Definition of the P.O.S in Algeria:

The land use plan is a new urban planning instrument,


established by the law of 1/12/1990 No. 90/29 concerning planning and
urban planning whose modalities are subject to the executive decree
N°91/178 of May 8, 1991 setting the procedures for development and
approval of the P.O.S as well as the content of the documents thereof
affiliated.
The P.O.S is therefore the document that establishes the guidelines.

Objectives of the P.O.S in Algeria:

In accordance with the provisions of the P.D.A.U, the P.O.S establishes in a fixed manner
detailed the rights of land use and construction. To this end, the
P.O.S :
detailed fixed for the concerned sectors, the form
urban, the organization, the rights of construction and use of
sols.
Defines the minimum and maximum amount of constructions allowed
expressed in M2 of floor area excluding works or in M3 of built volume, the
types of authorized constructions and their uses.

reserved for public uses and public interest facilities as well as
the layouts and characteristics of traffic routes.
Defines the easements.
Specify the neighborhoods, streets, monuments, and sites to be protected, renovated and
à restaurer.
Identify the agricultural land to be preserved and protected.

Content of the P.O.S in Algeria:

1- The presentation note in which the accounting will be justified.

their development prospects.
2- The part of the rules setting for each homogeneous area and taking into account

1- a location plan (scale 1/2000 or 1/5000).
2- a topographic plan (scale 1/500 or 1/1000).
3- a map (scale 1/500 or 1/1000) specifying the constraints
geotechnical urban planning of the concerned territory accompanied by a
technical report.
4- A plan of the state of facts (scale 1/500 or 1/1000) highlighting 1
current built framework as well as roadways, various networks, and easements
existent.
5- A general development plan (scale 1/500 or 1/1000) determining:
The homogeneous regulatory areas.
The installation of equipment and public interest works and
of public utility.
* The layout of roads and various networks, highlighting those for the
state charges as defined by the P.D.A.U and those charged to the
local authority.
6- A plan of urban composition (scale 1/500 or 1/1000) containing
notably the regulatory elements (as defined) accompanied
of one or more axonometries illustrating urban forms and
desired architectural features for the sector(s) considered.
