1. INTRODUCTION
Reliance Industries Limited (RIL – OWNER / COMPANY) operates a Petrochemical Complex i.e.
Dahej Manufacturing Division (DMD) in Dahej, near Bharuch in Gujarat. The complex currently
includes, Gas Cracker, HDPE, Caustic Chlorine, MEG, VCM, PVC, PET and PTA plants.
DMD also has an effluent treatment plant. The Process effluents of various plants is collected and
treated at ETP, and treated wastewater is discharged through Ø20” Effluent Discharge Pipeline
(EDPL) with Diffuser system in Gulf of Khambhat.
2. PROJECT OVERVIEW
In view of upcoming new Projects at DMD and considering the increase in effluent loads, it is
planned to install new Outfall Effluent Discharge Pipeline (EDPL) along with Diffuser.
OWNER / COMPANY would like to engage an experienced LSTK Contractor to execute the work on
EPC mode.
3. PROJECT LOCATION
Project location is at Dahej, Dist. Bharuch, Gujarat State, West Coast of India. The EDPL Pipeline
and Diffuser is in the Gulf of Khambhat at Dahej.
Dahej is approximately 55kms away from National Highway 48 that passes through Bharuch. The
nearest Airport at Vadodara is about 130 kms from the Site.
The nearest Railway Station is at Dahej is about 12 – 15kms from the Project location, which
connects the Northern, Central and Western Railway link through Bharuch Junction.

4. PURPOSE OF DOCUMENT
The objective of this document is to define the EPC LSTK scope of work for installation of new EDPL
Pipeline (Offshore Section) & Diffuser System.
This document outlines the scope of work to be undertaken by the CONTRACTOR as part of the
Contract. It shall be read in conjunction with all Annexures and other associated contract
documents.
This document explains the detailed scope of work to be carried out by the CONTRACTOR and is
to be read in conjunction with all Annexures and other associated contract documents. Further,
the expected engineering scope to be undertaken by the CONTRACTOR is described along with
Procurement, Fabrication, Construction, and Testing activities required of the CONTRACTOR.
5. OVERVIEW OF SCOPE
CONTRACTOR shall be responsible for the performance and delivery of all activities and provision
of resources to complete the new EDPL Pipeline facilities and tie-in as required and shall fulfil the
project requirements of being a safe, functional, modern facility without undue maintenance for
the design life of 35 years.
The project scope of work consists of installation of offshore pipeline, diffuser and associated
structures
COMPANY has not carried out any Engineering for project facilities. CONTRACTOR is responsible
for Basic, Detailed and Vendor engineering including installation engineering, procurement,
fabrication, load out, sea fastening transportation, installation, construction, hook-up, testing &
pre-commissioning and preparing the facility for commissioning as described further in the scope
of work.
All Engineering design documents, reports, materials and installation procedures and
methodologies shall be reviewed and / or approved by the Company, PMC, Independent Third-
Party Authorities (as applicable) & MWS. CONTRACTOR shall be responsible to submit all
documents in logical sequence within the schedule for timely review as per the review cycles
specified in Contract.
The CONTRACTOR shall supply, operate, and maintain all vessels, equipment, personnel,
temporary facilities (including camps and yards) and services required to satisfactorily perform
and complete the works as per schedule. The CONTRACTOR shall procure, expedite, and supply
ALL equipment and materials (there are no free issue materials) required to complete all works
including temporary works.
The CONTRACTOR shall ensure that the recommendations from the HAZID / Risk assessment/
HAZOP studies to be carried out by CONTRACTOR including Environmental studies and conditions

stipulated while granting Environmental clearance for the project are incorporated into the design
and installation of the new EDPL Pipeline facility, with no cost & schedule impact to the Company.
Reliance Dahej Manufacturing Division is located around 248000mE, 2400000mN within the Dahej
industrial area. The site is serviced by the Reliance Dahej Marine Terminal (RDMT), located at
247690mE, 2397100mN on the North side of the Narmada Estuary near its junction with the Gulf
of Khambhat. Adjacent to the RDMT on its East side are a GMB’s Ro-Ro ferry jetty and ABG slipway,
and on the West side are the Parikrama jetty and the Godrej jetty (Figure 2). The RDMT is linked to
the deep water of the Gulf of Khambhat by the RDMT channel, which follows the line of a natural
channel of the Narmada Estuary. Required depth in the basin in front of RDMT jetty and approach
channel is being maintained by continuous dredging.

The tentative offshore - onshore battery limit for Outfall Pipeline is indicated as below.
EDPL Outfall Pipeline onshore section will be from ETP Plant B/L to LFP (Execution by OTHER
Contractor), and Offshore section will be from LFP to outfall diffuser location (Present Scope).
The Proposed Outfall Pipeline and facilities system shall be designed for life of 35 years.
The proposed facilities shall consist of the following.

The landfall point (LFP) will be located just west of the RDMT Jetty. LFP Point will form as a battery
limit for Onshore & Offshore Pipeline. The offshore Pipeline approximately 3.6km in length shall
originate from LFP and terminate at the outfall diffuser location / structure.

For EDPL Outfall Pipeline, the onshore section will be from ETP Plant B/L to LFP and Offshore
section will be from LFP to outfall diffuser location.
The Outfall pipeline is envisaged to be an approximately up to total 5.3km in length (1.7km Onshore
length + 3.6km Offshore length) from onshore ETP Plant Battery limit up to outfall diffuser.
Design velocity for outfall pipeline shall be not more than 2.5 m/s or as recommended by OWNER.
The EDPL Outfall pipeline shall be buried under seabed below scour depth level with adequate
protection to ensure that Pipeline is not exposed due to floods in the river or under tidal erosion.
c. Diffuser
The proposed Outfall diffuser structure will be located at approximately 3.6kms from the LFP.
OWNER / COMPANY shall appoint Consultant M/s H R WALLINGFORD to carried out Dilution &
Dispersion Modelling Studies and Conceptual Diffuser design. The Modelling assessment report
and conceptual diffuser design will be issued to CONTRCATOR upon award of Contract. Indicative
Sketch of Diffuser for reference is enclosed in Annexure -1.
The Diffuser system shall consist of structural base frame, piping manifold and structural cage for
protection. Its shall be connected to effluent pipeline end and located at Narmada Estuary in Gulf
of Khambhat at distance of 3.6km from LFP. Diffuser header shall consist of risers & nozzles for
diffusing the effluent. The diffuser shall be protected with structural cage designed in accordance
with API RP2A.
The Diffuser structure shall be subject to navigational safety and regulatory approvals.
7. PRE-PROJECT STUDIES
This section outlines the pre-project studies carried out by COMPANY as part of the studies for
other projects. The CONTRACTOR shall note that these surveys and studies have been carried out
for proposed projects at the location. All the Survey and Study Report provided to Contractor are
for information purpose which can provide data about the existing site conditions based on surveys
& studies. Refer to Annexure 10 – Read Me Documents.
It will be LSTK Contractor responsibility to review and analyse the Survey and Met-ocean data Study
Reports and select the most suitable Met-ocean conditions for engineering and analysis.
In addition to above, LSTK Contractor shall make best use of all Environmental data available with
them and/or applicable for Dahej Marine conditions to meet the objective.

The topographic survey data obtained to date shall be used by CONTRACTOR for their respective
Design and assessment. However, it is suggested that CONTRACTOR should conduct independent
Topography survey works for missing area/not covered to assess the site conditions and utilize the
same with relevance to existing data to arrive on design parameters. The survey should cover the
area of extent of proposed facilities and pipeline alignment on the onshore side.
The bathymetry survey data obtained to date shall be used by CONTRACTOR for their respective
Design and assessment. However, it is suggested that CONTRACTOR should conduct independent
bathymetry survey works to assess the site conditions and utilize the same with relevance to
existing data to arrive on design parameters. The survey should cover the area of extent of
proposed facilities and pipeline alignment on the offshore side.

Contractor shall review the final investigation reports to conclude on soil stratification and design
parameters.

COMPANY has undertaken a hydrodynamic modelling study as part of other SWIO Project at the
same Project location.
This study included met-ocean modelling of the proposed site and use the data for designs.

Contractor to note that recommendations given below are minimum requirements and Contractor
shall follow the Best Global Marine construction practices & Environment friendly construction
methodology in line with MARPOL guidelines and local regulations.
• The labor camps shall be located outside the CRZ area and labor shall be provided with the
necessary amenities, including sanitation, water supply and fuel and it shall be ensured that
the environmental conditions are not deteriorated be the labors.
• The groundwater shall not be tapped to meet with the water requirements in any case.
• No any other effluent or sewage or wastes shall be discharged into the sea / creek or in the CRZ
area and shall be treated / managed to conform to the norm prescribed the by the Gujarat
Pollution Control Board and shall be reused / recycled as per the approval of the Board.
• The noise level during construction of marine facilities shall be kept minimum and shall not
exceeded prescribed norms under their Rules.
• The construction debris generated during the construction phase shall not be discharged into
the creek, sea, and estuary or into the CRZ area. The debris shall be removed from the
construction site immediately after the construction is over and shall be disposed off as per
the guidance of the GPCB.
• Contractor shall prepare and regularly update their local Oil Spill Contingency and disaster
Management Plan in consonance with the National Oil Spill and Disaster Contingency Plan.
Contractor shall also comply with all the recommendations stipulated by MoEF, GMB & other
statutory bodies while according to Environmental Clearance (EC) and Construction approval for
the project.
The LSTK Contractor shall consider following indicative parameters for design of outfall facilities.
The parameters shall be finalized by LSTK Contractor based on detailed Engineering.

9. PROJECT CHALLENGES
The project has many challenges. This section aims to provide the CONTRACTOR and overview of
these challenges to enable works to be completed with minimal disruptions to agreed cost and
schedule as well as minimizing the Health and Safety Risks during the construction, operations,
and maintenance phases of the project.
Tidal variations: Tide levels vary significantly at the project location where changes over the tidal
period could reach up to 11m approximately. It is expected that these variations will make working
overwater challenging, especially closer to the shore where during the low tides there will be no
water and Contractor to consider work plans as per tide chart.
Offshore routing: The offshore pipeline is routed in between Parikrama and RDMT jetties. The
distance between the two jetties is at its narrowest (~35m). Refer figure below for indicative sketch
for routing of EDPL Pipeline between Parikrama & RDMT Jetty. The installation methodology shall
be investigated by the CONTRACTOR by reviewing all available information on the existing jetty
piles and if required, undertaking further geotechnical investigations in the area to inform the
construction methodology. This area is also within the intertidal zone which is subject to the tidal
variations previously mentioned. Contractor to consider as-built information about the existing
levels and nearby structures while developing methodology and installation drawings.

