SECTION 2: PROJECT MANAGEMENT

1.0 SCOPE

This document outlines the COMPANY’S minimum requirements pertaining to


the Project Management services to be provided by CONTRACTOR for the
execution of the Works.

2.0 PROJECT ORGANIZATION

After the award of the Contract, CONTRACTOR shall prepare a Project


Engineering and Procurement Organization Chart, indicating the name of the
individuals in key positions in the various disciplines, their functions and
responsibilities and submit to COMPANY in the “Kick-Off Meeting” as outlined
in para.3.0 here below. The Project Engineering and Procurement Organization
Chart shall be updated in the event of any changes made to the assignment of
personnel in key positions. At a later date a similar Project Construction
Organization Chart shall be developed and submitted to COMPANY for review
and approval.

A copy of the resumes of the key personnel in the various disciplines shall be
submitted to COMPANY for review and acceptance.

Other Procedures, required by CONTRACTOR for the execution of the Contract


shall be prepared by CONTRACTOR in accordance with the requirements of
COMPANY’s Job Specifications and submitted to COMPANY for review and
acceptance.

CONTRACTOR’s project execution plan, procedures, project organization charts,


submitted by CONTRACTOR as part of the Technical Proposal in their Bid
Proposal, must be revised and tailored to include the requirements of the Contract
and COMPANY’s relevant Job Specification, before it is submitted to
COMPANY for discussion in the Kick-Off Meeting as defined hereunder.

3.0 PROJECT EXECUTION PLAN AND SCHEDULE

No later than four weeks after the effective date of the Contract, CONTRACTOR
shall meet with COMPANY in a “Kick-Off Meeting”.

CONTRACTOR shall be represented in the Kick-Off Meeting by


CONTRACTOR’s project team consisting of:

1. Project Manager
2. Project Construction Manager
3. Lead Discipline Engineers

Contractor’s Project Management shall meet with the Company’s Project


Management team to discuss:

1. The Project Execution Plan


2. The Project Organization Plan
3. The Project Master Schedule
4. The Project Quality Control and Quality Assurance Plan

In the Kick-Off Meeting, the CONTRACTOR shall discuss and clarify with
COMPANY any queries CONTRACTOR may have pertaining to the Contractual
and Technical requirements / conditions of the Contract, etc.

All matters discussed and agreed upon by both parties in the Kick-Off meeting
shall be recorded in Minutes of Meeting, signed by both COMPANY’s and
CONTRACTOR’s Project Managers and incorporated in the relevant and
applicable project document.

4.0 PROJECT EXECUTION PROCEDURES / PLAN

CONTRACTOR shall prepare and issue the various project execution procedures /
plan for the Works.
The project execution procedures / plan may be CONTRACTOR’s standard
project execution procedures / plans, including forms, to be used in the procedures
/ plans, modified as required and necessary to include / incorporate the
requirements of the Contract.

The Project Execution Procedures / Plans shall be submitted to COMPANY for


review and acceptance and shall include, but not limited to:

4.1 Correspondence Procedure

CONTRACTOR shall prepare and issue a Correspondence Procedure for the


mode and channel of communication between COMPANY / CONTRACTOR
Vendor.

The Correspondence Procedure shall incorporate the requirements of


COMPANY’s Job Specification: JS-PM-0001: Correspondence Procedure.

4.1 Expediting Procedure

CONTRACTOR shall prepare and issue an Expediting procedure for expediting of


the material and other construction related activities deemed necessary

4.5 Inspection Procedure

CONTRACTOR shall prepare and issue an Inspection Procedure for:

• Source Inspection
• Field Inspection.

The Inspection Procedure shall incorporate the requirements of COMPANY’s Job


Specification: JS-PM-0006: Inspection Procedure.

4.6 Change order Procedure

CONTRACTOR shall prepare a change order Procedure for the identifying reporting and
processing of change orders, initiated by COMPANY and l0r CONTRACTOR.

Such Change Order Procedure shall incorporate the requirements of the Main Contract
Documents; Condition of Contract and as per the requirements of COMPANY’s Job
Specification: JS-PM-0007: Change Order

4.7 Project Control Procedures

CONTRACTOR shall prepare the project control procedures for the effective
monitoring and control of the project.

4.7.1 Document Control

CONTRACTOR shall prepare a Document Control Register, indicating


all documents and drawings that will be prepared by CONTRACTOR and
Vendors, their planned / scheduled date of issues, actual date of issues and status.

The Document Control Register shall be updated and issued to COMPANY on a


monthly basis.

4.7.2 Planning and Scheduling

CONTRACTOR shall prepare a Project Schedule to monitor the progress of the


Works.

Such Project Schedule shall incorporate the requirements of COMPANY’s Job


Specification: JS-PM-0008: Project Schedule and shall be updated and issued to
COMPANY on a monthly basis.

4.7.3 Progress Reporting

CONTRACTOR shall prepare a procedure for the measurement, method and


format of reporting progress of the Works.

Such Progress Report shall further incorporate the requirements of the


COMPANY’s Job Specification: JS-PM-0009: Progress Report.

The Progress Report shall be updated and issued to COMPANY on a monthly


basis.

4.7.4 Material Control

A computerized Material Control System shall be developed by CONTRACTOR


for the Works.
Such computerized Material Control System shall track the material and from the
issue of the Bill of Material through Material Requisition –– Issue for
Construction and enable CONTRACTOR to take the required and necessary
actions in the event of impending delays in the project schedule.

The computerized Material Control System shall further provide the timely
information of shortages of materials and late delivery at work site and alert
CONTRACTOR of impending delays as a result thereof.

5.0 CONSTRUCTION EXECUTION PLAN AND SCHEDULE

Prior to site mobilization CONTRACTOR shall develop a detailed Construction


Plan and a Construction Schedule and submit to COMPANY including an
Organization Chart.

6.0 CONSTRUCTION EXECUTION PLANS/PROCEDURES

CONTRACTOR shall prepare all necessary construction activity procedures by


discipline and work activities and submit to COMPANY.

7.0 CONSTRUCTION QUALITY CONTROL AND QUALITY ASSURANCE

CONTRACTOR shall prepare all necessary procedures and forms to be


implemented to control construction quality and quality assurance. Such
procedures and forms shall be submitted to COMPANY for approval and
acceptance.

8.0 PROJECT CLOSE-OUT

CONTRACTOR shall prepare a project close-out report.

The Project Close-out Report shall highlight the significant occurrences during the
execution of the construction and commissioning of the Works, which has
impacted the project schedule and cost such as:

• Problems encountered during the execution of construction and commissioning


phases of the project.

• Significant problems encountered in the procurement of specific material.

• Significant problems encountered with specific sub-contractors, vendors.

• Significant problems and other special precautionary measures taken during the
transportation of the material to construction site.
