PHASES OF IMPLEMENTATION OF SGSST
Phase 1 Initial Assessment
In this first phase, organizations must conduct a self-assessment in order to identify their
priorities in terms of Occupational Safety and Health and establish their annual Work plan
Identification of the regulations and laws in force regarding Occupational Safety and Health.
Identification of hazards and risk assessment within the organization.
Threat identification and vulnerability assessment.
Assessment of the effectiveness of the measures implemented to control hazards, risks, and threats
Sociodemographic description of the organization's workers
Analysis of workplace accidents and illnesses from the last 2 years, verifying their causes.
Establishment or monitoring of SG-SST indicators
Phase 2 Improvement plan according to the initial evaluation
This phase consists of establishing the set of control elements that consolidates the improvement actions.
necessary to correct the weaknesses found in the evaluation
Establishment of the annual work plan.
Establishment of action measures based on identified risks.
Definition of objectives, activities, and responsibilities.
Definition of indicators that allow evaluating the system.
Creation of the training plan.
Formation of the Safety and Health Watchman at Work.
Definition of the epidemiological surveillance system
Definition of the financial, human, and technical resources required for the implementation of the SG-SST.
Phase 3: Implementation of the Occupational Health and Safety Management System
This is the phase in which the Occupational Health and Safety Management System SG-SST is implemented.

Execution of intervention measures
Execution of activities established in the action plan.
Execution of the training plan.
Watchman or Joint Committee-Copasst (depending on the number of workers)
Creation of the workplace coexistence committee.
Phase 4: Follow-up and improvement plan
This is the moment for evaluation and preventive monitoring of the execution, development, and implementation of the System of
Management of Occupational Safety and Health SG-SST and the implementation of the improvement plan. This activity will be
regulated by the Ministry of Labor in accordance with the minimum standards set forth in resolution 0312 of 2019
Internal or external audit.
Review of the system by the top management of the organization.

Phase 5: Inspection, monitoring and control
This is the verification phase.
During this period, inspections are carried out to verify compliance with the current regulations on
Occupational Safety and Health System SG-SST. In this phase, inspections and activities will be conducted.
Surveillance and Control of the system.
The labor risk administrators (ARL) are responsible for providing advice and technical assistance in the
implementation of the SG-SST for all its affiliates.
In this phase, the ARLs will evaluate the following points:
Compliance with the SG-SST policy.
Result of the indicators
Participation of workers.
Scope and application of the system in relation to suppliers and contractors.
Communication mechanism of the SG-SST
Planning, development, and implementation.
Change management.
