1. GENERAL
1.1 Objectives :
The objective of this document is to ensure the blasting & painting
works are being done as per the requirements stated herein and in
the applicable reference specification and standrads

1.2 Scope
This procedure is applicable to the Touch Up Repair damage using
abrasive Blasting & Painting works on steel materials of internal
Amine Drain Vessel.

1.5 Responbility :
Project Team Leader and team are responsible for the effective
implementation of this procedure.

2. PROCEDURE
2.1 BLASTING PROCEDURE
2.1.1 Incoming Inspection
Inspecton shall be done as per paragraph 2.2.5
2.1.2 Identification
The areas not to be blasted are clearly identified and
protected with appropriate means of protection prior to
blasting.
2.1.3 Surface Preparation
[Link] As a minimum all surface requiring painting shall be
prepared and cleaned in accordance with SSPC or
NACE surface prepation specification : SSPC-SP.5-
White Metal Blast Cleaning to Sa.3.
[Link] If the paint Manufacture’s recommendations for
surfaces preparation are more stringent than
specified herein, the Manufacture’s recommended
surface prepation shall be used
2.1.4 Procedure before blast cleaning (for SSPC-SP.5 White Metal
Cleaning )
[Link] Before blast cleaning, wash the surface with high
pressure water jet with chemical detergent to
remove existing of oil, grease, or other contaminants
[Link] Before blast cleaning, visible deposit of oil, grease, or
other contaminants shall be removed in accordance
with SSPC-SP.1 solvent cleaning, or other agreed
upon methodes.
[Link] Before blasting, surface imperfections such sharp
fins, sharp edge, weld spatter, rough weld,
laminations or burning slag should be removed from
the surface.
[Link] If a visual standard or comparator is specified to
supplement the written standard, the condition of
the steel prior to blast cleaning should be determine
before the blasting commences
[Link] Bolt holes shall be drilled and smoothed before blast
cleaning
[Link] All equipment must be good working condition
[Link] Air from compressor must be checked fort free from
oil and water
[Link] Air pressure at nozzle must be minimum 90 psi,
when check by hypodermic needle pressure gauge.
[Link] Use CO monitor to protect blaster from Carbon
Monoxide (CO).
[Link] Proper ventilation must be used to circulate
the air inside pressure vessel
[Link] Proper lighting must be installed duering
blasting and inspection

2.1.5 Blast Cleaning Methode and Operation


[Link] Blasting should not be done if the steel
temperature less than 3 C dew point or the
humidity of air is greater than 85%.
[Link] Blasting shall be performed during daylight
[Link] Blasted surface shall be coated within 4 hours
prior to sundown and before rusting occurs.
[Link] Clean, dry compressed air shall be used for
nozzle blasting. Moisture separators, oil
separators, air trap or other equipment may
be necessary to achieve this requirements
[Link] Any of the following methodes of surface
preparation may be used to achieved a white
metal blast cleaned surface
[Link] Dry abrasive blasting using compressed air,
blast nozzle and abrasive.
[Link] Dry abrasive blasting close cycle,
recirculating abrasive system with
compressed air, blast nozzle and abrasive,
with or wiyhout vaccum for dust and abrasive
recovery.
[Link] All surface prepared for coating abrasive
blast, cleaned using abrasive blast in
accordance with SSPC-SP 5 or Swedish
Standard SA 3 White Metal Blast.
[Link] Cooper Slag Mesh 8-30 or Garnet Mesh 20-40
use for blasting shall be inspected and
approved by Company prior to use
[Link] Cooper Slag or Garnet use for blasting
abrasive should be dry and free from dirt, oil
and grease. And suitable for procuring the
standard of cleanliness and specified profile.
[Link] The chloride content of blasting abrasive
shall be less than 5 ppm. Chloride test must
be done everyday and the maximum
acceptable chloride is 5 micrgram/cm2.
[Link] Air that used for blasting must be clean, oil
free and dry. The pressure at least 100 psig at
the nozzle
[Link] Blasting remote control or Dead Man Handle
shall be used
[Link] Blasting port shall be grounded
[Link] The blasting shall be achieved cleanliess as
per SSPC-SP 5/ISO Sa 3, white metal cleaning.

