1 INTRODUCTION

Market research plays a fundamental role within activities

required for the contracting of IT products and services, as it is through this
work that involves the collection of information about the current conditions of the supply
of services and products from potential suppliers in the market.
The present document for information request (Request for Information, RFI for its
abbreviations in English) is part of the market research being conducted by the
Public Enterprises of Medellín E.S.P. regarding potential solution providers
existing software in the market that supports the Commercial Process for companies of
energy, in order to size and configure a project for selecting a platform
commercial for some subsidiaries of the EPM group.

The Public Companies of Medellín E.S.P. (EPM) operate in the services sector.
domestic and related public services. EPM is the parent company of the EPM Business Group, which
acts in the market under the EPM brand through the subsidiary companies that comprise it and
that have a presence in Colombia, Panama, El Salvador, and Guatemala.
The information to be collected in this request aims to know:

This RFI is addressed to suppliers who have experience in providing

software, training, implementation, evolution, and support of computer tools for
solutions that support the integrated commercial process for energy companies.

2 OBJECTIVE AND SCOPE

2.1 Objective
Investigate in the market the operational, technical, functional, contractual, and
commercials of the suppliers of IT solutions that support the process
commercial in energy companies, including implementation services, training,
technical support, updates and maintenance.

2.2 Scope
This RFI aims to identify vendors of IT solutions with
experience in the provision of services in the supply and implementation of solutions
computer systems oriented towards supporting the commercial process in energy companies, and for that
those who are interested are requested to provide information that allows us to cover the
following topics:

To know about the operational capacity of suppliers to provide services

implementations of tools to support the business processes of the
Energy subsidiaries of the EPM group.
Obtain information about knowledge, experiences, certifications and
alliances established by the suppliers.
Obtain information about roles, knowledge levels, experience and
certifications required to form work teams that carry out the
required work.
To know the experience of potential suppliers in planning, management,
execution and control of projects related to the implementation of solutions for
support the Commercial process in Energy companies. In addition, the time of
duration per project, implemented modules and approximate number of developments or
customizations made by project, as well as the size of the company(s)
where they executed the project.
Obtain inputs to reduce risks in future contracts and negotiations
to seek to select the tool to support the Commercial process in

requested in this document, you must inform it by sending an email to the

4 GENERAL INFORMATION ABOUT EPM

The senior management of EPM is comprised of the Board of Directors and the General Manager,
both appointed by the Mayor of Medellín. The Board of Directors consists of 9 members: the
Mayor of Medellín who presides over it; 5 persons freely appointed by the Mayor and 3
more selected by him among the control vowels registered by the Committees of
Development and Social Control of Home Public Services, acting on behalf of
the clients, according to the statutes.

The administration of EPM, its representation, and the management of its businesses are in the hands of
General Manager, who has the authority to celebrate or execute, without other limitations than

Caldas Hydroelectric Power Plant S.A. E.S.P. was born on February 26, 1944 in the city
from Manizales. It provides services for generation, distribution, and marketing of
energy. It serves a population of more than 400,000 clients. Its geographic coverage is of
40 municipalities, 27 from the department of Caldas and 13 from Risaralda; includes 15 townships
4 from Caldas, 4 from Risaralda and 1 from Antioquia.

It was founded in Cúcuta in October 1952 and began operations in January 1953.
initially called Cúcuta Electric Power Plants S.A.. It changed in 1955 to Centrales
Electricity of Norte de Santander S.A., when making new acquisitions of infrastructure and
expand its service, with the mission of providing it throughout the department. Provides the services

ENSO

Elektra Noreste S.A. started operations in Panama in 1998. Its share capital consists of
EPM Group constitutes 51%, the Panamanian state 48.3%, and 0.7% to
employees and former workers of the company. It is currently the second distributor.
Panama Electric. Provides distribution and marketing services for energy.
It serves a population of more than 360,000 customers that comprises a population close to
the 1.4 million inhabitants. Its geographical coverage is 29,200 square kilometers
in the provinces of Colón, Darién, the Kuna Yala Comarca, Pacific Islands and the sector
eastern part of the province of Panama.

4.3 Qualitative description of the functional scope of the application Object of the RFI.