The offshore pipe route is also routed alongside the existing navigational channel leading to the
RDMT Jetty area, hence works conducted in this region shall be planned to have no impact on the
ongoing operations and access to existing jetties.
Suspended sediments: The project site is located at the mouth of the Narmada River which has a
high concentration of suspended sediments. All information provided by Company as part of the
Pre-Project Activities shall be reviewed, considering the likely changes that may be caused by
sedimentation in the period following the surveys.
SEZ limitations
The CONTRACTOR shall carefully consider the challenges highlighted and ensure that there is no
impact to existing infrastructure and operations of other stakeholders. Since to execute Onshore
& Offshore activity LSTK contractor needs to use SEZ roads & other infrastructure. LSTK
contractor’s scope includes to obtain permission from GMB, Dahej SEZ, GIDC, Customs, Police &
Local authority in coordination with RIL site CAD team to execute the construction activity &
enabling work suitably.
10. ENGINEERING
OWNER has carried out the Preliminary Hydraulic Study of Outfall Pipeline. OWNER will provide
the Hydraulic Report to the Contractor for further detailed engineering and LSTK execution of the
project.
The CONTRACTOR shall note that the Schematic drawings provided as part of Annexure 1 are to
the extent of providing a definition of the facilities based on existing surveys and industry
knowledge, in the absence of any actual vendor data or confirmatory studies for topography,
bathymetry, actual as-installed positions of existing services, etc.

The CONTRACTOR shall undertake detailed Engineering including all required detailed &
installation engineering, incorporation of vendor engineering, and optimisation of the design to suit
proposed construction methodologies, to make the proposed facilities fully operational.
CONTRACTOR may wish to propose amendments or alternatives to the reference design in their
tender submissions, or in their detailed and final designs to be submitted during the Contract. Any
amendments or alternatives must comply with the primary functional design parameters as set
out in this section of the Scope of Works, as well as comply with all relevant Codes, Standards,
Specifications, and regulations. Any alternatives proposed must be approved by COMPANY/PMC.
Any proposals for alternative designs that affect the COMPANY’s operating costs, primarily any
major equipment must be fully supported by life cycle cost comparisons with the reference design.
The CONTRACTOR shall review this Scope of Works, and all documents included as part of RFQ
i.e. SOW, Annexures, Specifications, Read Me Documents etc. Contractor shall bring to
COMPANY’s notice any major discrepancies and/or deficiencies in the reference documentation.
If any major discrepancy / deficiency is accepted by COMPANY, then it will be remedied or
corrected by COMPANY. Subsequently, the CONTRACTOR shall be responsible to deliver, fully
functional and compliant facilities as per the Contract regardless of any further
discrepancies/deficiencies in the reference design documentation.

Contractor shall develop Specification for Navigation Aids System as part of Detailed Engineering
in consultation with vendor’s data. Specification shall be submitted to Company/PMC for Review/
Approval prior to ordering.
The CONTRACTOR shall be responsible for adherence to the project specification and completion
of the detailed engineering design in relation to the A to N design and procurement.
CONTRCATOR shall be responsible for coordinating with NHO Authorities for updating the relevant
NHO Chart of Dahej area.
The CONTRACTOR shall provide all the services associated with project scope of work.
This document describes the scope of work that the CONTRACTOR is required to undertake -
covering pre-construction survey, Basic and detailed engineering including vendor & installation
engineering, procurement of permanent material, fabrication activities, fabrication of Bends,
supply of consumables, supply of temporary materials for enabling works, transportation,
construction of pipeline, Diving Activities, installation activities and hook-up of all facilities, field
joint coating as per RIL Specification including mobilization & demobilization of construction
equipment, testing (all NDT activities ) with 24 hour hold hydrotesting of the pipeline and pre-
commissioning of the EDPL pipeline. The CONTRACTOR shall be responsible for all the above
activities.
CONTRACTOR is responsible for the performance and delivery of all activities and provision of
resources to complete the work and its associated facilities including all tie-ins as required, and
shall fulfill the project requirements of being safe, functional, without undue maintenance.
The necessary replacement needs to be carried out strictly as per the procedure.

The detailed scope of work for the Installation of new EDPL Pipeline Offshore Section is given as
below.
• Onshore Topography and Pipeline route surveys shall be provided by OWNER to Contractor
upon award of work.
• A site visit to OWNER EDPL pipeline corridor shall be organized by Contractor for inspection
and to collect site data and additional information required.
• CONTRACTOR should conduct independent Pre-Engineering Surveys i.e. Topography,
Geophysical Survey Works to assess the site conditions and utilize the same with relevance
to existing data to arrive on design parameters. The survey should cover the area of extent of
proposed facilities and pipeline alignment on the offshore side.

all results into detailed design of the facilities, for construction detailing, installation engineering,
fabrication drawings, installation aid drawings, lifting, sea fastening & transportation engineering.
The CONTRACTOR shall prepare and submit to COMPANY for approval, a comprehensive
Execution Plan, Planning Package and list of Project Deliverables. CONTRACTOR shall also provide
COMPANY with a full design register (DCI – Document Control Index). This register will be marked-
up by COMPANY and PMC to identify the documents required for review and approval respectively.
Only Critical Detailed and Vendor Engineering deliverables or documents agreed mutually post
award provided by CONTRACTOR shall be subject to review by COMPANY. Approval of all Vendor
Engineering documents to sub vendors will be by CONTRACTOR. CONTRACTOR shall ensure
incorporation of any comment given by COMPANY. CONTRACTOR shall maintain a document
deliverable register and issue updates every fortnight.
CONTRACTOR shall be responsible for fulfilling all activities needed to complete the engineering
of the EDPL facility and submitting the design for approval.
CONTRACTOR shall submit his design in a logical and systematic manner to COMPANY / PMC /
PMC as desired by them for review and approval. Approval for each system cannot be given unless
the impact on other inter-related systems is explained. Calculations for approval shall be
submitted complete with all back up data, required to enable an independent, fast and easy
review. Where required this shall include the attachment of technical reference extracts,
computer programs and outputs. Computer programs used in the production of the detailed
design and engineering shall be verified by COMPANY / PMC.
Verification is considered as follows: -
• A verification report with calculation back up of the analysis to prove accuracy.
• A marked printout of input and output to correlate with the analysis (note this requirement
also covers spreadsheet programs).
• External programs.
• Programmer verification report.
• Experience listing.
The CONTRACTOR shall produce ‘As-Built’ drawings, specifications and Report for all discipline
including vendor documents for the new EDPL Project. The CONTRACTOR shall produce all other
documentation as required to meet CONTRACT requirements.

• Undertaking site surveys with respect to existing facilities to collect and verify all relevant
documentation, data, and physically take any necessary measurements to aid detailed
engineering and constructability.
• Confirmation of as-built and as-installed information of existing facilities if installation
details are not available from COMPANY.
• Undertaking site surveys in accordance with project specifications, particularly for
offshore pipelines and associated structures scope, including topography and geo-
physical surveys.
• Preparation of MRs for all items.
• Tagging and line numbering of all equipment and pipework in accordance with COMPANY
standards.
Following is a list of engineering activities, which needs to consider by CONTRACTOR during
detailed engineering.
LSTK Contractor’s scope includes detailed Hydraulic Study of the new EDPL Pipeline and Outfall
Diffuser System.
12.3.2 Process
LSTK Contractor’s scope includes the detailed process engineering of EDPL Pipeline of ETP plant.
Detailed engineering shall broadly involve but not limited to following scope of activities:
1. Incorporation of HAZOP and SIL recommendations

2. Update and submit the detail engineering documentation with vendor data of the following
documents:
• Equipment List
• Process P&ID’s
• Line List
• Pre-commissioning and commissioning requirements
3. Prepare Effluent summary (based on vendor/ Engineering. Inputs during detailed
Engineering.)
4. Prepare interconnection diagrams between units, utilities and offsite.
5. Prepare and submit As-built Equipment List, Process and Utility P&ID’s, PFD’s.
The CONTRACTOR shall be responsible for undertaking HAZOP studies and incorporating all
outcomes of the studies within the scope of the detailed engineering.
The CONTRACTOR shall submit the detailed methodology / technique to be followed for
conducting the HAZOP study for review and approval by COMPANY/PMC.
HAZOP study shall be conducted by the CONTRACTOR at place acceptable to COMPANY/ PMC.
COMPANY/PMC shall participate during the HAZOP study.
The HAZOP team should have as a minimum one person from an operating COMPANY with similar
experiences. The chairperson of HAZOP team should have sufficient experience of conducting
HAZOP & safety reviews. The Chairperson shall be from a third party (independent) agency and
shall be approved by COMPANY. The CONTRACTOR shall closeout all the actions
(recommendations) resulting out of HAZOP study in agreement with COMPANY representative. The
CONTRACTOR shall implement modifications, if any, because of HAZOP study at its own cost
without impacting the project schedule.
HAZOP Report shall be prepared by CONTRACTOR and all recommendations to be implemented.
OWNER / COMPANY shall appoint Consultant M/s H R WALLINGFORD to carried out following
studies.
• Dilution & Dispersion Modelling Studies
• Conceptual Diffuser design
• Diffuser and Outfall Hydraulic
The Modelling assessment report and conceptual diffuser design will be issued to CONTRCATOR
upon award of Contract.
The Contractor shall conduct review and validation of report to conduct further detailed
engineering activities.

