Technical Offer & BoQ Response Guide
Technical Offer & BoQ Response Guide
· CVs of Key Personnel: Include CVs for the Project Manager, Structural
Engineer, WASH Engineer, and Solar/Pump Specialist.
· Sequence of works for civil works, well construction, pipe laying, tank
stand erection, and solar system installation.
This is a critical part of the"design and build" approach. You must submit:
· Network Design in EpaNet 2.2: Submit the hydraulic model of the entire
piped network to demonstrate that the design meets the pressure (>5m) and
flowrate (0.3 l/s per tap) requirements, even when 80% of taps are open.
· Pump: Detailed datasheets for the proposed solar pump (e.g., Lorentz),
showing it can achieve the required safe yield of 30m³/day (1.39 l/s) under
the given site conditions (well depth, water level).
· Solar Power Generation Plant: Complete specifications for the solar panels
(e.g., JA, Jinko, Canadian), inverters/VFD, mounting structure, and all
electrical components. Crucially, you must confirm the 25-year performance
warranty for the panels and the 2-year warranty for the pump/system.
· Warranties and Guarantees: Provide draft warranty certificates for the major
components (25 years for solar panels, 2 years for the pump and system).
5. Project Management and Deliverables
· Quality Control Plan: Outline how you will ensure materials are inspected
(pre- and post-delivery) and that construction meets the specifications.
Reference the use of the client's quality control tool.

The BoQ is your priced offer. Your response must be accurate, complete, and
consistent with the technical specifications. Here’s how to approach it:
General Guidance for the BoQ Response:
· Fill All Columns: Do not leave the "Unit Cost" or "Total Cost" blank. If an item
is included elsewhere, state "Included in Item X.X" to show you have
accounted for it.
· Ensure Unit Consistency: The "Unit" column is predefined. Make sure your
pricing matches (e.g., if the unit is "Sum," you provide a lump sum for that
entire scope).
BoQ Item No. Description (Abridged) Key Considerations for Your Response
1.1 Solar Pump (e.g., Lorentz) Price should include the pump capable of 1.39
l/s to deliver 30m³/day. Link this to the pump datasheet in your technical
offer.
1.2 Solar Modules (e.g., JA, Jinko) Cost must cover enough panels to power
the pump, including the required 25-year warranty. Ensure the brand and
model match your technical specs.
1.3 VFD/Inverter/Controller The BoQ notes "(cost included above)". You can
either include this cost in 1.1 or state "Included in 1.1" here.
1.4 Pump Accessories This is a critical "Sum" item. List all components you
are including: cables, riser pipes, non-return valve, breakers, surge protector,
earth rod, service tap, hose pipe, etc.
1.5 Solar Module Steel Stand Price must include hot-dipped galvanized steel,
anti-theft screws, and construction to the specified heights (3.5m front).
1.6 Security Concrete Chamber Cost for the lockable chamber for the pump
and inverter. Include materials (cement, steel lid) and labor.
1.7 4mm 3-core Armored Cable Price per meter for 70 meters. Ensure it is
suitable for outdoor and underground use as needed.
1.8 Civil Works Materials Lump sum for all concrete, cement, sand, and
stones for foundations (solar stand, tank stand, chamber). Specify that you
will use 42.5N cement and 25MPa concrete.
1.9 50mm Clear Water Meter Cost for one PN16 meter with all necessary
fittings.
1.10 Palisade Fencing & Razor Wire Price for the 36m perimeter, 1.8m high
fence, razor wire, and a pedestrian gate with a heavy-duty padlock.
1.11 Outdoor LED Solar Sensor Light Cost for 2 lights, including poles or
mounting on the solar frame.
1.12 Labor for Foundations & Site Works Lump sum for all excavation, civil
works, erection, installation, and site cleaning for the water source/solar
area.
1.13 Transport/Delivery Cost for transporting all materials over the 310 km
distance.
1.14 In-line Chlorinator Lump sum for the chlorinator, cage, fittings, and
initial chlorine tablets.
2.1 Steel Tank Stand Price for supplying and erecting one stand. The quantity
is 3, so the total cost will be (Unit Cost x 3). Ensure your design matches the
TOR specs (6m height, specific steel sections).
2.2 10,000L Plastic Tanks Unit cost for one tank. Quantity is 3.
2.3 Tank Accessories Lump sum per tank for float valve, ball valves, level
indicator, and overflow. Quantity is 3.
2.4, 2.6, 2.7 HDPE Pipes (50mm, 40mm, 32mm) Crucial: Unit cost per meter.
Ensure you specify these are Class 10 for distribution, as per the TOR. The
TOR also mentions Class 16 for supply lines; verify if any of these pipes are
for the supply main.
2.8 Labor for Tank & Piping Site Works Lump sum for all labor related to the
distribution system: site clearance, pipe trenching, laying, jointing, testing,
standpipe construction, and soakaways.
2.9 Associated Plumbing Fittings Lump sum for air release valves, pressure
release valves, and other necessary fittings not listed elsewhere.
3.1 - 3.5 Plumbing Labour Only Important: These items seem to duplicate the
labor in 2.8. You must decide and be consistent. Either price all labor in 2.8
and mark these as "Included in 2.8," or use 2.8 for tank-area labor and 3.1-
3.5 for distribution network labor. The latter is clearer. Item 3.5 is for
constructing the 7 water points with taps, meters, and soakaways.
Section 4 Well Construction This is for the sand abstraction point itself. Price
each item (concrete rings, PVC pipes, gravel, etc.) according to the quantities
given. This is a separate, key part of the project.
5 Bill Posting Cost for the 1.5m x 1m billboard with GI poles as specified.
Final Recommendation:
· Create a Cover Sheet: Start your BoQ response with a summary sheet
showing the total estimated project cost, broken down by major sections
(e.g., Solar Pumping System, Tank & Distribution, Well Construction).
· Add Notes: Include a section for "Notes to the BoQ" to clarify assumptions,
exclusions, or where costs have been grouped (e.g., "Cost of VFD included in
Item 1.1").
By structuring your technical offer and BoQ response this way, you will
present a professional, compliant, and compelling bid that addresses all of
GOAL's requirements. Good luck
