The structure and organization of national protection management

1. Prepare and present for approval by the Coordinating Committee


National Civil Protection and Disaster Management, the Plan

the state and local plans for Civil Protection and Administration of
Disasters.

3. Define the responsibilities that, by virtue of their natural function, it


correspond to each of the institutions and bodies of the
national, state, and municipal public administration, which participate in the

4. Promote appropriate participation from the different sectors of the


National Civil Protection and Disaster Administration Organization
for disaster preparedness, response and rehabilitation, attention
humanitarian aid required by the affected communities in case of
emergencies or disasters

5. Prepare and present, for approval, to the Coordinating Committee


Civil Protection and Disaster Management, the norms and parameters
on design and instrumentation of inter-jurisdictional local plans,
for disaster cases.

6. Coordinate the National Center for Disaster Prevention and Response


(CENAPRAD).

7. To know the availability of inventories of national resources,


state and municipal requirements that may be needed to comply with
subject of Civil Protection and Disaster Management.

8. Maintain a directory, in addition to a special and collective register of


natural and legal persons, national and foreign, with training
and specialized knowledge to work in civil protection areas and
Disaster Management

9. Once the State of Alarm or the State of Emergency is declared and in


together with the government entities established for that purpose,
coordinate the supply of information regarding the measures and
relevant recommendations to non-official organizations and to public opinion
general public.

10. Review for study, consideration, and approval the Plans


National and International, before the Committee

11. Plan and establish policies that allow for the adoption of
measures related to the preparation and application of the potential
National for disaster cases.

12. Ensure compliance with National and International Plans


about Civil Protection and Disaster Management,

Authorize the dispatch of resources and humanitarian aid, whether


these national or international in case of disasters, jointly
with the competent authorities.

14. To know daily, the current situation of the Map Reports


Country Risk, and Indices of Vulnerability and Threats,

15. Represent the country before multilateral or international organizations in


subject of Civil Protection and Disaster Management.

16. Exercise the other functions, powers, and duties that are indicated by the
current legal and regulatory provisions.
CIVIL PROTECTION AND ADMINISTRATION ACTION FRAMEWORK
OF DISASTER

On December 15, 1999, the New Bolivarian Constitution of


Venezuela establishes that the National Executive will organize: 'a
Civil Protection and Disaster Management Organization
becoming effective as of 2001 with the 'Decree with Force of the
Law on the National Civil Protection Organization and Administration
Disasters. According to this law:

Each of them and within the scope of their own


territorial competition, are dedicated to:

Implement the National Civil Protection and Administration Policy


Disasters
To ensure the coordination of interinstitutional efforts
The provision of material resources and equipment
The training of Civil Protection personnel
The implementation of formal and informal educational programs,
of citizen preparation for disasters

This Organization is established at the Level


National by:

A National Coordinating Committee for Civil Protection and Administration


Disasters: dictated by the National Policy, and is presided over by the Minister of
Popular Power of the Interior and Justice, as Secretary the permanent
National Director of Civil Protection and Disaster Management.

And this is made up of: A National Coordinating Committee for Protection


Civil and Disaster Administration; and it is presided over by the Minister of
Popular Power of Interior and Justice, as permanent Secretary, which
It corresponds to coordinate and execute the National Plan.

At the State and Metropolitan District, and Municipal level,


is organized by:

The Governor / The Mayor: Maximum executive authority in their jurisdiction


in the field of Civil Protection and Disaster Management.

The Civil Protection and Disaster Management Directorates.


The Coordinating Committee for Civil Protection and Administration of
Disasters.

The main functions of the State Directorates and


Municipals, are:

Define and approve, in accordance with the guidelines issued by the Committee
National Coordinator for Civil Protection and Disaster Management
the state or municipal Civil Protection plans, preparation and
disaster response.