The Contractor shall conduct detailed engineering including design analysis, installation
engineering, preparation of drawings and design reports of all the Marine Civil & Structures as per
the scope of work.
All the documents prepared shall be submitted to COMPANY, PMC, & MWS for review and approval
as identified post submission of Document Control Index DCI).
Following activities, but not limited to, are to be carried as part of detailed engineering:
• Prepare detailed Installation procedures including drawings, offshore installation analysis
& define weather limiting criteria for each structure.
• Prepare Lifting & Installation drawings based on lifting weight arrived during detailed
engineering.
• Prepare & submit anchor patterns of each Installation spread at each location for MWS &
COMPANY approval.
• Contractor shall select suitable marine spread to carryout offshore installation analysis.
Contractor shall mobilize the same type and capacity of marine spread during the offshore
installation works.
• Design of pad eyes & trunnions (including calculations), bollards, locking device & stopper
plate for each structure, as applicable, based on lifting plan.
• Design of lifting frames, shackles & templates (all structures) required for lifting &
Installation to achieve accuracy and avoid issues during Installation.
• Load out, sea fastening & transportation tow analysis of all Pipelines strings, structures &
other equipment.
• Design of temporary bracings, clamps, stools based on load out & transportation plan for
all structures & equipment is included in scope.
Contractor’s scope includes review and updating of engineering conducted by Company and
carryout all further detailed engineering required to provide a complete and safe facility to operate
and maintain.
Contractor shall conduct the necessary detailed engineering for incorporating the changes arising
because of vendor inputs, fabrication and installation requirements, COMPANY/PMC
requirements etc. All the affected engineering deliverables including all MTO’s shall be updated to
incorporate these changes. Contractor shall follow Company Numbering philosophy (shall be
provided to successful contractor) for documents, MR, datasheet, equipment, and other tagged
items. Clients stock codes shall be used for all the bulk items.

In case of discrepancy or clash at site with respect to any discipline, CONTRACTOR shall consult
its detailed engineering team and will revert with solution., Contractor shall depute minimum
people of detailed engineering team on site during the Installation activity for resolution of site
related engineering issues. Solution will be duly approved by Company/ /PMC as per DOR.
Resolution shall be in the form of Site Engineering request format (SER) to be provided by Company
or submitted to Company for approval during detailed engineering prior to execution.
The CONTRACTOR shall prepare and submit certified As-Built documentation for all aspects under
the scope of the Project. It shall be the CONTRACTOR’s responsibility to ensure completeness and
accuracy of the As-Built documentation with respected to the as constructed state of project
elements.
All native files shall be updated to as-built status and submitted to COMPANY along with updated
structural models, piping models, electrical studies, etc.
• Based on Engineering documents provided by OWNER, Contractor shall carry out residual
engineering for project execution.
• Contractor shall prepare and issue following minimum deliverables (issued for Construction)
as part of residual engineering. However, contractor shall issue Detailed list of Engineering
Deliverables for OWNER review and acceptance.
✓ Pipeline Alignment drawings for onshore section.
✓ Bend Fabrication drawings.
✓ Construction drawings
✓ Final MTO for all disciplines i.e. Pipeline, Civil, Structural etc.

12.4 Procurement
The CONTRACTOR shall be responsible for procurement of all items required to complete the
scope of works and deliver the facility as ready for operations. All procurement activities including
procurement engineering, evaluation, Technical Bid Evaluation, Technical Recommendation,
Ordering, expediting, inspection, and release by TPIA, testing, packing, loading/unloading, sea
fastening, shipping, transit to site including necessary insurances, and receiving inspections shall
be carried out by CONTRACTOR.
The following points are to be adhered by CONTRACTOR during the procurement activities:
1. The CONTRACTOR shall prepare and submit for approval, within 30 days from award, a
procurement procedure detailing how and from whom all materials (permanent /
temporary), equipment, and services required to perform the work and to be incorporated
into the facilities shall be procured.
2. The CONTRACTOR shall ensure that they, or sub-vendor or sub-contractors, shall not
source any raw materials or bought-out components from The People’s Republic of China
or Eastern European countries.
3. The CONTRACTOR shall be responsible for ensuring conformance to specifications,
codes, standards, and statutory and regulatory requirements for all materials, equipment,
and systems supplied. Any inspection and / or acceptance by COMPANY shall not relieve
CONTRACTOR of the ultimate responsibility for materials, equipment, system
conformance, and contract obligations.
4. All the materials and consumables procured by CONTRACTOR which form part of the
facility shall be new, suitable for the marine environment, and conforming to the
requirement of relevant hazardous area classification. All materials and consumables
supplied shall conform to their respective standards, code and design requirements,
statutory requirements, applicable certifications., project specifications, and inspected
and approved by an independent third-party inspection agency.
5. All materials shall be supplied with relevant statutory certificates.
6. All materials shall be procured as per the relevant Material Take Off (MTO), Material
Requisition (MR), data sheet, and specifications updated and approved, as applicable,
during detailed engineering. However, CONTRACTOR shall be responsible to procure all
materials required for the completion of the facility in all respects whether they are covered
specifically in MTOs or not, including any temporary materials required for installation,
testing, and pre-commissioning.
7. Procurement of all temporary materials including steel, lifting slings, shackles, fastening
materials, spreader bars, etc. as required for safe load out and transportation of all the
material at site shall be CONTRACTOR’s responsibility.

8. All items shall be procured from COMPANY approved vendors only. In case any new
vendor/stockist needs to be approved, CONTRACTOR shall submit a written proposal with
all supporting documents (such as valid third-party approvals, statutory approvals,
certifications, track record) for COMPANY review and approval. COMPANY shall convey its
final decision on review of the documents submitted and shall be final and binding. No
orders shall be placed by CONTRACTOR with a new vendor, unless said vendor is approved
in writing by COMPANY. Any materials procured from non-COMPANY approved vendors
shall be rejected and shall be promptly replaced by CONTRACTOR. Any cost and schedule
impact on account of this shall be to CONTRACTOR’s account. Cost and schedule impact,
if any, on account of approval of new vendors shall be to CONTRACTOR’s account.
9. CONTRACTOR shall obtain offers from vendors, prepare technical bid evaluations, and
technical recommendations and submit these to COMPANY/PMC for review and approval
prior to the placement of orders. CONTRACTOR shall provide copies of technical offers and
unpriced commercial offers as requested by COMPANY. CONTRACOTR shall provide
unpriced copies of all PO/WO’s along with technical requirements of the order to
COMPANY/PMC when orders are placed.
10. CONTRACTOR shall place orders, arrange kick-off and pre-inspection meetings, expedite
and ensure timely submission and review/approval of vendor deliverables as per agreed
vendor document registers (VDRs), and resolve vendor technical queries. CONTRACTOR
shall have agreed production schedules with all suppliers and monitor these schedules
against actual production. The status of these schedules shall be reported to
COMPANY/PMC on a fortnightly basis. CONTRACTOR shall put in place an expediting
system covering desktop and field expediters to ensure all suppliers adhere to the agreed
engineering and production schedules and implement mitigation measures as required to
ensure timely deliveries as specified in the purchase orders placed. CONTRACTOR shall
arrange progress review meetings monthly with COMPANY/PMC for all critical path and
long lead items, as a minimum.
11. CONTRACTOR shall coordinate with all stakeholders and expedite approval of vendor
deliverables and inspections of manufacturing of items.
12. Any requests for deviations/concessions from the project specifications shall be
submitted and material substitutions shall be approved only after written approval from
COMPANY, without any schedule impact to COMPANY. Cost benefit analyses, if any, shall
be passed on to COMPANY to inform their decision making. Such requests shall be
supported with technical justifications and recommendations from CONTRACTOR,
backed up with all necessary supporting documentation. All approved requests shall be

included in the final vendor documentation and Material Review Board (MRB) to be
submitted to COMPANY and updated in As-Builts.
13. Pre-inspection meetings with TPIA, PMC, COMPANY and other stakeholders as necessary,
shall be organised prior to the start of fabrication and manufacturing activities for any
tagged items i.e. HDPE Line Pipes and fittings etc.
14. CONTRACTOR shall monitor and issue progress reports of procurement including vendor
engineering on a weekly basis and highlight critical issues.
15. Vendor deliverables shall be reviewed as per Vendor document review matrix and
submitted to COMPANY for approval post review by CONTRACTOR and CONTRACTOR
appointed TPIA.
16. All materials which form a part of the permanent facilities are required to be inspected and
released by approved third party inspection agency (TPIA) at the manufacturer’s location
as per approved ITP prior to dispatch.
17. All the materials which form a part of the permanent facilities are required to be inspected
and release by COMPANY/PMC as per approved ITP prior to dispatch from
manufacturing/fabrication location.
18. CONTRACTOR shall submit complete quality documentation and release notes (TPIA
approved) confirming adherence to contractual quality norms and standards to COMPANY
and obtain clearance from COMPANY prior to dispatch.
19. “On site” and training at vendor’s shop for special items to COMPANY personnel for
operation and maintenance, including supply of all training materials, shall be included in
the CONTRACTOR’s lump sum pricing.
20. CONTRACTOR’s scope shall include mobilising Suppliers, OEM vendor representatives at
site for support and supervision during installation, pre-commissioning, and
commissioning. It is the sole responsibility of CONTRACTOR to assess the duration of
Suppliers, OEM support required and include in its lump sum price. In the case of any
issues in installation and pre-commissioning of any item, CONTRACTOR shall arrange for
Suppliers, OEM representative to resolve the issue at its cost and time.
21. All equipment shall be filled up to highest safe working level with fuels, lubricants, etc. as
applicable at the time of handing over and substantial completion.
22. Installation and commissioning spares shall be supplied by the CONTRACTOR as part of
their scope. CONTRACTOR shall provide a recommended list of two years
operational/maintenance/insurance spares, if any for all items and submit to COMPANY
for finalisation. Quotes for 2 years operational & maintenance spares shall be provided as
optional prices valid till the end of the Contract period.

23. All MTO’s shall be updated based on detailed engineering and vendor data requirements.
CONTRACTOR shall add the contingencies as per their requirement before they procure
and supply all items to make the facility complete.
All structural steel including Tubulars shall be procured from approved vendor list and in
accordance with project specifications. Traceability requirements for structural steel are to be
approved by COMPANY during detailed engineering. Steel mills to be used shall have required
COMPANY approvals.
CONTRACTOR to consider adequate contingency for fabrication and installation requirements in
terms of procurement via multiple organisations.
CONTRACTOR shall note that ancillary structural items (bolts, connection plates, cutting or
wastage or rolling allowances, etc.) have not been considered at this stage in the MTO and
CONTRACTOR is to update the MTO in accordance with the final detailed engineering design to
include for these and accordingly procure the material.
For the stud bolts Contractor shall consider the PTFE coated bolts suitable for marine applications
apart from the requirements specified in the project specifications and ITP.
o Painting / Coating:
Corrosion protective coating including for the Structural Items shall be applied as per the
approved project specification. Material for coating shall be procured and supplied by
Contractor as per this specification. The specification covers the details for surface
preparation, Type of painting/coating, Approved vendors for each type of painting system,
painting schedule including DFT, Colour codes etc.
12.4.2 Mechanical
The CONTRACTOR shall review and update the Specifications and data sheets of all mechanical
items as part of detailed engineering scope. The updated Specifications and data sheets shall be
reviewed and approved by COMPANY / PMC. The CONTRACTOR shall issue MRs for all Mechanical
Items as part of the detailed engineering.
Procurement scope for the CONTRACTOR shall include, but is not limited to, the following:
• Coordination with PMC/COMPANY and seeking relevant data/documentation for carrying
out detailed and vendor engineering. Seeking approval from COMPANY/PMC where
applicable
• Complete mechanical and structural design including stress analysis as required.

