Scenario:
The ICT Center of Caraga State University experienced a sudden server outage caused
by a power fluctuation. No data was lost, but several systems went offline for hours.

Contingency and Incident Response Plan:


1.​ What are the main goals of an incident response plan?
-​ The main purpose is to ensure that any incident, such as a system outage or security
breach, is detected, managed, and resolved quickly to minimize damage. It aims to restore
normal operations as soon as possible, reduce financial and operational impacts, and
protect the organization’s data and reputation. The plan also helps identify vulnerabilities,
prevent similar incidents in the future, and maintain proper documentation for evaluation
and improvement.

2.​ What steps should the ICT Center take immediately after detecting the incident?
-​ After detecting the server outage, the ICT Center should first identify and verify the
source of the problem, such as the power fluctuation that caused the outage. After that,
they should report the issue immediately to the ICT Head and document all affected
systems.
-​ The team must then contain the situation by ensuring that no further damage occurs to
servers or equipment. Once power is stabilized, they should begin recovery by restoring
systems and verifying that services are functioning properly.
-​ Lastly, the team should conduct a post-incident review to understand the cause and
update their response plan.

3.​ What information should be included in a contingency plan?


-​ Main points should include a clear policy statement explaining its purpose, the roles and
responsibilities of all team members, and specific incident response procedures such as
detection, reporting, and recovery steps. It must also outline backup and recovery
measures to protect data, a communication plan to inform stakeholders during incidents,
and a testing and maintenance schedule to ensure the plan remains updated and effective.

4.​ Why is testing the plan important before an actual incident occurs?
-​ Testing ensures that the procedures are practical and effective when a real incident
happens. It allows the ICT staff to become familiar with their roles, identify any
weaknesses or gaps in the plan, and verify that systems, backups, and communication
lines function properly. Regular testing increases readiness, reduces confusion during real
events, and builds confidence that the organization can respond efficiently.
