INTRODUCTION

In 1991, Sunkel developed the theory related to development starting from the analysis
history of Latin American reality and self-critical examination of the different concepts of
usual relationships in economic and sociological literature. From there, it is prepared to
construction of elements, states, stages and approaches of development. All of this turned out to be useful
to theoretically organize and generate characteristics that define this concept.

This theoretical construction is based on the historical process of industrialization in the region.

as an agro-exporting model, the so-called 'inward development', known as

of a nation, region, or local community, so that they can be used to strengthen the
society and its economy from the inside out, in this way this model seeks to converge
all the abilities, uses, and customs of a human group and put them at the service of the
installation of a national or community society that is sustainable and enduring over time.
CONCEPT OF ENDOGENOUS DEVELOPMENT

Endogenous means "to grow from within." Therefore, endogenous development is based on the
management of one's own resources, strategies, and initiatives, as well as in the application of
knowledge and wisdom in the development process.

That which originates or is born from within. That which originates by virtue of internal causes.

Endogenous Development means development from within. It is an economic model in the

that the communities develop their own proposals. That is to say, leadership arises in the
community, and decisions come from within the community itself.

It is important to note that in endogenous development the economic aspect is important, but it does not
it is more than the integral development of the collective and the individual: in the moral, cultural,
social, political, and technological. This allows for the conversion of natural resources into products that
they can consume, and distribute to the whole world.

In an organization of this type, there areindividualsthe suitable human resources in some

branch of knowledge and are willing to make that knowledge accessible to others
members of the organization, with the purpose of voluntary technology transfer for the
growth of everyone. This results in strengthening, breadth, integration, and development of
individual capabilities and consequently the natural formation of teams
multidisciplinary work teams that cooperate for the harmonious development of the organization in a
systemic, symbiotic, and synergistic environment.

There is another perspective on endogenous development that presents it as a question about the
ways in which a community can unfold (develop) in harmony with its environment,
understanding that this deployment involves ensuring the deployment of all human beings
that are part of that community. In this sense, the human being moves from being an object of
development to be subject to developments.
CHARACTERISTICS, OBJECTIVES, AND PURPOSE OF ENDOGENOUS DEVELOPMENT

Through endogenous development, power is granted to organized communities to

develop their agricultural, industrial, and tourism potentials of their regions; all are reintegrated
those people who were excluded from the educational, economic, and social system by the
previous governments; productive networks are built where citizens participate
actively on equal terms and enjoy easy access to technology and the
knowledge; the infrastructure of the State is offered to communities and ordinary people
that had been abandoned such as industrial fields, machinery, and inactive lands,
with the aim of generating goods and services by and for the citizens themselves.

Objectives of endogenous development:

Promote, guarantee, and foster the harmonious and coherent development of policies,
plans and projects of the National Executive for endogenous development, the economy
communal, collective, and solidarity.
Coordinate actions with other branches of the Public Power, directly or
indirectly linked to the objectives of the Fund, particularly with those whose
competencies are necessary to ensure the deepening and consolidation of
endogenous development.
Promote the necessary training and assistance to organizations in the economy

and primary of the national economic system.

Purposes of endogenous development:

Endogenous Development seeks to satisfy basic needs, the participation of

community, the protection of the environment and the location of the community in a space
determined. Seeks to ensure that local and global processes complement each other. Its goal is the
development at the local level, of the community, but that this development transcends upwards,
towards the country's economy, towards the world. It is not just about solving the economic problem,
it is also to produce a new society in which social exclusion is only a distant past,
in which the people organize themselves horizontally, without relationships of domination, in which there
promote new lifestyles and consumption patterns, and in which the hopes and dreams of the
venezolanos sean una realidad. Se trata de no seguir importando lo que podría producirse en el
country, nor continue producing what is not needed, but produce according to the realities and
needs of the country. It is based on the change of the productive system of the country, so that each region
be capable of transforming its natural resources into goods and services that multiply employment
and social welfare, which guarantees the quality of life for people and the environment.