• Vendor engineering of all equipment including all internals, mounting, accessories, and
bought-out items
• Preparation and submission of engineering drawings and vendor documents for review and
approval by PMC//COMPANY and/or statutory approval (where applicable)
• Procurement of all materials, including accessories, attachments, spares, etc.
• Vendor Fabrication, Assembly, Inspection, PWHT, Testing (including NDT, Hydro test,
Pneumatic test, vacuum test, etc.), Painting, packing (seaworthy when imported),
forwarding, transportation to site etc.
• Trial assembly at shop, as applicable
• Stage wise and final inspections and tests in accordance with ITPs
• Storage, handling and preservation till installation at site and commissioning
• Documentation as per Vendor data requirements
• Purchase requisitions for equipment covering requirements for design, forming, welding,
heat treatment, preservation, storage, etc. including all specification relevant to the
equipment.
• Hydro testing of equipment, in line with approved ITP
• The Contractor shall, during detailed /vendor Engineering, fully define all Equipment/Items
required to meet the performance requirements. It shall be the sole responsibility of
Contractor to co-ordinate with other disciplines like piping, structure, for compatibility of
the Equipment with respect to piping loads on nozzles, nozzle orientation, foundation
loads, anchor bolt’s location etc.
• Contractor to provide specific maintenance instructions where required. Contractor to
ensure all Inspection and tests are conducted for all equipment at Vendor’s shops /site as
specified in tender Document, Engineering Design Basis, Specifications, Codes and
Standards.
• CONTRACTOR to mark all equipment with name plate, CoG, erection weights
• Any other requirement for safe and smooth operations
• Supply of installation and commissioning spares shall be included in procurement of all
mechanical items including Integration of new utility and process systems with existing
facilities as required.
• Preparation of O&M manuals, testing and pre-commissioning procedures shall be
included in all vendor contracts for procurement of mechanical items.

Vendors shall be selected from the Project Approved Vendor List (including approved detailed
engineering consultant, TPIA & MWS) as per Annexure. The content of the Project Approved Vendor
List is confidential and shall not be divulged to Vendors or others.
If the Vendor Lists refer for a Vendor to a specific shop, the materials shall be sourced from that
specific approved shop only, unless agreed otherwise by Company in writing. For packaged
equipment, the sourcing from sub-Vendors shall also be in accordance with the Project approved
Vendor List. When piping, fittings and valves are ordered from stockists or agents, these stockists
along with their supply sources shall conform to the Project recommended Vendor List. For all
other items not in above list, Contractor shall submit to COMPANY / PMC, the short-listed vendors
from whom the CONTRACTOR intend to source the materials for Company’s approval. If
Company’s approved vendors are unable to either supply equipment /materials, or their deliveries
are not in line with project schedule, a Contractor may propose alternate vendors to
COMPANY/PMC for approvals. For vendor approval, Contractor shall submit past track record of
vendor supplying such items along with their evaluation and recommendation. Company reserves
the right to approve or reject any vendor or seek additional documents. Company or its
representative may also visit vendor prior to giving its final decision /approval. Company’s decision
on this subject shall be final and binding on Contractor any schedule and Cost impact due to this
is not acceptable. Contractor will be liable for timely delivery of items/facilities as per agreed
schedule.
Material shall not be sourced from vendors where it can be reasonably assessed that the
production of such materials by the Vendor concerned may be discontinued.
Material shall be engineered and sourced in such a manner that the variety in Vendors and types is
reduced thereby minimizing investment for the stock of spare parts.
12.5 FABRICATION
Parts of the facilities have been designed as prefabricated items, or are items to be procured from
offsite fabricators, via the manufacturer/vendor. As such, the CONTRACTOR shall be required to
carry out a significant quantity of fabrication activities.
COMPANY expect CONTRACTOR to fully align their execution philosophies with the design intent
of the reference design. All fabrication shall be undertaken strictly as per project documents and
updated detailed engineering documentation based on CONTRACTOR’s validated designs and
updated engineering of the facilities. It is expected that this will not change the requirement of the
CONTRACTOR to undertake a significant quantity of fabrication activities at a dedicated
fabrication yard.

Detailed QA/QC procedures shall be developed and strictly complied during fabrication activities
at the CONTRACTOR’s fabrication yard/facilities and during transportation and site installation.
The CONTRACTOR shall identify its space requirements for fabrication and temporary load out
facilities. Liaison with COMPANY shall be made to identify if suitable areas can be provided to
CONTRACTOR. If suitable area is not available, CONTRACTOR shall identify and engage suitable
facilities at their cost. CONTRACTOR shall consider the materials handling and load out
arrangements at any yard under consideration and ensure these are suitable for fabrication, load
out and transportation of items to the project installation site. Particular attention is required for
the offshore works where significant concrete structures and lengths of pipeline shall be required
to be transported offshore.
The CONTRACTOR’s fabrication yard shall be well equipped to deal with the fabrication of large
concrete structures and pipe spools as per the CONTRACTOR’s installation philosophies.
CONTRACTOR shall study structure weights, sizes and complexity of any fabricated items before
selecting any fabrication yard with respect to requirements for area, load out, access, expertise
and resources to handle the work required for safe and timely completion of the project.
All fabrication activities shall be meticulously planned and make use of resources available
optimally. Procurement of required materials and equipment shall be initiated sufficiently well in
advance to allow fabrication to proceed without stop.
CONTRACTOR shall be responsible for familiarising themselves with the site conditions, approach
roads, availability of loading/unloading services, transportation restrictions, etc. before starting
fabrication of items.
CONTRACTOR shall prepare detailed procedures for HDPE Pipes Strings, Concrete collar,
fabrication, erection and testing. CONTRACTOR shall prepare detailed ITP and procedures for
fabrication, weight control, material ID and traceability, dimensional control, PWHT, NDT, surface
preparation/blasting & painting, marking and hydro testing etc. and have the same approved by
TPIA before commencement of fabrication activities.
The offshore HDPE pipeline is designed to be weighted by means of RCC pipe collars. These collars
shall be prefabricated and installed on HDPE Pipe Strings prior to installation offshore.
The CONTRACTOR shall prepare designs for suitable fabrication facilities for casting and forming
of RCC collars as part of their detailed engineering deliverables.

If HDPE Pipe strings are to be fabricated overseas and transported, sufficient fabrication facilities
at or near the project site shall be established by CONTRACTOR to carry out suitable inspections
and tests, in accordance with detailed ITPs and manufacturer’s guidance, prior to installation.
The proposed diffuser configuration includes flanged duckbill ports to be mechanically flanged
connected to a riser which is in turn will be connected to the outfall pipeline. It is expected that
the risers and ports piping, flanged connections and removable steel gratings will be fabricated off
site to limit connection to be undertaken by diver or other means offshore.
The CONTRACTOR’s fabrication philosophies for the offshore activities shall include due
consideration for fabrication of diffuser and diffuser piping (risers & ports) and associated
appendages.
Contractor shall be responsible for load out, sea fastening & transportation of all offshore
structural modules – Diffuser, Line Pipes strings, and Project equipment. Contractor shall prepare,
but not limited to, for all offshore structural modules – Diffuser, Line Pipes strings, and Project
equipment, lifting plan, lifting analysis, load out plan, Towing analysis & Tow Plan showing location
of each module on cargo/dumb barge, sea fastening plans, sea fastening analysis, stanchion
drawings, drawings for modification required on cargo barge, transportation analysis etc. and carry
out fabrication of temporary stools (as applicable), fabrication & installation of temporary bracing
to be installed on structure (as applicable). Cost of all above shall be deemed included in the
Contract. All the drawings, plans, analysis & procedure shall be submitted after receipt of MWS
approval to Owner/PMC 45 days prior to any load out for review. Contractor shall incorporate all
the comments or provide response which should be acceptable to Owner. Delay in submission of
required documents & subsequent approval may delay the load out and Contractor shall be
responsible for any such delay. All the Fabrication and Transportation activities shall include the
following.
• Handling and transportation within the yard of complete substructures by means of
suitable craneage and/or multi-wheeled trailers, till the loadout Quay.
• Load-out of structures by means of suitable craneage or multi axle trailers.
• Sea fastening of structures & Tow Plan of Line Pipes Strings including review and
authorization by MWS/PMC.
• At end of sea fastening activities, the loaded cargo barges, in line with the requirement of
Contractor’s planned installation sequence shall be transported to the site where the

barges shall be kept at disposal in lay time until complete unloading and installation of
various modules structures.
• Any trans-shipment of cargo at any intermediate port or location shall be avoided and
transported directly to site.
• In case of breakdown of tug/cargo barge/shipping vessel, Contractor shall arrange
alternate method of transportation to deliver material at site to ensure Installation is
conducted as per Installation schedule without any additional cost.
12.6 Construction
All materials will be under CONTRACTOR’s care and custody until they are handed over to
COMPANY. CONTRACTOR shall be responsible for safe handling, storage, protection and
preservation of all material i.e. structures, HDPE Line Pipes, HDPE Pipes strings, concrete collars
and equipment etc. until final acceptance of taking over by COMPANY.
CONTRACTOR shall ensure end caps on pipe ends are installed during handling, transportation,
storage and when work on pipes is not being undertaken.
CONTRACTOR shall provide end caps on all pre-installed line pipes Diffuser & Tie-in spools during
transportation.
CONTRACTOR shall use either soft slings or polypropylene hooks to lift pipes from ends.
CONTRACTOR shall prepare all rigging plans, towing plans installation drawings, and lifting plans
and have these approved by MWS. Post-MWS approval, these shall be submitted to COMPANY for
approval.
CONTRACTOR shall use only certified lifting equipment.
CONTRACTOR shall prepare storage plans for easy identification and movement of materials.
12.6.2 Surveys
The CONTRACTOR shall be fully responsible for carrying out pre-construction, pre-installation and
post-installation surveys.
The CONTRACTOR shall be responsible for providing a survey vessel suitable for undertaking the
specified surveys for the duration of the offshore works.
Specific requirements for hydrographic surveying of the offshore pipeline installation routes are
given in the design specifications but are summarised as follows:

Following the award of the Contract the Contractor shall carry out an initial bathymetric survey of
the pipeline route and working area. The surveys shall consist of longitudinal lines with cross-
checks across survey lines taken along the pipeline route to provide full coverage as agreed with
the COMPANY. Charts at a suitable scale shall be produced within two days of carrying out this
survey. The survey shall also extend over the proposed temporary spoil areas, which the
Contractor is proposing to occupy.
Pre-Excavation/Dredging Survey
As soon as the Contractor intends to commence excavation/dredging works the Contractor shall
carry out a bathymetric survey of the area to be excavated/dredged. This survey may be split to
reflect the separate dredging periods which the Contractor intends to use as a temporary spoil
area. This will be used as a record to compare the completed work with the area before work
commenced.
Pre-Installation Survey
As soon as the Contractor intends to commence pipeline installation works the Contractor shall
carry out a survey of the trench area excavated/dredged. This will be used as a record to compare
the completed work with the area before installation work commenced.
Installation Survey
Contractor shall carry out field survey during installation activities to check and ensure the
positions & alignments of Pipelines and offshore structures are as per the design.
Field Installation survey shall be carried out using survey equipment and subsea divers during
installation activities.