2.1.6 Pocedure After Blasting Cleaning and Immediately Prior to


Painting
[Link] Remove visible deposit of oil, grease or
aother contaminants by any methode
specified in SSPC-SP-1 (solvent cleaning) or
other methode agreed upon by the party
responsible for establishing the requirement
and the party responsible for performing the
work.
[Link] Dust and loose resudies shall be removed
from prepared surfaces by brushing, blowing
off with clean, dry air, vaccum cleaning.
Mositure separators, oil separators, traps or
other equipment may be necessary to achieve
clean , and dry air (as ISO 8502-3 dust level
1)
[Link] After blast cleaning, remove surface
imperfection that remain (e.g. sharp fins,
sharp edges, weld spatter, burning slag, scab,
silvers, etc). Any visible rust that form on the
surface of steel after blast cleaning shall be
remove by recleaning the rusty area to meet
the requirements of standard before coating.
[Link] Blasted surface shall have anchor profile 50
to 100 micron and must be checked with
Testex Tape ASTM 4417C/NACE RP 0287

2.1.7 Inspection
[Link] Contractor/company shall have the right to
inspect any equipment and material used or to
be used in the performance of the specified work
and may reject any equipment, material or work
not conforming to the specifications either
before or after work commences.
[Link] Subscontractor shall arrange to have a technical
representative from the coatings manufacturer
present to assist and witness the initial
application of each coating for all major jobs.
The technical representative shall be NACE or
FROSIO certified coating inspector.
[Link] Materials and work areas shall be accessible to
the inspector.
[Link] Application must take place within the limits of
temperatures and humidity acceptable to
manufacturer and/or owners specification.
[Link] Check thickness of dry coating with a non-
destructive dry film thickness gauge. If the dry
film thickness unconfirmed under the owner
specification the area must be re-sprayed
accordingly.
[Link] A copy of this specification and manufacturer’s
recommendations shall be kept at the job site.
[Link] Subcontractor shall provide and utilize the
following inspection tools in accordance with
approved procedures :
• Temperature and hygrometer for
humidity check and air temperature
• Steel surface temperature gauge
• Micrometer & Surface Profile Gauge w/
replica tapes (“Testex” or approved
equivalent)
• Hypodermic needle pressure gauge
• Chloride test equipment
• Wet film thickness gauge
• Dry film thickness gauge
• Adhesion pull of test gauge
• Holiday test gauge – high voltage
All equipment shall have valid calibration
date(yearly)
[Link] Paint foreman shall inspect and monitor the
work painters and blasters under his direction.
[Link] All prepared surface shall be inspected and
approved by HESS representative before primer
is applied
[Link] Acceptance of the blast cleaned surface will be
made by HESS representative.
[Link].1 Work shall be rejected because of poor
workmanship. Poor workmanship is defined as
improper surface preparation , inadequate
drying or curing , excessive paint build-up , dirt
or dust inclusions, over spray, pinholes run and
sags, or inadequate film build,etc.
[Link] Rejected work shall be repaired to meet the
requirements of this specification.
[Link] Acceptable finish work must be free of abrasions
and must be uniform in color and appereance.
[Link] A final inspection will be made by a
Contractor/Company representative prior to
acceptance.
[Link] Any defective areas shall be repaired by
subcontractor at no additional cost to
Contractor/Company.
[Link] The subcontractor shall produce a Daily
Inspection Report for each or item either surface
prepared or coated that day.

2.1.8 Acceptance Criteria


[Link] All blasted materials, which fail to meet the
customer requerements shal be rejected.
[Link] Rejected items are to be separated from accepted
material and mark with rejection symbol “REJ”
with paint markers.
[Link] All rejected materials are to be re-blasted as per
procedure detailed above .
[Link] If localised area fals inspection,spot blasting may
be done by using manual compressed air
abrasive spot blasting to SA.3 and the areaswill
then be subjected to inspection and approved by
paint manufacture’s representive.
[Link] If there is feathering area to be grinded to make
smooth surface by discharged grinding.
2.1.9 Documentation
[Link] All data of process shall to be recorded on the
prescribed froms of customer’s format.
[Link] Each step of works should be recorded and
documented.
[Link] Daily inspectionn result should be recorded and
documented .
[Link] Documents shall be part of completion of the
project and suvmitted to owner/user.

2.2 PAINTING PROCEDURE


2.2.1 Painting Material
[Link] Painting Manufcturer : JOTUN PAINT
[Link] Painting shall be used Generic Type phenolic epoxy.

2.2.2 Equipment Cleanliness


[Link] All Painting equipment are to be checked to ensure
that there is no residual paint from previous
application remains in the containers/paint pot ,or
hoses and paint guns.
[Link] All brush /rollers are to be thoughly cleaned and dry
before use in the paint application .

