Excellent — we’ll build a complete, ready-to-submit Technical Offer document for the

Shashamangwe Piped Water Scheme (Ward 6, Mangwe District).

Here’s how we’ll structure this process for maximum precision and efficiency:

🧱 STAGE 1 – DRAFTING THE CORE CONTENTS

We’ll now develop the actual text for the following critical sections:

1. Cover Letter
2. Methodology and Implementation Approach
3. Quality Assurance and Quality Control (QA/QC) Plan

Each section will be written in a way that aligns with:

 GOAL and RIDA’s procurement standards,

 Ministry of Health and DWSSC technical supervision requirements, and
 Dabane’s established engineering capacity and approach to sustainable rural water
projects.

📄 1. COVER LETTER (Draft Text)

Subject: Technical Offer for the Construction of the Shashamangwe Sand Abstraction and Solar
Powered Piped Water Scheme, Ward 6, Mangwe District

Dear Sir/Madam,
Dabane Water Workshops Trust is pleased to submit this technical offer for the above-referenced
project. With over three decades of experience in the design and construction of sustainable rural
water supply systems across semi-arid regions of Zimbabwe, Dabane has developed a strong
reputation for implementing sand abstraction systems, solar-powered pumping units, and
community-managed piped water schemes.

Our organization’s mission aligns with GOAL’s objective of improving equitable access to safe
and reliable water sources in marginal environments. We have successfully executed similar
projects in Gwanda, Matobo, Insiza, and Beitbridge districts, working closely with local
communities, DWSSC technical teams, and donor agencies including KOICA, UNICEF, and
Sand Dams Worldwide.

In response to this tender, Dabane proposes to deliver a technically sound and durable mini piped
water scheme at Shashamangwe through:

 Construction of a high-yield sand abstraction well system,

 Installation of an optimized solar pumping and power unit,
 Fabrication of robust steel tank stands and distribution network, and
 Comprehensive training of the local water point committee on O&M.

We confirm our commitment to deliver the works within the specified timelines, ensuring
adherence to the required flow rates, daily production targets (30 m³/day), and quality standards
stipulated by GOAL, RIDA, and DWSSC.

We appreciate the opportunity to participate in this important initiative and look forward to
collaborating with GOAL and partners to enhance water security for Shashamangwe community.

Yours faithfully,

⚙️2. CONSTRUCTION METHODOLOGY

AND IMPLEMENTATION APPROACH
2.1 General Approach
The works will be executed in accordance with the approved design, project specifications, and
national standards (Zimbabwe Standard Codes for Water Works, SADC Solar Water Supply
Guidelines). The methodology integrates proven rural water engineering practices with adaptive
innovations for sand abstraction systems in semi-arid catchments.

The construction works will be delivered in six (6) sequential phases:

Phase 1: Site Establishment and Mobilization

 Pre-construction site reconnaissance with GOAL and DWSSC engineers.

 Setting out the well, tank stand, and solar module positions using GPS coordinates
(21°3'51.31"S; 28°5'6.64"E).
 Establishment of site office, material storage, and safety signage.
 Mobilization of equipment: concrete mixer, compactor, welding set, lifting hoist, and
transport vehicles.
 Mobilization of skilled and semi-skilled labour (local community engagement
prioritized).

Phase 2: Sand Abstraction Well Construction

 Excavate to a minimum depth of 3.0 m, maximum 4.5 m.

 Install reinforced concrete well rings (1.3 m internal diameter) and gravel packing (13
mm graded filter).
 Fit 180–300 mm PVC screen and casing pipes with solvent joints and end caps.
 Install well flange and connection to 50 mm HDPE suction line.
 Reinforce well top with a cast-in-situ concrete cover slab and lockable steel lid.
 Conduct well development and yield testing (to verify 1.39 L/s discharge).

Phase 3: Solar Pumping and Power System

 Supply and install submersible DC solar pump (e.g., Lorentz PS2-1800 or equivalent).
 Mount monocrystalline solar panels (JA/Jinko/Canadian) on steel frame tilted at 21°.
 Steel support structure to be 3.5 m front height, with 150 mm steel poles and 4 mm plate
thickness.
 Secure with anti-theft bolts and weld-lock frame design.
 Integrate controller (VFD) and protection systems: dry run probe, surge arrestor, earthing
rod, circuit breakers.
 Test power output and pump current draw to verify rated capacity.

Phase 4: Storage and Distribution Network

 Construct 6 m high reinforced steel tank stand (100×100×10 mm angle, lipped channel
decking).
 Install three (3) × 10,000 L plastic tanks with float valves, ball valves, and overflow
outlets.
 Lay 50 mm, 40 mm, and 32 mm HDPE pipelines as per alignment plan.
 Install 7 water points (community, school, nutrition garden) with brass taps, lockable
meters, and soakaways.
 Construct concrete valve boxes with lockable lids for isolation valves.

Phase 5: Security, Ancillaries, and Electrical Fixtures

 Erect 1.8 m high palisade fence with razor wire around borehole and solar site (36 m
perimeter).
 Install two solar LED sensor lights (mounted 4.5 m high).
 Fabricate steel cages for inverter and switch boxes.
 Paint and brand tank stands and fences as per GOAL visibility requirements.

Phase 6: Testing, Commissioning, and Training

 Conduct pump performance test (volumetric flow, pressure, solar wattage).

 Verify minimum discharge: 1.39 L/s for 6 hrs/day (≥30 m³/day).
 Pressure test HDPE pipeline to 1.5× operating pressure.
 Calibrate meters and chlorinator unit.
 Train the Water Point Committee on system operation, safety, and maintenance.
 Submit as-built drawings, O&M manuals, and completion report.