12.6.3 Dredging
The Contractor shall be responsible for selecting appropriate dredging equipment to meet the
requirements of the Contract, detailed engineering and in accordance with the requirements of
any license or consent. In addition, the selection and operation of the Contractor’s equipment
shall:
1. Limit disturbance to the seabed and turbidity to the minimum practicable.
2. Generate where practicable, arising’s suitable for backfill and on-site stockpiling, where
conditions prevail.
The CONTRACTOR shall be responsible for the mobilisation of all manpower, equipment and other
resources as required to carry out dredging and backfill activities as per the scope of works.
Contractor shall analyse the Geo-technical data and assess the dredging volume and
methodology. Contractor shall also consider siltation in the area and seabed profile for
maintaining the required depth during the working season.
The Contractor shall prepare a plan of excavation operations for the Works, detailing the location
and profiles of the trench and programme of excavation and the dumping and handling of
excavated materials and/or other materials.
The excavation plan shall demonstrate that the specified excavation tolerances can be met. The
programme shall be based on the actual periods needed for installing the land pipes and shall also
include an appropriate allowance for down time. This plan is to be agreed by the COMPANY at least
2 months before the Contractor’s intended date to mobilise vessels for commencement of
excavation / dredging works.
The Contractor shall submit his proposals for dumping the excavated / dredged material to the
PMC/COMPANY for acceptance including survey evidence of the proposed dumping ground. No
depositing shall take place before agreement of the dumping locations. The deposit of dredged
materials in unauthorized locations shall not be permitted. Dumping shall only be permitted at
location specified by COMPANY; reference is made to Annexure 6. CONTRACTOR shall obtain
permission whilst moving in and out of the area to carry out dumping and dredging and advise of
dredgers daily movement plans to minimise interfaces with existing operations.
Siltation of existing nearby berths and access channels shall be monitored via survey and rectified
by means of dredging by the CONTRACTOR without any time and cost impact to COMPANY.

CONTRACTOR shall supply fully manned vessels and marine equipment required to undertake the
Works in accordance with the project schedule and their proposed construction methodologies.
Any additional vessels or equipment, and associated personnel, which prove to be required for the
completion of the work, or to satisfy the requirements of any authority (MWS & Statutory
Authorities) shall be mobilised by the CONTRACTOR. The cost of all additional items will be
deemed to be included within the CONTRACTOR’s price. No claims for increased costs because
of the CONTRACTOR’s failing to allow for sufficient vessels and equipment shall be entertained by
COMPANY.
CONTRACTOR is responsible to mobilise all vessels and marine equipment suitable for the met-
ocean marine conditions at the site. CONTRACTOR shall obtain class approvals for relevant
vessels and submit to COMPANY post-approval by MWS, prior to mobilisation.
CONTRACTOR shall carry sufficient spares on board to execute the works without undue delay.
Where required for the suitable performance of the works, CONTRACTOR shall provide positioning
systems and carry out calibration of these systems during mobilisation of vessels. Calibration
checks shall be witnessed and approved by the MWS, PMC, and COMPANY, or their
representatives at site. Recalibration of equipment shall be undertaken if any equipment is
replaced or modified, or if the MWS, PMC, or COMPANY representative deems that the
performance of the equipment is not satisfactory.
All installation vessels shall use the same positioning system.
12.6.5 Installation

CONTRACTOR shall be responsible for restoration of land and seabed to their original conditions.
CONTRACTOR shall be responsible for all installation activities (including pre-fabrication,
fabrication, erection, testing, pre-commissioning, etc.) of the entire facility in line with the
approved IFC drawings and specifications completed in detailed engineering.
The installation activities are summarized below:
• Management of all the work phases and the logistic, maintenance and servicing
• Development of studies and installation engineering for the performance of the required
lifts and in general construction engineering.
• Procurement, expediting, transportation and assembly of the required structures and
templates, special prefabricated scaffolding for welding operations and necessary devices
and spreader bars for the construction and lifting of the offshore structures, tie-in spools,
handling of the piles to be driven, the roll-up operations and more generally all the
structural material and equipment to be built as part of Intake & Outfall facilities.
• Load out & sea-fastening of offshore structures & Pipelines strings at the quay and
transportation at sea to the installation site according to the installation sequences.
• Surveying & Positioning activities for the installation of Pipelines & offshore structures.
• Completion of works
• Preparation of the “as built” documentation.
The CONTRACTOR shall be responsible for the installation, pre-fabrication, fabrication, erection,
testing, pre-commissioning and commissioning assistance of all offshore pipelines and
associated structures i.e. Diffuser & Diffuser Protection Structures etc.
The detailed & Installation engineering shall consider the CONTRACTOR’s proposed
methodologies for installation of the offshore items and account for suitable lifting arrangements,
connection detailing, etc.
The outfall pipelines shall be designed to be installed in a float and flood method and the
CONTRACTOR proposed installation methodologies shall dictate final engineering designs.

records, video records, photographs, inspection and test records and other quality records as
per specifications and instructions of Company/ PMC.
• Establishing Concrete Mix Design and approval from Company / PMC.
• Any other works not specifically listed herein but are required to complete the Works covered
in the Contract.
The Contractor shall conduct following civil works in accordance with approved for construction
drawings Method Statements, Risk Assessments and Schedule including supply of all materials as
may be required.
• Earth work in excavation in all types of soil.
• Earthwork in filling with available soil or rock or borrowed approved earth material. Backfilling
with available selected earth/earth from approved borrowed area to be arranged by LSTK
CONTRACTOR (from outside site boundary) and disposal of surplus earth to anywhere outside
the site boundary. Disposal areas to be arranged by Contractor.
• Micro grading of the area to achieve finished levels including cutting & filling of earth as
required, collection of debris, scrap etc.
• Providing construction joints, expansion joints and contraction joints in pavement including
supplying all materials, labours, tool, and tackles etc.
• Disposal of all waste generated till completion.
• Handover of site completely cleaned, free from any waste and shall be ready for operational
use.
12.6.8 Mechanical
The CONTRACTOR is responsible for the erection, installation, testing, pre-commissioning, and
commissioning assistance of the mechanical systems, equipment, etc., as per the scope of works.
All tagged items shall be assembled and installed as per the OEM’s guidelines and in accordance
with the relevant specification.
Any temporary structures required for the installation of the mechanical equipment shall be the
scope of the CONTRACTOR (design, procurement, fabrication, supply, erection, dismantling)
Suitably skilled and experience personnel or sub-contractors shall be engaged for these activities.
Contractor shall arrange the manpower, equipment, tools & tackles & other resources as required
for safe Installation of equipment.
Site acceptance test of all mechanical equipment shall be conducted in presence of OEM
representative.
12.6.9 Constraints

• Landward access to the site is via a single existing road which is used for access to the
RDMT jetty. Suitable insulation methodologies shall be developed by the CONTRACTOR in
liaison with COMPANY to ensure that access is not obstructed for maintaining operational
access to the existing facilities.
• The proposed pipeline route is between 2 operational marine facilities; RDMT and
Parikrama jetties. Permissions must be sought by CONTRACTOR in relation to movement
of marine spread and other equipment in the vicinity of these facilities. Detailed installation
methodologies shall be prepared by the CONTRACTOR to allow sufficient forward planning
of likely vessel movements and positioning during offshore and nearshore works to be
undertaken and informed to existing marine facilities harbour control. There is storm water
drain culvert near LFP and at the same location there is sudden drop in land profile which
needs to be consider/mitigate during preparation of methodology.
• The proposed pipeline route is close to the existing navigable channel for RDMT jetty and
other facilities upstream. Again, detailed installation methodologies shall be prepared by
the CONTRACTOR to allow sufficient forward planning of likely vessel movements and
positioning during offshore works.
• The existing RDMT vessel movements and nearby other neighbouring facilities are to be
given priority while executing the works.
12.6.10 Reinstatement
CONTRACTOR shall be responsible for the complete reinstatement of land associated with any
temporary set-up or laydown areas. This shall include, but not limited to:
• Removal of debris artificially created obstructions (including from excavations or gravel
placement or similar) associated with the Work.
• Removal of any temporary works, piles, fencing or artificially created obstructions (e.g., soil
or rock) associated with the Work.
• Disposal of insulation scrap as per COMPANY instruction and government guidelines
• Reinstating of the construction area including existing facilities.
CONTRACTOR shall be responsible for removal of any debris generated during both the onshore
and offshore works, including works in the intertidal area. CONTRACTOR shall perform a subsea
survey prior to installation and following completion of the works to establish there is no debris left
by the works.

