CHAPTER I: GENERAL PROCEDURES

1.1 Introduction
The purpose of this chapter is to show the procedures to follow.
through work stages for the collection of Road Information of the
main physical characteristics of the rural road that allow
obtain updated information on the road network regarding its length, width,
state, signaling, among others.

In this sense, the aim is to i) standardize work procedures in the

activity of gathering georeferenced road information from the network
vial of the province; ii) adequately define terms used in the
inventory of rural or community roads and its application; iii) contribute to the construction
from a cartographic and alphanumeric database of the road system of the
province; iv) its application by the technical staff of the Local Governments in
the basic information of the Neighborhood Network in the context of the Elaborations
Provincial Road Plan Updates.

The application in this chapter is understood as establishing procedures.

road management and planning.
The Road Inventory is precisely the main input for the analysis of the
infrastructure in the Participatory Provincial Road Plan (PVPP)2and for him
prioritization process of interventions on the roads.
1.2 General concepts

1.2.1 General objective

(i.) The objective of this chapter is to guide the technician (brigades of

field) in the employment and use of formats and work sheets for the
lifting of the georeferenced road inventory of the local road network.
For which, it is provided in an easy, practical, and simple manner.
procedures and responsibilities by work stages to carry out
said activity.

1.4 Typology of rural roads

The importance and typology of each local or rural road is based on its
level of accessibility that determines three (3) criteria: connectivity according to
the cities or towns, to the flow of vehicle traffic that circulates and the
length of the road. From these criteria, the following types are obtained

CHAPTER II: METHODOLOGICAL PROCEDURE

2.1 Stages of the road network inventory

Each stage includes a series of activities that are related to one another.
with others, once one stage is completed, the next one begins. The products and
the results of each stage will be input for the development of the next, and so on
successively, until obtaining the final product which is the Final Report of
Inventory of the road network of the province.

Pre-field work that includes activities and products that are

directly related to the preparation of the information of the roads
for the route with the GPS Navigator through the field brigades,
road planning workshop activities, identifying new routes by
part of the Authorities and/or technicians of the Local Governments, analysis of the

Local Governments.

ii). Analysis of the road network and work scheduling (cabinet)

iii). Field measurement (survey).

iv). Validation and quality control, and integration of the databases.

v). Final report: Contains the Output Formats.

1st Stage: Road Planning Workshops; participatory work
between Local Governments.

The purpose of this stage is the coordination and strategic participation between
the different entities of the Central Government: MTC-Decentralized Provias,
Regional Government and Local Governments (Provincial and District), in order to
develop the basic preliminary road diagram of the province and the information of
the main characteristics of the rural road.

The participation of mayors or local authorities is of vital importance,

its presence allows the validation of the classified paths according to the
active route classifier and the identification of new routes. Without this
reference, the field outing schedule for the brigades will be
determined solely by the course of those paths that are in the
National Highway System (SINAC).

2nd Stage: Road network analysis and work scheduling
(office).

Knowing the basic preliminary road diagram of the province that will serve as
basis for defining the itinerary that the brigades must follow, it also
program the working time and its duration based on the number of
brigades to be formed according to the mesh of the road network to be
tours.
3ta Stage: Field Measurement.

With the design of routes to be traveled by each brigade, this stage begins that
understand the activities related to data collection
georeferenced road network in the field. It is very important that the brigade
have a team leader responsible for evaluating and reviewing the
information obtained in the field using the GPS Navigator and the migration
daily to the laptop, in order to view and identify
geometry problems that require a cartographic editing process.
4th Stage: Validation and quality control, and integration of the
cartographic data banks.

Through the mapping software, edit, validate and perform a control of

quality of the information collected in the field with the GPS Navigator, according to
each geometric entity: roads (linear) and towns (points), information
which is collected in the respective formats by the civil engineer.

At this stage, the provisional route codes must be identified and stated.
of the unclassified roads and review the consistency of the information
compiled. The purpose is to obtain banks of cartographic data and
consistent and validated alphanumeric data from fieldwork.
5th Stage: Final Report

This stage is detailed or described in Chapter IV Presentation of the Inventory,

which includes the results of Planning, Field, and Road Analysis
corresponding to the characterization of the Local Road Offer of the province.
2.2 Activity scheduling by work stages

This section presents the scheduling of time in a practical manner.

