands of different community members, thereby improving the overall efficacy and readiness of medical services .

Inequalities in the availability and quality of medical services perpetuate health disparities by limiting access to necessary treatments, diagnostics, and preventive care for marginalized populations. These disparities worsen health outcomes, as marginalized groups are more likely to face systemic barriers that hinder healthcare access, thereby maintaining or widening the health inequality gap .

Potential non-measurable outcomes of para curative functions in healthcare include increased patient satisfaction, comfort, and the establishment of desirable affective states. These outcomes, while not directly improving health metrics, enhance the patient's experience and emotional well-being during treatment, particularly in cases of incurable illnesses where maintaining quality of life becomes a primary objective .

Para curative functions in healthcare, such as providing comfort and emotional support, are significant because they contribute to patient satisfaction and well-being, even if they do not improve measurable health outcomes like extending life or reducing disability. These functions can influence the healthcare worker's approach to patient care, as recognizing their importance can enhance the overall effectiveness of the healthcare system .

A functional healthcare system, according to the WHO, includes a funding source, a well-trained and appropriately compensated workforce, reliable data for policy and decision-making, and well-maintained healthcare facilities that provide high-quality medications and technologies .