CONTRACTOR shall carry out suitable surveys and underwater videography within and 100m in all
directions of the installed facilities and submit to COMPANY as part of the completion and
handover documentation to prove that sufficient reinstatement offshore has been undertaken.
If any part of the Work (or anything associated with the Work, including but not limited to;
structures, equipment, vessels, personnel) is the subject of loss or accident in, on, over or under
land, foreshore, navigable waterway or sea, the CONTRACTOR shall:
1. Immediately inform the COMPANY/PMC and the civil and/or maritime authorities and shall
take all steps, as appropriate, to locate, protect, buoy & light the item lost, and.
2. Promptly raise, recover, and remove the lost item unless its presence is not a breach of
law, regulations, private property or other rights, and the COMPANY and relevant
authorities agrees that it may remain where it is
In the case of such loss or accident, the CONTRACTOR shall take all corrective action to ensure
that the work shall be rectified and completed as necessary.
If indemnification of the loss was the responsibility of the CONTRACTOR, then all the above actions
shall be conducted without additional cost to COMPANY.
• Contractor shall also carry out the reinstatement of site including installation of marker post
along the pipeline route.
• Contractor shall carry out restoration of existing tarmac road to original condition after
execution of road crossings.
• CONTRACTOR shall arrange for the day-to-day housekeeping of work after completion of work.
• Temporary barricading as per direction of Owner/ Consultant as required.
• After completion of all the above activities, the pipeline shall be handed over to DMD operation
with all relevant documents, reports & as-built drawings.
The CONTRACTOR shall perform tie-in with onshore EDPL Pipeline hook-up, testing, pre-
commissioning and commissioning checks, start-up, initial operation and other required tests on
the facilities and demonstrate that the requirements of the Contract have been met and that its
work has been performed properly and adequately.

include as a minimum the system definitions, turnover of the systems, mechanical completion,
pre-commissioning and commissioning activities.
The procedures as mentioned above should also be submitted along with detailed project specific
procedures and pre-commissioning and commissioning schedules.
The procedures shall describe the proposed work in detail and in sequence (such as the calibration
of individual instruments, tests on equipment to verify that performance parameters are within
specified limits and logic flow charts for the initial start-up).
The tests shall be performed by the CONTRACTOR under the surveillance and to the satisfaction
of COMPANY and other representatives (as required). However, participation by COMPANY
representatives will not relieve the CONTRACTOR of any of its Contractual obligations.
The CONTRACTOR shall record test data (for example: instrument calibrations and settings,) and
maintain records on test data sheets in an operations log detailing and describing each activity and
change in mode of operation, including the time and date of each test.
The CONTRACTOR shall submit to COMPANY a pre-commissioning and commissioning report
containing test data and description, operation logs, and any deviations and deficiencies relating
to the Contract requirements not later than 30 days after completion of tests.
The CONTRACTOR shall submit pre-commissioning and commissioning tests data to COMPANY
for approval prior to the operation of any equipment.
If tests are carried out in stages covering portions of facilities, installation and equipment, the
CONTRACTOR shall provide a commissioning report for each stage.
The CONTRACTOR shall perform any test not performed during pre-commissioning or
commissioning where test results are questionable, or test results fall outside of the required
limits.
COMPANY shall carry out PSSR (Pre-start up safety requirement) audits and CONTRACTOR shall
complete all punch points of the audits before handover of the facility. Definition of Completion of
the facility is included in Annexures.
CONTRCATOR shall carry out preservation of Pipelines (e.g. Nitrogen Purging) wherever required
as per applicable procedure.
COMPANY will take handover after relevant format / certificate & handover-take over (HOTO) is
signed and the performance test run is completed to the satisfaction of COMPANY.

The contractor must consider the following during the construction phases.
• Presently EDPL Pipeline is in operation and any downtime of effluent discharge will affect DMD
plants operation hence the activities shall be planned and executed with utmost care in phase
manner and safely.
• In addition to EDPL other stakeholder have pipeline in vicinity of existing EDPL pipeline. No
damage or interruption to the existing operation of EDPL pipeline and other stakeholder
pipeline shall be permitted during execution of the project.
• Contractor shall be responsible to develop procedures for owner approval prior to
implementation and shall take all necessary precautions to ensure the existing operating
facilities are fully protected during on-going construction activities.
• All works to be carried out under Work Permit System.
16. QA / QC activities
COMPANY shall appoint a Project Management Consultant (PMC) for review of detailed
engineering deliverables. The PMC shall review critical residual engineering, detailing and
installation engineering deliverables, review/witness deliverable/testing of all CONTRACTOR
procured items, fabrication, load out, sea fastening, transportation, installation, hook-up/tie-in,
testing, and pre-commissioning of all the facilities within CONTRACTOR scope.

and CONTRACTOR shall coordinate with PMC for review and approval of deliverables.
COMPANY/PMC shall be copied into all correspondence.
PMC will review ITPs and Method Statements submitted by CONTRACTOR for critical procured
items, fabrication, load out, installation, hook-up/tie-in, testing and pre-commissioning and
identify stages where PMC will review and witness any activities. CONTRACTOR shall give 14 days’
notice to COMPANY to arrange PMC representative for local inspection/testing and 3 weeks for
overseas inspection or witnessing of testing.
PMC representatives shall review MTCs, inspection and release notes of critical items issued by
CONTRACTOR appointed TPIA and issue its observation/release note. In case PMC issue
observations, CONTRACTOR shall comply with all the requirements or provide documents as
requested without any cost & time impact to COMPANY. Post issue of release note by PMC & SQ
clearance from COMPANY quality representative, CONTRACTOR shall proceed with shipping/load
out of items.
PMC shall carry out random inspections in fabrication yard and review MTCs. CONTRACTOR shall
issue MTCs reviewed by CONTRACTOR appointed TPIA.
PMC shall witness major installation activities and CONTRACTOR shall provide 14 days’ notice to
COMPANY to arrange PMC representative attendance at site. Major installation activities are
defined as follows:
CONTRACTOR shall incorporate PMC comments or provide response to meet PMC requirements.
Any delay in issue of release note by PMC due to non-compliance by the CONTRACTOR shall be
attributable to CONTRACTOR and no time & cost impact shall be entertained by COMPANY in such
instances.
Following are the brief QA / QC activities.
• Review and Certification of all Procedures, ITP, Welding Procedures and Qualification
Records etc.
• Owner shall share RIL approved existing WPS.
• Review and Certification of Consumables, Speciality items etc.
• Witness and Review of Yard and Site Fabrication activities.
• Witness and Review of Civil & Mechanical works as per the approved ITP.
• Witness and Review of Pipeline Welding and NDT works.
• Witness and Review of field joint coating activities.
• Witness and Certification of Pipeline system testing & pre-commissioning activities.

MWS shall witness load out, sea fastening, and installation of the following items as a minimum:

CONTRACTOR shall provide all vessel and equipment documentation necessary to meet the
Marine Insurance Surveyor’s requirements.

COMPANY will be responsible for obtaining all the necessary Permits, Approvals, Licenses from
Indian Authorities required for the Project. CONTRACTOR shall support COMPANY by preparing all
the relevant documentation required by Statutory authorities for approval.

Current Procedure – To obtain MOD/MOHA clearance, CONTRACTOR shall provide all necessary
information (CONTRACTOR to check information required prior to mobilisation) to COMPANY,
which in turn will forward documents to GMB with covering letter to grant approvals. GMB will
review the documents and may seek additional information. Post GMB review, GMB will provide
recommendation letter to carry out inspection of Marine vessels.
The Project design shall be carried out according to the Codes and Standards listed in the below
table.
CONTRACTOR shall verify the design and ensure compliance as per latest edition of respective
Codes and Standards as on effective date of the Contract. For clarity, the latest edition shall be
referred as the code/standard under implementation as on effective date of the Contract.
All applicable codes like IS, IEEE, IEC, etc. is to be followed. Applicability of the same to be checked
from RIL standards / documents.

20. SOFTWARE
COMPANY operates SAP based systems for purchasing and materials management.
CONTRACTOR shall use all its appropriate IT / automation tools needed to complete the Services
for the Project and access shall be provided to COMPANY or COMPANY nominated persons.
1. All software applications, design tools and design calculation software included the
version to be used on the Project shall be subject to prior approval by COMPANY.
2. CONTRACTOR shall establish a documentation management system in line with Section 7
of this document to upload, download, store, archive and transmit/issue project
deliverables.

project.
The meeting locations, dates, and agenda shall be mutually agreed at project start up. The
CONTRACTOR shall prepare a detailed presentation for the meetings.

22.13 Weekly Review Meetings (CONTRACTOR Home Office & Design Office)
Weekly review meetings are envisaged to be undertaken on a weekly basis with participation from
Project Managers and of site personnel from the COMPANY, PMC, CONTRACTOR, and DEC (as
required and requested by COMPANY). Prior to these meetings, the weekly progress report shall
be circulated along with mutually agreed agenda points.
The agenda for these meetings shall include the following:
• Weekly plan vs progress statistics
• Status of detailed engineering, vendor engineering, ordering, manufacturing and delivery of
procured items, and sub-contracting
• Work plan for the following week
• Actions taken for any slippages
• Status of various resources deployed vs planned
• Weekly meetings planned with vendors for all major items
• Weekly meetings planned with fabrication yard teams
In case PMC/COMPANY finds need for improvement in coordination between the CONTRACTOR’s
engineering office and the site teams, then participation from the CONTRACTOR’s engineering
teams shall also be required at the meetings. CONTRACTOR shall submit minutes of meeting to
COMPANY/PMC for mutual agreement and sign off.

Prior to the start of any offshore works, CONTRACTOR shall organise a detailed risk assessment
workshop with all stakeholders including field installation personnel and marine equipment /
vessel personnel to identify potential risks and put in place contingency measures to mitigate said
risks.
CONTRACTOR shall identify, assess (using COMPANY Risk Assessment Matrix) and manage risks
throughout the Project. The project Risk Register shall cover both HSSE and non-HSSE risks. Newly
identified risks, new or revised mitigation actions, closed actions, closed risks, overdue actions
and risks, and a summary of the management of risk registers shall be discussed via a monthly
status report on risks to be submitted along with the Monthly Progress Report.

22.19 Planning
The Contractor shall plan and progress the work to achieve the following objectives:
• To monitor and control the work.
• To ensure the assimilation of changes to work scope or schedule.
• To provide owner with the required level of reporting.
The Contractor shall develop and issue overall master schedule of the project for owner approval
in Primavera.
The schedules shall be maintained through the duration of the project and shall be updated to
show actual and forecast activities status. The schedule shall be maintained and shall show
planned, actual and forecast activity data, which clearly identifies the critical activities and
dependencies.
Contractor to develop and submit resource plan including manpower as well as P&M.
Histogram for entire project for manpower and P&M is to be submitted before start of site work and
to be updated on weekly basis.
22.20 Reporting
The contractor shall issue Daily & Weekly progress reports regularly. The contractor shall agree the
format of all reports with owner.

