1. Current Project Status

EPCM project team members are largely still working from home although that is
likely to change soon as more and more the pandemic seems to be under control and
the restrictions are slowly being eased.

EPCM has recently been granted access to site and as such will be able to fully
engage more. Plans are underway already for a site visit.

Despite the challenges faced earlier on, we are still pushing forward:

Progress over the past two months:

Engineering

The engineering package comprising:

 Basis of Design

 Process Description

 Control Philosophy

 Hydraulic Report

 Process Flow Diagrams (PFD)

 Process and Instrumentation (P&IDs)

was completed during the period and issued to the Client for information and
approved.

Procurement packages issued for open tender and received responses during the
period:

 Borehole and Piping

 Diesel Fuel Dispensers

 Engine Oil and Hydraulic Fluid dispensers

The Skid Mounted Equipment and Piping Assemblies was completed and is to be issued for
tendering. Open tendering is proposed.

 Tank, Skids, and Piping Installation. A proposed variation on existing Contract

with Hogarths Engineering Limited *

 Electrical Supply and Installation. A proposed variation on existing Contract

with HVC Construction*

 Fire Detection and Suppression. A proposed variation on FDC Africa *

* already have contracts in place for North Underground Workshop works.

2. Actual and Planned Progress

The project schedule was revised during the lockdown period to reflect the current
project execution methodology. The revised plan updated to show progress was
attached. The project was behind schedule as a result of delays in obtaining
information from the site due to restrictions on site access as imposed by Covid -19
and also slow response from vendors on equipment supply.

3. Changes to Scope

The only change in scope was the need to carry out a conceptual design review at
the start of the project to determine the extent of work. Variation submission is
pending.

4. Areas of Concern and Corrective Measures

The areas of concern are:

1. Delay in issue of the signed Contract. Give a red alert for the EPCM project
review.

2. Limited responses from fuel, engine oil, and hydraulic fluid dispenser vendors.

3. Placement of variations on existing Contacts requires Client confirmation on the

proposed procurement strategy.

10. Conclusion

We continue to work towards the completion of the project.

There are still concerns regarding the project end date due to the delays experienced
in obtaining the required information regarding the mining legislation and standards
as well as the Covid-19 outbreak.

EPCM will continue communication with Zimplats. All effort is being made to get the
project back on schedule.

Common questions

Powered by AI

The procurement strategy variations proposed include a single-source tender with Siemens for Instrumentation and Controls, and variations on existing contracts with Masimba Construction for Civil Construction, Hogarths Engineering Limited for Tanks, Skids, and Piping Installation, HVC Construction for Electrical Supply and Installation, and FDC Africa for Fire Detection and Suppression. These proposed variations require client confirmation and approval .

The major engineering deliverables completed and approved during this period included the Basis of Design, Process Description, Control Philosophy, Hydraulic Report, Process Flow Diagrams (PFD), and Process and Instrumentation (P&IDs). These were all issued to the client and were approved .

The completion of engineering packages, such as the Basis of Design and Process Flow Diagrams, enabled the issuance of procurement packages for open tender, thereby facilitating progress on acquiring necessary equipment and services. This step is pivotal for maintaining project timelines and ensuring that procurement aligns with engineering specifications .

Outstanding action items for Zimplats include addressing variations and contractual issues, specifically awaiting the official receipt of the signed contract copy and deciding on the procurement strategy. These action items are crucial as they impact the project timelines and progress, potentially leading to further delays if not resolved timely .

The project payment schedule was revised to align with milestone completions, with specific amounts corresponding to the inception report, engineering deliverables, enquiry packages, and end-of-job documents. This revision ensures financial management aligns with actual project progress and cash flow requirements, potentially impacting the timely release of funds and financial accountability .

Key areas of concern include delays in the issue of the signed contract, limited responses from vendors for fuel, engine oil, and hydraulic fluid dispensers, and the need for client confirmation on the proposed procurement strategy for existing contracts. Suggested measures include issuing a red alert for the EPCM project review and encouraging client engagement to confirm procurement strategies .

The COVID-19 pandemic caused significant delays in the project primarily due to restrictions on site access, which impeded information gathering and slowed vendor responses. The delays required a revision of the project schedule to reflect the new project execution methodology .

Documentation issued to the employer included the Inception Report, borehole and piping installation requirements, diesel fuel dispenser and engine oil and hydraulic fluid dispenser tender packages, and Skid Mounted Equipment and Piping Assemblies tender package. These documents support the project's progress by outlining the necessary steps and requirements to move forward with procurement and construction activities .

Corrective measures for pandemic-induced delays included revising the project schedule to reflect the updated project execution methodology and increasing engagement efforts with vendors to mitigate slow response times in equipment supply. Enhanced communication with stakeholders and allowing for flexible on-site activities were also critical steps .

The conceptual design review was significant as it helped define the extent of work needed, influencing the strategic direction of the project scope. This review affects the overall execution plan by potentially necessitating adjustments in design, resources, and timelines, ensuring that the project's objectives align with the new requirements and conditions .
