High-Risk Work Procedure Guide

This document establishes guidelines for controlling high-risk jobs in a company to ensure the safety of workers. It describes the types of high-risk jobs such as working at heights, with electrical energy, in confined spaces, and hot work. It also defines key terms such as high-risk work coordinator, work permit, personal protective equipment, and more. The goal is to identify hazards and establish measures to prevent accidents during the execution of hazardous work.

6.1 HOT WORK

In Mexico, the NOM-027-STPS addresses the topic of Welding and Cutting Activities-Safety Conditions
and hygiene, during the activities carried out. OSHA regulates hot work in 29 CFR 1910, the Sub
Part Q, and 29 CFR 1926, Subpart J. Hot work includes more than 80 different types of welding and
associated processes, the most common are bronze welding, electrical welding, and metal cutting. The dangers of
hot work activities include health hazards from the vapors and gases released during the
process; burns, fire, and extreme heat explosions; damage from infrared radiation
extreme and visible light; and musculoskeletal disorders of difficult postures.

SECURITY MEASURES TO BE ADOPTED IN THE FACILITIES

The adoption of some complementary technical measures can considerably reduce and even reach
to eliminate the risky situations that occur in most existing electrical installations and that are
due to the very conception of the preventive methods adopted in work and maneuvers in
high voltage installations, which base their effectiveness almost exclusively on the human factor.

This possibility should be considered by companies that own transformation centers with
personnel minimally specialized in these tasks and also by the designers of these facilities.
Some measures are shown in the following table.

Every worker who performs work at heights must go to the medical service daily for management.

The security department, maintenance managers, and real estate personnel must promote the
compliance with safe conditions in work at heights and the entire organization, including
contractors.

Fall protection for safety in work at heights will be classified into two types that
the following are described:

Passive Protection Measures:

They are designed to stop or catch the worker during their fall, without allowing impact against
structures or elements require little or no intervention from the worker who is performing the work.

Safety net systems for fall arrest are among the main passive measures.

of the worker ensuring that it will not hit any obstacles underneath it, it must be installed
under the supervision of a qualified person who will verify the established safety conditions by the
manufacturer, the network design and the drop distances.

The following types of fall protection are mentioned in a declarative but not limited manner.
What should be considered as passive protection

Railings

The guardrails must protect the entire work surface where personnel are exposed to falling.

They must be built to support at least 100kg.

The materials can be materials such as round or square tubing.

The height of the railing must be at least 1.10 m, up to 1.50 m from the surface on which one works.
The intermediate railings should be placed between the railing and the floor in such a way that there are no
open spaces of more than 0.50 m

Install 15 cm baseboards for concrete and masonry work and 20 cm for plasterers.

Covered or filled holes (floor openings)

For floor holes, open edges, and excavations, the following measurements must be adapted:

Closure of accesses, exits.

Installation of light signals.

Installation of railings.

Preventive lines should be placed around high work areas such as rooftops.
place the prevention lines no less than 1.50m from the edge of a surface where personnel may
suffer a fall to a lower level, including the rooftop. The 'orange' or 'sheepfold type' mesh will be
considered as a means to delimit areas.

The prevention lines will consist of caution tape 'yellow' or 'red', ropes, cables, or chains.

No employee will be authorized to remain between the edge of the workspace and the line of

Cancellation of the Permit

If any change occurs in the conditions that could adversely affect security of the
workers in a confined space, the first person to notice such a change must stop the work and
instruct the personnel to exit the confined space and report to the Entrance Supervisor.

The permit is considered canceled as soon as an authorized entrant or the security leader verifies.

A confined space that requires a permit to enter is one that has one or more of the
following characteristics:
. Contains or has the potential to contain a hazardous atmosphere.
. It contains a material that has the potential to envelop an incoming entity.
. It has an internal configuration such that an incoming object could get trapped or
to cause suffocation by a wall converging inward or by a floor that
it slopes downward and narrows to a smaller cross-section
. Contains any other serious recognized risk to safety or health
of the starter.

Particularities of the Procedure

Before operating any machinery or equipment, it is imperative that the following are taken into account
measures to prevent it from releasing energy discharges unexpectedly:

Preparation to turn off the machine

Before an employee shuts down the machinery, they must know the type and magnitude of the energy used.
by the team, the risks of the energy that need to be controlled and the methods or means by which
which will control the energy.
Shutdown of machinery or equipment

The machine is turned off or disconnected. The shutdown must be done in an orderly manner to avoid any
additional risk or increase in existing risks that may cause injury to employees such as
result of de-energizing the equipment.
Isolated machinery or equipment

It is necessary for all the isolating devices that control the energy of the machinery or equipment to be
physically located and operated in such a way as to isolate them from their energy supply.

Lockout and Tagout Devices

These devices will be securely placed on each energy insulating medium. The locking systems

for anyone trying to operate the equipment.

Stored energy - considerations

By faithfully following the procedure for the use of locking and tagging devices
equipment, all residual or potential energy stored that poses a danger such as energy,
electric, pneumatic, hydraulic, mechanical (springs), thermal (steam), should be eliminated or without
risk of causing an injury.
General safety tips for lockout of stored energy
Ensure that all moving parts have come to a stop.
Install grounding contacts.
Depressurize the system if applicable.

of springs.
