THE COMMISSION ON THE STATUS OF WOMEN,
Alarmed by the persistent and pervasive nature of gender-based violence (GBV) in all its forms,
which remains one of the most widespread violations of human rights globally,
Recalling the Universal Declaration of Human Rights, the Convention on the Elimination of All
Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for
Action, and the Declaration on the Elimination of Violence against Women,
Deeply concerned that an estimated one in three women worldwide will experience physical or
sexual violence in their lifetime, with statistics potentially exacerbated by global crises and
technological advancements,
Recognizing that GBV is a significant barrier to achieving gender equality and the Sustainable
Development Goals (SDG 5), particularly concerning women's full and equal participation in all
spheres of life,
Acknowledging the vital role of national legislation, robust support services, and comprehensive
education in the prevention and prosecution of GBV, a priority for the French Republic,
Guided by the understanding that a multi-sectoral and inclusive approach involving
governments, civil society, the private sector, and survivors themselves is essential for effective
intervention and prevention,
Stressing the necessity of addressing the root causes of violence, including harmful social norms,
gender stereotypes, and systemic inequalities,
1. Strongly condemns all forms of gender-based violence, whether physical, sexual, psychological,
or economic, in both public and private spheres, as a violation of fundamental human rights;
2. Urges Member States that have not yet done so to ratify the Convention on the Elimination of
All Forms of Discrimination against Women (CEDAW) and the International Labour Organization
(ILO) Convention No. 190 on eliminating violence and harassment in the world of work;
3. Calls upon all nations to adopt and effectively implement comprehensive national legislation
and action plans that:
a. Criminalize all forms of GBV, including marital rape and honor killings,
b. Eliminate impunity for perpetrators of violence through prompt investigation and
prosecution, and
c. Ensure adequate legal remedies and protection orders for survivors;
4. Encourages governments to allocate a sufficient portion of their national budgets towards
survivor-centered support services, including:
a. Accessible, well-maintained, and well-funded shelters and safe houses,
b. Free legal aid, psychological support, and medical assistance,
c. Reintegration programs that provide job training and financial independence opportunities;
5. Recommends the integration of comprehensive, age-appropriate education on gender equality,
mutual respect, and consent into national school curricula to address harmful social norms at an
early age;
6. Further encourages enhanced international cooperation and the sharing of best practices in
combating technology-facilitated GBV, including online harassment and non-consensual image
sharing;
7. Requests the Secretary-General to prepare a comprehensive report every five years on the
progress made by Member States in implementing these measures, to be submitted to the
Commission on the Status of Women for review;
8. Decides to remain seized of the matter.
