Introduction to AAS
⚫ What is AAS?
⚫ An alternative scheme for employees eligible for
promotions but unable to receive them due to a lack of
vacancies.

⚫ Applicability: Up to XVIII Grade
⚫ Scheme Details:
⚫ Initial: Ordinary Grade Post Scale
⚫ After 10 years of incremental service: Special Grade Post Scale (Next higher scale)
⚫ After 15 years of incremental service:
⚫ Special Temporary Promotion Post Scale (STPP) - Next promotion post scale, if a
promotion channel exists
⚫ Special Adhoc Promotion Post Scale (SAPP) - Next higher scale to SGP scale, if no
promotion channel exists in service rules
⚫ Clarification: SGP/STPP/SAPP is NOT a promotion to a higher post with higher duties
and responsibilities.
⚫ Satisfactory Service: Service counted for increments in a specific pay scale.
⚫ Pay Fixation: As per FR22(a)(i) with FR31(2)
⚫ Extension of Scheme: Applicable to teachers in government, municipalities, municipal
corporations, zilla parishads, panchayat samitis, and aided institutions.

⚫ Promotion:
⚫ If holding SGP/SPP.I: Pay fixed as per FR22B
⚫ If holding [Link]: Pay fixed as per FR 22(a)(i) with FR 31(2),
and the lower post scale ([Link]) continues
AAS Evolution - RPS 1993

⚫ Revised AAS: Effective from 01.07.92, Monetary benefit from 01.04.93
⚫ Modifications: AAS grades allowed after 8, 16, and 24 years of service
⚫ Scales:
⚫ 8 years: SGP scale
⚫ 16 years: SPP.I/SAPP.I scales
⚫ 24 years: [Link] scale discontinued; one increment allowed in SPP.I/SAPP.I scale
⚫ Next increment allowed after 1 year of completing 24 years of service.

⚫ Pay Determination: If pay in the special grade scale as of 01.07.92 is equal to or less than the pay in the

⚫ Promotion after AAS benefit: Pay fixed as per FR 22 (a)(i), not FR 22B
⚫ FR22B pay fixation withdrawn for promotions from 01.08.93. Employees promoted between 01.07.92 and
31.07.93 are eligible for FR22B benefit.

AAS Evolution - RPS 2022
⚫ Promotion after availing 24 years scale in lower cadre: AAS not
applicable in the higher promoted cadre.
⚫ Pay Fixation: As per FR22(a)(i) with FR31(2)
⚫ Stagnation increments beyond the time scale in RPS 93: To be
considered as pay for pay fixation on promotion to higher
posts/AAS.
⚫ Stagnation increments: Treated as regular increments for
fixation under AAS.
⚫ Stagnation increments can be released in AAS.
⚫ Typist/J.A.: Service in both categories can be counted for AAS.
⚫ Attender/Dafedar/Jamedar: Service in all categories can be
counted for AAS.
⚫ Attender/Record Assistant (Roneo Operator): Service in both
categories to be considered for AAS.
Key Rules Related to AAS

⚫ Increment Stoppage:
⚫ Increment stoppage without cumulative effect: Counted for
AAS.
⚫ Increment stoppage with cumulative effect: Not counted
for AAS.
⚫ Those who rejected promotion or went on reversion on
their own request: Not eligible for AAS benefits.
⚫ Pending Disciplinary Actions: If not considered in DPC
despite eligibility for promotion - not eligible for AAS.
⚫ Work-charged employees in regular pay scale: Service to be
considered for AAS appointment.
Additional Important Points
⚫ Nominal Service: Considered for AAS ([Link].92,
Education Dept (S.E. Ser .III) Dept., Dated
08.08.2000).
⚫ Teachers' Apprentice Period: To be counted for AAS
([Link].38 & 54, Education Dept (S.E. [Link])
Dept., Dated 26.05.07 & 02.08.07).
⚫ 50 Years+ Teachers' Exemption: Exemption from
departmental tests not a criterion for granting [Link]
scale without requisite qualifications for the original
post, first-level promotion post, and next promotion
post (Memo No.216-A/2/A2/[Link]/2007,
Finance.([Link]) Dept., Dated 23.03.07).
Conclusion
⚫ AAS provides financial benefits to employees who are
unable to get promotions.
⚫ Each RPS has aimed to improve the scheme for the
benefit of employees.