LEGAL FOUNDATIONS OF ENDOGENOUS DEVELOPMENT

ThepoliticsEndogenous Development is based on theprocessof changes that the country is experiencing

since 1999, driven by the National Executive, which seeks the participation of the majorities
in the destination of thenationthe democratization of oil resources, the construction of a
a fairer society and the improvement of living conditions for historically marginalized populations
forgotten and neglected.

According to what is established in the Bolivarian Constitution of Venezuela:

and in social and economic matters: the instances of citizen attention, self-management, co-management, the
cooperatives in all their forms including those of a financial nature, savings banks,

The law will establish the conditions for the effective functioning of the means of
participation anticipated in this article.
Article 118

The right of workers, as well as the community, is recognized to

develop social and participatory associations, such as cooperatives, savings banks

of economic activity, in accordance with the law. The law will recognize the specificities of
these organizations, especially those related to cooperative action, associated work and their
character generating collective benefits.

The State will promote and protect these associations aimed at improving the popular economy.

DIFFERENT TYPES OF ECONOMIC DEVELOPMENTS

Exogenous development: In exogenous models, it is argued that the global market...

It dominates the local market. The weaker economies will grow as they develop.

It is also understood as a functional process, where an intellectual model is followed.

prior to a 'rational' social construction and they argue that development planning is
executes from a "central sphere", the State. The State plays a minimalist role (only provides
what the market cannot), understanding that their constant intervention hinders the market.

Similarly, the exogenous models, the complexity of development is reduced to analyzing 'the
behaviors of economic variables" and use economic variables to measure their
development, for example; GDP, GDP per capita, income per capita, trade balance, etc.

Therefore, it is based on the permanent dependence of the country's economy on the dictates of
the international actors, and the external control over political processes. It delves into the
exploitation of our resources for the profit of international corporations.

Neoliberal development: it is a term used to refer to various currents of

economic thought, which emphasizes free market and deregulation. The driving principle
neoliberalism is the privatization of all services, minimum interference from the
governments in the markets (especially the labor market), the privatization of public enterprises and
the dismantling of the welfare state.

Endogenous development: This model proposes alternatives for scaled development.

human, with an emphasis on the local, focused on effective human rights, the protection
environmental the gender perspective, solidarity, the interrelation of social processes
productive for social development and the sustainability of socioeconomic processes among
other values. It seeks to enhance the internal capabilities of a country to strengthen its economy
to take it to the regional and global sphere, that is, the economic spillover is from the inside out
outside.

In Venezuela, it appeared in the year 2005, considered a development model that obeys to
a socioeconomic model in which communities develop their own proposals. It is
to say, leadership is born in the community, and decisions come from within the community
same, because it seeks the satisfaction of basic needs, the participation of the
community, the protection of the environment and its location in a specific space.
Seek for local and global processes to complement each other. Its goal is development at the level
local, from the community, but that transcends upwards, towards the country's economy, towards the
world.

It is the basis of a new economic model, radically different from the previous model of
development, which takes into account the real needs and potentialities, in the search for a
a more democratic economy, in which everyone participates and wins equally. For this reason, capital
Economic must be generated from within based on internal employment needs and
growth, territorial programs that address comparative advantages, support services for
the production, access to markets for small and medium producers, promotion of
productive quality innovation, effective management, and access to credit.

CONCLUSION
Endogenous development is defined as a start 'from within', which conceives the process
of development by taking up and overcoming the industrializing challenge and from this, generating
endogenous mechanisms of accumulation and generation of technical progress that allows for a
own capacity to grow with dynamism and productivity.

This is why it seeks to meet basic needs, the participation of the

community, the protection of the environment and the location of the community in a space
determined. It seeks to ensure that local and global processes complement each other. Its goal is the
development at the local level, of the community, but that this development transcends upwards,
towards the economy of the country, towards the world.

One of the main objectives of the application of the endogenous development model is
to promote and establish a society capable of containing within itself the ways and means of
production necessary to meet the basic and extended needs of the people who
they integrate, through the implementation of a series ofstrategiesendogenizing factors that influence
the cultural, the economic, the educational, and the use and invention of technology.