2.2.3 Environmental Conditions.


[Link] Temperature of steel surface prior to the application
of paint is to be checked to ensure that te required
temperatured is achived.
[Link] Coating /painting application will not to be executed
in the fog,mist or rain,when the steel is wet,when
surfaces are last than 3C above the dew point sd
measured by a sling psychrometer,when the relative
humility is greater than 85% , or when the
tempratured is below 10 C or above 38 C withour
prior pproval from owner .
[Link] The first under coat of painting shall be APPLIED AS
SOON AS after surface preparation but before visible
rusting or contamination ocured.
[Link] All painting done outdoor shall be done in daylight
hours and completed at least 1 (one) hour prio
tosundown. Indoor painting is allowed 24 hours a
day if the specified metal and air tempartures and
relative humidity requirements are met inside the
building at all times during prepation , painting and
curing.
[Link] Coating shall not be applied when the wind speed
exceeds 6.7 m/s unless specifically approved by
Company representatives on a case by case basis.
[Link] Painting work shall be suspende during the wind
speed exceeds 6.7 m/s to avoid depositing
[Link] All painting/ coating materials e,ployed shall be new
, in unopene and clearly identifiable and shall no
have been in storage for a prolonged periode of time.
Paints whose self life has expired or paints which
have gelled shall not be used. Mixing of paints from
different paint Manufacturer on the same surface is
not permitted.

2.2.4 Aplication of paint


[Link] All paint materials shall be accompanied by
Manufacturer Warranty and product batch number
guarantee.
[Link] Condition during application, the temperature of the
substrate should be minimum 15 C and at least 3 C
above the dew point of the air.
[Link] The temperature and the relative humidity should
be measured in the vicinity of the substrate
[Link] Good ventilation is usually required in confined area
to ensure proper drying.
[Link] The coating should not be exposed to oil, chemicals
or mechanical stress until fully suring
[Link] For major damage area, airless spray is preferrable.
Use airless spray 63:1 with airless hose 3/8” and tip
nozzle 5-35
[Link] Brush is recommended for stripe coat or
small/minor area (total damage area less than 20
cm2). Care must be taken to achieve the specified
dry film thickness.
[Link] Mixing ratio at steel an dpaint temperature 30 C :
1.75 vol% (280 ml) NORPOL Accelerator 9802
0.6 vol% (100 ml) NORPOL Accelerator 9826
2.2 vol% (350 l) NORPOL Catalyst No 1 or 11
Inhibitor and accelerator must be thoroughly mixed
with Chemflake Special before adding the required
amount of MEK-Peroxide. Mechanical agitation for
one minute or more.
[Link] Check temperature of pump during application.
Friction in piston may cause increase in
temperature. If it is happened, get the chemflake
special out as quickly as possible.
[Link] If the temperature is ranging near the max,
temperature in a zone, it is recommended to
reduce the content of peroxide / accelerator
respectively, or to increase the content of
inhibitor.
[Link] Accelerator 9802 and MEK peroxide must never
be mixed directly together. Be sure that the steel
temperature is equal or higher than paint
temperature.
[Link] Pot life (23 C) 35-45 minutes. Drying times are
generally related to air circulation, temperature,
film thickneess, and number of coats and will be
affected correspondingly. The figures given in the
table are typical with :
* Good ventilation (outdoor exposure or free
circulation of air)
* Typical film thickness
* One coat on top of inert substrate
[Link] At the temperature 23 C, cured : 4 days
Dry to recoat, minimum : 4 hours
[Link] The surface should be dry and free from any
contamination prior to application. Spray the
steel surface to be coated with solvent / thinner
17 to avoid any contamination.
[Link] Apply Phenolic Epoxy in 2 layer with interval
coating 4 hours (dry to recoating minimum at 23
C) as follow :
- Apply 1st layer to WFT 160 micron
to achieve DFT 150 micron
- Apply 2nd layer to WFT 310
micron to achieve DFT 300 micron

[Link] Dry film thickness must be measured prior to


applicatin 2nd layer
[Link] Holiday detector after 1st coat NACE PRO 188-88
(400 Volt per 100micron).
[Link] Stripe coat on critical area or pinhole area
detected using brush
[Link] Check dry film thickness to ensure DFT total
minimum 300 micron.

2.2.5 Inspection
[Link] Applicator shall have qualified painting inspector, at
least LSPCI Level 1 (Lembaga Sertifikasi Profesi
Coating Indonesia, Level 1) from BNSP (Badan
Nasional Sertifikasi Profesi)
2.2.52 All equipment shall be inspected prior to start the
job
[Link] All paint materials must be inspected before each
use
[Link] Mixing of paint and thinner ratio shall be checked,
inspected and recorded
[Link] Every usage of paint materials , batch number shall
be recorded
[Link] Inspector shall inspect, check humidity, surface
temperature, dew point temperature, dry and wet
temperature in his inspection report.
[Link] Inspection report shall be submitted to owner
(representative) for verifivation and signed
everyday
[Link] Applicator shall submitt inspection form for review
before the job started
[Link] Airless spray equipment pump ratio shall in
accordance with PDS
[Link] Sample panel 6mm x 20 cm x 40 cmm, two
(2) ea must be applied same painting system
for adhesion test.
[Link] Result of adhesion test shall be minimum 9
Mpa for hydraulic adhesion tester and 6 Mpa
for mechanical tester.