22.22 Meetings
The contractor shall be responsible for organizing and coordinating all project meetings. The
Contractor shall record the minutes of meetings and shall obtain owners approval prior to issuing.
Minimum meetings shall be Kick off meeting & Weekly meeting. Monthly management level
meetings shall also be held.
The contractor shall operate a quality system, which complies with ISO 9001. The system shall be
supported by a QA manual, project specific quality plan and written procedures, which define
responsibilities and the established work practices necessary to assure quality.
All inspection reports are to be generated as per approved ITP and shall be certified by Owner on
daily basis based RFI raised by Contractor for their work. The QA/QC personnel of Contractor will
be responsible for ensuring quality of construction carried out by them in accordance with the
approved QA/QC procedures and management of testing facilities required for the purpose.
Quality Manager (QM) will lead the Quality Management system. The QM will also maintain the
NCR database and expedite resolution to ensure that the Non-Confirmation Reports (NCR) are
closed on a timely basis within target dates as per Contract. Review / approval of the activities by
Owner shall not however, dilute the responsibility of Contractor for maintaining quality as per
specifications and any re-work generated due to this, shall be re-performed without any extra cost
to Owner. Contractor will engage all qualified & experienced persons for QA/QC Department.
Contractor shall maximize the use of AUT in place of RT.
CONTRACTOR shall follow the requirements to meet the intent of the corporate HSE Policy of the
COMPANY and implement this through HSE Management System in their operations. All works by
the CONTRACTOR or his sub-contractors shall be carried out with due regard to the protection of
the environment and zero accident objectives and shall ensure that no disturbance and harm is
caused to the environment and personnel.
In line with COMPANY HSE management system, the CONTRACTOR shall follow internationally
acceptable, good industry practices of installation and engineering as applicable with due regard
to minimizing the impacts on occupational health of works and damage to the natural
environment.
The CONTRACTOR shall prepare detailed project specific HSE and Risk Management Plan and
procedures before starting any activity and submit to COMPANY for review and approval.
CONTRACTOR shall submit detailed HSE Plan covering various major stages of work identifying
potential risks, proposed mitigation measures covering both onshore and offshore works for
COMPANY’s approval in the beginning of the Project and have this approved prior to taking up any
site activity.

CONTRACTOR shall review COMPANY’s HSE Plan and prepare bridging document to comply with
HSE requirements.
CONTRACTOR shall carry out safety talks every day and risk assessments prior to heavy lifts.
CONTRACTOR shall include risk assessment in installation procedure of structures.
CONTRACTOR shall ensure safety officer is available on installation vessels and onshore works
round the clock and ensure compliance to Safety requirements. CONTRACTOR to note that
COMPANY reserves the right to stop any work if qualified and approved Safety Officers are not
available. CONTRACTOR to deploy adequate number of safety officers at site based on the work
progress.
CONTRACTOR shall ensure that no debris, spills, and bilges are disposed into the marine
environment. CONTRACTOR shall carry out post-installation survey and debris, if found, shall be
removed by CONTRACTOR at his own cost.
CONTRACTOR shall be responsible for taking preventive measures to avoid any spillage of oil and
bilges from its marine craft. If any spill occurs, CONTRACTOR shall be responsible for removal any
spilled fluid, due to any reason, at their own cost.
CONTRACTOR commits to engage only approved vendors for disposal of hazardous, food and
other wastes generated during installation. Disposal of any kind of installation waste in safe and
authorized manner is the responsibility of the CONTRACTOR and it will be carried out by
CONTRACTOR at no additional cost to COMPANY.
CONTRACTOR shall follow permit to work requirements and always follow HSE rules and
guidelines.
CONTRACTOR acknowledges and pledges to take all preventive measures and precautions whilst
working close to or within existing operational facilities.
Prior to commencement of site operations, the CONTRACTOR shall carry out detailed hazard
identification, risk assessment, and job hazard analysis to identify all hazards associated with the
Project activities and confirm that all hazards have been addressed through HSE Management
Plan, procedures, and practice.
CONTRACTOR, during the entire duration of the Contract, shall adhere to HSE requirements as per
the Contract documents. This document is not intended to replace the necessary professional
judgement needed to design and implement an effective HSE system for installation activities and
the CONTRACTOR is expected to exceed requirements given herein.
Elements of the proposed Project scope shall be executed in existing operational facilities of
COMPANY and therefore CONTRACTOR shall strictly follow the HSE requirements of COMPANY.
The CONTRACTOR shall not commence any activity without the valid permit to work for the area
and for the activity. The following are the types of permits to be obtained by the CONTRACTOR as
per the requirement of the activity but not limited to:

CONTRACTOR shall ensure the deployment of competent and qualified safety personnel including
Scaffolding inspectors. The Safety personnel shall be fully responsible to ensure that all project
work activities are performed as per plan/standard/statutory requirement with at most safety
precaution. In case COMPANY feels that CONTRACTOR’s Safety personnel are incompetent or
insufficient, CONTRACTOR shall deploy other experienced Engineer(s) as per site requirements
and to the full satisfaction of COMPANY.
Requirements stipulated in this Scope of Work shall supplement the requirements of HSE
Management given in relevant Act(s) / legislation, General Conditions of Contract (GCC), Special
Conditions of Contract (SCC) and technical specifications. Where different document stipulates
differing requirements, the most stringent shall apply.
Contractor shall follow the requirements to meet the intent of the Corporate HSE Policy of the
Owner and implement through HSE Management system in their operations. All services and work
conducted by the Contractor or his sub - contractor shall be carried out with due regard to the

protection of environment and shall ensure that no disturbance is caused to the environment and
marine life in the area.
In line with the Owner HSE management system, Contractor shall follow the internationally
acceptable, good industry practices of onshore, construction and Engineering as applicable with
due regard to minimizing the impacts on occupation of the marine environment, local inhabitants
and damage to the natural environment.
Contractor shall prepare detailed documented HSE and Risk management procedures and HSE
Plan before starting any activity and submit to Owner & Owner HSE team for review and approval.
Prior to commencement of site operations, the Owner shall identify all hazards associated with the
project and confirm that all are addressed through project HSE management plan, procedure, and
practices.
Contractor shall ensure that good first aid measures are available on all establishments to
safeguard the personnel. Project HSE plan shall be submitted to Owner for review, approval and
coordination with site activities along with methodology of work. Such plan should be in conformity
with specific requirement of Owner Project HSE plan.

On the receipt of Detailed Engineering DCI, COMPANY/PMC will mark up the documents to be
issued for review. The remaining documents shall be issued to COMPANY for Information.
CONTRACTOR shall note that the overall responsibility of approval of Detailed and Vendor
engineering documents shall remain in CONTRACTOR’s scope.
CONTRACTOR shall submit all documents to COMPANY/PMC through an online document portal.
COMPANY/PMC shall review the critical documents and provide comments via a Comment
Response Sheet (CRS). Upon receipt of CRS, CONTRACTOR shall update the documents along
with CRS responses and submit the subsequent revision of the document in the system for final
review/approval.
CONTRACTOR shall send identified documents to PMC, obtain comments and close these in the
same manner as COMPANY/PMC reviewed documents. All correspondence and document issue
to PMC shall be copied to COMPANY/PMC.
CONTRACTOR shall follow its internal online document management system for internal reviews,
TPIA reviews and MWS reviews.
CONTRACTOR shall comply to requirements given in the HOTO procedure and provide all
documentation required including completion reports on punch lists before initiating handing over.
CONTRACTOR shall operate a Quality Management System which is certified, defined, and
established to meet the requirements of ISO 9001 as a minimum. CONTRACTOR shall submit the
current valid certificate of their QMS to ISO 9001 to COMPANY.

The contract quality manual and all relevant procedures shall be made available to COMPANY on
request. COMPANY may also elect to review the CONTRACTOR management system
arrangements in relation to the specified requirements, workshops, and defined contracted
activities at any time.
The CONTRACTOR’s QMS shall be structured so that the CONTRACTOR fully accounts for the
quality requirements of his own activities and the activities of his sub-contractors, suppliers, and
vendors.
The primary responsibility for meeting contractual and product specification rests solely with the
CONTRACTOR, who shall be responsible for the quality of the work delivered to COMPANY. The
CONTRACTOR shall also be responsible for all liabilities that arise from the failure to meet the
defined specifications.
The PQP shall meet the requirements of the CONTRACTOR’s QMS, the Quality Manual and ISO
10005, and must also over the defined work scope and compliance with all set requirements,
standards and specifications of the Project.
The PQP should also define the CONTRACTOR’s audit program and reviews.
The quality plan shall address management and organization, planning and resource activities,
and include project and product realization, technical, manufacture, inspection, and testing and
information related to documentation, certification, and records activities, as a baseline
minimum.

26.3 Audit
The CONTRACTOR shall establish an audit program and perform audits both implementation and
effectiveness of the Quality Management System and Quality Plan activities including activities of
sub-contractors and vendors. This shall be additional to the certification body surveillance audits
carried out under CONTRACTOR’s own ISO 9001 certification scheme.

The audit programs and audit reports shall be made available for scrutiny by the COMPANY along
with any remedial actions.
COMPANY shall carry out audits during the Engineering, Procurement, fabrication & installation
phases at 30%, 60%, and 90% stage of each activity. CONTRACTOR shall comply with COMPANY’s
requirements, take corrective action & implement recommendations given during audits as part of
their scope. COMPANY reserve the right to participate in the CONTRACTOR initiated audit or carry
out specific audits at any stage of the project.
Audits shall be documented in a written report. A copy of all audit reports related to the Contract
shall be submitted to COMPANY within one week of the last day of the audit being undertaken by
CONTRACTOR.
26.4 Non-conformance
All non-conformances shall be reported in accordance with the defined and approved procedure
for non-conformance reporting.
The CONTRACTOR shall ensure that immediate and adequate correction/corrective actions are
taken to any non-conformance identified during audits, inspections, reviews, etc., to prevent
similar occurrences. All non-conformances shall be reported to COMPANY on the same day of
identification. The CONTRACTOR shall agree with COMPANY on corrective action(s) and apply at
the CONTRACTOR’s expense within an agreed time frame.
COMPANY will also conduct audits at various stages as per COMPANY’s business processes.
Audits to ensure the effectiveness of CONTRACTOR’s QMS. The CONTRACTOR shall participate in
the audits and any findings and recommendations shall be made available to CONTRACTOR for
taking corrective actions as necessary.
COMPANY may also undertake emergency audits when the facilities installation is nearing
completion to verify and ensure that facilities as constructed are in line with the design intent and
compliance with Design basis, technical specifications, P&IDs, and contract drawings.
Pre-Start-Up Safety Review (PSSR) audits shall be conducted with participation from
CONTRACTOR towards the end of the pre-commissioning phase to verify the completeness and
readiness for start-up. This shall be conducted in three levels and the punch points, if any, shall be
shared with CONTRACTOR. All critical punch points considered critical for start-up shall be
resolved by CONTRACTOR as a priority before handover of the facilities to COMPANY.

