1. Introduction
Any applicant intending to start the construction of building has to apply for a fire No Objection Certificate
(NOC) based on building’s height and usage. The proposal should be submitted along with the mandatory
documents. Here, Municipal Corporation of Greater Mumbai (MCGM) authorizes the Provisional Fire NOC
forms along with the relevant construction plans.
Provisional Fire NOC Application for Licensed Architect document introduces about the steps to be
followed for applying the Provisional Fire NOC application.
2. MCGM Login Page and Architect’s Console
1. Click the link [Link] it redirects to the MCGM Login
page. Login with username, password and captcha. Click Login button to proceed further.

2. After login, the Architect Console appears. It includes Project Action and Applications buttons as
highlighted in Figure 2. User can select their project proposal type from the dropdown list and can
check their status in tabular form.

3. Applying for Provisional Fire NOC
3. To create the new application for Provisional Fire NOC:
(i) Click Applications button.
(ii) Select Create Application.

4. Selecting Provisional Fire NOC
4. After selecting the create application, following window appears.

(i) Select Planning Authority for the Project as:
MCGM To grant the NOCs’ only within the MCGM’s area
Other To grant the NOCs’ outside the MCGM’s area
(ii) Select Department as Chief Fire Officer.
(iii) Select Project as per requirement.
(iv) Select Permission Type as:
Provisional Fire NOC To grant the New applied NOCs’
Final Fire NOC To grant the applied NOCs’ which are already
applied
(v) Select Type of Notice ( e.g. 337).
(vi) Select Application Type as New
• There are two options - (1) New (If Proposal is New)
(2) Amended (To do the modifications in existing proposal)
5. Click Create Application button as highlighted in Figure 4.

6. Now the proposal is in the draft stage of Provisional Fire NOC application type. To select the
proposal:
(i) Go to the architect’s console; click the number (26 - Number can vary) in Provisional Fire
NOC row as shown in Figure 5.
Note: Here, 26 represents the number of proposals in the Provisional Fire NOC Draft stage.

(ii) Select the proposal from the list of Provisional Fire Noc Draft as shown in Figure 6. The
recently created proposal appears at the top of draft list.

5. Application Summary
7. After selecting the proposal, following window appears which contains Proposal Summary,
Application Summary and Application Progress. The window also consists of seven tabs on the left
hand side.
The information under green colored tabs (Annexure Details and Building Details tab) is already
filled while creating one project. These two tabs are un-editable.

6. Attaching a Plan
8. Under the Plan tab, click Select Files button to attach the file as shown in Figure 8.

Now, the user can download and remove the attachment of drawing.

7. Application Form
9. Under the Application Form tab, there are three subtabs which are General, Building Details, Wing
Details. The information under the General tab is un-editable. Now, fill the other required
information under the Building and Wing Details tabs.

8. Document Checklist
10. Under the Document Checklist tab, Click the Attach Here icon as shown in Figure 11. Click Select
Files to attach the file.
Note: Attach .dwg or .PDF file only.

9. Additional Documents
11. Click the Additional Document tab to add any additional documents.
Now, there are three tabs available to upload the additional documents:
• Documents (Current Permission)
• Documents (Current Stage)
• Documents (Project)
To add the additional documents:
(i) Click ADD button.
(ii) First, click check box.
(iii) Write the name of the additional document. (E.g. Factsheet)
(iv) Select the Provisional Fire NOC.
(v) Click Save As Draft button.
(vi) Attach the document in Attachments column.
(vii) Click Submit button.

10. Building Details
12. The information under Building Details is already filled while creating One Project.

11. Submitting Application
13. Click Submit Application button, next window appears as shown in Figure 14. Now, click Send
button to send the application to the Concerned Fire Officer.

14. Now, the file is present under the In Process column of Provisional Fire NOC’s row as highlighted in
Figure 15. Click the number 3 (Number can vary) to choose the recently created proposal.

12. Approval Flow
15. In Application summary tab, under Proposal Summary block:
(i) Click Proposal Stages label.
(ii) In the NOC Summary tab and click Chief Fire Officer, click View from Provisional Fire NOC to see the
proposal status flow.
The green box indicates the proposal has gone through the approval from the component authority.
The yellow box indicates the proposal is holding by the competent authority.

13. Provisional Fire NOC Approved
16. In the final step, when the submitted proposal gets approval from the competent authority (after
scrutinizing all the documents and drawing) the file can be seen in the Approved or Verified column
as highlighted in Figure 17.

14. Provisional Fire NOC Certificate
17. Once the proposal gets an approval from competent authority, the Provisional Fire NOC certificate
gets uploaded by the officer. It is seen at Approved stage.

18. To check and download the Provisional Fire NOC certificate:
(i) Click Proposal Stage label in Proposal Summary block. (Refer Figure 18)
(ii) Select the NOC summary tab and click Fire.
(iii) Click View from Provisional Fire NOC row and Certificate column, Provisional Fire NOC
certificate opens in another window.