2.2.6. Rejected Work


[Link] Items, part or components where by the coating
does not meet the requirement to be rejected.
[Link] Rejected items, parts or components are to
separated from the accepted material and marked
“REJ” in marking paint.
[Link] All rejected material shall be re-coated following the
procedure set in item [Link]. and [Link].

2.2.7 Repair of Damaged Areas (Touch-Up).


[Link] When there are development of any dentrimental
film irregulations such as :
a) Lifting or loss of adhesion of the coat due to
change of weather before drying.
b) Spots,swells,loss of adhesion, crack, brittle , non-
adherent paint or discoloring during 2 or 3 days
after completion of painting.
[Link] All external surfaces where coating is damaged
during fabrication, transportation and erection shall
be repaired as follows:
a) Top coat damaged, but base coat undamaged :
Repair by removing damaged coating with
sandpaper or other means acceptable to HESS.
Feather edges of adjacent painted surfaces and apply
finish coat to achieve total DFT recommended as per
specification.
b) Coating damaged to base metal :
Repair by power tool cleaning, feather adjoining
paint surfaces with sandpaper to provide a smooth
surface transition and apply Primer Coat and than
continue apply Finish Coat.
All repair coating shall be achieved to dry film
thickness recommended (1000  and 300  as as per
specification
c) Coating damaged to base metal where blasting is
not approved.

[Link] Care shall be taken to avoid damaging the coating


surrounding repaired areas and to assure complete
tie0in of the coating with surrounding areas.
[Link] All clamps and brackets shall be removed to allow
for the full coating system to applied under the
bracket or clamp. Care should be taken when
securing the brackets or clamps that the coating
under the bracket or clamp is not damaged.

2.2.8 Documentation
[Link] All data of process shall to be recorded on the
prescribed forms or customer’s format.
[Link] Each step of work should be recorded and
documented.
[Link] Daily inspection result should be well recorded and
documented
[Link] Documwnts shall be part of completion of the
project and submitted to owner/user.

2.2.9 Packing & Delivery


[Link] Prior to delivery, the owner or their
representative shall inspect the painted product.
After inspection steel shall be packed or bundled.
Rag shall be replaced on the contact surface of
the painted steel.
[Link] Lifting belts shall be used when lifting. If using
lifting chain, rags shall be placed between tha
painted steel and chain to avoid damage of the
painted surface.
[Link] Column, beams, bracing, trusses and girders will
be stacked properly and securely fastened on the
trailer. Loose items will be packed as bundles.
2.2.10 Storage and Handling of Paint.
[Link]. The container(tin, cans, drums, etc) in which
paints are to be stored should be sealed tightly in
order to prevent paint from thickening. Skinning
and envolving solvent vapours giving rise to fire
hazard. All paints shall be stored, mixed, thinned,
applied and cured strictly in accordance with
manufacturer’s recommendations.
[Link] Containers should be filled completely and
sufficient room (free space between paint
surface and lid) should be kept allow the paint to
be stirred without the risk pf spillage.
[Link]. Paint containers should be stored in dry spaces
provided with adequate ventilation and sufficient
number of fire extinguishers must be kept in
readliness on the spot and in the immediate
vicinity.
[Link]. Excess humidity of the air in the storage area
likely to cause paint container to corrode and in
order to prevent corrosion, metal container
should not be placed directly on the ground but
on plstforms of racks.
[Link]. When paint is taken from the store, the earlier
batch should always be taken first and paint
which have become excessively thick or which
contain a sediment that cannot be re-suspended
by stirring,should never be used.
[Link] Coating materials that have been gelled or
otherwise deteriorated during prolong storage
should not be [Link] materials with
expired shelf life shall also not be used.

3. SAFETY & ENVIRONMENT


3.1 All work shall be conducted in compliance with applicable
occupational in and environemental health and safety rules and
regulations.
3.2 Use Proper Personal Protective Equipments (PPE)
3.3 All of hand tools and blasting material must be made by non spark
material.
3.4 To cover area should be painted to reduce overplay
3.5 Abrasive blast cleaning is hazardous operation, all work shall be
conducted in compliance with applicable occupational and
environmental health and safety rules and regulations
3.6 To minimize dust and reduce wind speed, the area to be blasted
shall be covered.
