1. ABSTRACT:
This study explores terrorism in Pakistan, focusing on its root causes and current efforts to
combat it. Research shows that terrorism is linked to factors like poverty, lack of education, and
political instability. Despite military operations and law enforcement, Pakistan still faces
significant challenges. A holistic approach, including education, economic development, and
political stability, is necessary to reduce terrorism and promote peace. Civil society engagement,
international cooperation, and a national action plan are crucial in implementing this approach.
By working together, Pakistan can create a more stable environment for its citizens. A
coordinated effort from government agencies, civil society, and international partners is needed
to effectively combat terrorism. A holistic approach offers a promising solution to address the
complex issue of terrorism and build a brighter future for Pakistan's citizens. This study provides
valuable insights and recommendations for policymakers to develop effective counter-terrorism
strategies. By adopting a comprehensive approach, Pakistan can make progress in reducing
terrorism and promoting peace and stability. This research highlights the importance of
addressing the root causes of terrorism and promoting social cohesion.
2. INTRODUCTION:
Terrorism has been a major problem in Pakistan for many years, causing loss of life, economic
damage, and unstable governments. Despite efforts to stop it, extremist groups remain a
challenge. The root causes of terrorism include lack of education, political instability,
sectarianism, and poverty. Pakistan's border with Afghanistan has made it difficult to tackle
terrorism. The government has tried military action and dialogue, but these efforts have not been
very successful and often harmed innocent people. To effectively address terrorism, Pakistan
needs a comprehensive approach that includes social reforms, economic development, and
political stability. This requires cooperation between the government, civil society, and
international partners. By working together, Pakistan can achieve peace and stability. The
country needs to address the underlying issues that fuel terrorism, such as poverty and lack of
education. With a joint effort, Pakistan can create a more secure and prosperous future for its
citizens. A comprehensive approach can help to reduce terrorism and promote peace and stability
in the region. By working together, Pakistan can overcome the challenges posed by terrorism and
build a brighter future. This approach requires a sustained effort from all stakeholders.
3. LITERATURE REVIEW:
Terrorism in Pakistan is a multidimensional challenge influenced by socio-economic, political,
and security factors. Scholars emphasize that poverty, unemployment, and lack of education
increase vulnerability to radicalization (Siddique, 2018; Hussain, 2019). Weak political
institutions, corruption, and governance failures further create an environment where extremism
thrives (Javaid, 2017; Fair, 2018). While military operations such as Zarb-e-Azb have reduced
militant capacity, experts argue that these measures alone are insufficient to ensure long-term
stability (Khan, 2018). A growing body of literature supports adopting a holistic approach that
combines education, economic development, political stability, and community engagement to
address root causes (Ahmed, 2019; Hussain, 2020). International cooperation and civil society
involvement are also highlighted as essential components for sustainable counter-terrorism
strategies (Ahmed, 2020; Rizvi, 2018). Overall, existing research suggests that integrating
security measures with developmental and governance reforms offers the most effective path to
combating terrorism in Pakistan.
4. ROOT CAUSES OF TERRORISM IN PAKISTAN :
The root causes of terrorism in Pakistan are complex and multifaceted. Poverty, lack of
education, political instability, unemployment, corruption, and socio-economic inequalities all
contribute to an environment where extremist ideologies can thrive. When people are poor,
uneducated, and unemployed, they become vulnerable to radicalization. Weak political
institutions and corruption further fuel anger and mistrust, driving individuals to seek
alternatives, including extremist groups. Disadvantaged groups are also more susceptible to
radicalization. Addressing these underlying issues is crucial to reducing terrorism in Pakistan. By
tackling poverty, promoting education, stabilizing politics, creating jobs, and reducing
corruption, Pakistan can create a more stable and secure environment for its citizens. This
comprehensive approach can help to reduce the appeal of extremist ideologies and promote
peace and stability in the region.
Root Causes of Terrorism Research suggests that terrorism in Pakistan is linked to various
socioeconomic and governance factors. Some of the key causes including poverty , lack of
rducation, political instability, unemployment, corruption and socio-economic inequalities
“Individuals residing in extreme poverty may resort to extremist ideologies to acquire
power or respond to perceived injustices” (Siddique, 2018,pp 245-260).
“Inadequate access to education can create an environment conducive to radicalization.”
(Hussain, 2019,pp 1-12).
“Weak political institutions and governance failures can hinder effective policy
implementation, leading to grievances that militants exploit.” (Javaid, 2017,pp 253-270).
“Unemployment can motivate youth to join militant groups, further exacerbating the issue.”
(Khan, 2020,pp 1-12).
“Corruption undermines trust in institutions, fueling anger and creating a fertile ground
for extremist narratives.” (Fair, 2018,pp 1-18).
“Disadvantaged groups may seek alternatives to their plight, making them more
susceptible to radicalization.” (Ahmed, 2019,pp 1-15).