As part of project documentation and close out, Contractor shall submit all the project
deliverables i.e. Procedures, Reports, Calculations and As-built drawings as per the owner
documentation procedure.
Also, Contractor shall submit hard copies 2 Sets (Drawings in A2 size and Procedures, Reports &
Calculations in A4 size all color) and 2 Sets of soft copies with native files in DVD.
LSTK CONTRACTOR shall submit the following as a minimum with its technical bid apart from the
submission to be made under Attachment C of ITB. Any other relevant information as required to
support the Contractor’s proposal shall also be provided.

CONTRACTOR shall provide at no extra cost to COMPANY, office space and facilities for
COMPANY/PMC and other nominated personnel during the various stages of execution of
CONTRACT.
• Contractor shall provide office space till completion of project activities to COMPANY/PMC
representatives in its home office and Engineering consultant office. In case home office
and Engineering office are different, office space shall be provided in each.
• Contractor will provide access to a meeting/conference room. Meeting/conference room
will have audio / video conference facility. Conference facility will be provided at each
location i.e. home office, Design office, fabrication yard, Site office.
• Contractor shall provide stationery, reprographics, power, telephone (with local, STD &
ISD), tea/coffee, refreshments, refrigerator, microwave, fax & other amenities required in
home office/Engineering office/fabrication yard(s)/site office to COMPANY/PMC
representative for official work. All the facilities shall be free of cost to COMPANY.
• Contractor shall provide office to COMPANY/PMC representatives at each fabrication yard
location from beginning till last load out.
• Contractor shall provide office to COMPANY/PMC representatives at site office throughout
the Project execution phase till completion.
• Contractor shall provide sanitary facilities at his site office for his manpower and provide
access to COMPANY/PMC personnel for use of the same.
a. Transportation of Personnel
CONTRACTOR shall provide transport facility to COMPANY/ PMC representatives at the following
locations without any additional cost (Hotel to location):
• Engineering office
• Fabrication yard(s)
• Vendor location(s)
CONTRACTOR shall arrange dedicated transport facility for all its personnel at site at its own cost.
CONTRACTOR shall coordinate with COMPANY to issue passes for vehicles and drivers. Vehicles
to be deployed at site shall meet COMPANY norms/requirements. CONTRACTOR shall provide
crew transfer vessel or tug for movement of COMPANY/PMC representatives from shore to

CONTRACTOR’s installation vessels as and when requested. CONTRACTOR shall note that
COMPANY does not have any load out facility or personnel movement facility. CONTRACTOR to
check nearby port/jetty from where movement of personnel will be undertaken and inform
COMPANY.
c. Other Vessels
CONTRACTOR shall provide uninterrupted access to other vessels mobilised at site for the Project
to carry out inspections.
CONTRACTOR shall make available to COMPANY/PMC representatives full use of any of the
vessels’ telecommunications systems on board vessels not specifically described here.
d. Anchor Zone
No anchor zone area drawing is provided as part of Annexures. However, LSTK contractor to refer
Indian chart 2082 for anchor zone and must manage parking of construction vessels during
operation & non-operation period in consultation with GMB. The same information needs to mark
in NHO & Local Chart for the uninterrupted movement of other stakeholder’s vessels (GODREJ,
ISJEC, GMB) along the navigational channel.
Owner will allocate laydown area to contractor. Area shall be allocated to contractor outside DMD
premises. The laydown area shall include space for temporary set-up i.e. Site office, Stores office,
Laydown area for material, fabrication yard, Storage area for stacking of line pipes, equipment &
tools. It shall be the sole responsibility of the CONTRACTOR to determine the suitability of the yard

area with respect to transportation of structures, pipework, modules, equipment, etc. from the
fabrication yard to the installation site.
CONTRACTOR shall arrange transportation of its manpower to yard and obtain passes for its
manpower to be deployed in the yard from COMPANY.
CONTRACTOR shall estimate lay down area requirements and in case the area provided by
COMPANY is insufficient, CONTRACTOR shall hire laydown area outside DMD facility boundaries.
CONTRACTOR shall carry out necessary site clearance, grading, and development to provide
foundation/support in any laydown areas (within or outside DMD facility boundaries) for storage of
all procured items and fabrication activities as per the CONTRACTOR’s requirements.
CONTRACTOR shall be responsible for safe storage of all procured items. CONTRACTOR shall
provide fencing, guards, material handling equipment, generators, trucks/trailers, and all other
equipment required for the handling and movement of material to/from laydown areas.
At completion of the Project, CONTRACTOR shall restore the area to its original condition prior to
handover to COMPANY.
Hard barricading shall be provided by the CONTRACTOR for isolating operating areas from
installation areas for permit free working. Barricading is be provided to a minimum height of 3m.
Construction power shall be arranged by the Contractor with suitable DG sets. Subsequent power
network shall be installed and maintained by the Contractor. CONTRACTOR shall also obtain all
the necessary approvals from CEI etc, if applicable, to perform the work.
Installation water shall be provided by COMPANY to CONTRACTOR at one location within the area
provided. Further distribution of water shall be undertaken by CONTRACTOR to suit its
requirements. CONTRACTOR may be permitted to use the water from fire / utility water networks
for testing requirements with prior approval by the COMPANY. Any treatment required for water for
any purpose shall be done by CONTRACTOR.
Movement of manpower and materials shall be regulated through a gate to the area provided.
CONTRACTOR shall ensure that its manpower shall not have access to operating areas of the
facility by suitable barricading. Access to operating areas, if required for installation purposes, will
be with a separate pass and restricted entry. All personnel shall go through a security clearance,
induction, and health checks prior to being allowed within the plant. All vehicles to be used inside
the security perimeter shall have mechanical fitness certified and have suitable safety devices
such as exhaust mufflers fitted. All material handling equipment shall have a valid load test
certification from an independent agency. Full compliance of all applicable labour laws shall be
ensured by the CONTRACTOR.
LSTK contractor to manage the area for storage, stringing & launching channel as required.
However, RIL site CAD team will extend the necessary support to obtain permission from local

concern authority. For other requirement of precast & fabrication yard,5 acres’ area shall be
provided to contractor in Luvara plot which is close to RDMT.
CONTRACTOR shall provide fire extinguishers in site offices and mark escape route layouts in site
office and fabrication yard(s).
CONTRACTOR will check latest code of SOLAS and comply to requirements without any cost &
time impact to COMPANY.
CONTRACTOR shall provide, at CONTRACTOR’s expense, all personal protective equipment and
safety and survival equipment for CONTRACTOR personnel and COMPANY / PMC / TPIA personnel
on board in vessels supplied/operated by CONTRACTOR or their subcontractors. Personal
protective equipment and safety and survival equipment shall be supplied in compliance with all
necessary safety regulations and the requirements of COMPANY/PMC/TPIA. In this respect,
CONTRACTOR shall provide evidence to COMPANY/PMC/TPIA that its safety equipment and
regulations meet the highest standard accepted in the industry.
g. Other Infrastructure
CONTRACTOR shall develop separate Entry & Exit gates to the laydown/fabrication yards as part
of their scope. CONTRACTOR shall design, procure, and construct all the temporary and
permanent works required to developed infrastructure as outlined below.

Change control procedures ensure only necessary changes are implemented, with the full impact assessed and approved by the owner before implementation. These strategies ensure transparent tracking of project progress and effective management of changes, preventing deviations from the project scope or timeline .
The CONTRACTOR ensures integrity and compliance by adhering to the COMPANY's standard specifications and producing detailed engineering designs that are reviewed and approved by the COMPANY. Quality assurance processes compliant with ISO 9001 are implemented, including quality plans, written procedures, and inspections. The CONTRACTOR's QA/QC personnel are responsible for ensuring all construction meets the approved quality standards, and any necessary rework is performed at no additional cost .
Effective communication is facilitated through structured meetings and progress reporting. The CONTRACTOR organizes regular review meetings—weekly and monthly—at various project levels with participation from COMPANY, PMC, and other stakeholders to discuss project status, risks, and issue resolution. Procedures for change control and risk management ensure that any changes or risks are identified, assessed, and managed proactively to prevent project delays or cost overruns .
The CONTRACTOR is responsible for detailed engineering, installation engineering, procurement of materials, fabrication, construction, transportation, and installation of the pipeline. This includes managing all aspects of the project from pre-engineering site surveys to onshore and offshore installation activities. The CONTRACTOR must also handle testing, pre-commissioning, and commissioning assistance for all facilities, ensuring compliance with design specifications, standards, and regulations .
Restoration is vital to minimize the impact of construction activities on the environment and local infrastructure. The CONTRACTOR is required to ensure that all areas used during construction, like roads and sites, are returned to their original condition, which is important for maintaining good relations with local stakeholders and complying with regional regulations. This restoration process ensures the project leaves a minimal environmental footprint .
HSE policies are integral to managing risks by ensuring all activities comply with high safety standards, protecting personnel and the environment. The CONTRACTOR is required to develop and follow a detailed HSE and Risk Management Plan, identifying potential risks and proposing mitigation measures across all project stages. This ensures the project's alignment with the COMPANY's corporate HSE policies and aims for zero accidents and minimal environmental impact .
Upon identifying discrepancies or deficiencies in the reference documentation, the CONTRACTOR is responsible for notifying the COMPANY, who will remedy the issue if accepted. The CONTRACTOR must ensure all facilities are fully functional and compliant with the contract even if there are discrepancies in documentation. This requires an iterative review and correction process to align with primary design parameters and standards .
Detailed work method statements and risk assessments are crucial for ensuring safety and compliance in construction activities. They provide a structured approach to identify potential hazards and outline mitigation strategies, which are essential for minimizing risks and preventing accidents. Adhering to these practices enables the CONTRACTOR to conduct construction work efficiently and safely under the work permit system, supporting project success and HSE compliance .
The CONTRACTOR must develop specifications for the navigation aids in consultation with vendor data and ensure adherence to IALA standards. These specifications should be submitted to the COMPANY/PMC for review and approval. Additionally, the CONTRACTOR is responsible for coordinating with NHO Authorities to update the relevant charts to reflect the installations accurately .
