Agenda: Discussions on provisions for AI based security.
During the formation of NATO, United States of America had played crucial role which has been
continued till date. United States (US) believes that NATO is significantly essential for the security
and stability of the country. The government of US has its utmost faith on the article 5 of the North
Atlantic Treaty and considers it as a sacred commitment towards the alliance. To ensure a better
security of the ally nations and US, the government is determined to cooperate with NATO to
establish an Artificial Intelligence (AI) based security.
The National Artificial Intelligence Act 2020 affirms that US Department of State is concentrating
its efforts on AI because it is at the heart of the global technological revolution; breakthroughs in
AI technology bring significant potential and challenges. US aspires to form relationships that will
aid in the advancement of AI capabilities, the protection of national and economic security, and
the promotion of international collaboration. The Office of the Under Secretary of State for Arms
Control and International Security focuses on the security implications of AI, including potential
applications in weapon systems, its impact on US military interoperability with its allies, its impact
on stability, and export controls related to AI.
NATO’s innovation team is focusing their research on technologies allies are looking to adopt and
the opportunities they will bring to the defense and security of the NATO Alliance. Consequently,
NATO adopted Artificial Intelligence Strategy to strengthen its technological edge and build a
better global defense and security environment for the alliance. Furthermore, United Nations (UN)
believes AI to be a force for good in our societies and it is exploring the probabilities of AI to
overcome the difficulties and challenges in our regular life. UN also finds that AI could open up
tremendous opportunities for sustainable development as such development would be relevant to
every aspect of the mandate of UNESCO. However, there are certain risks that could jeopardize
human rights through the application of AI.
Considering the existing situation and resources of NATO, United States of America proposes the
following:
1. Urges NATO for taking necessary steps to gather arrange training program on Artificial
Intelligence, with the intention to bring out military ICT and cybersecurity experts from
the member countries.
2. Encourages to form a well-structured cybersecurity expert team which will be directly
under the supervision of ‘Chief Information Officer’ of NATO with the purpose of further
research on AI based security and how to establish such security system for the betterment
of NATO. The research team will also investigate potential malicious uses of AI and
generate methods to prevent and mitigate those.
3. Requests the member states to recognize AI based security system and Autonomous
Weapons Systems as a future to international peace and security of NATO.