5. Current Counter-Terrorism Efforts in Pakistan:
Pakistan's current counter-terrorism strategies involve a multifaceted approach, including
military operations, law enforcement, and socio-economic measures. The government has
launched several initiatives to combat terrorism, such as the National Action Plan (NAP) and the
National Counter Terrorism Authority (NACTA).
“Pakistan's military has conducted several operations against terrorist groups, including
Operation Zarb-e-Azb and Operation Radd-ul-Fasaad. These operations have resulted in
significant successes, including the elimination of terrorist commanders and the destruction of
terrorist infrastructure.” (Javaid, 2017,pp 253-270).
“Law enforcement agencies in Pakistan have also played a crucial role in counter-terrorism
efforts. The police and intelligence agencies have conducted numerous operations against
terrorist groups, resulting in the arrest and prosecution of terrorist suspects.” (Khan, 2018,pp
431-446).
“Pakistan has also implemented various socio-economic measures to address the root causes of
terrorism. These measures include initiatives to promote education, economic development, and
social cohesion.” (Hussain, 2019,pp 1-12).
“While Pakistan's counter-terrorism efforts have shown some success, the country still faces
significant challenges. Terrorist attacks continue to occur, and the threat of terrorism remains a
major concern.” (Javaid, 2019,pp 147-164).
6. Holistic Approach to Combating Terrorism:
A holistic approach to combating terrorism in Pakistan involves addressing the root causes of
terrorism and incorporating multiple strategies to prevent and respond to terrorist activities. This
approach recognizes that terrorism is a complex issue that cannot be addressed solely through
military or law enforcement means.
Education plays a critical role in preventing terrorism by promoting critical thinking, tolerance,
and inclusivity. According to Hussain (2019,pp 1-12), education can be a powerful tool in
countering terrorism by promoting a culture of peace and understanding.
Economic development is also essential in reducing the appeal of terrorism. Ahmed (2019,pp 1-
15) notes that economic instability and poverty can contribute to radicalization, and addressing
these underlying issues can help to prevent terrorism.
Political stability is another crucial component of a holistic approach to combating terrorism.
Khan (2020,pp 1-12) argues that political instability can create an environment conducive to
terrorism, and addressing these underlying issues can help to prevent terrorist activities.
A holistic approach to combating terrorism offers several benefits, A holistic approach addresses
the root causes of terrorism, reducing the risk of future terrorist activities. By incorporating
multiple strategies, a holistic approach can provide a sustainable solution to combating terrorism.
A holistic approach can be more effective than traditional counter-terrorism strategies, which
often focus solely on military or law enforcement means.
Implementing a holistic approach to combating terrorism requires a coordinated effort from
government agencies, civil society, and international partners. Regional cooperation is essential
in combating terrorism, as terrorist groups often operate across borders. Civil society can play a
critical role in preventing terrorism by promoting social cohesion and addressing the root causes
of radicalization. International cooperation is also crucial in combating terrorism, as terrorist
groups often have global networks and financing.
7. .Implementation and Challenges :
Implementing a holistic approach to combating terrorism in Pakistan requires a coordinated
effort from government agencies, civil society, and international partners. While a holistic
approach offers several benefits, its implementation is not without challenges.
One of the primary challenges is coordinating efforts among various stakeholders, including
government agencies, civil society organizations, and international partners. Implementing a
holistic approach requires significant resources, including funding, personnel, and infrastructure.
Pakistan may face resource constraints, which could hinder the effective implementation of such
an approach. Pakistan's diverse cultural and social landscape can pose challenges to
implementing a holistic approach. Different regions and communities may have unique needs
and requirements that need to be addressed.
To effectively combat terrorism in Pakistan, several potential solutions and strategies can be
employed. Including Civil Society Engagement , International Cooperation and National Action
Plan.
Engaging civil society organizations in the implementation process can help address cultural and
social barriers.” Civil society organizations can play a crucial role in promoting social cohesion
and addressing the root causes of radicalization" (Hussain, 2020,pp 1-10).

International cooperation can help address resource constraints and provide technical assistance
and capacity-building support. “International partners can share best practices and provide
financial and technical assistance to support Pakistan's counter-terrorism efforts." (Ahmed,
2020,pp 1-15).
International cooperation can help mobilize resources, including funding, personnel, and
expertise, to support Pakistan's counter-terrorism efforts. International partners can provide
capacity-building support to enhance the skills and knowledge of law enforcement agencies and
other stakeholders. International cooperation can facilitate intelligence sharing and coordination
to help prevent and respond to terrorist threats.
A national action plan can help coordinate efforts among various stakeholders and ensure a
unified approach to combating terrorism.” Pakistan's National Action Plan (NAP) is a step in the
right direction, but it needs to be effectively implemented and monitored." (Rizvi, 2018,pp 319-
