CHAPTER ONE

INTRODUCTION

1.1 Introduction

This chapter starts with the discussions about the historical or background of the area of Citizen
registration system theoretically, conceptually and contextually, after that the problem statement
of this project , also presents the purpose of it . In this chapter includes the objectives of this
project , where it is used , what is used and the technology that is used the developing of this
project . At the end of the chapter presents the benefits of the study for this project.

1.2 Background of the study.

As technology is growing due to the stage to do civil registration system so it is very important in
counting of population, “to make people count,we first need to be able to count people,” said Dr.
Lee Jong-Wook, Director General of the WorldHealth Organization in 2003. Historically Africa
witnessed as one of the earliest attempts of mankind in counting people. There are many ways of
counting people through the population censuses,surveys and civil recording(Patrick
Nshimiyimana, 2013).

The civil registration system was created 1968 in Denmark by copying the contents of the
manually kept civil register, the main difference between the present CRS and the original civil
registration system 1968 is that prior to 1978 data was stored an magnetic tapes today it is stored
on hard discs, this it practicable to update information on daily basic (instead of weakly), and
make daily retrievals from the system. Mover the CRS has because accessible by terminal in
1981 for central government as well as for local government users and the local civil register can
now report changes in the system via terminal 1983 and 1991 has become possible for the
suppliers of data via terminal to make a current update of the data in the civil registration
system(Casper Malig,1996).
The registration of birth and deaths is not new concept in Africa, only small number of countries
in Africa have civil registration system is available whose coverage of vital events specially
births, these are mainly the countries in north Africa, Egypt, Tunisia, and Libya, and also the
countries with national registration system 29 of 35 are central registration agencies, in 3
countries; cambia, Liberia, and Sudan(Casper Malig,1996)..

The system of civil registration in Rwanda have been collapsed during the genocide of 1994
which has completely destroyed Rwandan economy and cost lives of more than 1 million
peoples(Patrick Nshimiyimana, 2013).

The reason that we appoint this system is to develop online system in citizen registration that
suitable to get all information about any citizen, and have also can easily retrieve data about any
particular civilian as to find automated service with less waiting time.

There are a set of examples those related Citizen registration system used in the world today for
the sake of expansion of the people These systems include: the Nigerian citizen registration
management system: the main aim of this system is to design and develop a secure and reliable
database system for citizen registration with familiar graphical user interface. Design registration
identity card system is to analyze critical activities of national identity and create better identity
card system for Nigeria as a hole. Citizen card system, the primary purpose of this system is to
implementing and maintaining the transparent citizen card system that will generate system with
high secure, safety, and privacy freedom.

Since, it is very important to register the people, to get any information about the citizen. while
the existing systems is manual, we prepare an interview with some of the people who lives in
banadir state and they told us there is not have citizen registration system in computerized so
they use manual system that has many problems. when the citizen need to find his information it
takes long waiting time process and also sometimes missed his data due to the miss arrangement,
and the government services is very critical to search citizen’s particular information because of
the data may be saved in form of book, word document, excel sheet or disk drives. Due to the
government polices this kind of manual system citizen file may be lose, hidden, or fall in wrong
hands which aim privacy and security threat(Suleiman, April 2010).
1.3 Problem statement

Although, it is very essential to record the people, in order to find the citizen’s information.
whereas the existing systems is manual, i.e. citizen information in the country can be stored in
form of book or database like ms excel, word document and etc, the major problem is this miss
management of data can be taken a lot of time searching and it’s not easily to access, another
uninteresting problem is undertaking a lot of data about citizen information, there is more over
delay time occurs while the civilian person wants to get his information.

1.4 Purpose of the study

The general purpose of this study is to develop computerized database system and develop
effective citizen registration system.

1.5 Objectives of the study

The specific objectives of this research includes: -

1. To review the study literature view of online citizen registration system including related
systems and gab analysis.
2. To design the online citizen registration system using UML model including: use case
diagram, use case specification, activity diagram and sequence diagram.
3. To implement the proposed model using JSP programming language as front end and
MYSQL database as a backend

1.6 Scope of the study

The study will be developed in Mogadishu and will be implemented in Banadir State, And the
study will be conducted within a year and as will apply using JSP programming language as
front end and MYSQL database as a backend as well.

1.7 Significance of the study


The online citizen registration system have advantage about Banadir State, government services
and the citizen; the government can easily find all information about the civilian any time they
need, also government services have advantage of this system that solves more complex problem
which was manual problems and also they can easily search the national’s document and simply
access and retrieve the data from the database, and also this system has benefit of citizens; the
civilians get their information without losing time. This project will be useful the students and
researchers who willing to develop such system.

1.8 project organization

The instructional organized is as follows:-


Chapter 1: This chapter contains an introduction, background study of the project, problem
definition, purpose of the project and its objectives. Also includes scope of the project,
significant study of the project, and finally project organization.
Chapter 2: This chapter explains the project in details; it talks more about literature review of the
project.
Chapter 3: We discuss about requirements needed to accomplish the development of this project.
Chapter 4: During this chapter we design online Citizen Registration System by using Unified
Modeling Language such as diagram and so on.
Chapter 5: In this chapter we develop online Citizen Registration System by using JSP.
Chapter 6: Finally, we conclude and provide recommendation of the project.