(for weeks of work) related to all stages of work
mentioned in the previous section; this schedule is very important
because it allows knowing when the delivery of the products will take place
respective.

However, this schedule represents the average time, which

it will depend on many factors among which is the required logistics,
fieldwork and measurement of the road network, office work, among others.

It is important to note that the following work program has been developed
having the following assumptions:

The road system of the average province is 1,000 km.

Deployment of one (1) work brigade.

Road Inventory Manual (Part IV)

Lima December 2015 Page 13
Field measurement work is 10 hours a day, which means a
average route of approximately 20 to 40 km.

The average travel speed is from 10 to 30 Km/hr. and the time

On a trip for a 20 km route, it's 5 hours less, this time.
it will depend on the notable points, critical points, and bridges to be
taken.

Fieldwork is estimated to take a maximum of 35 days.

The work of editing, reviewing, and validating digital cartography is

10 days and it will depend on the data capture according to GPS and formats
employees and the hours of work on the computer (a maximum of 8
hours).
The result of this programming corresponds to an average time of 10
work weeks, approximately 90 calendar days (3 months)
at most (see Table No. 7).

2.3 Update of the Road Inventories

The set of roads belonging to a Province and/or District will be

included in the respective Participatory Provincial Road Plan (PVPP), showing
your intervention for the improvement of the road condition and the time
in which she has been inventoried.
After a road management process, the set of roads that do not
those that have been intervened will be inventoried to update the status
from them, identifying the most appropriate type of intervention that should
to execute to improve your condition.

The updating of road inventories is an ongoing process whose framework

it must be related to the change in status of the contemplated routes
after the implementation period of the road management of the PVPP.

3.1 Operational stages

3.2.1 Traffic Planning Workshops

According to the methodology, for the identification of the local road network or
Rural to inventory, the Provincial Municipality through its Road Institute
Provincial (IVP) or the area to which it delegates the function of preparation and/or
road inventory update will coordinate with the
District Municipalities in their jurisdiction, in order to execute the
respective workshops on Traffic Planning, which allow determining the network
neighborhood or rural to inventory, identifying and including the New Routes that
they are not found in the RENAC and/or Route Classifier.
To facilitate the execution of the Workshops, some formats have been designed that
allow the collection and integration of road information by the Municipalities
Districts, which are shown in Annex 1.
3.2.2 Field Survey
Physical information gathering of the roads (formats).

The gathering of information for the inventory of the local or rural road network
it is carried out with two (2) activities that are concomitant and complementary
that are carried out at the same moment that the route is traversed by a
vehicle, these are:
(i.) Georeferenced mapping of the main elements of
routes through a GPS (Navigator), it should be noted that the
the establishment of this initial network does not require established precisions in
Parts I and II of this manual and
ii.) Survey of the physical characteristics of the roads with formats

Regarding the first point (i), the following considerations must be taken into account:

The use of navigational GPS, unlike differential GPS, is

The limitation in browser data capture must be

rewarded with the information gathered by the engineer with the
the purpose of verifying, comparing, and ensuring the consistency of cartographic data
alphanumeric codes of the road system of the province. If the information
worked on by the engineer has a series of errors or missing data,
it will be very difficult to create the cartographic databases

With such distances for the point of takeoff, the turning curves of the road

that it enters any curve during the journey and to configure the
GPS navigator in Track mode with point taking at intervals of 1
second.

In addition, the length of a raised path with the browser would have
an error between 5 and 10% of the true value, an error that increases when
the path is more winding, like the case of local roads of the
sierra. Therefore, it is important that the vehicle to be used in the
trips this in good condition, as well as its tachometer or
odometer, since its data will serve as a comparison with the length
estimated by the browser.
The following is the configuration that is used in the

road network data, this explanation covers fieldwork such as
the results of the work in the cabinet.
The GPS navigator stores in its table for each identified point
