It has been one of the burning issues, a multi-million dollar Question of the 21st
Century technology wise as to how companies can refine and increase the level of
accuracy in measuring the skills and competencies to newly recruited staff. The
Human Resources Department has been working tirelessly with the
Information Technology Department to come up with a strategy of acquiring the
right staff with the right skills. In most industries and fields , safety is their

19
5.0 Product Descriptions
5.1 Competency Measurement tools
5.1.1 The Dover Test

The Dover Test (VTS) is a culture-free and fair method used to assess the skills and
competencies required of operators in the underground (mechanized and
unconventional) and surface mining environments.

The human element can be quantified by measurement of correct actions,

reactions, behavioural patterns and thoughts or attitudes.

This system is used as a competency measurement tool to enhance

operator/driver safety performance and productivity. With the Dover Systems
numerous tests are compiled into a battery to more accurately assess all the
necessary skills. The candidate’s hand-eye-foot co-ordination, auditory
discrimination, sustainability of concentration despite overwhelming
environmental factors as well as visual perception are among others assessed in
order to determine the driver’s ability to operate a vehicle. The performance level
is tested against time constraints as a stress factor. The candidate who is unable to
cope under stress – or even recover thereafter – often becomes a danger to himself
as well as others. The cost implications are also directly related.

Computer-aided testing is presented to the candidate as a screen based-based task,

using only a dedicated response panel and screen. No prior computer exposure is
therefore required. The candidate is instructed on the use of the necessary input
devices, during the practice phase of the tests. Responses to test items are scored
and reported to ensure objectivity and reliability.

19
5.1.2 The Dover Reaction Test (DRT)

Also known as the Dover “Light” Test based on the principles of the Dover Test
(from the VTS batteries, Landeter (LN-Deter) batteries and independent tools).

A self-contained identification and reaction test with a built in 7” inch screen and
input buttons for response.

The tests are:

1. Eye-hand-foot identification
2. Tracking tasks
3. Speed-distance estimation
4. Shape recognition
5. Fatigue and
6. Peripheral perceptive tasks

These tasks are aimed at a Pre-selection market, which requires group testing and
reporting.

The test units are free standing but linked by the Wi-Fi allowing for remote use.
Powered by a 12Volt system and rugged, they work best in “out-of-the-way”
conditions.
Reporting is simple and based on percentage correct response to profile “good,
average or problematic”.

The DRT measures:

 Visual and auditory recognition

 Shape, Recognition (Spatial Perception)
 Tracking and distance judgment
 Split Attention (Close and peripheral)

19
5.2 Competency Based Training Tool

5.2.1 Rehacom
Another test system available is the Rehacom as a training tool to help correct any
deficiencies/problems, which might be uncovered by the Dover Test System.

The System was designed to be instrumental in promoting safety, productivity and

cost related benefits by identifying the most suitable candidates for training. The
high cost of training without results equates to high down time and production
loss. The System is compatible with competence-based training and has a large,
worldwide acceptance.

5.2.2THE BIOFEEDBACK

"Biofeedback is a treatment technique in which people are trained to improve their

health by using signals from their own bodies. Physical therapists use biofeedback
to help stroke victims regain movement in paralyzed muscles. Psychologists use it
to help tense and anxious clients learn to relax. Specialists in many different fields
use biofeedback to help their patients cope with pain (NATIONAL INSTITUTE OF
MENTAL HEALTH)

A person's internal bodily functions can be detected, with far greater sensitivity
and precision than a person can alone.

19
Specialists who provide biofeedback training range from psychiatrists and
psychologists to dentists, internists, nurses, and physical therapists. Most rely on
many other techniques in addition to biofeedback.

Patients usually are taught some form of relaxation exercise. Some learn to identify
the circumstances that trigger their symptoms. They may also be taught how to
avoid or cope with these stressful events. Most are encouraged to change their
habits, and some are trained in special techniques for gaining such self-control.

WHAT IS BIOFEEDBACK USED FOR?

Biofeedback is used today to assist healthcare professionals in treating conditions
such as:
 Migraine headaches, tension headaches, and many other types of pain
 Disorders of the digestive system
 High blood pressure and its opposite, low blood pressure
 Cardiac arrhythmias (abnormalities, sometimes dangerous, in the rhythm of
the heartbeat)
 Raynaud's disease (a circulatory disorder that causes uncomfortably cold
hands)
 Epilepsy
 Paralysis and other movement disorders

Biofeedback is not a cure or does not make a person healthy, it acts as a tool only
to assist (health care professionals) with the treatments of certain conditions.

19
5.3 COGNIPLUS

The Cogniplus is a training program used to train a

person's cognitive ability.
Specialised modules are available to develop skills necessary for e.g. control room
personnel in the security industry, process control room personnel in the heavy
industrial industry such as power stations, hydroelectric plants, steel mills etc.
 For training of security/control room personnel for single and multi-screen
performance
 For reaction time training in driving related environments

Marketing plan

7.0 SITUATION ANALYSIS

According to the survey we did there are few companies in Zimbabwe that are
specializing in enhancing skills competencies. This lives a great chance of success
in exploring our virgin market. All companies are lagging behind the revolving
technology which results in them hiring incompetent staff.
NOTE: We need to be ready by mid 2013 to finish all basic set up of the company
and start printing and distribution of company calendars, advertising on internet,
distributing pamphlets so that Engineering students will start evaluations and
trainings in2013/ 2014.
In view of all these drawbacks affecting our industry small and medium
companies, large corporate companies’ learning institutions, our current field
cover the whole Zimbabwean market

8.0 SWOT AND PEST ANALYSIS

19
8.1 PEST Analysis

8.1.1 POLITICAL AND LEGAL ENVIRONMENT

Zimbabwe government is encouraging indigenization which has become an
advantage to our business. Our company is not based on any political grounds.

government tax when we commence operations
Company registration fee- $ 500 (including payment of a lawyer)
Full project costs to be incorporated
Government tax required per month data to be collected from ZIMRA

8.1.2 ECONOMIC ENVIRONMENT

The economic situation in Zimbabwe is an advantage to our company, because of
the economic hardships companies in Zimbabwe are behind with technology and
need to hire reliable personnel with the correct attributes which is the cause of our
company existence.
Now companies are rising, trying to move to world class operation level

company.

19
8.2.3 OPPORTUNITIES
The opportunity we might have is get a business partner who wishes to invest in
Zimbabwe and help its cover up our weakness. It will be a very big opportunity

loan us to finance to cover up our weakness as repay him as per agreement with
what he wishes to get in return.
If we get such an opportunity ALM CompuTech Solutions will become a well-
known company in southern Africa and the sky will be the limit for us.

8.2.4 THREATS
