Common questions

Powered by AI

External community resources contribute significantly to the graduation ceremonies by providing in-kind donations and logistical support. For instance, the PTA contributes to stage decorations and coordinates donations, while the Barangay Council assists by renting out seats at a minimal cost. Such contributions allow the school to manage the ceremony's logistics without incurring additional costs on students, ensuring adherence to the no-fee policy from DepEd .

DepEd Order No. 12 s 2014 significantly impacts the execution of school events by imposing strict cost control measures, thereby encouraging schools to judiciously manage their resources. At Lipit-Tomeeng Elementary School, this results in strict adherence to budgeting guidelines, such as capping expenses at Php 250 per graduating student for graduation ceremonies. The directive ensures that no undue financial burden is placed on parents and promotes equitable access to school events for all students. Consequently, schools are incentivized to seek innovative funding solutions, such as engaging with community partners like the PTA, to fulfill additional requirements while abiding by the financial restrictions .

The school ensures transparency and accountability by formally documenting resolutions and minutes of meetings, which detail roles and financial contributions from various stakeholders, such as the SGC and PTA. Such documentation, certified by school officials, offers an official record of decisions, responsibilities, and financial allocations, ensuring all parties are informed and held accountable. This openness fosters trust among the community, aligns with financial regulations, and ensures the communal and regulatory legitimacy of the events .

The PTA facilitates the school's adherence to DepEd’s financial regulations by providing additional resources through voluntary support and donations, thus ensuring that graduation ceremonies are conducted within the financial limits set by the MOOE. The PTA’s involvement allows the school to support necessary expenses beyond the Php 250 per student cap by mobilizing community resources and voluntary donations rather than direct contributions from parents, maintaining compliance with the No Collection Policy .

The School Governing Council (SGC) plays a crucial role in supporting graduation activities by endorsing and collaborating with the Parent-Teachers Association (PTA) to express interest in participating in and supporting these events. This includes endorsing efforts to gather necessary resources and donations to fund aspects of the ceremony that the school MOOE might not fully cover, thereby ensuring the success of these important school events .

The school aligns its ceremony planning with the "Generation of Unity: Partners for the New Philippines" theme by fostering collaboration among various stakeholders, demonstrating unity through community involvement. This involves the joint efforts of the School Governing Council, PTA, and local community groups such as the Barangay Council, to organize and execute the event. Their cooperation not only reflects the theme but also sets a practical example of partnership and unity in achieving a shared goal, which is essential for nation-building .

Lipit-Tomeeng Elementary School adheres to the "No Collection Policy" by ensuring that no DepEd personnel collect any fees for the graduation or moving-up ceremonies in accordance with DO 19 s. 2008. Instead, expenses are covered using the school’s Maintenance and Other Operating Expenses (MOOE) as stipulated by DepEd Order No. 12 s. 2014. However, costs are carefully managed to not exceed Php 250 per graduating student, and the school seeks support from the PTA and School Governing Council to provide additional resources or donations without mandating fees from students or parents .

Logistical challenges include adhering to budget constraints while ensuring all necessary components of a successful graduation ceremony, such as medals, certificates, stage decorations, and sound systems, are in place. Lipit-Tomeeng Elementary School overcomes these challenges by relying on a collaborative approach that involves the School Governing Council and the Parent Teacher Association to secure donations and community support. With no expenses collected from students, they must carefully balance the allocation of the MOOE with additional support from external partners, ensuring a quality event within regulatory compliance .

Lipit-Tomeeng Elementary School's budgeting strategy adheres to DepEd guidelines by allocating costs within the limits set by MOOE and supplementing expenses through community sponsorships. The school ensures the cost per graduating student does not exceed the Php 250 limit set by the DepEd Order No. 12 s. 2014, relying on detailed allocation of resources like medals, certificates, and program printing, while leveraging community contributions for supplementary needs like stage decorations and sound systems. This balanced approach effectively aligns with mandated policies while effectively using available community resources .

Benefits include enhanced community engagement, increased resource availability, and strengthened school-community relationships, allowing for richer ceremonies without financial strain on the school or parents. Challenges involve ensuring coordination among various stakeholders, maintaining equitable contributions, and potential reliance risks if expected support does not materialize. Despite these challenges, the community's involvement can foster a sense of belonging and support for educational objectives .
