1 POLICE APPROACH
The police approach is the ordered set of police actions to
approach one or more people, vehicles, or buildings, using
procedures that ensure the safety of the police officer, those being approached and
third parties, observing legality and promoting the human rights of citizens.
In this way, it aims to address the demands of visible policing, such as:
• INVESTIGATION: It is the act of investigating suspicious behavior
or inappropriate, to examine the environment and those involved in a service of
occurrence, or to verify unusual arrangement of objects and installations;
• GUIDANCE: It is the act of preventing the occurrence of crimes.

In accordance with articles 240, § 2°, and 244 of the Code of Criminal Procedure

because offenders can exhibit all types of characteristics. It is up to the military to
evaluation of suspicion, taking into account the variables of the situation (time, place
from the approach, climate, characteristics of the region, behavior of the citizen, facts
occurred, among others).
Therefore, the action of approaching a person is an administrative act,
discretionary, self-executing, and coercive. It means that the military police officer is the
personification of the State, which offers him the power of choice, framed in
objective and subjective aspects, to act without the need for a court order
generating obligations for the approached person, regardless of consent.
2 CONSTITUTIVE PRINCIPLES OF THE PATAMO APPROACH
2.1 APPROACH
The police approach begins with the team's approach to
direction to a person or group of people (on foot, in vehicles, or in buildings)
that, for some reason, is suspicious behavior, reports from the public, triggering
through CIOP or team initiative, it should be investigated. The unpredictability of
the behavior of an approached individual makes this phase critical and sensitive,
requiring total alertness from the police officers in order to avoid mistakes due to negligence or
incompetence. Aiming to minimize risks, the following principles of the approach
must be employed:
1) SECURITY: The squad commander must check if the

2.2 SEARCH

3 TEAM COMPOSITION OF PATAMO
The PATAMO team consists of at least 04 (four)
Military Police, being commanded by a graduate or officer.
Each of the components has a numerical designation for
your identification and specific function within the vehicle, according to the responsibilities below:
3.1 POLICE 01 (TEAM COMMANDER)
Administrative functions:
a) Police officer of the highest hierarchical rank of the team;
b) It is responsible for management, coordination, supervision and
solution to the problems of the administrative and operational activities of the team;
c) Responsible for the presentation of police occurrences
attended to your immediate superior and other authorities;

3.2 POLICE 02 (DRIVER)

Administrative functions:

most experienced of the patrol officers (length of service in the activity);
b) At the beginning of the service, assists Police Officer 04 in gearing up the
vehicle, according to what is designated by the team leader;
c) Aids in the coordination and oversight of the actions of Police Officer 04.
Operational Functions:
a) When embarked in the vehicle, position yourself behind the seat of the
driver and patrol on the left side, rear and the counter flow of traffic;
b) If there is a need to divide the team, it should
accompany the police officer 02;
c) During the approaches, it ensures safety or, in situations
extremes, carry out the personal search, together with police officer 04. It is also the

3.4 POLICE 04 (PATROLLER)

4 TARGETED APPROACH

4.1 APPROACHING PASSERSBY

Preliminary search
